PREFACE
This handbook was prepared by Standards Australia in consultation with the Nation Office for the Information Economy (NOIE) (now the Department of Communications, Information Technology and the Arts), project subcontractors Red Wahoo and an industry based advisory panel. It is an historical record of the outputs of two projects conducted by the project team which developed a national e-business framework, registry and toolkit concepts, collectively known as BizDex. A working group managed by Standards Australia, consisting of representatives from the vendor, service provider, government agencies, standards and end-user communities provided strategic direction and oversight for the projects.

These concepts were further demonstrated in a further project in which a large buyer in the wheat industry automated the grain ticket business process between its enterprise management software application (SAP) and an office management software application (Quicken) used by many of the 40,000 small businesses it trades with. It successfully demonstrated how the BizDex infrastructure could be used to connect a trading community. 1.1 GENERAL

The NOIE report, E-Commerce Beyond 2000, notes an independent econometric study, which indicated the net impact of [B2B technology to the Australian economy] could be a 2.7% increase in national output and enhanced consumption of up to $10 billion within the next decade. This finding is predicated on the widespread adoption of B2B technology and that it proves to be an efficient mode of doing business in which the benefits exceed the costs. Central to this case is interoperability. A low level of interoperability means that technology cannot deliver on cost-effective B2B solutions, and perpetuates technical lock-in and high switching costs. All this deters small businesses from investing in B2B technology, which in turn makes it difficult for corporate and government B2B initiatives to generate critical mass and attain financial viability. In April 2002, NOIE conducted an industry forum at which industry input was sought on initiatives to address the problems of B2B interoperability. Approximately 200 representatives from industry, commerce, professional services and software vendor organizations attended the forum. The forum supported the establishment of a National B2B Registry Service, implementation of a governance structure to simplify and harmonize the B2B standards landscape and development of a low cost B2B connector suitable for the SME market. In January 2003 NOIE teamed with Standards Australia, Red Wahoo Pty Ltd (solution architects) and a community of twelve industry stakeholders to form the National B2B Registry and Toolkit Project team. Throughout 2003 the project team worked to complete the design of a technical and commercial framework to facilitate broad scale adoption of B2B throughout Australia. In September 2003 the National B2B Registry and Toolkit Project team renamed the initiative BizDex and launched the BizDex website www.bizdex.com.au BizDex is a collection of open infrastructure components that, together with a commercial and governance framework, provide the environment necessary for B2B collaborations to flourish. BizDex provides three main services all supported by a commercial and legal charter.

A standards library. A registry of community data. Integration tools.

The BizDex framework is available for use by any Australian business or government organization. However different organizations will find value in different parts of the BizDex framework. Stakeholders include: Government, Large Business, Small Business, VANs and Marketplaces, Industry Associations, ERP Software Vendors, B2Bi Software Vendors, SME Software Vendors.

This report has been assembled from a collection of project deliverables completed during the past ten months. It includes:

A summary overview of BizDex, including definition of the BizDex Vision, Mission and Strategy. A business case for the continued development and deployment of BizDex. The business case provides an ROI analysis and identifies the top ten benefits and risks of BizDex deployment. The recommended BizDex community enablement and communications strategies. Finally, the report documents project conclusions and recommends specific actions required to continue the development and deployment of BizDex. Appendix A documents the projects achievement of the originally set goals and itemizes project deliverables completed. Appendix B provides an inventory of collateral and tools completed by the project team and contained on the BizDex website.

1.2 ABOUT THE DOCUMENT This document is the final deliverable of the National B2B Registry and Toolkit Project team. It provides a business case for expanding the BizDex Proof of Concept into a Pilot production deployment, a process for engaging end users and a strategy for disseminating project outcomes. 1.2.1 Objectives The objectives of this document are as follows:

To illustrate the potential value of BizDex and provide a credible business case for interested stakeholders to continue investment in, and development of, the BizDex Framework. To outline the recommended processes for recruiting organizations to engage with BizDex. To outline the recommended methods to disseminate project outcomes and key marketing messages.

1.2.2 Audience This document is targeted toward senior executives of potential stakeholders. It aims to provide them with an appreciation of the overall value and potential of the BizDex Framework and encourage their contribution to its continued development. 1.2.3 Pre-Requisite Knowledge No specific pre-requisite knowledge is required, however an overview appreciation of the BizDex Framework will be useful. Readers are encouraged to review the BizDex web site www.bizdex.com.au for more information.
