The basic structure of economy and society in the xyz village under consideration is deplorable. The majority of its population is living in poverty and nearly half of them are unemployed which directly affects the backbone of economy and society adversely. The main problems of this village have been identified as : UNEMPLOYMENT: 40% of the population is unemployed The unemployment also creates financial instability of population Number of dependents are more in a family causing more workload on the employed member which reduces the productivity of human resources

AGRICULTURE BACKWARDNESS: Use of non-scientific and haphazard agriculture techniques Insufficient irrigation facilities Absence of local markets No financial institution causing not only backwardness of farmers but also to other local traders, craftsmen etc.

EDUCATION: High illiteracy level Poor educational facilities

SOCIAL BACKWARDNESS: Negligible participation of women in economy causing womens backwardness in society Basic amenities like sanitation, healthcare and drinking water are absent Insufficient electricity supply Absence of road connectivity

The combined effect of all these problems is that the resources of village (human and natural) are being wasted which makes the future prospects of growth and revival even damper.

PROPOSED POLICY. We take the challenge of a sustainable and stable development of the village by blending both social and profitable model. The hybrid model maximizes the profits by adapting various innovative steps aimed to reap benefits from the current rural labor arbitrage and address the social issues like rural employment and education.

The hybrid model consists of two phases of development where the first phase mostly focuses on rural resource development and second phase focuses on utilizing these resources to make the model revenue generating as well as improving the lifestyle. Aim of our model plan is to transform the village into a model eco village while keeping in mind the green concern and limited budget. The policies to be implemented in the first phase are as: The spineless economy be enlivened by pumping in corporates resources and the people made self dependent or employed. The main concern of this phase is earning the trust of villagers in the corporates seriousness for development and maximizing their participation in the revival procedure. Steps are taken to remove the financial instability, gender inequality and illiteracy. Basic infrastructural development is put at forefront. Healthcare services be provided and sanitation facilities developed. Special importance is given to revamping the agricultural practices by introduction of agroforestry methods and efficient irrigation system. Local crafts having potential market should be encouraged. Development of human resource for making them employable in small scale industry. The policies for second phase of development are as: The emphasis is on providing the village with urban amenities like electricity, better healthcare facilities, drinking water and proper sanitation facilities etc. to improve the status of society. People who are not yet self dependent or employed or below poverty lines are provided with a more supporting environment. Education is taken to more advance level, there is not only the provision for formal education but training and professional courses are also introduced in the curriculum. To make the society move forward by awareness programs, women upliftment etc. Creating an environment that attracts local markets and synchronizing the village with the outside market through the corporate as an interface.

The total time period needed to successfully implement the whole project will be not more than 4years. As in the first phase the situation is more challenging and it is important to start the development from zero level, this phase certainly will take time approx. three years and the second phase will take the rest time. PROPOSED PLANS:

The proposed policies need a great effort to be successfully incrementally implemented. To bring the model on real working many plans needed to be declared and followed. The description of plans for the first phase of development is as: 1. Keeping the population of village in consideration four bio gas plants will be established. This will be also eco-friendly, generate some employment, and make the people energy efficient. The electricity will be used for irrigation purpose, and other necessities like purifying water etc. Men working at the plant (from the village only) will be given a 1 week training course before. The village men will be provided with the electricity at a negligible charge (that will be less than the rate of existing power supply). 2. Training will be given to the people of village, especially women, for small scale industries like making pickles, papad, chairs, incense sticks, laah ki chooriyan and also for local crafts. The corporate will market the product for them. Huge employment can be generated in such a way and the plan also adds women to the economy thus can uplift their status. 3. Agriculture is given the prime attention. Community based farming be introduced where the farmers with small land holdings join and work as they have unified field so they can invest more in their tools and seeds and the risks be nullified. Agro-forestry based farming system is implemented in which multipurpose tree species, cash crops, medicinal & aromatic herbs can be grown in integration with other income generating components like fisheries, piggery, duckery, goatery, poultry, etc..This will not only generate extra income for the farmer but also provide nutritional security. The cattle excreta will be used in bio gas plant. Organic farming methods will be employed. 4. To help farmers financially, microfinance plan is introduced under which farmers can borrow for their crop as well as loan facilities are provided as per the need and situation. The decision of all the financial issues can be taken by the chief counselor under corporates supervision. The corporate will purchase the agro-forestry yields at a better price than offered by the present market, increasing the profits of farmers. 5. For irrigation purposes ponds be dug and boring be done. Rainwater harvesting method be encouraged. 6. A basic health clinic be setup and necessary medicines be available at the village itself. Some of the people will be trained for paramedics. 7. The education system has to be strengthened and more teachers be hired keeping in mind the population of kids in 7-15 year age group. Use of IT (audio-video learning) for educating and training people would be cheaper and effective. Night school for elder people be started. Meritorious student will be sponsored for higher education to cities. 8. A pakka road connecting the village to block town will be constructed. 9. A flour mill is to be established to produce bi-products of flour. The branding and sales of the products will be done by the corporate thus provides a market for the crops produced in the village. Apart from that it will be a source of employment also for the villagers.

10. Two lavatories (combined) will be constructed at appropriate places according to the population density in the village, available to all. All the lavatories will be connected to the bio gas plant. 11. An information center will be constructed in which the head counselor will be a corporate representative and three more helpers from the village will be recruited. The center will be a mean to aware people about corporates policies and plans. 12. A group of villagers called jan mitra be created, whose primary aim is to motivate the villagers for following the unorthodox but scientific methods of doing conventional things. Special jan mitra consisting only of women to be made so that women can be encouraged. After a significant development in the above mentioned fields the focus will shift to the following in phase two: 1. Drinking water management: The sources which can provide clean drinking water will be made available, publically or privately as needed at appropriate cost. 2. Community centers will be constructed for communal ceremonies, wedding ceremonies, Gram Panchayat etc. that can be used by all villagers as needed. Apart from that these will be used also for other social, religious awareness programs conducted by Jan Mitras and counselors.It would also provide for screening movies from time to time. 3. A rural B.P.O. will be established keeping the possibility of generating high revenue. All the villagers interested to do full time or part time job will be given a short term training course and based upon their potential to work, they will be recruited accordingly. This will be helpful especially for women and population belonging to 1824 age group. 4. Roads inside the village will be constructed. 5. PAKKA AVAS YOJNA: Concrete houses will be provided to the families that are still below poverty line at a very low cost. 6. Introduction of healthcare programs like Yoga Shivir, medical camps, cattle health check up programs etc. that will be initiated by head counselor. 7. Providing the rural market with telecommunication gadgets 8. Power transmission lines. 9. Encouraging dairy business by purchasing the local prepared bi-products at a reasonable cost branding them and selling to the outside market. The scope is widened by including neighbor village productions. Including all of the above a special scheme will be followed from very beginning of the project about direct connectivity of villagers with corporate house regarding any complains, suggestions and queries. The corporate will keep track of the situation and will regularly do inspection about its plans being correctly implemented.

Near the end our implemented action plans provide everyone almost equal opportunity as available to city dwellers which checks the migration. Over time the revenue generated in terms of money and trust will be significantly increased. Villagers loyalty to the company would also increase. Our policies steadily transform the village from being anonymous to being a model for others.
