How do parents protect their children from an unknown predator?

These predators are supposed to protect children from abuse and/ or neglect. The issue I am going to tell you about is happening all over the United States. My State is the worst- Kansas. The issue is Kids for Cash. The state agency which does family issues (Social and Rehabilitation Services-SRS) is doing Kids for Cash. The juvenile courts also doing it. I have written the governor and law makers of Kansas. There is still being nothing done to stop the practice and send the children home. Kids for Cash is children being placed in foster care because they receive government funds. The US house Committee Education and Workforce had a subcommittee that was actually looking into why so many of the children in foster care are special needs children. I am not sure if children who receive government funds because their parent is disabled or dead are also affected. I found out that it is called Kids for Cash. There is a lawyer referral group trying to find parents who are willing to fill out their online form to see if they can get enough to file a class action law suit against the states. It is called RepresentYou.com. The email I received stated that they believe that it is the only way to get the states to stop taking children wrongfully. The children are targeted because they receive government funds. The state agency also targets special needs children because there are special funds the state and foster care program will receive if the children stay in foster care for a certain length of time. I thought about some recent news stories I was looking over where the state has gone after parents for money fraud and Medicaid went after the Kansas public schools for overcharging. I emailed a friend who has been keeping track of what has been happening by Social and Rehabilitation Services (SRS) and the juvenile courts. She told me that SRS has gotten in trouble with the federal government for not being truth on the forms for why some special needs children were in foster care. The federal government took the money back that was sent for those children. This still has not stopped SRS from wrongfully taking special needs children. Some of the small organizations in Kansas that have been trying to get SRS and the juvenile courts to follow the laws have joined forces. They are now one big organization. It puts out a monthly newsletter. I will put the website address of where you can go see the news letters. My friend believes that the federal government should be doing another audit to see if Kansas is still getting funds for special needs children who have been wrongfully placed in foster care. I have written some state senators and representatives that they need to stop what SRS and the juvenile court- Child In Need of Care- from wrongfully removing children then destroying the family. In Wichita, less than 8% of the children will go home. My sister has been made permanent custodian of our daughters. My husband and I did not abuse or neglect our daughters. We have three lawyers looking at our case. We are hoping that one of them will take it. Other law firms have looked at our case but could not take it because they did not have a lawyer who could work in Kansas. I did ask if we have a First Amendment case. Our religious rights were being violated before our daughters were taken. I did not realize that the illegal IEP meeting that took place, a week before they were taken, had in its notes that our youngest daughter was being home schooled with Life Pac curriculum from Alpha Omega publications. The curriculum is Christ-centered. We do not have to rely on two witnesses telling the truth. I do believe that one of them would tell the truth because she wrote down what was being said at all meetings. I have asked if she destroyed those notes what would happen. I have been told that if she has destroyed them that is destroying evidence. We are fighting hard to get our daughters home because our oldest daughters life is at stake. Her specialist believes that if we do not get her home soon, she will have fatal seizure which is called status epilepticus. He used medical tests to back up what he has been trying to tell the court. Our judge would not accept anything that had to do with religion, any medical letters or reports which stated that either of us could be parents, and any medical reports or letters which stated that either of the children are not doing well out of the home. We have not seen our daughters in two months. The CINC courts were started to help parents or care givers who were abusing and/ or neglecting children but could not be prosecuted. It was to help them so they would not lose their children or end up in prison. The CINC courts mostly handle truancy which is mostly special needs children. These children will be placed in foster care and will not be going back home because the state needs their money. I have also been keep tabs on news reports of children who are rescued by the police or are killed by their parent(s). I have noticed that SRS knew that there was abuse and/ or neglect going on in the home. In many cases, SRS even

had evidence like doctors reports. The one thing that these children did not have was government money being given to them. It is National Child Abuse Prevention Month. How do parents protect their children from SRS and the courts? How much does it cost a child to be rescued by SRS? I want Kansas to close CINC courts. Governor Brownback has stated that SRS is being overhauled and renamed. Many of us have written to him that children who have been wrongfully taken need to be reunited with their families even if the parents have lost their rights. The foster care program case manager actually bragged that she has mostly taken parents rights who have not abused or neglected their children. They were just stupid enough to think completing court orders will get their children home. She also bragged that she can get psychologists to put in their report what she wants. I waited until I saw the psychologist report on me then I went to a psychiatrist. The psychiatrist did not agree with the psychologist. The counselor I have been seeing since this mess started agrees with the psychiatrist. He says the psychologist report does not make any sense. I want to see federal laws which punish states that wrongfully remove children and do not follow the federal and state laws. The Sedgwick County Court worker we have to talk to see what is going on with our daughters has told us that nobody has ever punished the agency or court for not following the laws and nobody will. He used the example of that Sedgwick County DA Nola Foulston was investigated and found to be tampering with court reports and evidence (juvenile side). She was not punished. She is being allowed to retire at the end of this year. She also has the most convictions turned over because of prosecution misconduct. Nola Foulston and Judge Burgess were in the news for having a parent arrested for criminal contempt of court. I believe it was a mother who moved to Texas after getting her children back. She was asked to testify before the Kansas Congress about SRS and CINC. The judge was angry with them and dismissed the criminal contempt of court against the parent. That is what is happening in Wichita. I am not finding any news coverage about children being wrongfully taken. This hurts the children for life. It could affect our economy. I attended classes where business people talked that they do look at family issues. A red flag is many children being in foster care. The United States talks about how other countries do not take care of their children properly. How can we do that anymore? Who knows if other countries know that we are hurting our children? The wrongful removal of children will affect the future of our country. I have become so desperate with my cause that I have written Mrs. Obama and Dr. Biden. A friend told me that they wanted to help military and veteran families. There is an Air Force family trying to get their daughter back. She was taken 2 weeks after her father was deployed. She cannot communicate. David, my husband, is a disabled vet. He was active duty for 19 years 1 month but his total service time is over 26 years (Army National Guard). Thank you for taking your time to care for children. Teresa Owen http://www.scribd.com/doc/87901155/April-2012-Kansas-Family-Rights-Coalition-News-Letter
