I am filing these complaints because Commissioner Levoyd Williams & Commissioner
Patricia Williams violated the Sunshine Law by going into Office Depot discussing city
matters while wearing city commissioner uniforms stating that they are city
commissioners from Lauderdale Lakes. They preceded by presenting documents to the
Office Depot Staff in regards to things that concern the city of Lauderdale Lakes without
authorization or direction from the Mayor, City Commissioners, City Manager & City
Attorney. On July 21, 2012 Commissioner Levoyd Williams and Commissioner Patricia
Williams attended a home owners association meeting in the City of Lauderdale Lakes
namely Oakland Estates and addressed issues that were being discussed at the 2013
Budget Workshop on Wednesday July 18- 19, 2012. These Commissioners were in
violation because both of them should not have been discussing matters at this home
owner's association meeting knowing that it needed their vote at a later date at the
Special Budget Meeting on September 13, 2012 @ 6:00pm. Neither one of the
Commissioners left the room while the other one spoke and this seems to be an
ongoing violation for these two commissioners. This is a clear indication of the abuse of

Summary
This is a discussion on creating an ordinance to regulate public solicitation of funds on behalf of
the City ofLauderdale Lakes.
Staff Recommendation
Background: Section 2-6 of Chapter 2 of the Code of Ordinances was discussed at the
Commission Workshops of March 8, 2010 and May 10, 2010. It was determined that there were
unintended consequences in the Code which could affect City Elected Officials. Ordinance No.
2010-11 was approved on second reading at the June 8, 2010 Commission Meeting repealing
Section 2-6, Chapter 2 of the Code of Ordinances regulating solicitation of funds. The proposed
ordinance is being presented to recreate Section 2-6 of Chapter 2 of the Code of Ordinances
regulating public solicitation of funds on behalf of the City. Attached is the supporting
documentation (i.e. meeting minutes and other information) on this issue for review.

On February 7, 2012, during the regular Commission meeting, Lauderdale Lakes Commissioner
Levoyd Williams admitted to obtaining unauthorized access to the city's restricted-use computer
system. Acknowledging the system's "weakness", Williams not only hacked entry, he confessed to
accessing any area of the enterprise server he so chose.

Such brash public admittance to committing a felony cyber-crime makes me wonder just how far
Williams, and his colleagues on the dais, will go to protect their freedom, careers, and the public's
perception of their actions.
When considering the city' s past/current state of :financial despair, the need to blame others, the
serious charges levied against Mr. Larry-l'ibbs;-and based upon my nearly thirty years of experience ----
in the Information Technology field, it is my expert opinion that Williams could have very easily
altered. manipulated and/or changed information.

accessed any computer, computer system, or computer network; or whoever willfully,
knowingly, and without authorization denies or causes the denial of computer system
services to an authorized user of such computer system services, which, in whole or part,
is owned by, under contract to, or operated for, on behalf of, or in conjunction with
another commits an offense against computer users
Except as provided in this subsection an offense against computer users is a felony of the
third degree, punish- able as provided in 8.775.082, 8.775.083, or 8.775.084.
If the offense is committed for the purposes of devising or executing any scheme or
artifice to defraud or to obtain any property, then the offender is guilty of a felony of the
second degree, punishable as provided in 8.775.082, 8.775.083, or 8.775.084.

Given this, I respectfully request the Broward County State Attorney' s Office and the Broward Office

such standards be applied forthwith.

I am filing these complaints because Commissioner Patricia Hawkins- Williams violated
the ethics code by trying to use her position as an elected official to get a discount on
personal items in Office Depot.
Commissioner Patricia Hawkins- Williams and Commissioner Levoyd Williams violated
the Sunshine Law by going into Office Depot discussing city matters while wearing city
commissioner uniforms stating that they are city commissioners from Lauderdale Lakes.
They preceded by presenting documents to the Office Depot Staff in regards to things
that concern the city of Lauderdale Lakes without authorization or direction from the

RE: Commissions Meeting
In an effort to discredit, defame, and sabotage my
integrity and character in the community a proposition was
made between two individuals to conspire against me in stating
that "the contributions that were donated for the teacher
appreciation event were not distributed accordingly to the
appropriate schools and that I took the contributions for
myself instead." I want to say that I have never taken anything
from anyone in my whole enti re li f e and that is a slap in the
face as far as I am concerned considering how much I have
down in this community whether it is for the schools or
individuals. After the teacher appreciation, the manager of
Office Depot gave me boxes of cups and other items. As the
manager gave the items to me I specifically asked him "who
should I give these items to?" so there would be no
misunderstandings later. The manager answered, "give them to
anyone you wish." The items were given out by myself and Ms.
Beatrice Esdelle who verified this matter with the City Manager.
Once I found out there was an issue I spoke to t he staff at
Office Depot to find out that Commissioner Patricia Williams
came to the office depot to buy folders and demanded a
has never asked for a dime. I am also asking Mr. Brady that our
tax dollars not be used to represent these two Commissioners.
In Closing, I would like to say that this a disgrace and this
lack of Unity between the elected and officials and the
residents of this city is not doing anything other than bringing
down the morale of this city as well as pushing Lauderdale
Lakes into the media in a negative way. I could never believe
that people could do what Commissioner Levoyd Williams and
Commissioner Patricia Williams did and believe that they are
being positive leaders; it takes more than being on a dais and
wearing a shirt that states they are a part of the City
Commission to have a positive effect on the City of Lauderdale
Lakes. This is why I had no regrets in filing the police report and
anything else I have to do to protect my reputation. Now that
this is said and done I am asking Law Enforcement to pick up
these two Commissioners alluded to earlier if anything happens
to my property or me during this time because the word is that
they are going to teach me who runs things around here and
there are only two individuals who decide who will get elected
in the City of Lauderdale Lakes.
