I'm sorry to report that I was not able to develop a thorough list of earmarks for the 2004-2005 time period like we
discussed. I have solid data for 2008 but finding specifics for earlier time periods has proven to be very difficult and time
consuming. I spent the last week or so reviewing the 2008 data in an attempt to discern some sort of logical pattern from
the dates of the activity. For example, it would be interesting to see when earmarks were inserted to a bill--in the initial bill,
in a subsequent revision, or after it's already been approved by the House/Senate. I was also trying to determine if there
was a pattern to when campaign/PAC contributions were made with respect to the time an earmark was received. I
guessed that if I found a pattern, I could apply that pattern to the 2004/2005 campaign/PAC contributions and work
backwards to find the information. No such luck. I was not able to discern any obvious pattern in any of the information.
also spoke with other coworkers about different ways to approach the situation, hoping to find an alternative. I received
some great ideas but none that gave me what we need.
I know that you're under pressure to find a "smoking gun" and I know the AUSAs will be meeting about this case in May to
discuss its future. I feel terrible that I've not been able to make a significant contribution to date. Is there anything else I
can do that may help develop the case? Is it possible to go through seized material with you, for example? Or review
emails and other communications? I don't know that I would necessarily see anything that you've not already found but I
would certainly try. I've already spoken with my supervisor about such a possibility and I've got her approval if you feel it
would be beneficial. Please let me know.
