A MAJOR supporter of the reproductive health bill on Tuesday said Senator Vicente Sotto III should have sued his wifes doctor for misinforming him that his rst-born son died because his mother had taken contraceptives during her pregnancy.
A day after Sotto recalled the death of his son 37 years ago in a speech before the Senate, Iloilo Rep. Janette Garin said the doctor had kept the senator in the dark about his sons real health condition. Hearing him say that he was told by his doctor that the cause of [his sons] heart disease was the intake of pills, I would strongly suggest that he sue his doctor for all this mental anguish they have been suffering because it is denitely not true, Garin, a doctor, said in a TV interview. Garin said the senators wife, who got pregnant despite the use of contraceptives, might not have been taking the pills daily or in the correct dosage. This is where the problem is. THE farmers groups Kilusang Magbubukid ng Pilipinas and Kontra-Daya on Tuesday petitioned the Commission on Elections to block the congressional bid of President Benigno Aquino IIIs aunt Margarita Tingting Cojuangco, saying she had no right to claim to represent farmers in the 2013 elections. They said Cojuangco was a big landlord who owned the 4,915-
hectare Hacienda Luisita and who, they said, was continuing to refuse to distribute the land to the farmer-beneciaries as ordered by the Supreme Court. Cojuangco is No. 1 nominee of the group Aksyon MagsasakaPartido Tinig ng Masa. A landlord claiming to represent farmers is an insult to the collective intelligence of the Filipino peasantry and the people, KMP deputy secretary general Wilfredo Marbella said.

So said that by increasing the tariff from ve to 10 percent to 35 percent for imported swine liver and edible offal, the government would be able to address the unabated smuggling of meat products which already resulted to losses to the backyard industry amounting to P28.5 billion since 2009. Citing data, So said there was a huge discrepancy of more than 73 million kilograms of offal that were imported into the Philippines. at 41,301,427 kilos, while the Bureau of Animal Industry record put it at 115,044,838 kilos. Therefore, there was an anomalous discrepancy, an unexplained volume of illegal importation of offal last year amounting to 73,743,411 kilos, So said. He also recommended that the government regulate and restrict the importation of swine liver and offal by establishing a system of accreditation for traders and processors, and an advance declaration of the volume of the products to be imported. We want to state clearly that this is not in restraint of trade, as importers may want to assail it categorically. to do the job. From various accounts of senior ofcials and pro-administration legislators, their less than vigorous interest to pass the FOI Act supposedly derives from a few reasons: 1. That some Executive agencies have become more transparent anyway that they are already uploading some budget and public nance documents; 2. That the FOI Act seems largely an issue of the middle class and the media; 3. That the FOI Act might not get the numbers needed in the House, and with the May 2013 elections coming soon, might divide more than unite the political parties. Online uploads of public documents are just half the transparency equation that the FOI Act must guarantee. The other, more important half of the equation is the public disclosure of documents on request or on demand of citizens asserting their right to access information in government custody. Citizens need and must know how public ofcials exercise their powers and authorities, how they spend public funds, what contracts and agreements they sign and seal on our behalf, what policy issues bother them that must also bother us so we may participate in making decisions. Citizens need and must know the programs for the delivery of the most basic services, as well as how they can access with success and within reasonable time frames the most relevant public documents they need to secure and safeguard their most basic needs. Indeed, in the panoply of rights, the right to information is both the most supreme and the most fundamental as it is the bedrock of all our rights to education, property, livelihood, even life. The right to information is our protection against government abuse, at the same time that it is our power to make government accountable. But our right to information, as great and self-executing as it is under the 1987 Constitution, requires a complementing legislation to ensure its clear-cut, full and predictable operation. IN 1986 at Edsa, the rst people power revolt ended 21 years of a government so dark and so opaque, and ushered in one of light and transparency. The strongman Ferdinand E. Marcos was vanquished and democracy icon Corazon C. Aquino came to power. A year later, the 1987 Constitution enshrined state policies of full transparency and accountability in the conduct of all public ofcials and employees, and of full public disclosure of information vested with public interest. The Constitution upheld the peoples right to know and be informed about all policies, projects, and programs of government that involve use of taxpayers money. It is now 2012, or over 26 years after Edsa. Filipinos today are the most exuberant in their exercise of the freedoms of speech, of the press, and of peaceable assembly for redress of just grievances. But one other inalienable freedom that the Constitution also guarantees Freedom of Information remains just a bill perpetually

Not during this administration, anyway, no matter how many times the oods beset us every blessed year. *** The Aquino administration, the man in charge said, is implementing ood control and disaster management measures which work. Similar projects put in place by previous administration, to which the current one must always be unfavorably compared by those now in power, are a joke, he said. But now its becoming clear that the current administration c a n c e l l e d important projects, ignored key recommendations and even abolished programs and agencies intended to nd a long-term solution to the problem of rainy-season ooding in Metro Manila and its environs, simply because they were started by its predecessor. And if there is a joke in all of this, it certainly is on us all who have to live with the oods. Lets start with the unilateral cancellation by President Noynoy Aquino of the P18.7-billion contract to dredge the Laguna Lake, because Aquino is of the rm belief that the silt will only be moved from one part of the lake to another. Proponents of the project, which was funded by the Belgian government, denied Aquinos simplistic understanding of the work involved, but the President would not be dissuaded even by a European Community lawsuit and forced international arbitration. Then there was Aquinos abolition in July 2010 of the Special National Public Reconstruction Commission, an agency created in the disastrous aftermath of typhoons Ondoy and Pepeng a year earlier. That short-lived commissions main output, called the Post-Disaster Needs Assessment, put together by experts from the private sector, civil society organizations, and multilateral development partners and bilateral development partners, was also shelved. The paper evaluated the damage caused by the typhoons, covering 13 key sectors of the economy, local government, social protection, nance, and disaster risk management and reduction. The mothballed recommendations, in the new Yellow light of the Aquino administration, were apparently unnecessaryuntil Turn to page 5

There are of course other factors for Hungarys declining population other than its safe sex practice. Young, skilled Hungarians are also moving out to other more prosperous European countries where they can earn bigger pay. Hungarians no longer need a visa to enter another European Union country when they joined the EU in 2004 and also acceded to the Schengen Treaty. Even the US and Canada waived tourist visa requirement for Hungarians for a stay of 21 days. Another factor in Hungarys declining population is its xenophobic immigration policy which nears zero tolerance. Ethnic Hungarians comprise more than 90 percent of its population. One can

hardly see black people on the streets of Budapest and even more so in the sparsely populated small towns. If one encounters a black person in Budapest, he or she is either an exchange student or a diplomat from one of the African countries. Hungarians are not racists. In general, they are a friendly, pleasant and intelligent people. Hungary can claim bragging rights to having 13 Nobel Prize winners, in various elds from science to literature. They are however not keen to opening their borders to immigrants even from neighboring Romania. Gustav, the Philippine Embassys janitor-cum-gardener/utility man in Budapest always enjoyed a good laugh when with a put-down banter he referred to Richard our driver as a Roma. Richard is actually a Romanian who immigrated to Hungary. Roma refers to the gypsies with Hungarian and Romanian blood running in their veins. They are displaced people living near Hungarys borders with Serbia, Slovakia and Bosnia-Herzogovina and are looked upon as outcasts. On a note of optimism over our galloping population, the Philippines perhaps could borrow a page on how India and China, two of the most populous countries in the world, were able to harness huge human resources to become powerhouse economies. Even Muslim Indonesia, the worlds fourth-largest nation with a population of 240 million, is converting itself into a capitalist haven, drawing foreign investments more than the Philippines. In the nal analysis, the population is not the problem. Its the kind of leadership the populace gets. Or deserves.

FIRST THINGS FIRST
IN HIS four-part Turno en Contra speech on the reproductive health bill which began Monday, Senate Majority Leader Vicente Sotto III promised to identify the pro-RH lobbyists in Congress. Everyone is waiting for it. I hope his list is longer than mine, and that he has all the time in the world to read it. Otherwise, he might omit some very important names, and they may not forgive him for it. Whether or not it comes, we need not look at the proposed naming of names as a kind of expose. In most parliaments and Congresses, lobbying is a legitimate political activity protected by law. So it is in this country. All our pro-RH lobbyists have to do is simply to behave themselves accordingly. But they seldom do. In 1979, together with then-Minister, now Senate President Juan Ponce Enrile at the interim Batasang Pambansa, I authored the Foreign Agents Registration Act of the Philippines, requiring foreign agents to make a full disclosure of their interests before they begin to lobby Congress on any issue. Under that law, a foreign agent is anyone funded wholly or in part by a foreign entity to undertake any public activity in the country. The purpose of this law was to protect our sovereign national interests from any undue inuence or pressure from any foreign source. In my appearances before the Senate and the House committees hearing the RH bill, I tried to call attention to that law to guide the respective committees. I normally began my testimony by declaring that I sat on the board of two

international organizationsWorld Youth Alliance in New York, and International Right to Life Federation in Cincinnati, Ohiobut that I did not receive a single centavo for my work, and was therefore not a foreign agent under the law. I expected the chair of the Senate or House committee to require all the other resource persons to make a similar declaration before giving their testimonies. However, whether from sheer lack of understanding of procedure or ignorance of the law, the chair never took the cue. In the Senate hearings, there would sometimes be 60 or so NGOs in attendance. Most if not all of them would be foreign-funded, and therefore foreign agents But none of them ever declared the foreign interests they served. This rose to a yet higher level of iniquity in the case of one particular pro-RH NGO, the Philippine Legislative Committee for Population and Development (PLCPD). This is run by foreign interests, but it lists some senators and congressmen among its ofcers and members. The committee is not a creation of Congress, and has no rightful claim to any privileges accorded to any congressional committee. But until I started making a lot of noise about it, and some congressmen picked up the issue, it had its ofces inside the Batasan complex, where the House sits, while some party-list representatives had virtually no place of their own, and its executive staff virtually ran the affairs of the committees like they were organic to Congress. I dont believe those are the guys Sotto should name. But whether or not he intends to name the RH lobbyists down to the last errand boy, he should perhaps help us examine at greater depth the role of the population lobby in our nations politics. Have they simply waged a campaign for the enactment of an RH bill, or have they, in fact, been working within the interstices of our political system to produce the kind of men and women that now dominate our politics? What gives them the gall, for instance, to warn the Catholic bishops that they would make sure no anti-RH candidate wins in the next election? Have they arrived at such a position that they can now call the shots in our national politics? Are President Noynoy Aquino and the pro-RH members of Congress, in fact, a product of their manipulations of our politics? This question does not simply jump out of the blue. In 1992, following my first election to the Senate on a pro-life, pro-family platform, the first warning I heard from Dr. Mahar Mangahas of the Social Weather Stations was that I would never get re-elected unless I supported the population control policy that he espoused. You see, there is no such thing as a Catholic vote, he said. This was a truly correct statement in a patently ignorant context. That conversation happened before I could warm my seat in my elected post, before the rst regular session of my very rst Congress in the Senate. That was 20 years ago. Obviously, that lobby has since grown in strength. In fact, before my reelection in 1995, I was threatened with junking by a population control general, well before the senatorial campaign beganby mysterious, foreign-supported forces. This was averted with the help of then President Ramos. Nevertheless in that election, which I won, one reputable statistical analysis showed I lost some 2.2 million votes to unknown forces. fstatad@gmail.com

Its the upcoming Aurora Pacic Economic Zone or Apeco in the municipality of Casiguran, Aurora province, which started operations in 2008. It is building industrialized ecofriendly communities that will transform the place into a center for a globally competitive, technologically advanced economic zone in the Pacic Northeast Sea Board. When completed, it could even be the envy of our Asean neighbors which are not as geographically endowed as the Philippines. As envisioned, the Ecozone will also accelerate the progress and development not just in the immediate area and vicinity around the project, but of the whole province and the entire Region III, as well as the southern part of Region II that includes Quirino, Nueva Viscaya, Isabela and Southern Cagayan Valley. It must be noted that Region III already has Fort Irene Cagayan Economic Zone which investigated Region II. The Aurora Economic Zone will also serve as a logistic hub, an ideal base for business among countries in the Pacic rim, and a major tourism destination accessible through trimodial transport by air, land and sea, which simply means more jobs and more taxes for LGUs. But, as always, there are the nitpickers and fault-nders raising recycled concerns that the Ecozone is harmful to the ecology and derive the locals of their agriculture and ancestral lands, rob the sher-folks of their livelihood and so forth. My gulay, these are the very same issues that keep on being raised against legitimate mining, electric and power plant construction, coal-powered energy and just about any project meant to benet the majority of our people. Just thinkthe Apeco project will create more jobs and business opportunities that translate into a vibrant local economy as a result of a freeport. The benets are endless. This is certainly good news for the country.

She settles into a seat where she rests her back, and then looks around. The townhouse was where she lived with her rst husband and raised their daughter. This is where my secretary works, too. Everything is here. It turns out that the laid-back retirement I envisioned her enjoying did not quite come to pass. She did take a few vacations, but she always came back to work. For instance, she only recently stepped down as president of the Genevabased International Social Security Association, a global organization of social security professionals of which she was the rst woman and rst nonEuropean president. Now she sits on the
board of directors of several companies and the board of trustees of several schools and non-prot organizations. Dela Paz-Bernardo also now sits as chairman of the National Citizens Movement for Free Elections. She believes that it is time to re-asses the relevance of Namfrel, which was known in elections past as a watchdog, an alternative group providing so-called quick counts. Dela Paz Bernardo emphasizes the need for information technology and audit expertise in ensuring that the elections are clean and credible. Her group is advocating random manual audits for the 2013 polls. She is also keen on educating voters: How must we discern who are right for our country? I dont want to be chairman if all I will do is criticize, she says. We want to proceed from regularity, assuming that everybody has good intentions and are doing the right thing. *** She left the townhouse the same time that I did, stopping by only to pick up a Filipiniana terno from her old closet to wear to some function later on in the day. Sometimes the meetings come one after the other. I nd myself wishing I had more time to sleep, or to tidy up my room which is lled with documents, or just play better golf. It seems, however, inconceivable that the 71-year-old Dela Paz-Bernardo, after a long and illustrious career as a nancial executive, will ever really relish a day doing nothing. THE government created an inter-agency body tasked with relocating 10,000 to 20,000 informal settlers illegally living at waterways in Metro Manila each year with an annual budget of P10 billion, according to Interior and Local Governments Secretary Jesse Robredo.
Robredo said the body will Metro Manila Development Authority, Department of Public Works and Highways, National Housing Authority and the Department of Social Welfare and Development. Every year, we will move between 10,000 to 20,000, he said in an interview with radio station dzBB. The secretary said President Aquino ordered that squatters living under bridges and waterways will be relocated to on-site resettlement projects, where available, and the government is already looking for private or public property that can be used for the purpose. He said the government will look for in-city and near-city relocation sites before resorting to the resettlement of affected families to provinces. Robredo said there are about 100,000 suatters living at the easement of Metro Manilas estuaries, called estero, but the government will initially move only about 30,000 of them. Barangay ofcials will also be held liable if they allow people to live in waterways in their jurisdictions. The kapitan (village headman) has the primary responsibility of enforcing the Building. If there is a problem, he is part of it. He is the one who sees this kind of eventuality. It is clear that if a house rises (at an estuary) and the builder is not accosted or reported to the building ofcial, then the headman will be held liable, Robredo said. Robredo announced the policies after Public Works and Highways Secretary Rogelio Singson declared that the government has rmly resolved to prevent further deaths of people who insist of living along waterwayes despite the danger to their families. Singson said the administration is ready to roll out high-priority ood control projects worth P5 billion starting this year, including repair and elevation of breached dikes in Pampanga, Malabon and Navotas, which is expected to be completed within three to six months. The upgrade of pumping system in Metro Manila and improvement of low-lying municipalities around the Laguna Lake particularly Cainta, Rizal and Laguna, are also included in the long list of priority projects. The Public Works Department will also start the improvement of the delayed Valenzuela-ObandoMeycauayan project, according to Singson. He said these projects are part of the P352-billion master plan that he presented to President Aquino at a meeting on ood mitigation on Monday.

I APOLOGIZE to my regular readers for skipping my column twice Aug. 1 and 8 and will make it up with a brief roundup of recent and coming events. On Aug. 5, an unlikely contender ridden by a substitute jockey scored an upset over well-regarded entries in the Philippine Racing Commission Peridot Stakes at Santa Ana Park. The 1,900-meter race, the 4th leg of the Import/Local Challenge series, featured seven runners, but only two were really in serious contentionBorn Tycoon and Striding Ahead. Ridden by jockey Antonio Alcasid Jr., Born Tycoon was the longest shot in the eld and won by a neck over the Striding Ahead who placed second. Botbo, the favorite, took third and Rain Shower fourth. The time for the race was 1:59.4 on a rm track. Alcasid said: Jockey Jesse Guce was to have ridden Born Tycoon, but he opted to ride Juggling Act instead, which was later scratched. The following week saw the assault of the fierce habagat monsoon that inundated half the metropolis and resulted in the cancellation of races at Manila Jockey Clubs San Lazaro Leisure Park on Aug. 7 and 8. The suspension of races are at the discretion of the racing clubs, and are imposed after a careful assessment of the weather and how it may impact racing conditions. Safety is paramount and the races never proceed if the well-being of horses and riders are in the slightest doubt. Races at MJC resumed on the ninth, and the weekend made up for the lost couple of racedays thanks to major events sponsored by Philracom and the Philippine Charity Sweepstakes Ofce. On Aug. 11, the favorite Pantukan and second choice Sky Dragon battled neckand-neck for the win in the 1,400-meter PCSO Special Maiden race. Alcasid, Sky Dragons rider, is known for his come-from-behind tactical skill and used this to good advantage in the race. However, crowding at the far turn caused him to lose ground and allow the frontrunning Pantukan to maintain a slight
edge until the nish line. Although a photo-finish was declared, the outcome was inevitable and the Floirendo familys Pantukan was declared the winner by the MJC Board of Stewards. Time for the race was 1:28.6 with quarters of 12-24-2427. Leonor placed third, Divine Eagle fourth. Vertis North is a 29-hectare property in Quezon City that Ayala Land will develop into a central business district with a budget of P65 billion. T-bond rates fall
COUPON rate of 25-year Treasury bonds fell to 5.75 percent in Tuesdays auction, the lowest since September 2011. The government successfully raised P9 billion from the sale of the newly-issued T-bonds, as investors swarmed the auction in search of long-term debt instruments. The debt paper yielded a coupon rate of 5.75 percent, or 90.6 basis points lower than the 6.66 percent average recorded in December 2011 when the government security with the same tenor was last auctioned. Demand for the 25-year T-bonds was nearly three times oversubscribed at P26.26 billion, with the auction committee accepting P9 billion. The market continues to be awashed with cash as seen by the tenders for the debt papers, National Treasurer Roberto Tan told reporters. The good economic fundamentals of the country with ination still very much tempered drove investors toward the long-tenor security, he added. Tan said the government remained liquid despite the increase in some commodity prices. He also said the government does not have immediate plans to tap the international commercial debt market. Ayala Land made a nominal bid of P24.3 billion for two-thirds of the 120-hectare industrial complex, more than double the governments minimum price of P10.2 billion and beating two other bidders, Karen Singson, executive director of the Privatization and Management Ofce, said. THE matter-of-fact denitions of a terrorist, of terrorist acts and terrorist organization, association or group of persons, in sub sections 3(i), 3(j) and 3(k), respectively of Republic Act No. 10168, the The Terrorism Financing Prevention and Suppression Act of 2012 belies the difculty of dening, in a manner acceptable to the family of nations, what terrorism is. They remind me of how aghast I was when my college science teacher dened science as what a scientist does. His denition, to my youthful consternation, broke the rule drilled into our skulls during the preceding period by my Logic teacher never to use the word being dened in its denition. Much older now, by nearly 45 years, and, due to having spent my adult life in reading laws and law books, presently unmindful of Sciences constant breaches of Philosophys standards, I look instead to History to understand how thoughts evolved through practice. That on-the-ground input, on the question of what terrorism is, I gathered from Doctor and Professor Hans Koechler. Hans Koechler was the founder and, at the time he gave us his insights, president of the International Progress Organization, based in Vienna, Austria. He gave the 14th Centenary Lecture in the Supreme Court Centenary Lecture Series on March 12, 2002 at the Philippine Supreme Court session hall in Manila. Remarkable confusion persists, according to Dr. Koechler, in regard to the legal categorization of acts of violence either by states, by armed groups such as liberation movements, or by individuals... The dilemma can be summarized in the saying, One countrys terrorist is another countrys freedom ghter. The apparent contradiction or lack of consistency in the use of the term terrorism may further be demonstrated by the historical fact that leaders of national liberation movements such as Nelson Mandela in South Africa, Habib Bourgouiba in Tunisia, or Ahmed Ben Bella in Alegria,...were originally labeled as terrorists by those who controlled the territory at the time, but later became internationally respected statesmen. The professor that the doctor is, Koechler attributes the great divide to thought-related disagreement. He says: Since the times of the Cold War, the United Nations Organization has been trying in vain to reach a consensus on the basic issue of denition [of terrorism]. Corp., said Tuesday it registered a net income of P5.7 billion in the rst six months of 2012, a reversal of the P2.3-billion loss it posted year-on-year.
The countrys largest geothermal power producer said in a statement revenues from First Gen Hydro Power Corp. and Green Core Geothermal Inc. remained the companys major income drivers, as electricity sales increased 32 percent to P15 billion from P11.4 billion. First Gen Hydro operates the 132MW Pantabangan-Masiway hydroelectric plants while Green Core runs the 305-MW Tongonan and Palinpinon geothermal plants. Net income attributable to equity holders of the parent company also increased to P4.6 billion from a P2.3-billion loss on year. Recurring net income jumped 151 percent to P5.04 billion from P2 billion last year, mainly attributable to revenues generated by First Gen Hydro and Green Core. It said the Bacon-Manito geothermal plants in Albay and Sorsogon were expected to complete their commissioning and reliability runs within the year, in time to achieve full commercial operation in 2013. The repair works on the generator rotors of Units 1 and 2 are nearing completion in Alstoms workshop in Stafford, England. The equipment are expected to be on site by September. The 20-MW Unit 3 generator is undergoing repair and testing works in the Philippines and is expected to be commissioned by November. The logic for our Bacman acquisition has remained unchanged. Once operational, the Bacman Project will generate strong returns and cash ows from a vertically integrated operation as proven by the improvement in Ebitda from our Palinpinon and Tongonan projects, Energy Development president and chief operating ofcer Richard Tantoco said. Energy Development earlier said it was looking at a net income guidance of P6.8 billion to P7 billion this year as the Bacon-Manito geothermal plants in Albay and Sorsogon were expected to contribute revenues to the company later this year. The consensus of analysts reports is P6.8 billion to P7 billion for the full year, Tantoco said. The company reported a net income of P615 million in 2011, down sharply from P4.4 billion in 2010, due to the P5-billion impairment from the Northern Negros power plant. Energy Development remains the largest producer of geothermal energy in the Philippines, accounting for 62 percent of the total capacity. It has obtained geothermal concessions in Chile and Peru.

BUSINESS executives may not be feeling too happy with governments attempts to curb smuggling, but run-of-the-mill club patrons are certainly appreciative of Customs chief Ruffy Biazons efforts to put smugglers out of business. These unscrupulous traders are well entrenched, having plied their illicit trade for several decades while Biazon got appointed barely a year ago. As his predecessor bitterly complained, some forces are probably out there plotting for his ouster. For example, those implicated in the currently controversial Indian rice smuggling case where, it turns out, President Noynoy Aquino was the highly placed tipster. The BoC chief is proving to be quite an action man. While distributing relief packs to Muntinlupa ood victims, the baby-faced ofcial was deluged not by oodwaters but by requests from housewives and grannies for a buss on the cheekwhich Biazon happily obliged. The Customs chief also hit on an outof-the-box idea to donate conscated smuggled items to disaster victims such as food, medicine, blankets and other relief itemsincluding fake branded clothing itemssubject of course to proper notices and the necessary permits from the concerned designers and trademark/label owners. Naturally, the whole process will go through rigorous examinations pertaining the legality of the process and all other clearances, especially for smuggled (Chinese? the Happy Hour gang would like to know) food items whether they are safe for consumption or otherwise. delivery of its 39th aircraft on Aug. 12 as part of its expansion plans in the Asia-Pacic region. This is CEBs 21st Airbus A320, acquired brand new from Toulouse, France. CEBs aircraft eet is composed of 10 Airbus A319 and eight ATR 72-500 aircraft. Cebu Pacic will take delivery of 21 more Airbus A320 and 30 Airbus A321neo aircraft orders between 2012 and 2021. Davao collected P563 million against its P487 million quota while Clark got P75 million collection exceeding its P68 million threshold. Commissioner Ruffy Biazon has ordered district collectors to explain the unsatisfactory showing of the bureaus 24 percent under collection. But the July take was still an increase from the revenue of P21.28 billion during the same
period last year. The target is so high to begin with, he said. ONE of the most satisfying things to do is opening the package of something you just bought. Theres that distinct excitement of wanting to go home as quickly as possible to be able to tear off the plastic or open the box of a new possession, may it be a piece of clothing, something for the home, a book, a toy or a gadget. People love new objects and spend more than a pretty penny coveting them.
For some things, like swimsuits, mattresses or electronics with warranty, theres no other way but buying new. Nobody wants to sleep in a bed that other people used to sleep in. Who knows what kind of gifts the previous owners left there? Other things, on the other hand, can be bought used. In fact, buying used can save you a lot of money. And Im not only talking about ukay-ukay clothes. 1. Furniture. Unless theyre beyond repair, old pieces of furniture have character. They can be found at antique and vintage stores, garage sales and ee markets. If you want them to look new, a fresh coat of paint goes a long way, especially for those made of sturdy woods. 2. Home dcor. Decorative items rarely go through wear-and-tear because theyre simply on display. Lamps, vases, gurines and all those trinkets for your display rack are better bought used. Theyre denitely priced much lower than those at the mall and who knows what quirky and unusual thing youll stumble upon when visiting the stores that sell them. Unique nds can only be found at places that most people dont know exist. 3. Exercise equipment. Plenty of people buy new stuff for their home gym and hardly ever use them. Take advantage of this fact and scout for exercise and sports gear at buy-and-sell websites. Dumbbells are your best bet because they can easily be cleaned and theres no way theyll ever malfunction. But stationary bikes and treadmills should be tested for defects. 4. Tools. Slightly used power tools for sale are listed all over the Internet and available at garage sales. Why? Because their current owners only needed them for one project and have no need for them anymore. So if you need tools right now, buy used or nd those for rent. Theres no point buying new (at full price) for something youll probably use only once or twice within the next few years. 5. Dishes. It wouldnt be surprising to nd fantastic china for a fraction of the price at garage sales. People who are moving, upgrading, starting over, remodeling or redecorating love to unload things that have been passed on through the generations if the objects wouldnt t their new home or aesthetics or if theyre redundant. This goes for atware, glasses and basically everything that can be used on the dining table.

6. Video games. Some people buy new video games and play with them a few times. Chances are, theyre still in great condition after six months. If youre in no hurry to catch the latest buzzy game, wait for some time and check out reselling websites for older titles. Some owners are even open to trading them for some of your own titles. This is an option for DVDs, music CDs and vinyl records as well. 7. Baby stuff. Cribs, bassinets and strollers are just some of the things that you need when you have a newborn in the house. But once the child outgrows them, theyre basically trash. So why buy new? You probably know someone who had a child a couple of years back who is willing to unload their baby gear for really low prices. This applies to childrens clothes as well, which kids grow out of so quickly. The only things for the young one not to buy used are those that have

So are ofine places like Booksale and quaint bookstores near schools. These are also where you should look for preowned coffee table books for less than P1,000 to add to your collection (which are otherwise sold new at mainstream bookstores for as much as ve times the used price). 9. Recreational items. Unless youre a cyclist, a bicycle is something that youve left behind in your youth. If you want one again, get one used instead of new because someone out there is certainly more than willing to sell theirs for a steal. Those in the market for camping and other outdoor gear, like tents, portable stoves and sleeping bags, can try their luck at consignment stores. 10. Computing devices. Its quite safe to get a refurbished desktop, laptop or tablet if youre looking to get an older model. You have nothing to worry about as long as they have been tested to meet manufacturer specs and standards, and that they come with at least a one-year warranty. To get the best deal, purchase one from a reputable retailer.
