BACKGROUND The Government of Maharashtra (GoM) has entrusted City and Industrial Development Corporation of Maharashtra Ltd.

(CIDCO) to plan and create environment friendly, model urban settlement with full-fledged physical and social infrastructure to meet residential, commercial and industrial needs of population at present and in the years to come. Out of these, first two are completed and the third one is in progress. Meanwhile, it was found that land use in the Navi Mumbai area has changed to a large extent due to the proposed SEZ and Navi Mumbai International Airport. Hence, CIDCO decided to review the master plan for transportation connectivity. Feasibility study work was entrusted to DMRC. After studying the various modes of transports such as Monorail, Bus, etc., the consultant proposed connectivity by Metro Rail System due to various merits on account of it being energy efficient, pollution free and occupying less land space as compared to other modes of transport. The passenger carrying capacity of medium Metro Rails System can be up to 35000 PHPDT (Peak Hour Per Direction Traffic) whereas Monorail system is suitable up to 20000 PHPDT. Hence, Metro rail System was preferred for Navi Mumbai. The consultants proposed six metro corridors in Navi Mumbai, out of these Uran-Ranjanpada-Nerul and Ranjanpada-Kharkopar-Seawoods which were considered as metro corridors have now been decided to be suburban corridors. Since Navi Mumbai International Airport is approved, need was felt to review the Master Plan of Navi Mumbais connectivity. The consultancy contract was awarded to LEA Associates South Asia Pvt. Ltd. to review the Master Plan and suggest new airport connectivity for Mumbai by various means of transport. LEA Associates South Asia Pvt. Ltd. have recommended I: Mankhurd to Panvel and II: Sewree-Kharkopar-NMIA as Metro rail corridor.

Based upon DMRC and LEA Associates South Asia Pvt. Ltds. recommedations, following Five Metro Rail Corridors have been finalized for development in phases. CBD Belapur-Pendhar-Khandeshwar-Navi Mumbai International Airport Corridor The study recommended that rail based MRT corridor of Belapur-Khandeshwar-Proposed Airport is the only potentially developable corridor at present. It was further recommended by DMRC to take up Metro Rail Project from Belapur to Pendhar in the 1st stage, MIDC to Khandeshwar as 2nd stage and interlink between Pendhar and MIDC in 3rd stage due to the following reasons: i. The area is developing and Metro will boost the development and will fetch additional premium on land price (which may supplement a part of the construction cost). ii. This is alternative to Mansarovar - Taloja suburban line. The suburban alignment is away from the human settlement and the proposed Metro is passing through the settlement to serve the occupants. iii. Proposed ridership is adequate to make the project viable for operation. Maharashtra Government has authorized CIDCO as MRT system administration Implementing Agency under Indian Tramway Act 1886 for implementation of Belapur-Pendhar-KalamboliKhandeshwar Metro Rail Project on September 30, 2010. Project cost details for CBD Belapur-Taloje-Khandeshwar Corridor CBD Belapur-Pendhar-Kalamboli-Khandeshwar Corridor is recommended by DMRC to be executed in three stages as given below i. Stage - I: Line No. 1 from Belapur to Pendhar (11.10 km). The cost of the project will be approximately ` 1,985 crores. ii. Stage - II: Line No. 2 from Khandeshwar to Taloje MIDC (8.35 km). The cost of the project will be approximately ` 1,509 crores. iii. Stage - III: Line No. 3 from Interconnection of Line - I & II (2.00 km). The cost of the project will be approximately ` 574* crores. * This cost is tentative and subject to change as per site feasibility. The above work of Corridor 1 is expected to be completed in 5 years, along with the completion of 1st Phase of Navi Mumbai International Airport (NMIA) and is proposed to be extended upto NMIA. Main Components of Metro Rail System Viaducts: The viaduct will be box type segmental girder. The viaduct will be on single central pier of width 1.5 m spaced at an average distance of 30 mts c/c and the top out-to-out width of viaduct will be 10.40 m. Stations: Total 11 nos. of Elevated stations including 2 nos. of Terminal Stations at Belapur and Pendhar Station will be 140 m X 22 m, concourse height at 5.5 m and platform height at 12 m (approx). Stations will have passenger amenities and other sub-system for Train control and operation. Depot cum Workshop for Rolling Stock: A major Depot for Line 1 & Line 2 is planned near Panchanand in approx. 20 Ha. land. The Metro rakes will be parked (Stabled) during Non-Operational period of the corridor. The Depot has Operational Control Center (OCC), Administrative Building and Training Center and other schedule maintenance facilities. The Scheduled Inspection and Periodic, Preventive and Breakdown Maintenance will be carried out in the Depot. Rolling Stock: The proposed Rolling Stock is a Medium Rail Vehicle with 3.2 m width, 4.05 m height and longitudinal sitting arrangement to maximise the capacity. The initial composition of the train (Year 2014) is 4 Car Train (Driving Trailer Car + Motor Car + Motor Car + Driving Trailer Car) and in the Year 2021 it has been proposed for a 6 Car Train (Driving Trailer Car + Motor Car + Motor Car + Trailer Car + Motor Car + Driving Trailer Car) considering increase in traffic demand. Each coach will be approx. 22 m long. Traction: The power to the Train shall be fed through 25 kv AC Overhead Current collection system. There will be 2 nos. of Receiving Sub-Station (Traction SubStation & Auxiliary Main SubStation) along the Metro route for catering to the total traction and non-traction loads. The load requirement up to year 2031 is estimated to be 20 MVA (7.5 MVA for traction and 12.5 MVA for non-traction). Signalling: The signalling system is a Continuous Automatic Train Control System comprising of automatic train protection, automatic train operation and automatic train supervision.

Telecommunication: The telecommunication system comprises of Radio system, Close Circuit TV, Public Announcement (PA), Public Information Display System (PIDS), Telephone, etc. Automatic Fare Collection: Automatic Fare Collection will be a Closed System with automatic gates at all the stations. For single journey smart tokens and multiple journeys, stored value smart cards have been proposed. PROJECT IMPLEMENTATION The Belapur-Taloje-Khandeshwar Corridor Metro Rail project will be executed mostly with CIDCO funds. Commercial utilization of land by way of (leasing/renting) will be done at four stations and depot locations. About 50 Hectares has been earmarked for this purpose. For operation and maintenance, fund would be generated from advertisement, rental of commercial premises and ticket sales. OPERATION AND MAINTENANCE For operation and maintenance of the Metro, it is proposed to form a Special Purpose Vehicle (SPV) in due course. Fare Structure It is proposed to charge double the bus fare being charged by NMMT / BEST or at par with Mumbai Metro. The fares are proposed to be escalated by 11% after every 3 years. Present Implementation Status of Line - 1 The ground breaking ceremony was performed at the hands of Honble Chief Minister, Govt. of Maharashtra on 1st May, 2011. Viaduct contractors have established Casting yard, RMC Plant, etc. The foundation works have been started and the Piers shall be coming up shortly.
