The Seckford Foundation is a registered charity based in Woodbridge, Suffolk which is dedicated to the improvement of education in Suffolk and supports the care of the elderly and disadvantaged through various methods such as providing care accommodation as can be see via our website www.seckford-foundation.org.uk Recently the Foundation has been involved with the creation of free schools in Suffolk in association with the governments Education Funding Agency. To date 2 free schools have been formally given the go-ahead supported by the foundation. The first is in Beccles and the second is in Saxmundham both of which will now open in September this year. Details can be found on both our registered websites for these schools www.saxmundhamfreeschool.org.uk www.becclesfreeschool.org.uk There has been a campaign opposing the creation all free schools which has been run by a small number of individuals who have voiced their opposition to the schools online via blogs (http://blog.hargrave.org.uk) and websites as well as attending public meetings. The Seckford Foundation on behalf of the Ixworth free school group has registered a number of domain names relating to a new proposed Ixworth free school, this is in advance of the actual school physically being setup by the Seckford Foundation in partnership with the governments Education Funding body. Currently the Foundation has registered the domain name ixworthfreeschool.org However when trying to register the .org.uk variant we found that it had already been registered. We believe we have the right to use this domain name as it is the actual name of the school being created and therefore in essence is identical to the schools trading name. The org.uk is also in keeping with the Foundation and the 2 other free schools already given to go-ahead and will also be used for any other free schools supported by the foundation. Unfortunately the.org.uk variation of this name had been already registered in order to prevent/hinder this school setup the domain name we are hoping to use, registered by an objector to the proposed school. The domain name has been registered in order to stop its legitimate use. When this name was first registered no name was and contact detail had been linked to the domain registration however the registered address had been put down to one the Ixworth free school parent group home address, The member in question did not register the domain name and did not give permission for his address to be used. This causes the suspension of the domain name, now it has been updated with

new contact details etc. and is active again. The www. DNS record for this domain name has re-directed to a website opposing all free schools. Why is the domain name an Abusive Registration? On February 20th 2012 the Seckford Foundation in agreement with the Ixworth free school group agreed to register a number of domain names for use by the free school for its website (please see attached invoice), email and other marketing/publicity materials. During the registration process Simon Frost (a member of the free school group) was able to register a number of domain names however the main domain name we will require had already been registered by an objector to the proposed free school (ixworthfreeschool.org.uk). Upon further enquiry he learned that the domain name had been registered by a different registrar in order to stop it being used by the group and that the registration address of the domain name had been assigned to his personnel address of - Lower Chare Farm, Stanton Bury St Edmunds, Suffolk. IP31 2DZ, please see attached lookup record (Ixworthfreeschool.org.uk 1.txt). This address was used without his consent. Due to the incorrect registration the domain name was suspended pending the correct registration details being submitted, this has now been done and the domain is registered to a group opposing all the free schools (named Suffolk Campaign Opposing Free Schools) in the area, please see attached lookup record (Ixworthfreeschool.org.uk 2.txt). A DNS record for www.ixworthfreeschool.org.uk has been setup redirecting to a website opposing the setup of free schools, please see attached (ixworthfreeschool.org.uk.jpg). Reason Our objection is on 4 grounds On the grounds of blocking legitimate registration as outlined on page 4, paragraph 3/A/I/B of the DRS Policy. This domain name was setup in order to prevent its legitimate use as the primary name for the free school as can be seen with other free school being setup by the Seckford Foundation in collaboration with parent groups in the area, please see attached example of the Saxmundham free school domain name, this is another free school being setup in the same way as Ixworth free school. The Ixworth free school domain would be used by the Foundation in the same way as the main website address for the school again as can be seen by the following link www.saxmundhamfreeschool.org.uk detailing the proposed free school, please see attached (saxmundhamfreeschool.org.uk.jpg). The Foundation is intending to setup a number of free schools in the area all using to .org.uk domain names. Examples of this would be becclesfreeschool.org.uk stokebynaylandfreeschool.org.uk Please see attached images (becclesfreeschool.org.uk.jpg and stokebynaylandfreeschool.org.uk.jpg)

On the grounds of unfair disruption to our business as outlined on page 4, paragraph 3/A/I/C of the DRS Policy. The purpose the Suffolk Campaign Opposing Free Schools in registering this domain name is to disrupt the marketing of this free school and lower its web presence. On the grounds of unfair disruption to our business as outlined on page 4, paragraph 3/A/II of the DRS Policy. The registration of this domain is to confuse people trying to view information about the school, when following the logical domain name of www.ixworthfreeschool.org.uk which would naturally be assumed to lead to the schools website people will find themselves re-directed to the following website opposing the new school http://sites.google.com/site/suffolkcofs/ which will be confusing for the vast majority of people seeking information about the new school. On the grounds of registering with false information as outlined on page 4, paragraph 3/A/IV of the DRS Policy. On February 20th 2012 the ixworthfreeschool.org.uk domain name was registered by an opposition group using the home address of one of our parent groups members as can be seen in the attached whois lookup (Ixworthfreeschool.org.uk 1.txt), The member in question (Simon Frost) was not aware of nor did he give his permission for this. The registration was then suspended by Nominet pending resolution of this. By doing this they were simply able to prevent us from correctly purchasing and registering the domain name. They have now updated there registration providing their details as can be seen in the attached (Ixworthfreeschool.org.uk 2.txt) whois lookup. How would you like this complaint to be resolved?
