And Palestinian Government

The two parties in this PLA (Palestinian Labour Agreement) have agreed to define their rights and obligations with respect to providing the numbers of labour relating to the agreement as described in Annex A of this Contract. Therefore, the following hereby agreed between the contractor and the partner. Article 1. - The Objective of the present Contract On the basis of the present Contract the Contractor and the Partner shall contribute to the achievement of the requirements of the PLA Contract together with the other parties (Partners and Subcontractors) performing the PLA Contract in accordance with the term and conditions as stated in the present contract. Article 2. - The Project Period 2.1 The present Contract shall come into force on the day when it has been signed by both the Contractor and the Partner respectively but shall have retroactive effect from (18/08/2012). This Contract will cover the period up to (18/08/2022). 2.2 In the event of natural disaster or outright declaration of war within Libya, Palestine will reserve the right to rescind on this PLA contract at any time before the aforementioned end date (18/08/2022). This shall be known as the Right of rescission (Disaster clause). Article 3. - Wages 3.1 This PLA Contract ensures the principle of equal pay of male and female Palestinian workers in comparison to Libyan workers employed in a comparable job 3.2 All Palestinian workers employed under this PLA contract will receive the same government subsidies for food, rent and utilities received by Libyan workers employed in a comparable job 3.3 All Palestinian workers employed on government works under this PLA contract will receive the same food allowance of 130 Dinars/ month as received by all Libyan government workers employed in a comparable job. Article 4. - Safety Every employer and place of employment under the jurisdiction of the department of labour created by this chapter shall: (a) Furnish employment that is safe for the employees therein; (b) Furnish and use safety devices, safeguards, methods, and processes reasonably adequate to render employment and place of employment safe; and (c) Do every other thing reasonably necessary to protect the safety of the employee. Article 5. - Accommodation The Libyan government will make all reasonable attempts to ensure sufficient housing for Palestinian workers employed under this PLA contract.
