Philippines Committee: the UN Security Council Topic: civilian security in armed conflicts While most of the people in the world are enjoying the peace, millions of innocent civilians are suffering from their nightmares of armed conflicts in certain nations and regions such as the west Pacific Ocean. According to The Philippines complicated history and religion conflicts, we did get through a consequence of wars, which not only brought about huge economic losses, but also deep emotional scars and traumas on Philippine people. Though several actions have been taken by the UN Security Council and other entities of the UN, only a few of them came into effect as expected. Thus, the Philippines firmly believe that more effective cooperation and implements both during and after the armed conflicts have become ever so urgent and essential. Regarding to the safety of the civilians in armed conflict, the Security Council has conferred on this issue annually since 1999, which arouses the whole international communitys attention about this issue. And a few significant consensuses have been reached. The first milestone on the road is the adoption of the aide-memoire on the protection of civilians. Philippines has also been committed to the resolution 1894. Whats more, Philippines plays an active role in rebuilding our own governments authority to deal with the domestic armed conflicts. Meanwhile, Philippines government takes advantage of the central idea of religion and culture to help ourselves to become more peaceful. Philippines urges more efficient application of the existing mechanisms. 1. The UN should integrate different sources of efforts made by the entities or those cooperating with NGOs, local institutions and governments to ensure that the ongoing project is operated as expected. The international community may guarantee that children have access to the life necessities, fundamental medical treatment and education both during and after the armed conflicts. And inefficient projects because of a lack of funds or the evil-intentioned interference by armed groups and terrorists should be alternatively suspended in order to save the available resources. 2. To restrain the illicit trafficking of arms in certain areas, the UN ought to sanction certain companies or countries which may purposely interfere with the conflicts for the profits of the arms trade. 3. Any kind of armed aid should be admitted by the government. To be more accurateassistance cant be substituted by interference of internal affairs. Every international armed aid should be under the frame of the Security Council of UN but not some mighty countries. 4.
