Dixie Highway #300 Boca Raton, FL 33432 Dear Sirs: On February 7, 2012, during the regular Commission meeting, Lauderdale Lakes Commissioner Levoyd Williams admitted to obtaining unauthorized access to the citys restricted-use computer system. Acknowledging the systems weakness, Williams not only hacked entry, he confessed to accessing any area of the enterprise server he so chose. I found the backdoor, and I could go anywhere I wanted to go. And if I found it, and I am not that good, maybe someone else could do the same thing. - Commissioner Levoyd Williams February 7, 2012 Such brash public admittance to committing a felony cyber-crime makes me wonder just how far Williams, and his colleagues on the dais, will go to protect their freedom, careers, and the publics perception of their actions. When considering the citys past/current state of financial despair, the need to blame others, the serious charges levied against Mr. Larry Tibbs, and based upon my nearly thirty years of experience in the Information Technology field, it is my expert opinion that Williams could have very easily altered, manipulated and/or changed information. Actus non facit reum nisi mens sit rea. By Williams own admission, he committed, at the very least, a third degree felony, and should my concerns about data manipulation be found warranted, his crime would rise to that of the second degree. Fla. Stat. 815.06 Offenses against Computer Users states Whoever willfully, knowingly, and without authorization accesses or causes to be accessed any computer, computer system, or computer network; or whoever willfully, knowingly, and without authorization denies or causes the denial of computer system services to an authorized user of such computer system services, which, in whole or part, is owned by, under contract to, or

Given this, I respectfully request the Broward County State Attorneys Office and the Broward Office of Inspector General thoroughly investigates this allegation and to the extent permitted by State or local law or regulations, any and all penalties, sanctions, or other disciplinary actions for violations of such standards be applied forthwith. I stand ready to assist. Happy hunting;
