Just wanted to let you know that I am now doing a series of radio commentaries that will be aired on about 23 radio stations in 10 cities through Crawford Broadcasting. There are actually 2 separates sets of commentaries: a new set by me, and a second set taken from the audio of my YouTube video series. One of each will air at least once per day on each station, with more airtime on KLZ in Denver. I will be covering topics dealing with PPACA/Obamacare from a physician standpoint, as well as ideas for real market-based healthcare reform. Guest Editorial: Help Wanted Two Good Commissioners

Much work needs to be done to restore Adams County government to credibility. Guest writer Kevin Raines has a list of things that must change.

By Kevin Raines - In November, two county commissioner seats will be up for election in Adams County, and the current occupants of those seats will leave public office. This is a very, very good thing. In fairness, not every recent scandal can be traced directly to departing incumbents Skip Fischer, Alice Nichol, and their buddy Larry Pace. Theres plenty of blame to pass around. But any thoughtful person who looks at their reign would certainly label it as the lowest point in the countys 100+ year history. But the times, they are a changin. Pace is gone and soon enough Fischer and Nichol will be too, and at that point the rebuilding of the county government can start in earnest. The task facing the new commissioners will be to rebuild an organization that has been managed like a third-world banana republic (ban-adams republic?) for the better part of a decade. Given the depth and breadth of the damage, its going to be a tough rebuild. The important thing at this point is to elect two new commissioners who are up for this daunting task, and who possess the attributes to turn the county government around. And to do that, we need to understand what those attributes are. After reviewing the scandals of the past several years, I have identified 10 things that our new commissioners need to do differently from the past. Without further ado, lets discuss them.

Change #1: Just do the right thing. Lets look at August 18th, 2010, as just one example. On that day, a large office furniture contract was awarded in Adams County. At the insistence of one county commissioner it was awarded to the second-place bidder, not the first place bidder. You can read the sordid story here. The commissioners run the show, so its their right to reject a selection committees recommendations. And they should rightly have that power. But there should be a legitimate, public, and well-intended reason for a commissioner-level intervention. The unexplained and unexplainable diversion by a commissioner already under a cloud of suspicion further cemented the countys reputation for corruption. So the first thing we need is commissioners who will not abuse the powers that have been given to them. Its the simplest and most straightforward change we need to make, and its overdue. Change #2: Vote bravely and with conscience. Lets continue with the above example. Its easy to blame the commissioner who diverted the contract. But that wasnt the only failure. Lets do some math. Two commissioners were clearly uncomfortable with the situation. However, neither took any action. They just sat there frightened and downcast. A week later, one of them caved in and cast a rubber-stamp vote to divert the contract. If we had actual democracy in Adams County, two commissioners would actually outvote one commissioner. Two votes against one vote to give the contract to the rightful winner: its pretty simple math. Why did that not happen? Commissioners are elected to represent the people. The new commissioners must not be afraid to use the voting power that was granted to them. Change #3: Disagree with each other. The reason that we have multiple commissioners is so we can get different viewpoints. This has not happened in recent years. To the extent that any discussion was happening, it happened behind the scenes. The public was excluded from the process and continues to be excluded. Adams County residents and taxpayers want to hear disagreements between commissioners. Adams County residents and taxpayers want to hear discussion and debate. The new commissioners should commit to holding transparent, open discussions where the public can hear them. Change #4: Get some good advisors. Its a complicated world, and running a local government is exceedingly difficult. Commissioners need to have smart people around them to help them. Unfortunately, the executive team that serves the commissioners has historically been hired in a noncompetitive process, and its clear the main criteria have been obedience and personal loyalty. If the commissioners want obedience and personal loyalty, thats fine. Lets get them a dog. But we shouldnt be paying hundreds of thousands of dollars a year for a county administrator and county attorney to serve that sole purpose. The new commissioners need to jettison the past philosophy of surrounding themselves with spineless yesdrones, and they need to build a team of bright, ethical people who will actually provide value and service to

them and the county. The commissioners will still run the show, obviously, but it never hurts to have some sharp minds on your side. With some sharp minds attached to actual spinal columns, the scandals of the past decade could have been prevented. Change #5: Begin competitive hiring practices for executive positions Did you know that most or all of the senior executive positions in the county have not seen an open hiring process in a decade? The hiring process either has been non-competitive or its been done just for show. The senior hires have always been hand-picked personal allies from within the organization. And what have we gotten from that philosophy? Read the newspaper and see. Its time to start hiring strong senior executives from outside, people who dont have inside connections and people who dont have personal loyalties. Change #6: Revamp the process departments. In a situation like Adams County where weve had no leadership, workers with actual, real-life responsibilities are still trying to get things done. Line departments, those who actually provide services to the public, will seek out the most efficient way to do their jobs. If theyre not given training and rules and policies, they will sometimes stray over the line of propriety or legality. Occasionally this is intentional, but most times it is probably unintentional. The real question is, why dont they have training and rules and policies? This is the failure of the staff departments, those that are responsible for internal operations. If you really want to find the epicenter of the bid-rigging scandals, look beyond the commissioners. The crux of the problem lies with the departments who are paid to oversee internal processes: administrator, the county attorney, and the purchasing department. The new commissioners need to commit to identifying why these three departments have failed in their duties, and they need to commit to implementing a solution. Change #7: Value the citizenry over personal relationships. Having friends is great. I applaud the commissioners for having friends. Friends should not get preferential treatment. Whether its hiring or buying land or awarding contracts, the leaders of the government should be working under one unyielding requirement: to act as representatives of the people in the interest of the people. That has not been happening. The new commissioners will need to set aside loyalties and friendships. Let this be a new era of fair and open competition for contracts; fair and open hiring; and fair and open decision making. They will also need the fortitude to enforce this shift in philosophy throughout the organization. Change #8: Break the culture of corruption. Perhaps the greatest challenge Adams County government faces going forward is the culture of corruption. While most county employees are ashamed of this culture and most county employees didnt embrace it, all have had to live with it. I have spoken to employees who have stated how frustrating it has been for them, and I have spoken to ex-employees who left because they could no longer tolerate it. the county

The grip of corruption on the upper levels of county government needs to end. The new commissioners need to replace the staff who embraced it or tolerated it, and they need to empower the staff who fought it. Give the power to the good guys for a change. Change #9: Have contact with the public. Did you know that you cannot e-mail a commissioner without a staff person reading the message first? Did you know that commissioner meetings are held when a majority of working residents cannot attend? Its understandable why some commissioners dont want to hear from the public. If you had the record that Nichol and Fischer have compiled, would you? But it really is part of the job. Its time to get some commissioners who will actually talk to the public, and who will have a direct conduit for listening. Build a Facebook page, for crying out loud. Change #10: Be inexperienced at politics. Last but not least, we dont want experienced politicians at this point. An experienced politician is going to be savvy. Theyre going to figure out compromises and theyre going to think about appearances and all that other politician stuff. If Adams County citizens want to fix this disaster and were talking a long-term fix we need new commissioners who are true citizen leaders, people who will roll up their sleeves and fix the problem without compromise. This is going to be hard work, and a lot of it wont be photo opportunities and smiles. Its not politician work, its citizen work. Its time to reclaim control, and its time to once again become a government of the people, by the people, and for the people. Whos with me on this?

2016: OBAMA'S AMERICA: "The Movie Capital Didn't See This Coming"

Even the New York Times Arts section (hardly a bastion of conservative thought) admits: "The movie capital didnt see this coming: The political documentary 2016: Obamas America, beat two new Hollywood releases at the weekend box office and came very close to passing a third. Obamas America, released by Rocky Mountain Pictures, took in an estimated $6.2 million at North American theaters, for a total of $9.1 million since opening in limited release last month." OF COURSE the movie industry didn't see this coming. The movie industry, which has largely ignored the majority of the population by shunning conservative ideals both in its movies and in personal politics, was surprised that a conservative movie could make money? Shocking. While audiences clamor to see the movie, critics are working double time to downplay its significance. Nowhere is this more evident than in the disparity between the critics' and audiences' scoring of the movie on Rotten Tomatoes, a movie ratings web site, below.

Of course, the opposite was true of Michael Moore's Fahrenheit 911 - the critics loved it, while the audiences did not.

Here are just a couple snippets from critics' comments across the country: Washington Post: "And, make no mistake, DSouzas documentary profile of President Obama -- which is like his earlier writing attempts to portray its subject as not just anti-capitalist but anti-American -- is just that: a slick infomercial." Roger Ebert: Of course, we were sure that Ebert would have reviewed this movie since he's from Chicago, like Obama, and it was a sleeper hit. That is, until we went to his web site, at which he claimed it wasn't being shown in any downtown Chicago theaters (that alone is strange). But, he has not seen it yet. We're not holding our breath. New York Times: "The strident documentary (Peak emphasis) '2016: Obamas America' builds on Mr. DSouzas 2010 cover article for Forbes, which asserts that Mr. Obama pursues his fathers left-leaning, 'anticolonial' ideals. Here they are presented as flaws consistent with the senior Obamas multiple relationships, alcoholism and fatal auto accident in 1982." Funny, we found D'Souza's temperament to be anything but strident. Mad about Movies: "Indeed, 2016: Obamas America cant be construed as a hatchet job on the president, nor does the polite and well-spoken DSouza seem to aspire to such. So while his material cant be easily disproved or marginalized like Moores emotive rants and innuendo, neither does his film succeed as sheer bravura entertainment." Hollywood, this is a wake up call to you. Conservatives make up a significant portion of the population in the United States, perhaps one of the reasons that movie sales have been in a slump is because you've ignored them for too long.

Adams County Commissioners to Refer Ballot Question to Voters


State Law Mandates Referral of this Measure to the 2012 General Election The Adams County Board of Commissioners adopted a resolution in public hearing today, directing county staff to prepare a ballot question asking voters whether or not to increase the Board of County Commissioners from three to five members. This resolution represents a commitment the board made as part of the strategic reform package adopted on May 25, 2011. "We promised citizens we would enact sweeping reforms to bring good and responsible government to Adams County," said Chairman W. R. "Skip" Fischer. "Today, we are following through on another reform measure." The board recently conducted a public opinion poll to gauge residents' interest in restructuring county government to establish a Home Rule Charter Commission and/or change from a three to five member board of commissioners. The results of the poll, conducted by Ciruli Associates, found more support for considering a board expansion than for pursuing home rule. The survey further showed the public to be closely divided on the issue of expanding the board, with nearly one-half saying they favored the opportunity to vote on the issue. "We said that we would bring this issue to our citizens, and now we are able to show that we are listening," said Commissioner Alice J. Nichol. "The people have spoken and we are committed to making sure they are heard." Through the adopted resolution, the Board of County Commissioners authorized Adams County staff to take action to ensure this issue is referred to Adams County voters at the next possible election. Colorado Revised Statute mandates that this type of question may only be referred to the registered electors of the county at a General Election occurring each even-numbered year. The next General Election is Nov. 6, 2012. "We are following through on every promise we made to citizens in May," said Commissioner Erik Hansen. "This is just one of the many reforms we are moving forward to establish a transparent and accountable system of government in Adams County."

Personhood drive fails to clear signature hurdle in Colorado; supporters plan protest
DENVER The Colorado secretary of state announced today that the petition drive to land an anti-abortion personhood initiative on the November ballot failed to qualify, missing the mark by roughly 4,000 signatures. Personhood Colorado plans to protest the signature tallies released by the secretary of state and is confident the measure will appear for a vote this year.

Out of the 112,000 signatures we submitted, the secretary declared 3,700 invalid. We have carefully reviewed the signatures and we think we do have enough. We will be filing a protest of the decision in the next few days, Personhood Colorado Spokesperson Jennifer Mason told the Independent. We want to make sure every voice is heard and counted. There is some discrepancy in the numbers released by the secretary of state and by Personhood Colorado. In a release, the secretary reports that the personhood campaign turned in 106,119 qualified signatures. Personhood Colorado reports turning in 112,121 signatures. At press time, the secretarys office didnt return messages asking for elaboration on the different numbers or to comment on the likelihood that Personhood Colorados protest of the tallies would reverse the secretarys decision to reject the ballot initiative this year. Secretary of state personhood petition checkers threw out 23,873 signatures as invalid, according to the press release. The campaign needed to submit 86,105 valid signatures to land on the ballot. This is just great news, Planned Parenthood of the Rocky Mountains spokesperson Monica McCafferty told the Independent. Her organization is part of the No Personhood coalition recently formed in Colorado to campaign against the measure. Now we can direct our attention and our resources elsewhere, McCafferty said. The past two years, personhood made it onto the ballot. This year, you know, not so much so perhaps it shows that signatures have been harder to get, that more Coloradans are deciding not only to vote against it at the polls but to not sign for it in the first place. The news that Personhood Colorado may well not make the ballot this year is another recent major setback for the movement, which aims to win full legal rights for fertilized human eggs as a way to outlaw abortion. Personhood measures have been voted down by Colorado voters in landslides the last two general elections and a similar measure was solidly defeated in conservative Mississippi last year. Personhood has been criticized widely as a radical proposal. Its opponents say it would not only outlaw abortion but also outlaw some of the most popular forms of birth control, fertilization techniques and stem cell research. They say it would also subject pregnant women to a host of laws governing their actions, from smoking and drinking, for example, to exercising and driving in carpool lanes.

Conservative politicians here have struggled with the movement. In 2008, Colorado Republican candidates mostly opted against supporting the personhood initiative. In the 2010 Tea Party wave election, nearly all of Colorados Republican candidates supported the measure. This year, Colorados Republican candidates for federal office, at least, have mostly backed away from the measure and declined to discuss it with the press. Likely GOP vice presidential nominee Congressman Paul Ryan has recently drawn criticism from the left for sponsoring national personhood legislation with Missouri Rep. Todd Akin, who has been embattled for comments he made on legitimate rape this month. The GOP policy platform unveiled this week in Florida includes a vow to ban abortion without exceptions. Shall there be an amendment to the Colorado constitution concerning marijuana, and, in connection therewith, providing for the regulation of marijuana; permitting a person twenty-one years of age or older to consume or possess limited amounts of marijuana; providing for the licensing of cultivation facilities, product manufacturing facilities, testing facilities, and retail stores; permitting local governments to regulate or prohibit such facilities; requiring the general assembly to enact an excise tax to be levied upon wholesale sales of marijuana; requiring that the first $40 million in revenue raised annually by such tax be credited to the public school capital construction assistance fund; and requiring the general assembly to enact legislation governing the cultivation, processing, and sale of industrial hemp?

Aurora City Start of Term Question (November 2012)


A Aurora City Start of Term Question will be on the November 6, 2012 ballot in the city of Aurora which is in Adams, Arapahoe and Douglas Counties. This measure seeks to change when the city Mayor and council members would start their new terms of office. This would be for new members election, their swear in date would be pushed back to their first regular meeting of the council which is in December. The purpose of moving the start date of new terms back is to allow for additional time for old members to wrap up old business and new members to get acquainted with the new positions.[1]

Colorado womans message for Pres. Obama: We built that business.


By Tom Intorcio | August 23rd, 2012 Sarah Geving, who co-owns a small home-based commercial cleaning businesses with her husband, said she was insulted beyond words by Pres. Obamas remarks in July about business creation amid the collective. Before a campaign rally last week in Lakewood, Colo., for Paul Ryan, Romneys V.P. pick, we asked her reaction to Pres. Obamas statement in Virginia that, If youve got a business you didnt build that. Of note, Gevings answer paraphrased the context that the Presidents defenders said was missing in the firestorm of media coverage and criticism that followed his remarks. QUESTION: Whats your reaction to the president when he said recently, If you have a business, you didnt build it? [sic] GEVING: Insulted beyond words. We started that business from nothing. In fact the first paycheck we received we framed because it was for 300 whopping dollars. And we started by cold calling We work out of our home. So, it doesnt matter that Obama said, [paraphrasing] If you drove on a road that the government built, you didnt build that business, we helped you. I can tell you from firsthand experience it was picking up the phone and dialing those phone numbers and making those cold calls. Thats what started that business and thats what grew that business. With every contract that we lose because of the poor economy and people shrinking their business or shutting down their business, were continually out there fighting for more business and Obama had nothing to do with that. He doesnt pay my phone bill. He doesnt provide the phone. He doesnt provide my home. We built that business. There have been a series of symbolic rebellions by small business owners in response to Pres. Obamas you didnt build that. Russ Murty, a caterer in Davenport, Iowa, who, while serving the Presidents press corps, wore a Romney Campaign T-shirt emblazoned with Government didnt build my business, I did. Then it was Chris McMurray, a bakery owner at Crumb and Get it, in Radford, Va., who refused an offer from Vice Pres. Joe Bidens advance team to host the campaigns event in his storefront shop. Then, on Saturday, Al Letizio a New Hampshire small businessman, assembled a protest in front of his business, which just happened to be on Pres. How can I help politically this year?


There are two main areas where you can be invaluable: Victory Office and Individual Local Campaigns. 1 -- Victory will do three things: Polling for President (Romney), Congressional (Coors, Coffman, Gardner), CU Regent at Large (Davidson) and Regent for CD7 (Mary Dambman.) Victory will poll voters re these positions by phone and by walking. They will ALSO undertake voter registration efforts, which is also very important! The whole Victory agenda is aimed at the final phase of the election: GOTV (Get Out the Vote.) Beginning after the ballot mail-drop in October, their volunteers will be calling to urge Repub-friendly voters to get their ballots in. The Victory office is located on the first floor in the strip-mall on the SW corner of 104th and York, Suite 103. This year, it is at the west end of the building (instead of the east end as in years past.) 2 -- Individual Local Campaigns need all the help they can get: State Senate (John Sampson in 25, Fran Bigelow in 21.) House Districts (Mike Sheely in 30, Beth Humenik in 31, Paul Reimer in 32, Jodina Widhalm in 34, Brian Vande Krol in 35, and Kevin Priola in 56.) County Commissioners (Gary Mikes and Donnia Howell, which are both county-wide votes.) Volunteers can walk with candidates, do lit drops, help with mailing, do phoning for GOTV (we will aslo have the daily info in our our own data base), etc. There are many roles within a given campaign, and the more people each has, the more powerful that campaign is. There is nothing to say that someone can't sign up for a few hours at Victory once a week AND for a role in an individual candidate's campaign. In fact, we are going to need plenty of people to do just that. WE NEED YOUR COMMITMENT for as much as you can possibly do ASAP. I worked on my first phone bank last night. I learned a lot! I will not be mean to another volunteer phone banker again...unless they are on the other side and then I will engage them in a lively conversation describing their faulty thinking... Here are some things I took away... #1 Your do not call listing does not count campaign calls (this was made by legislators so why would they cut their own throats duh), so the poor volunteer on the other end is not the bad guy. The do not call list is for product solicitations only. #2 The volunteer is gaining VERY important information, is really a nice person and if you just answer their 2 quick questions nicely, they will get off the phone immediately. they are trying to gather as much info as possible in the shortest of time. They are trying realllly hard not to annoy you and they don't know you are possibly eating dinner... #3 Colorado is going to determine the outcome of this election. The nice volunteer on the other line needs the valuable info to send it to the campaign headquarters to determine how best to proceed with electing the BEST person for the job. They are gathering this info so they don't waste money and time going around in circles. #4 If you want to volunteer in your local call center, it really is kind of fun. I talked to some really nice folks and got a kick out of the funny refusals... #5 I still hate robo-calls and will hang up on those most likely and don't call to sell me anything I'm not buying... Election Judge Information


Who Can Be an Election Judge
Anyone who is a registered voter in Adams County can become an election judge. You must never have been convicted of an election related offense, such as election fraud, and you must be physically and mentally able to perform the duties of an election judge. Family members of candidates appearing on the ballot may not serve as election judges.

How to Become an Election Judge


If you are an Adams County registered voter, you may become an election judge by contacting your local political party or by contacting the Adams County Election Office at 720.523.6500. Colorado law provides that the number of election judges serving should be balanced, as closely as possible, between the two major political parties (Democrat and Republican). However, voters who are unaffiliated or who are affiliated with a minor political party (such as Libertarian or similar party) may also serve as election judges. Payment The amount of pay varies depending on the duties of the election judge. Computer / poll book judges, for example, are currently paid $125 per day for election day and $10 for attending the class of instruction.

Other judges may be paid by the hour or by each day of service. You will also have the opportunity to meet many of your neighbors if you work in a vote center on election day and make a great contribution to democracy for your community, county and state.

Student Election Judges / Volunteers


Student election judge certification forms for completion by the school and parent / guardian are available through the Adams County Election Office. Student election judges must meet the following qualifications: Must be 16 or 17 years old and either a junior or senior in good standing in a public or private school or home schooled Must attend required instruction class Must be free of any conviction for fraud or election offenses Must be mentally and physically able to perform assigned tasks Must not be a member of the family of a current candidate Must have consent from a parent or guardian and school official Must be a United States citizen
