ABSTRACT
This report is a brief overview on the safety of womens in Delhi. This report attempts to sort out reasons for various crimes and violence that happens with womens of Delhi. The analysis of various parameters has been done by conducting a survey among some womens of different age and profession. In the last few years the violence rate has been tremendously increased in Delhi. As per the Crime bureau of crime data collected on Jan 27, 2011 Delhi is in the top most cities in the crime and offences committed against women. The cases like rape, eve teasing, female foeticide, kidnapping are happening with much higher rate. The most important factor found behind all these cases is Illiteracy.

INTRODUCTION
Someone has rightly said

Delhi: A city ruled by women, unsafe for them!


It is a matter of pity that a city ruled by women is a city of insecurity for women itself. The city boasts of a female President, Pratibha Patil, a female chief minister, Dr Sheila Dixit, a female mayor, and also the head of the ruling party in Centre (Congress) is a female. A city run by women is not in a position to provide safety measures to women! It is quite an embarrassing fact for the residents of Delhi that even elderly women are subject to misbehaviour and sexual abuses. Over the last few years, the national capital Delhi has witnessed a rising concern for the issue of womens safety in the city. The incidents of rape and violence against women in Delhi in the last few weeks has once again ignited the debate on law and order in the city and the need for reform to curb those practices.

CRIME AGAINSTS WOMEN


The National Crime Records Bureau reported in 1998 that the growth rate of crimes against women would be higher than the population growth rate by 2010. Earlier, many cases were not registered with the police due to the social stigma attached to rape and molestation cases. Official statistics show that there has been a dramatic increase in the number of reported crimes against women. Most of the burning violences against womens are as follows

SEXUAL HARASSMENT : It is an unwelcome behaviour of a Sexual nature. About 52 % of the total crime committed against womens is related to sexual harassment and molestation at the work places. RAPE : A man is said to commit rape who except in the case here in after excepted, has sexual intercourse with a woman under circumstances falling under any of the six following descriptions: First Against her will. Secondly Without her consent. Thirdly With her consent, when her consent has been obtained by putting her or any person whom she is interested in fear of death or of hurt. Fourthly With her consent, when the man knows that he is not her husband and that her consent is given because she believes that he is another man to whom she is or believes herself to be lawfully married.

Safety of women in Delhi - A Survey


A Survey was conducted between 28th April 2011 and 3rd May 2011 among various womens of Delhi which was mainly aimed to know exactly what they think is the main reason behind all these eves and how these crimes could be reduced by various efforts. The following were the main analysis part of that survey.

Are you safe Enough?


The very first question of that survey was How much % of womens do you think are safe enough in Delhi? 46.67 % of womens said that only 0-20 % of womens are safe enough in Delhi. 40 % of them were in favour that 20-40 % of females of Delhi are safe enough. Rest 13.37 % said that 40-60 % of womens are safe here. PERCENTAGE OF WOMEN'S WHO ARE SECURE

What could be the reasons ?


The very next question asked was that What could be the possible reason(s) for the insecurity of womens in Delhi ? The most observed answer was as obivious Illiteracy. About 86.67 % of womens favoured that these crimes and violences are just the consequence of being Illiterate.In most of the rape or crime cases it is observed the the criminal is not even 10th passed. 60 % of females think that the lack of Employement to those people enforces them to give rise to all these crimes.

46.67 % of females believe that the lack of Security provided by our government is the main cause behind all these. 40 % of females believe that because of Misuse of political power and Male dominating world these cases arises. About 26.67 % of females are in favour of the fact that the Unappealing Dressing behaviour of girls is responsible for this.

Drawbacks in our current system


The very next aim of the survey was to know the drawback in our current Government system which is not able to sort out these difficulties on a required scale. Most of the provoking drawbacks as observed from the survey is as follows : CORRUPTION : Most of the women felt that our political system is corrupted enough and most of the leaders are busy in filling their pockets and are not concerned about the public welfare. LAWS ARE JUST ON PAPER : Most of the womens thought in the way that laws are not being followed in the cases of all these crimes. Some of them has well said
BRIBE IS PRIOR THAN JUSTICE FOR OUR GOVERNMENT

LACK OF SECURITY : Few of the women ( most of them were in jobs ) feels that they are not safe enough in Delhi and the security measures provided to them by our Government is not upto the mark.

QUESTIONNAIRE
Q1.what do you think how could you as a Women can make you safe from all these insecurities ? Ans. 1. Awareness : The first, and probably most important, component in self defence is awareness: awareness of yourself, your surroundings, and your potential attacker's likely strategies. 2. Use Your Sixth Sense : "Gut instinct." Whatever you call it, your intuition is a powerful subconscious insight into situations and people. 3. Self-Defence Training : It is important to evaluate the goals and practical usefulness of a women's self-defence program before signing up. The self-defence program should include simulated assaults, with a fully padded instructor in realistic rape and attack scenarios, to allow you to practice what you've learned. 4. Pepper Spray: Pros and Cons. Pepper spray, like other selfdefence aids, can be a useful tool. However, it is important to understand that there can be significant drawbacks to its use.

National commision for women


The National Commission for Women was set up as a statutory body in January 1992 under the National Commission for Women Act, 1990 (Act No. 20 of 1990) of Govt. of India, to review the Constitutional and legal safeguards for women. COMPLAINTS AND COUNSELLING UNIT This cell is the Core" unit of the commission and processes the complaints received oral, written or suo moto under Section 10 of the NCW Act. The complaints received relate to domestic violence, harassment, dowry, torture, desertion, bigamy, rape, and refusal to register FIR, cruelty by husband, derivation, gender discrimination and sexual harassment at work place.

NET-WORKING Women's movement in the country was brought to the fore front by the efforts of the NGOs. The Commission interacts and networks with the NGOs and the State Commissions for ensuring gender equality and empowerment of women.

SEMINARS, WORKSHOPS AND CONFERENCES The Commission conducts seminars, workshops and conferences and sponsors such events by providing financial assistance to research organizations and NGOs.

Legal punishments for these crimes


376. Punishment for rape (1) Whoever, except in the case provided
for by subsection (2), commits rape shall be punished with imprisonment of either description for a term which shall not be less than seven years but which may be for life, or for a term which may extend to ten years and shall also be liable to fine unless the woman raped is his own wife and is not under twelve years age

376A Intercourse by a man with his wife during separation Whoever has sexual intercourse with his wife, who is living separately from him under a decree of separation or under any custom or usage without her consent shall be punished with imprisonment of either description for a term which may extend to two years and shall also be liable to fine.

376B Intercourse by public servant with woman in his custody


- Whoever, being a public servant, takes advantage of his official position and induces of seduces, any woman, who is in his custody as such public servant or in the custody of a public servant subordinate to him, to have sexual intercourse with him, such sexual intercourse not amounting to the offence of rape, shall be punished with imprisonment of either description for a term which may extend to five years and shall also be liable to fine.

Immoral Traffic (Prevention) Act, 1956 (for elimination of child prostitution and devising a comprehensive package for rehabilitation). Medial Termination of Pregnancy Act, 1971.

The Marriage Bill, 1994. The Domestic Violence to Women (Prevention) bill, 1994. The Orphan & Destitute Children (Adoption) Bill, 1994. The Criminal Laws (Amendment) Bill, 1994 (with reference to child rape). The Criminal Laws (Amendment) Ordinance, 1996. The Prevention of Barbarous and Beastly cruelty against Women Bill, 1995. The Constitution 81st Amendment Bill, 1996.

SUMMARY
We could say confidentally say that the crime againsts the women in Delhi is growing very rapidly.These include cases as of sexual harassment, molestation, rape, eve teasing, kidnapping, child marriage and Dowry system. Among these all Sexual harassment and Rapes are of most concern. It was observed that about only 31.2 % of females feel them safe enough in Delhi. Illiteracy and Unemployment are found to be the major parameters behind all these social abuses. Beside these all Corruption and Male dominancy was also found to be the reason behind this. The lack of security and the Corrupted political leaders are the main elements in our government who are provoking all these Crimes. Most of the females thought that they should need to be confident enough to make them safe in this Delhi. For this they should need to learn various techniques of self defence and Awareness is the basic key tool for achieving self defence.Pepper spray method can also be used if required at any instance.

RECOMMENDATIONS
The following are some of the recommendations which can increase the fate of womens safety in Delhi. a. On 1st May 2011 It was recommended to the Law Ministery by a Judge of Rohini court that all the Rapists should be Given a punishment of VASECTOMY i.e. they should be chemically or surgically made unable to fertile.This will be a very good step towards the women safety.This rule is already being practiced in developed countries such as U.S.A. Some of the people think that the punishments of various crimes should need to be given publically so that the very next person who tries to attempt this crimes should get afraid by the fear of getting punished. Anti Corruption movements ( Such as it was done by Mr. Anna Hazare ) should need to be organised againsts all the corrupted officials.
