THE EFFECTIVENESS OF THE CIVIC WELFARE TRAINING SERVICE COMPONENT OF THE NATIONAL SERVICE TRAINING PROGRAM AS IMPLEMENTED BY THE

CAGAYAN STATE UNIVERSITY CARIG CAMPUS Background of the Study On January 23, 2001, President Gloria Macapagal-Arroyo signed into law R epublic Act 9163, otherwise known as the National Service Training Program Act o f 2001. This law was promulgated in response to the rising public clamor for ref orms in the Reserve Officers Training Corps Program, which was riddled with issu es and controversies. Under this law, the National Service Training Program was envisioned to promote civic consciousness among the youth and shall develop thei r physical, moral, spiritual, intellectual and social well-being. It shall incul cate in the youth patriotism, nationalism, and advance their involvement in publ ic and civic affairs. The program is divided into three components; the Civic Welfare Training Service (CWTS), the Reserve Officers' Training Corps (ROTC), and the Literacy T raining Service. The Civic Welfare Training Service is geared towards activities that hav e social impact through activities that could contribute to health, education, en vironment, entrepreneurship, safety, recreation and morals of the citizenry , thus the CWTS component of the NSTP stressed the importance of youth involvement in broad programs or activities that will benefit the general public. Although the principles of the Civic Welfare Training Service proram com ponent are well-defined, the school authorities were given the power to design, formulate and implement the methods and strategies to be used in teaching the st udents. And this might prove to be the program's undoing. Prior to conceptualizing this study, the author underwent training in th e Civic Welfare Training Service component of the NSTP and found it lacking. Aft er conducting a sample survey of students who finished the program, he found the results to be alarming: most, if not all, respondents had the same impression. He therefore decided to conduct this research to delve deeper into the details o f the program to determine its flaws and shortcomings. The Civic Welfare Training Service course is a source of discontent amo ng the students of the Cagayan State University Carig Campus because of its appa rent lack of objectives. Enrolees of the program do not understand its significa nce and, if asked about its goals, will only shrug and say "I don't know". Hence , this research. Statement of the Problem This study will evaluate the effectiveness of the Civic Welfare Training Service (CWTS) component of the National Service Training Program(NSTP) as impl emented by the Cagayan State University Carig Campus during the School Year 2010 -2011. In connection with the above stated problem, the study seeks to: 1. Describe the characteristics of the respondent enrolees of the Civic Welfare Training Service component of the NSTP in terms of: 1.1 Age 1.2 Sex 1.3 Year level, 2. Describe the characteristics of the respondent teachers of the Civic Welfare Training Service component of the NSTP in terms of: 2.1 Age 2.2 Sex 2.3 Years of teaching the program 2.4 Trainings and Seminars attended 2.5 Educational attainment, 3. Determine the adequacy of the facilities used in the program,

4. Identify the design and implementation of the Civic Welfare Training Service component of the National Service Training Program at the Cagayan State University Carig Campus, 5. Evaluate the extent of the implementation of the program pursuant to Section 2 and 3(d) of the National Service Training Program Act of 2001, 6. Assess the awareness level of the respondent enrolees with regards to the Civic Welfare Training program, 7. Determine the extent of supervision made by the pertinent authorities , 8. Propose solutions to existing problems Assumptions and Hypothesis Is there a significant relationship between the effectivity of the Civic Welfare Training Service component of the National Service Training Program and its implementation by the Cagayan State University Carig Campus? Hypothesis: There is a significant relationship between the effectivity of the Civic Welfare Training Service component of the National Service Training Program and its implementation by the Cagayan State University Carig Campus. Significance of the Study The significance of this investigation can be realized on four points: First, this study undertook the challenge of understanding the mission/v ision and objectives of the Civic Welfare Training Service component of the Nati onal Service Training Program and compared it with the existing systems of deliv ery by the Cagayan State University Carig Campus to serve as a basis for reforms in the program's implementation. Second, by analyzing the program's weaknesses, this study provides sugge stions for a better method of training its students. It focuses on the detemina tion of the strengths and weaknesses of the elements of the Civic Welfare Traini ng Service program. Researchers can formulate solutions to existing problems and conceive better strategies to enhance the program's effectivity. Another reason for its importance is its value as an information source for students who are eager to have a better knowledge about the subject. And lastly, this study can be used as a reference for future research ab out the subject. It can be used for a more holistic method of teaching the Civ ic Welfare Training Service component of the NSTP. Definition of Terms National Service Training Program (NSTP) - is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three (3) progra m components. Its various components are specially designed to enhance the youth 's active contribution to the general welfare. Civic Welfare Training Service (CWTS) - a component of NSTP that refers to progr ams or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especial ly those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. Reserve Officers' Training Corps (ROTC) - a component of NSTP, it is a program i nstitutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to p rovide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness.

Literacy Training Service (LTS) - is a program component designed to train stude nts to become teachers of literacy and numeracy skills to school children, out o f school youth, and other segments of society in need of their service. Program component - shall refer to the service components of the NSTP Scope and Delimitations of the Study This investigation was conducted to determine the effectiveness of the C ivic Welfare Training Service component of the NSTP conducted by the Cagayan Sta te University Carig Campus as perceived by its enrolees during the School Year 2 010-2011. The factors that were taken into account are the qualifications of the teachers, the methods and strategies applied, the facilities used, the extent o f its implementation, and the modes of supervision present General Purpose: To evaluate the effectiveness of the Civic Welfare Trai Service component of the NSTP Subject Matter: The effectivity of the Civic Welfare Training Service co mponent of the NSTP Topics: The qualifications of the teachers, the methods and strategies a pplied, the facilities used, the extent of its implementation, and t he modes of supervision present Population: Teachers and Students of the Civic Welfare Training Service program Locale of the Study: Cagayan State University Cari Campus Period of Study: School Year 2010-2011 ning Limitations of the Study This study is limited by the inaccuracies that can possibly stem from th e students' disinterest on the subject (e.g., the students may remember only the cleaning and beautification part of the program and not the tree-planting activ ity in Penablanca). Also, the teachers may not want it to be known that they are not qualified for the job, so they might falsify some information regarding thi s. Conceptual Framework
