Funding Opportunity: Mini-Grants for California Mental Health Speakers Bureaus In December 2012, the California Mental Health

Services Authority (CalMHSA) Stigma and Discrimination Reduction (SDR) initiative will award one-year mini-grants to allow speakers and speakers bureaus throughout California to achieve three goals: 1) Incorporate SDR messages into speaker presentations 2) Increase the number of speaking placements on a quarterly basis 3) Provide stipend funds to individuals speaking about mental illness and SDR A wide variety of organizations and individuals may qualify for one of these mini-grants. Successful applicants will: Demonstrate their commitment to and effectiveness in addressing stigma and discrimination through speaking engagements; Confirm their operational capacity to facilitate speaker placements (applicants launching new speakers bureaus are welcome); Illustrate the practical results the requested grant amount will have in terms of achieving the goals, both during and planning for sustainable impact beyond the grant period; and Commit to a quarterly reporting schedule that allows the mini-grant program facilitators to monitor progress and evaluate impact. Refer to page 4 of this application for an evaluation rubric which will guide the review process. Invitation: CalMHSA invites California mental health-focused organizations and individuals to submit the enclosed application for mini-grant funds to enhance their speaking activities to reduce stigma and discrimination of people diagnosed with mental illness. We encourage applicants of all types and sizes, particularly those whose work represents our states rich cultural diversity. Mental health service consumers, their families and consumer-focused bureaus are encouraged to apply.

Background: The SDR Initiative and CalMHSA The Stigma and Discrimination Reduction (SDR) initiative is a three-year campaign funded by counties through the voter-approved Mental Health Services Act (Prop. 63). It is one of three Prevention and Early Intervention (PEI) Initiatives implemented by the California Mental Health Services Authority (CalMHSA), the other two being Suicide Prevention and Student Mental Health. CalMHSA is an organization of county governments working to improve mental health outcomes for individuals, families and communities. CalMHSA administers programs funded by the voter-approved Mental Health Services Act (Prop. 63) on a statewide, regional and local basis. For more information, visit www.calmhsa.org. 6. Goal: Provide Stipend Funds to Speakers What is the individual stipend amount you intend to provide speakers if the mini-grant amount you have requested is approved? Provide a basic budget that illustrates how the total mini-grant amount will be allocated for stipends vs. administrative costs such as staff time, equipment, materials, etc. Include any relevant considerations that have bearing on these calculations. [NOTE: A minimum of 50 percent of minigrant funds must go to stipends.] (2 pages double-spaced, max.) Please also attach a signed letter of endorsement from your County Department of Mental Health (see page 5 for an example). Terms of Payment Grantees will be required to enter into a separate agreement with Citizen Relations in the event they are awarded a mini-grant. The terms of each mini-grant will include quarterly reporting that details the following: Number and types of speaker placements Approximate number of people reached through speaker placements General demographic information of audience, to the extent applicable for each placement (may include geographic area, age, ethnicity, professional designation, etc.) Methods through which SDR messaging tools were imparted to speakers Examples of ways SDR messages were presented to audiences Amount distributed to speakers in the form of stipends Progress on building capacity to sustain impact beyond mini-grant period Successful mini-grant applicants will receive 50 percent of their approved mini-grant amount in December 2012, with an additional 25 percent to be awarded in August 2013 and the balance in November 2013, pending progress made on the mini-grant program goals according to data provided on quarterly reports. Citizen Relations retains the right to withhold approved grant funds if the grantee has not met the grant guidelines (e.g. failed to file quarterly reports, failed to meet stated goals, etc.). Grantees are required to enter into written contracts with any speaker who will be paid in part or in full with mini-grant funds. The written contract will obligate the speaker to incorporate the SDR messages into their presentation. The grantee will submit copies of these speaker contracts with its quarterly reports. Letter of Endorsement Guidelines The following instructions are intended to help you complete the Letter of Endorsement application requirement. If you have questions or issues with this process, please contact minigrants@citizenrelations.com at any time prior to the application deadline. IMPORTANT: You should allow 30 days to receive a signed Letter of Endorsement from the CalMHSA County Liaison. Therefore, make this a priority and submit it for signature well in advance of the application deadline. Step 1: Tailor the Sample Letter of Endorsement above to your specifications, including any information in [BRACKETS], except for the signature of the CalMHSA County Liaison. Save your letter as its own one-page document. Email your letter to your Countys CalMHSA County Liaison and request their signature as an endorsement of your application. We recommend enclosing a brief summary of your program/application for the Liaison to review as needed. To find contact information for the appropriate CalMHSA County Liaison, see the list on page 7.
