Reason for This Assessment


We have been in discussions with Rio Bosque TCEQ recently issues a similar permit RBWWTP has two permitted discharges:
- Riverside Irrigation Canal to become irrigation water for EPCWID No. 1 - Riverside Agricultural Drain for Rio Bosque Wetlands (however, once in Drain, water is controlled by District)

Per the 2001 ITPC: RBWWTP obligated to deliver ~17.5 MGD (13,333 AF) to District during irrigation season, but not rest of year

Therefore: Potential to use unobligated RBWWTP effluent to supplement raw water supply to JRWTP during entire year

Groundwater Quality Conclusions


Additional treatment would be required at RBWWTP to reduce total nitrogen and THM formation. Poor groundwater quality would require additional treatment (TDS, nitrates, arsenic, lead, chromium) if RBWWTP water is recharged/recovered Better shallow groundwater quality within JRWTP offers opportunity for blending source waters

Selection of Preferred Concepts


Groundwater storage concept not preferred:
Groundwater quality is significant concern/requires additional treatment Does not utilize the Rio Bosque Wetlands

Wetlands Potable Reuse concept is desirable:


Benefits the Rio Bosque Wetlands Flow-through concept would maintain better reclaimed water quality Water lost through infiltration and evapotranspiration is undefined at this time; could possibly be made up from shallow recovery wells at JRWTP

Potable Reuse concept is desirable:


Should be evaluated to compare costs Any blending requirements will be established in permitting process
