effort to secure a corporate sponsor for
the exhibit portion of this project.
Socony is very close to obtaining final

MEMORANDUM TO AR.TLUR S. FODGKISS
FROM JOHN T, O'NEILL
SUBJECT: Progress Report on Arterial Highway Construction
in Vicinity of World's Fair
There has been a slight improvement in progress in most of
the work along with an improvement in the weather since the last report.
Contract No. 2 (Merritt-Mount Vernon) -is over two months behind
the latest revised schedule and is becoming more critical each day.
The discussions with the Superintendent of Public Works in Albany on
February 27th have not reflected in any noticeable improvements in
the work to date. It apcears that the Project Manager has not been re-
placed but only moved from the field office to the main office without
change of title.
The Fair bridge over the Island Expressway, scheduled
for completion in April and promised to the Fair for completion in
January 1963, will not be completed until probably some time in June.
This is one of the simplest type of structures in the contract.
Thare is still no approved plan for the demolition of the Long
Island Expressway bridge which must follow the completion of the
collector-distributor roads as soon as possible.
We are working on a plan with State, consulting engineer and
contractor for presentation to the Transit Authority that may reduce
time rGquired to underpin the Roosevelt Avenue structure by as much as
three months. This is the most critical item in this contract at this
time.
I,
Contract No. 8 (Grow-Catapano-Orlando) -is two months behind
schedule and steel erection is still being delayed by lack of steel due
to unsatisfactory fabrication.
Contract No. 11 (Johnson, Drake & Piper) - has a new progress
schedule which is fantastical based on previous performance. The new
schedule which puts the work on time, calls for approximately
$5,000,000 placement in next five months, whereas the total place-
ment since the job started 15 months ago has been $5, 651, 000.
There has been approximately a 3-1/2 week delay on coffer-
dam excavation south of the Long Island Expressway due to unresolved
differences between the State and the contractor. A pile rig sat idle
for two weeks and has now moved to another section of the job.
Contract No. 13 (Arthur Johnson Corp.) - is two months behind schedule
and getting into a critical condition. The original schedule called for
completion of the structural concrete work for the Jewel Avenue bridge
by December 31, 1963. This was later revised to April 15, 1963. No
structural concrete has been poured to date and completion is now
estimated to be about mid-summer.
The contractor will have to materially increase his production
in order to complete this contract before the opening of the Fair.

Your approval is requested of the following report for presentation to
the Executive Committee.
Com;iderable progress has been made during the month in getting the
balance of our work under contract. Contracts have been awarded including basic .
street lighting throughout the the Meadow Lal<.::e and' the Lawrence Street
Parking Fields and Rodman Street Bus Terminal and the temporary lighting of
fountains for permanent park pools. These contracts, in addition to those that
were awarded last month reflect the continuation of keen competitive bidding and
additional savings below previous budget figures. Two additional contracts are
out for bid, namely the entrance towers and th'e temporary pools, theme light
towers and sculpture foundations. The flagpole plans are ready for approval.
Other planning and design continues generally on schedule with final
clearance for advertising important work by the Park Department as well as
the World's Fair. Minor slippages have occurred for several of which the
.. most serious appear to be the continued delay in procurement the city.;- of
. the poles for our street lig-hting system and the delay in finalizir.g the plans for
utilities and paving in the parking area of the Marina. An effort is being made to
complete designs all remaining items required for the fair in the neat future.
During the the contract for building the Unisphere foundation was
completed satisfactorily in accordance with the approved prog-ress schedule, and
in time for the important first placing of steel. The Press Building VJas suii.iciently
completed to allow beneficial occupancy of a substantial portion of the: building on the
originally scheduled date of 15 March. Final completion of remaining portion of
the building is expected in mid-April. The five maintenance buildings are expected
to be complete during April. The major portion of the sanitary sewage system in
the main part of the Fair area has been turned over to the Fair Corporation for
maintenance following completion under Park Department contract.
working conditions on the fair site generally are improving due to better
weatb.er. However, existing roads have deteriorated due to t.'IJ.e spring thaw and
some additional shaping up of cinder roads and of pot holes has been necessary in
order ts> restore passable conditions. There is beginning to be considerably more
congestion of equipment and vehicles on the site and prohibition of parking had to
be initiated in certS.in areas. Due to the anticipatec: increase in construction activity
1
the site will grow more congested during the months of April and May until the
completion of the main paving in the various parts of the fair provides additional
space for tha ve;,icle i.raffic and parlting.

ATOMEDIC HOSPITAL (Official Hospital for New York World

s Fair)
Dr. Hugh C. MacGuire, Medical Director, Atomedic Research
Center, Montgomery, Alabama, was contacted in Alabama on
March 7, 1963 and in New York on March 11, 1963 by Gen. Brownton,
Chief Medical Officer, to determine status of this project.
Dr. MacGuire stated that a fund-raising campaign has been
initiated in Alabama, backed by the Governor, and that donations are .
beginning to arrive. Dr. Mac Guire is very optomistic that an
Atomedic Hospital (pre-fab type) will be available to the World's Fair
Corporation at no major cost to the Fair.
FIRST AID STATIONS
Plans and proposed sites for five First Aid Stations, to be con-
structed under Brass Rail contract, have been reviewed. The site
locations and proposed square footage and general arrangement of the
Aid stations have been approved. The proposed locations of the
Aid Stations within the Brass Rail concession areas were not approved.
A recommendation was made by the Chief Medical Officer and approved
by me that all Aid stations must be adjacent to and facing main thorough-
fares for ready access by the public and for ambulance service. Further
discussions are being held with David Berge of the Brass Rail Food Ser-
vice by Carl Halgren to finalize the location plans for the Aid Stations.

suBJEcT: Amendment of Article XX of General Regulations
It has been pointed out by our licensing agent that as presently
worded, Article XX of the Fair Corporation's General Regulations
appears to be subject to the interpretation that official licensees may
use exterior reproductions of only buildings and exhibits. The intent,
however, is that they be permitted to reproduce the exteriors of all
attractions at the Fair whether or not they are technically classifiable
as "buildings and exhibits.
11
In order to clarify the Fair Corporation's right to permit its
official licensees to utilize views o'f all attractions at the Fair on the
articles to be prepared by them, I recommend that Article XX of the
Fair Corporation's General Regulations be amended to read as follows:
ARTICLE XX
(a) Unless otherwise provided in a participant's agreemert
with the Fair Corporation, each participant, for his own
promotional purposes, but not for commercial use, may take
and use or arrange for the taking and use of pictures, both
motion and still, depicting or relating to the building, exhibit,
concession, entertainment, attraction or activity of such
participant at the Fair and which do not depict or relate to
other buildings, exhibits, concessions, entertainment,
attractions or activities at the Fair.
(b) The Fair Corporation may grant to a firm or firms the
right to photograph or otherwise reproduce and to describe
exterior views of any buildings and exhibits at the Fair site
as well as scenes of the general panorama of the Fair. In
addition, the Fair Corporation may grant to a firm or firms
the right to photograph or otherwise reproduce and to describe
exterior views of any concessions, entertainments, attractions,

buildings, exhibits, concessions, entertainments, attractions
and other activities at the Fair site, but such firm or firms
must obtain the permission of participant to photograph or
otherwise reproduce interior vie:ws of participant's building,
exhibit, concession, entertainment, attraction or other activity
at the Fair. The Fair Corporation may also grant to said firm
or firms the right to arrange for the sale and distribution of
the photographs, reproductions and descriptions referred to
in tllis subparagraph (b) and articles or material utilizing or
containing same.
(c) Except as provided in (a) and (b) above, buildings,
exhibits, concessions, entertainments, attractions and activities
at the Fair site may not be copied, measured, photographed, or
reproduced in any way, nor authorization given therefor, with-
out permission of the participant sponsoring same and of the
Fair Corporation. 'I'he Fair Corporation, however, assumes
no responsibility in the event the permission required from the
participant is not obtained.
Aside from expanding the phraseology of the regulation so as to
include

buildings, exhibits, concessions, entertainments, attractions,

promotional use by participants of pictures of attractions at the Fair and
will make clear that "use" of reproductions of such attractions also
includes the granting of authorization therefor.
This amendment has been approved as to form by counsel. I
believe it should be adopted in the interests of protecting the Fair's
licensing program and recommend that the amendment be submitted
to the Executive Committee for approval.

suBJECT: Amendment to Rules and Regulations
I believe that it is desirable and important to the success of.
many of the participants in the International Area that we be able
to assure them that food, beverages and other products of the
countries represented by the foreign pavilions will be sold and dis-
tributed only at those pavilions. On the other hand it will, of course,
be desirable for the Fair to retain some freedom of action in this
respect so that the legitimate plans of domestic exhibitors will not be
interfered with.
Accordingly, I recommend that the first paragraph of Article
XVI of the Fair Corporation's General Regulations be amended to
read as follows:
"The Fair Corporation will not permit the operation
of a concession or an exhibit which reflects discredit upon
any nation or state or which bears a misleading geographi1.
appellation. To this end, no participant, without express '
written permission from the Fair Corporation or express
authorization in his agreement with the Fair Corporation,
may permit the sale or distribution at his premises of
products indigenous to any foreign country or foreign
!gion or geographical area nor permit the sale or dis-
tribution of food or beverages which will, in substantial
part, be indigenous to any such country, region or geo-
graphical area. "
(New matter is underscored. )
This amendment has been approved by Counsel as to form.
I recommend that it be submitted to the Executive Committee for
approval.

Gentlemen:
I 6 2 7 K ST., N. W.

March 19,
I would like to present to you a proposal for my as-
sociation with the New Yorl< World's Fair 1964-1965, as follm7s:
I suggest that all activities at the Fair with ::.es:_)ect
to entertainment should be coordinated, managed directed by
roe, exclusively, except for the entertainment which has already
. been contracted for with Meyer Davis, Leonidoff, Angus G. VJynne,
Jr. and Compass Fair, Inc., and except for entertainment relating
to which negotiations are nmv being carried on by the Fair in the
Lake Area. I am sure that I have all of the necessary qualifica-
tions, experience and ability to properly coordinate, manage and
direct all of the entertainment at the Fair so as to bring about
the most advantageous results from such entertainment from the
financial as well as the cultural and public relations points of
view. I would expect that all final decisions which shall affect
policy, compensation and good taste shall be subject to the ap-
proval of your Executive Committee.
I contemplate that such entertainment activities shall
include all television and radio broadcasts, production of motion
pictures, and all live entertainment (excluding those mentioned
, above), any and all uses of the Pavilion and the assembly area
which you are constructing, as well as a ballroom for dancing. I
have an idea along these lines which should be very constructive.
If you accept my proposal, I will organize a corpora-
tion under the laws of the State of New York under the name of

president, and which at all times shall be under my

direct all of the entertainment at the Fair. I expect:
you to supply the office space, telephone, lighting and cleaning
services on the premises so as to permit direct and immediate
contact and association with your officers and directors at
times. As full compensation for such services, I expect t::::: .. /
corporation would receive a sum equal to ten (10%) percent c:::
the gross sums paid to you during the operation of the in
1964 and 1965 by reason of contracts and arrangements for enter-
tainment brought about by me or the above-mentioned corporation
to be organized by me, such sums to be payable only as and when
they are received by you .
I would expect you to cooperate t'lith me at all times
and turn over to me all inquiries vlith regard to entertainment
during the two years of the Fair. I agree to carefully follow
all leads given to me, and negotiate vlith all persons that you
may refer to me, who may be interested in providing entertain-
ment at the Fair or broadcasting therefrom or making motion
pictures at the Fair.
VJill be pleased to expand on this proposal at a per-

INDUSTRIAL SECTION
PROGRESS REPORT
(as of March 21, 1963)
I. Since our last Progress Report of February 21, 1963, the most important
development in the Industrial Section does not involve the sale of land,
but rather the development for a signed exhibitor of what promises to be
an outstanding attraction at the Fair:
A) PEPSI-COLA and Walt Disney will present the UNICEF story in
an exciting ride around the world for children of all ages. Disney's
firm cost figures are still to be established after a feasibility study
(already under way) has. been completed. However, Pepsi-Cola
. seems delighted and are budgeting their exhibit at $4 1/2 to 5 million;
Walt Disney personally is enthusiastic about the idea; and UNICEF is
the beneficiary of a gift of $500,000 from Pepsi-Cola as well as being
provided at Pepsi's expense an exhibit to tell the UNICEF story. If
all goes well, we expect this will be an entertainment-education must
for every family at the Fair.
II. Lease negotiations are in progress among the following companies:
.A) AMERlC..AN ASSOCIATION OF RETIRED PERSONS and NATIONAL
RETIRED TEACHERS ASSOCIATION Negotiations have begun for
18, 360 sq. ft. in Block 17, Lot 4, a site formerly held for the Syna-
gogue Council. The exhibit will be in the form of a Golden Age Club
and Center. The groups involved are also planning to buy a large
block of tickets for distribution to their membership, which includes
.some 800,000 participants.
B) ARGUS INCORPORATED Lease negotiations are nearing completion
for 152, 582 sq. ft. in Block 9, to take the form of an Argus Photo
Fun Land. As of the time of the Executive Committee Meeting, it is
hoped that we will have a proposed model and drawings of the project
for the committee's review.
C) PARKER PEN (approximately 16,000 sq. ft. in Block 11, Lot 4.)
Cost figures on structure, maintenance, operation of exhibit build-
ings and an exhibit design are higher than earliE:r estimates. Parker
is now fixing new budget figures to cover higher cost factors. We will
know by the end of March Parker's decision to nign or not sign their
lease. The judgment at Parker's marketing lerel is that the lease
will be signed c,iespite higher costs.

(as of March 21, 1983)
D) RELTANCE MANUFACTURING CO. Our lease agreement for 30,000
sq. ft. in Block 11, Lot 7, is now in the hands of legal counsel for
Reliance. Design plans for an attractive exhibit are being completed.
m. Favorable progress can be reported in the following situations:
A) AMERICAN INSTITUTE OF ARCffiTECTS The New York City and
State Associations have endorsed the project, and the matter is
scheduled for consideration by the National Association on Marcn 22nd.
They wish only 3, 600 sq. ft. No lot has been assigned to them as of this
date.
B) CELEBRITIES, INC. Steve Skubik, in partnership with George Murphy
of Los Angeles, reports that Celebrities, Inc., has $1/4 million of
initial operating capital to be used in the negotiation of a lease for
30,000 sq. ft. above the Assembly Area in Block 35A. Skubik pinpoints
March 22 as the date he will be ready to begin lease negotiations.
C) CHUNKY CORPORATION Mr. Jeff Jaffe, President, and Alvin Erlich,
Vice President of this corporation, are interested in a 6, 000 to 10,000
sq. ft. exhibit at the Fair for a children's playground based largely on
the "Sculpture Continuum" as designed by Oliver O'Connor Barrett,
which was displayed in miniature at the Whitney Museum of American
Art in the spring of 1962.
D) MELVILLE SHOE (Thorn MeAn) Ed Gorman, Promotion Director,
is interested in the 15,000 sq. ft. of space in Block 21, Lot 1. He has
had encouragement from his President to proceed with feasibility study.
E) OPPORTUNITIES, U . S . ~ is a project for a small business exhibit
built around the franchise concept. Space discussion involves 45, 153
sq. ft in Block 18, Lot 2.

F) SUNKIST GROWERS A conference in California, after an earlier
visit to the Fair by Russ Eller of Sunklst, has resulted in an active
interest in Block 21, Lot 1, with an exhibit built around the model of
the Fair. We are s1,1bmitting designs and estimates for the Sunldst
Executive Committee's meeting next week.
G) YELLOW PAGES We have presented the concept of an exhibit built
around our own Fair model now in the Administration Building. The
reaction of the Marketing Section of Yellow Pages has been favorable.
Our presentation is now to go to the President of the New York Tele-
. phone Co. (Block 21, Lot 1).
IV. Disappointing news must be reported from the following companies:
A) AMERICAN MACHINE & FOUNDRY Mr. Madeo, Vice President of
this company, reports that his company will not sponsor the Assembly
Area.
B) S. ROBERT ELTON Mr. Elton had been granted a hold on 11,000
sq. ft. for an undisclosed client. He now reports that expenses were
too great for this client, and the hold has been released.
C) LADIES' HOME JOURNAL The corporate problems of the Curtis
Publishing Co. necessitated discontinuing further negotiations for
24,700 sq. ft. in Block 11, Lot 10.
D) UBBY McNEILL & liBBY This company turned down their Adver-
tising Director's recommendation of an exhibit on Block 21, Lot 1.
E) LOWENBRAU This company, which was considering 30,000 sq. ft.
on the northern part of Block 35A, has turned down the proposal
because of costs. Despite approval by the American distributors,
headquarters in Germany decided against Fair participation.

MEMORANDUM TO COMMISSIONER MOSES,
AND GEORGE SPARGO
FROM ERWIN WIT.T
SUBJECT: DISCOUNTS BY CONCESSIONAffiES
ERWIN WITT

Some Concessionaires, who will operate shows at the Fair,
such as Amphitheatre, Continental Circus, etc., have been requested
by persons who are arranging packages to sell to the public, to include
the tickets to the concession. Meyer Davis of Amphitheatre, Inc. and
Harry Dube of the Continental Circus have called up to find out what
discount we would approve on their tickets for these packages.
The packages will include our advance sale tickets which are
being sold at a discount of 25% plus 1 Wo - making a total discount of
32-1/2%. The Seattle Fair sold its packages to the public at a 35% dis-
count. The 1939-40 New York World's Fair also sold packages which
included 5 tickets and 5 concessions, with a total value of $5. 30, for
$3. 75, with an additional $. 25 commission allowed to the s"ller. This
brought the total discount allowed to about 34%.
Most of the concessionaires are anxious to enter package arrange-
ments as it assures them of an advance sale for their operation. The Travel
Agencies and others preparing package deals will do advertising and soliciting
independent of the World's Fair publicity and selling.
In order to provide additional promotion for the advance sale of
admission tickets at the Fair, I recommend that we approve discounts for
admission prices tq concessions to be sold in packages up to a maximum
of 25%. ' ; .. -
