Ambassador Angelina Eichhorst meets with representatives of the Civil Campaign for Electoral Reform
Ambassador Angelina Eichhorst, Head of the Delegation of the European Union to Lebanon, met today with a delegation from the Civil Campaign for Electoral Reform (CCER) headed by the Lebanese Association for Democratic Elections and including the Lebanese Transparency Association, the Lebanese Physically Handicapped Union and the Lebanese Women Democratic Gathering. The CCER is a broad alliance of more than sixty-five civil society organisations promoting electoral reform since 2006. The aim of the meeting was to discuss electoral reform in Lebanon and the draft electoral law recently submitted to Parliament. CCER representatives requested EU support to encourage timely approval of a wide range of measures that can increase the legitimacy of the electoral process. The European Union stressed the importance of fully involving civil society in the process of debating electoral reform and allowing them to voice their concerns through peaceful means. The EU reiterated its commitment to promote electoral reform in line with international standards and the recommendations of the EU Election Observation Missions from 2005 and 2009. The EU has repeatedly reminded of the need to introduce without delay measures that can increase the transparency and fairness of the electoral process, notably the introduction of pre-printed ballots, the establishment of an independent election management body, the setting of the minimum voting age at 18, the effective implementation of out of country voting, the adoption of an improved regulation of campaign funding and of strengthened media monitoring and complaints procedures, the introduction of measures to enhance womens representation, and the accessibility of polling stations to voters with special needs. The EU has long supported Lebanons efforts to bring its electoral framework closer to international standards, providing assistance to the Lebanese Government for the technical organisation of the polls as well as to civil society organisations working on electoral reform. Further support is currently under formulation to support the implementation of technical reforms to bring the Lebanese electoral framework closer to international standards as well as assistance to civil society organisations promoting electoral reform and democratic participation.
