I am glad to know that you are working hard on an Israeli
pavilion and that you have recently seen the Israeli Consul General.
I want to let you know that there is a firm -- a contracting
company called Electronic and Missile Facilities, Inc. --which is
exploring the possibility of taking a risk in erecting an Israeli pa-
villion and then rent out space. The company realizes that it would
probably have to make an arrangement with the Government to borrow
some of the Dead Sea Scrolls and make a charge to see them and split
the revenues in some proportion with the Israeli Government for
lending the Dead Sea Scrolls.
Will you keep me advised of any developments, and I will
do the same.

matters before we do, that the Israc;.lis are fin:illy out. I recall their
initial hostility to us and their friendship for the B. l E.
I think that it wo'Jld be well to have a memo briefly re-
viewinq our relations with this government and its supporters, to
show the lenqths to which we have gone to bring about cooperation by
conferences, visits, correspo:J.dence, etc. We must protect the Fa1r
against any charge of indifference.
'rhe cost excuse is certainly not convincing.
The few conspicuous foreign r.bsentees won't affect the
success of the Fair, but it's a pity vJe C<.:.J."1

Thank you for your letter of August 16th.
I was very qlad to have had the opportunity,
dur1nq my visit 1n Israel last month, of helplnq to
persuade the Government to reverse its former
position and construct a pavillion at the World's Fair.
To me it is inconceivable that there would
be an Israeli exhibit which would not include its con-
tributions to water de-sal1natinq as well as other
extraordinary activities in the sc1ent1f1c field in which
Israel has been enqaqed.
You may be assured that I shall do every thinq
in my power to persuade the authorities to include
these exhibits.

I have given careful C:l)rtsideration to your letter of November
21st, 1962.
There are a number of which weighed against
our natural desire to pc1rtic!pate in a World's Fair, and particularly
in New York. First of all, the fi::>cal r:roblem you mention is a
considerable factor. Your familiarity with Israel make;; it un-
necessary to dutail the heavy burden we must assume .i:or defense,
with our existence threatew!d daily by others who hui."O access to
apparently unlimited of mndern arms. Beyonri this, the
needs of our immigrants in housln'-] and employment

I am also told that we cannot conceivably reduce the estimate for
our pavilion without injuring the level of its presentation of our country
and we took the decision rather not to have a pavilion at all than to have
an inadequate one. We investigated other areas of financing and these,
too, were not desirable or practicable.
I must repeat, regretfully- and it is indeed regrettable, for NewYork
occupies a special place for many of us and for myself personally - that
we shall have to forego the benefits of participating in the World's Fair.
