TheDakotaCommunicationsCenterlostagoodfriendandgreatleaderwhenAppleValley CityCouncilandDCCBoardMemberBobEricksonlosthisbattlewithcanceronFebruary17, 2008.DirectorEricksonwasachartermemberoftheDCCsgoverningBoardandservedas thevicechairupuntilthetimeofhisdeath. DirectorEricksonscommitmenttohighqualitypublicsafetyserviceswasunwaveringaswas hisexpectationthatthepublicstaxdollarsweretobespentprudently.Hecouldalwaysbe countedontoaskthetoughquestionsandlistenthoughtfullytotheanswers.Whilewemiss hispresenceonourBoard,wewillbenefitfromhisserviceforyearstocome.

MissionStatement

ThemissionoftheDakotaCommunicationsCenteristoserve andprotectpublicsafetyby providingavitalcommunicationslink betweenthecommunityandtheirpublicsafetyresponders.We recognizebothasourcustomers. Infurtheranceofourmission,wearecommittedto: Thehigheststandardsofintegrityandcustomerservice. Efficientandeffectiveacquisitionanddisseminationof information. Accountabilityforperformanceandconduct. Continuousimprovementthroughprofessional development.

GovernanceOverview
TheDakotaCommunicationsCenterisagovernment,jointpowersentity,createdin2005throughaJointPowers Agreement(JPA)betweenDakotaCountyandthe11majorcitieswithintheCounty.Wewerecreatedtobuild,equip, staffandoperateaPublicSafetyAnsweringPoint(PSAP)toprovide911answeringandemergencydispatchservices forallresidentsandpublicsafetyagencieswithinDakotaCounty.TheDCCopenedinDecember,2007andperforms theworkpreviouslycarriedoutbyfivesmallerPSAPsthatwerehousedinlawenforcementagenciesthroughoutthe county. TheDCCorganizationisguidedbyacomplexgovernancestructurewiththreedistinctcommitteesincluding: Governance: BoardofDirectors.TheDCCBoardofDirectorsiscomprisedofanelectedofficialfromeachMember jurisdiction.TheBoardprovidespolicyleadershipandapprovesthegeneralpoliciesoftheDCCrelatingto budget,financeandlegalmatters.TheBoardappointstheExecutiveDirector,astheironlyemployee,tocarry outthepoliciesoftheBoardandperformoverallmanagementoftheDCC. TheExecutiveCommitteeiscomprisedoftheCityManagers/Administratorsofeachjurisdictionaswellasthe CountyAdministrator.TheCommitteeprovidesoversightofDCCoperationsassuresthattheBoardpoliciesare carriedoutandprovidesinputandadvicetotheBoard. In2008,theExecutiveCommitteeandBoardofDirectorsagendasreflectedtheorganizationsshiftfrom implementationplanningtooperations.Highlightsoftheirworkincluded: Approvalofthe2009OperatingandCapitalbudgets,includingafundbalancepolicy, Collectivebargainingwiththenonsupervisorydispatchers, AgreementswithDakotaCountyontechnicalsupportoftheVHFpagingsystem,outdoorwarningsirensystem andtheDCCdispatchconsoles. ApprovalofanAutomaticVehicleLocation(AVL)systemtoproviderealtimelocationinformationtodispatchers onpoliceandfirevehicles. TheBoardofDirectors,ExecutiveCommittee,DCCstaffandrepresentativesoftheOperationsCommitteesengagedina strategicplanningprocessin2008whichwasfocusedonthedevelopmentofgovernancepoliciestoguidebothstaffand MemberrepresentativesintheareasofBoardprocess,executivelimitationsandendsandoutcomesrelatingtoseveral keyareasofDCCoperations.TheBoardapprovedresultingpolicymanualattheirDecember,2008meeting. Operations: TheOperationsCommitteeconsistsofleadershipstafffromDCCdispatchedlawenforcement,fire,andEMS agencies.TheCommitteeprovidesinputandadvicetotheDCConoperationalissuesandassistsinthe coordinationofunifiedradioprocedures.Numerousworkgroupsandtaskforceshavebeenestablishedas neededtodealwithspecificissuesregardingoperations,equipment,facilityandstaffing. TheLawEnforcementandFire/EMSsubcommitteesmetonamonthlybasisin2008.TheJointOperationsCommittee movedtoaneveryothermonthmeetingscheduleinmid2008.Thecommitteewasactiveintheareasofunifiedradio

procedures,radiosystemaccesspolicy,proceduresformanagementofextraordinaryservicedemand,Fire/EMS dispatchworkflowprocess,serviceissuereviewsandautomaticvehiclelocation.Asubcommitteeoflawenforcement radiousersalsometregularlywithDCCstafftoreviewoperationalissuesandmakerecommendationsforunified procedures. SignificantEventsin2008
In2008theDakotaCommunicationsCenterprocessedover376,000eventsintheComputerAided DispatchSystem.Duringthesameperiod,ourstaffansweredover354,000incomingphonecalls.While mostincidentsweprocesswillneverrisetothelevelofbeingnewsworthy,manyaretrulylivechanging. Somearehumorousand,unfortunately,somearetragic.Nomatterwhat,westrivetorememberthat eachofthe1,000+callsforservicewehandleeachdayisimportanttothepeoplewhoareinvolved. Asamplingofthemostmemorableevents/issueshandledbyDCCstaffin2008includes: 911systemissues.TheDCCexperiencedsignificanttechnicalissueswithour911systemin the1sthalfof2008.Softwareerrorsledtosomecallsbeingmisprocessedandononeoccasion, thesystemwasunabletoreceivecallsforapproximately75minutes.Duringthistime,calls wereroutedtoRamseyCounty911inaccordancewithplannedprocedures.TheDCCworked withoursystemvendorandequipmentmanufacturertoresolveissuesandhaveexperiencedno serviceinterruptionssinceJune8,2008.TheDCCwasthefirstPSAPinMinnesotatoinstalla 911systemusingInternetProtocol(IP)processingtechnology.Thistechnologywillbe commonplaceinMinnesotaPSAPswiththemovetoNextGeneration911. July10thSevereWeather.IntheearlyafternoonofJuly10th,averysevereweathersystem movedacrossDakotaCountywithstrongwinds,heavyrainandatornadotouchdownbetween HamptonandVermillion.Thewidestormpath,combinedwiththespeedofthestormcreated extremedemandsonDCCservices.Inthe1sthourofthestorm,theDCCanswered290911 callsanddispatched225incidents,bothatarateof15timesthenormalhourlyaverage. TheDCCconductedapostincidentdebriefingwithourstaff,includingfeedbackfromMember policeandfireagenciestoimproveourabilitytoprocesseventsofthismagnitudeinthefuture.

Training

InDecemberof2008,theDakotaCommunicationsCenterhadfivenewdispatchersatvarious stagesoftraining.Newlyhireddispatchersstarttheirtrainingwithaweekofclassroom educationthatcoverstheCADsystem,othercomputerdatabases,EmergencyMedicalDispatch andtheuseoftheEMDsoftware,cityandcountygeography,800MHzradio,andthephone system.Thedispatcheristhenassignedtotwoprimary trainerswhospendapproximatelyelevenweeks progressivelygettingthenewdispatchermoreadeptat answeringphonesandcreatingcallsforserviceforpolice, fireandmedics.Afterthatinitialtwelveweekperiod,the dispatchersworkontheirownascalltakersfor approximatelyeightweeks,inordertogivetheman opportunitytobecomemorefamiliarwithproceduresand geographybeforebeginningtrainingonradiodispatching. Followingthattwomonthperiod,thenewdispatcheragain spendsapproximatelytenweekswithtrainerswhoteach themtheskillstheyneedtodispatchonthepoliceandfire mains,aswellastheinformationchannel.
TrainerPatMeyerassistsDispatcherJenny Craigintheradiophaseofhertraining.

Duringthetrainingprogram,thetraineesattendaclassattheBureauofCriminalApprehension tocertifythemtousethestatecomputersystem.TheyalsoattendCPRtrainingaspartoftheir requirementstouseEMD.Traineeswhosuccessfullycompleteallportionsofthisprogram,are thenabletoworkallpositionsinthedispatchcenterontheirown. In2008,allDCCemployeesattendedover1600hoursofformaltraining.Highlightsinclude: InFebruary,twostaffmembersattendedthestationAPCO(AssociationofPublicSafety CommunicationsOfficers)conferenceinBrainerd. InMarch,theDCChostedanEMDtrainingclassthatincludedbothmembersoftheDCC anddispatchersfromoutsideagencies.NineDCCdispatchersattendedthistraining. InMarch,alldispatchersintheDCCwhohadnotpreviouslybeentrainedontheuseof ProQA,thecomputerizedEMDprogram,weretrainedonhowtousethesoftware system.FortytwoDCCdispatchersandsupervisorsattendedthistraining. AttheendofMarchandintoearlyApril,allDCCdispatchersandsupervisorsattendeda threehourclassthatincludedtrainingfromDakotaCountyfiredepartments,aswellas trainingonthePrairieIslandnuclearpowerplant.

InJune,threestaffmembersfromtheDCCattendedtheNENA(NationalEmergency NumberAssociation)conferenceinFlorida. InAugust,threestaffmembersfromtheDCCattendedtheAPCO(AssociationofPublic SafetyCommunicationsOfficers)conferenceinKansasCity,Missouri. InSeptemberfourmembersoftheDCCattendedtheBCA(BureauofCriminal Apprehension)conferenceinSt.Cloud. InNovember,alldispatchersandsupervisorsattendedclassestaughtbyDakotaCounty lawenforcementmembers,aswellasaclassonCJIIN(CriminalJusticeInformation IntegrationNetwork)taughtbyCJIINstaff.

Inadditiontoformaltraining,theDCCmakesuseofTrainingBulletinstoinformstaffon changesintheuseoftechnology,orchangestoprocedures.TrainingBulletinsareemailedto allstaffmembers,aswellasstoredinacomputerfileforfuturereference.Dispatchersare askedtofamiliarizethemselveswiththeinformationinthetrainingbulletin,andthen supervisorsfollowupindividuallywitheachdispatchertoensurethattheyvehadthe opportunitytoreadthetrainingbulletin,andunderstandtheinformation.

Budget/Fiscal

InJuneof2007,theDCCBoardofDirectorsapprovedthe2008budgetfortheDCC.Theapprovedbudget providedforthestaffing,commoditiesandotherexpensesnecessarytoprovide911andemergency dispatchservicesatthenew,consolidateddispatchfacilityin2008.Thebudgetcontainsthreemajorfunds; Operating,CapitalandDebtService. Withoutthebenefitofoperationalexperienceintheconsolidatedcenter,the2008budgetincludedmany expenseitemsthatwerebasedonestimatesofwhatwasexpectedasnecessaryforoperationsinthenew facility.Byyearsend,theDCChadexpended$553,000lessthantheadoptedoperatingbudgetand$1.13 millionlessthanestimatedtoprovide911anddispatchserviceswithoutconsolidation.Bytheendofour1st yearofoperations,theDCChasdemonstratedsignificantprogresstowardsthefinancialgoalsenvisionedby ourMembercommunities. The2008budgetprovidedfor$7.24millioninoperatingcostsand$1.2millionfordebtservicewhichisto repay$7.3millionPublicSafetyRevenueBondusedtofundpurchaseoftheequipmentandtechnology requiredforthenewcenter.TheRevenueBonddebtwillberetiredin2013. 89%oftheDCCOperatingbudgetisderivedfromfeeschargedtotheMembersoftheconsortium.Cost allocationisbaseduponafundingformulacontainedintheDCCJointPowersagreement,whichdistributes costsinaccordancewithmemberagencyactivity.Thestartupallocation,usedin2008,andillustratedbelow willbeadjustedannuallybeginningwiththe2010budgetadoption. 2008MemberFees

CapitalProjectsFund InMayof2007,theDCCissued$7.315millioninPublicSafetyRevenueBondstoprovidethefinancingforthe acquisitionoftheequipmentandtechnologyrequiredtooperatethedispatchfacility,aswellascertaindata conversioncoststohelpourmembersmigratetotheLOGISdispatch,mobiledataandrecordssystem. AssesmentoftheMembersfortheirproportionateshareofthedebtservicebeganin2007andwillcontinue through2013.
