Edson, two camp directors at Treasure Island, Pennsylvania, founded the Order of the Arrow (OA) during the summer of 1915. Goodman and Edson wanted a way to recognize Scouts whom exemplified the spirit of the Scout Oath and Scout Law by giving unselfishly in their daily lives. The idea of recognizing unselfish service has endured for over 95 years and our Order has become known as Scouting's National Honor Society. Your local OA, Blue Heron Lodge, has over 66 years of unselfish service to the Tidewater Council and to the communities of the greater Hampton Roads area. To maintain this proud tradition Blue Heron Lodge annually seeks those Scouts who are most deserving of recognition and who are willing to continue their service to Scouting. To be eligible, a Scout must complete the following requirements:

Be a registered member of the Boy Scouts of America in a troop or team Be a 1st Class Scout by the date of the election.

After registration with a troop or team, have experienced 15 days and nights of Boy Scout camping during the two-year period prior to the election. The 15 days and nights must include one, but no more than one, long-term camp consisting of six consecutive days and five consecutive nights of resident camping, approved and under the auspices and standards of the Boy Scouts of America. The balance of the camping must be overnight, weekend, or other short-term camps. (Order of the arrow Guide for Officers and Advisers, page 20) Show Scout Spirit (adhere to Scout Oath and Law in every day life) The last prerequisite requires careful examination by you as the Scoutmaster before you include a Scout's name on the list of prospective candidates. Enclosed are two forms -- one for youth candidates and the other is for recommending an adult for consideration for membership. The specifics of the election process for youth will be explained when a team arrives at your unit to hold the election. Following the election your unit may recommend one adult provided that at least one youth is elected. Adult requirements are listed on the Adult Application form and shall be met without exception. NOTE: Adults are recommended by the unit committee, not elected, and must be submitted by the Committee Chairman. The Blue Heron Lodge Adult Selection Committee makes the final selection, which must then be approved by the Council Scout Executive. SPECIAL REQUIREMENTS FOR REQUESTING ELECTIONS: The Troop OA Representative of the unit desiring a unit election must notify their OA Chapter Election Chairman or Adviser at least 2 weeks before the desired date of the unit election. Additionally, a minimum of 3 weeks advance notice is required to schedule a calling out ceremony, unless the unit intends to have its elected Scouts called out at a pre-scheduled group calling out at a district event such as a camporee. Be ready with an alternate date in the event that all chapter election teams are already reserved for conducting elections on the desired date. The unit representative should make a confirmation call to the election chairman AND adviser 1 week prior to the agreed upon election date to ensure that all is in readiness for the election team and the unit.

SPECIAL NOTE TO UNITS REGARDING ADULT RECOMMENDATIONS. Your recommendation of an adult for consideration as a candidate for induction into the Order of the Arrow should be carefully reviewed and properly documented. The Lodge Adult Selection Committee takes your recommendation seriously and carefully reviews the qualifications of the adult particularly those in addition to the camping requirements. Adult recommendations without sufficient justification or documentation on the adult form -- may be returned to the unit committee or possibly disapproved and may delay call out or attendance at the desired Ordeal. Forms received prior to the Troop OA Election date or without a Troop OA Election date will be returned to the Committee Chairman upon receipt.
