BE IT ENACTED by the Senate of the Student Association of The George Washington University, SECTION 1. DEFINITIONS. As used in this Act: General Fund has the meaning ascribed to it in Bylaw 301, Section 2 (p) of the Student Association Bylaws; Buffer Fund has the meaning ascribed to it in Bylaw 310, Section 1 of the Student Association Bylaws; Co-sponsorship Fund has the meaning ascribed to it in Bylaw 310, Section 2 of the Student Association Bylaws; Finance Committee means the Committee on Finance of the Student Association Senate; Allocation means a sum of money planned or set for disbursement for a specic purpose; Appropriation means an authorization of an expenditure of a designated amount of student funds, in anticipation of the allocation and/or disbursement thereof; and Disbursement means a distribution of an allocation.

SEC 2. RE-ALLOCATION All unexpended student body funds shall be allocated to the general fund, for disbursement there from in accordance with this Act.

SEC. 3. APPROPRIATIONS FOR DISBURSEMENT TO REGISTERED STUDENT ORGANIZATIONS. The sums listed in the following chart within the column entitled, 2012-2013 Allocation are appropriated out of money in the General Fund not otherwise appropriated or reserved for the appropriation; and each sum itemized in that column is directed to be disbursed by the Executive of the Student Association, in accordance with Bylaw 301, Section 4 of the Student Association Bylaws, to the corresponding student organization listed on the same line as the respective sum, for the purpose of making General Allocations for the 2012-2013 academic year.

NOTICE OF DESIGNATION OF UMBRELLA ORGANIZATIONS. Pursuant to Bylaw 301, Section 2(m) of the Student Association Bylaws, the following registered student organizations have been designated by the Chairperson of Finance Committee as umbrella organizations: (1) The Engineers Council (2) The GSEHD Student Association (3) The Medical Center Student Council. (4) The Multicultural Greek Council. (5) The Panhellenic Association. (6) The Student Bar Association. (7) Masters of Business Administration Association. (8) The Inter-Fraternity Council (9) The Trachtenberg Student Organization (10) The Club Sports Council

SEC. 5. APPROPRIATIONS FOR GRADUATE UMBRELLA ORGANIZATIONS Pursuant to Bylaw 303, Section 2 (d), the following graduate umbrella organizations have opted to receive a General Allocation equal to the amount their constituent students actually contribute to Student Body Funds through the Student Activity Fee: (1) The Student Bar Association (2) The GSEHD Student Association

SEC. 6. APPROPRIATIONS FOR ALLOCATION TO GOVERNMENT OF THE STUDENT ASSOCIATION (a) Senate. A sum of $400 is appropriated, out of any money in the General Fund not otherwise appropriated or reserved for appropriation, for the Senate of the Student Association government as a general allocation thereto for the 2012-2013 academic year. (b) Executive. A sum of $24,581 is appropriated, out of any money in the General Fund not otherwise appropriated or reserved for appropriation, for the Executive of the Student Association government as a general allocation thereto for the 2012-2013 academic year. SEC. 7. AUTHORIZATION OF FINANCE COMMITTEE APPROVAL OF SPECIFIED MONEY TRANSFERS. The Finance Committee is authorized to transfer monies between the Buffer Fund and the Co-sponsorship Fund, but no such transfer shall be ordered by the Committee except upon the approval of two-thirds of the voting members of the Committee. SEC. 8. MONIES RESERVED IN GENERAL FUND FOR FUTURE APPROPRIATIONS. (1) Any money in the General Fund not otherwise appropriated or reserved for appropriation shall be allocated from the General Fund to the Co-sponsorship Fund.
