This document is an official No Objection Certificate issued by Roads & Transport Authority to the applicant indicated above. Any misuse of this document will place the applicant to which this NOC was issued under liability of legal action by Roads & Transport Authority. The NOC is valid from the date of issue above until 16/03/2013-00:00 This is an overall validity period. Any references to validity within the conditions of a particular department or section below will supersede this overall validity for that particular department or section. Where no validity conditions appear then the overall validity will apply. NOC Conditions

Department/section/unit: Dewa Electricity Division Condetions: The locations of DEWA (ED)s services marked on the NOC are approximate. The contractor should excavate by hand to locate the existing services and subsequent excavation in the vicinity of the cables should also be done by hand. No machine excavation should be carried out in the vicinity of DEWA services. If the contractor experiences difficulty in locating DEWA services, he should contact DEWA (ED) for assistance The cables should be adequately supported during excavation. Proposed equipments/foundations should not be placed over the existing cables. DEWA (ED) reserve the right to open/excavate in the proposed area for any maintenance work or to lay new cables. Paving work in the proposed area should be done after completion of laying of the proposed cables shown on the NOC drawing. The cover required for cables is 900 mm from finished level. All existing cables likely to come under the new asphalt area shall have to be diverted. After exposing the cables, the contractor should contact DEWA (ED). Necessary instructions for protection of the DEWA (ED) cables will be given to him at site after checking their scope of works, which affects our cables. No cable joints are to be supported without DEWA (ED) supervision. As far as possible contractor should restrict their excavation to their corridor. DEWA (ED) ducts damaged during the course of works should be replaced by newly set of ducts. As massive amount of earth works are involved during Drainage works, all backfilling works intimated one day in advance to enable us to check our services and give clearance for backfilling. Our existing underground cables are approx. 0.9 meter deep from the existing ground level. If the existing ground level is to be raised/lowered due to the proposed earth filling/ramps/steps, the existing cable should be raised/lowered accordingly to maintain the standard depth of our cables, which is 0.9 meter from the finished level. All excavation in the vicinity of 33/11/6.6kV cables should be done manually under DEWA supervision. NOC conditions of 132kV oil filled cables, 132kv pilot cable and 33kV cables are in the project area. DEWA should be faxed 48 hours before the start of the excavation. Trial pits should be taken by hand in the presence of DEWA staff. No machine to be used direct on lap or in close proximity of cables and heavy compaction prohibited Safety measures and precautions to be taken by contractor to safeguard cables at his own cost and will be liable for any damage. Minimum clearance of other services such as cables, pipes, ducts etc. to be 1 mtr away and 300mm above or below. Protection, backfilling etc., as instructed by DEWAs engineer. Contractor should depute capable supervisory staff at all times when working near cables. Work on holidays and beyond normal working hours to be avoided. No construction in DEWAs reservation. DEWA reserves the right to stop work if necessary or above conditions not fulfilled. NOC conditions of 400KV, 132kV and 33kV overhead lines are in the project area. Safety regulations, pertaining to works in the vicinity of 400/132kV Overhead lines be complied with.

No construction excavation and filling is allowed within the reserved corridor of 400/132kV/Overhead lines. The access road shall not be disturbed or blocked. Any digging be clear of tower legs by at least 5 meters. While working high boom vehicles/equipments, specified safe clearance be ascertained and maintained from overhead lines. Any poles/structure erected in the vicinity of O/H line should have adequately falling distance and clear of O/H .lines. Finished road level should have a minimum vertical clearances of 16.5/15 meters for 400/132kV lines respectively. Please ensure the NOCalong with cable location drawing is available with the site personnel all times During the course of work if damages are caused to DEWA services you are liable for action as per ACT No. 2/1994. Government of Dubai concerning Protection of The General Network of Electricity and Water Services. Please take extreme care and ensure safety of services to avoid any consequential punitive action. In addition to to trial excavation to locate the existing pipes marked in our NOC drawing the Contractor should make more trial excavation across the working area in order to ensure that no water pipeline unmarked exists at site. The pipelines, if any located by such excavations shall be noted to DEWA and shall be recorded in the As-built drawing. These pipes shall be considered as part of our system and damage to any of these pipes will be charged according to our regulations. The Contractor will be responsible for all the consequences of such damages and the reason that the pipeline is not shown in the NOC will not relieve the Contractor of his responsibility in protecting the existing services. The Contractor / Consultant shall submit the proposed detail of protection to be provided for existing pipe under road for dewa approval prior to excution of the work. The proposed pipelines marked in the drawing is indicative and their installation shall be in accordance with the corridor approved both by DEWA and Dubai Municipality. Position of all pipes, crossing roads/parkings/ paved footpaths, etc, where high quality compaction of the ground is required, shall be ascertained well in advance and no heavy equipments / machineries shall be used over or near the peipline, to avoid damages. Adequate protection like protection slab etc. to Dewa`s approval shall be provided to pipes wherever necessary at no cost to DEWA. Any protection to the proposed services, where it is crossing the existing pipeline viz. precast concrete, protection slab etc., is not acceptable to dewa, unless our prior approval of the Method Statement

obtained. The level of proposed services running parallel to existing water lines, as far as possible be same as or deeper than the invert level of our pipeline. Any pipeline located at site which is not marked in the N.O.C. shall be notifiied to DEWA and shall be recorded in the As Built drawings. These pipes also will be considered as a part of our water system and damage to these pipes will be charged according to our regulations. Whenever any water pipeline is exposed, the same shall be notified to DEWA and all trial excavation information shall be incorporated in the `As Built Drawings`, The Contractot shall ascertain exact location and depth of DEWA water mains by trial excavation and take all precautionary measures such as sheet piling, shoring, etc., for deep excavation and loose groung strata. If the Contractor is not able to locate any pipeline, our Engineers shall be contacted for assistance. Any damage ot our pipeline due to carelesness, will be charged as per DEWA`s rules and regulations. A horizontal clearance of 2.00m should be kept between water pipelines up to 300 mm dia and other services while as minimum vertical clearance of 1.00m is to be kept, when crossing with other services. The horizontal and vertical clearance for transmissions main (dia greater than 300mm ) shall be min. 3 meter and 1 meter , respectively, from other services. Clear distance between A.C. water transmission pipes crossing under road shall be min. 5 meter. Separate NOC shall be obtained for each location of crossings, by submitting details of pipelines and method statement. Width of trench to be excavated for your proposed network shall be restricted to the minimum, and protected well, so that any water pipeline, if existing in the adjoining corridor, is not damaged. Coloured asphalt, special paving tiles, etc., if to be included in the project, the details of the same shall be submitted for our approvals, prior to execution. The corridor for water services shall be outside such special construction area. Dubai Municipality should guarantee access for us to carry out the maintenance on pipelines left under asphalt, if any, the cost of asphalt re-instatement in such cases should also be borne by D.M. For existing distribution pipe, the maximum cover alloweable is 1.50m from the finished road level and the min. is 1 meter. A minimum cover of 1.00m for pipes < 300 mm dia and 1.50 m for pipes > 300 mm dia should be kept constantly from top of pipe to the finished road level. The max. cover allowed is 1.50m and 2.0m. Respectively for said pipeline. If ground is undulating, levels of pipe are to be decided at site, in coordination with DEWA. Consultant / Contractor should submit the cross-section details for any other services crossing the water mains for DEWA approval, well in advance of installing such crossings. No plantation, street light pole, fence posts, crash barrier and road sign boards etc. shall be erected on top of the existing pipelines / in designated pipeline corridor. The Contractor is to protect and maintain all house connections polyethylene lines located on site during excavation as per DEWA standards / specs. These polyethlene lines also will be considered as part of our water system and damage to these lines will be charged according to our regulation. The size of water meter/water connection will be decided only after getting details of daily water requirement / storage capacity. No pipeline shall be left to run under asphalt road / parking. Wherever the existing pipeline falls within the porposed asphalt road / paving, the same shall be re-located in proper corridor.

Cost of DEWA works which are considered necessary to be taken up along with the project shall not be re-charged to DEWA, unless it is notified in advance and written approval obtained before commencement of work. Road crossings, with necessary fittings wherever required, to accommodate future pipelines as per planning and as shown shall be provided. Existing house connections crossing under the new road / parking shall be upgraded to ` DEWA ` standards, specifications and protected by PVC Ducts, at project cost, which shall not be recharged to DEWA. Corridor reserved for water lines shall be left free of other services, even if no pipelines are laid under the scope of this work. Incase such services are found laid in our corridor without our prior approval, the same shall be diverted at your cost. Exisiting AC pipe crossings under road shall be lowered / protected according to DEWA Engineer`s approval. Existing valve chambers are to be re-located or raised / lowered as per the proposed final level and offsets. Exisiting valve chamber should be accessible at all times and should not be buried during construction activity. Any valve chamber if found buried, during construction or at later stage, will be exposed by DEWA and the cover level will be adjusted to match with the ground level and the cost of these works will be debited to Dubai municipality. Wherever the existing water mains are not in the proper corridor, the work of shifting the pipelines to proper corridor must be included in the scope of work of the present contract. The pipe line positions shown in our drawings are indicative only. Any temporary diversion or isolation of pipe lines carried out for temporary road / services diversion, shall be reinstated to its original position / in allotted corridor. As - built drawings must include the followings details : Exact location of pipelines with offsets from Building Line and Edge of road or Center line of road near to pipeline. Pipeline level from the GL, at every 50m. Chainage of tappings / ferrules for house connections including the route of serviec pipes (polyethlene pipe ) upto the consumer meter. A/C nos of the relevant House Connection, which can be obtained in liaison with DEWA. Location of all valves / valve chambers, both existing and newly installed. The Contractor / Consultants shall liasie with our DIS section for final format, legend and other details. Incase of breakage / leakage of main pipeline / polyethene pipe the contractor has to inform DEWA as soon as possible on Tel. 991 (24 Hrs. ) The Contractor is not authorized to repair the polyethylene line and isolating DEWA line by closing the valve. All the materials related to the water works are subject to DEWA approval before commencement of the water line works. The Contractor / Consultant are advised to liaise with any Consultant / Contractor who is engaged with any other project for DEWA/D.M in the area prior to commencement of your work. Changing of all existing House Connections to the new network, form the old / to -be abandoned water lines, must be covered in the present contract and shall be as per DEWA specs. / standard. Existing ferrules for which house connection is transferred on to another pipeline shall be traced and shown to DEWA`s representative to ensure that the ferrules are closed permanently.

Wherever a road cutting is to carried out for the job, advance intimation of the same shall be given to DEWA so that any road crossing required for our future development, can be also installed at he location. A joint site visit with DEWA`s Engineer shall be arranged before commencement of the work. In this connection, M/s .................. (Deira Side) and M/s ........... .........(Dubai Side) on Tel : 324 44 44 Extns and .. Respectively, may be contacted. The cost of transferring the existing house connections, necessitated due to cancellation / diversion of existing pipelines will be charged to the Contractor if the work was carried out by DEWA. We reserve our right to excavate in the area wherever required for any future tapping / maintenance / repair works. Existing PVC ducts shall be extended outside the proposed construction area. Longitudinal and cross section showing the cut / fill with respect to the existing ground level, and depth of pipeline shall be submitted to DEWA to assess and advise if any diversion of pipelines is required. No trees, plants shrubs shall be planted within 3m. On either side of the water pipelines. No structures like other services manholes, soakaway pits gullies etc. should be constructed over the pipelines. Consultant / Contractor are advised to liasie with any Consultant / Contractor who is / will be, engaged with other project od DEWA within the area of subject project, and agree on a schedule to faciliate both contractors to work simultaneously. The Contractor shall be not object to DEWA`s Contractors working within their area. Any delay in relasing the No Objection Certificate of work ot DEWA will automatically lead to the withdrawal of this NOC. Existing chambers located in parking areas shall be relocated outside parking and, in case where this relocation is not possible due to site conditions, the same shall be brought ot the attention of DEWA (WD) Engineer and necessary protections / barriers should be provided for these chambers to prevent any vehicles parking over them. Maximum allowable period is 7 days to flush the pipeline for bacteriological test from the date of passing the chlorination test and 7 days for commissioning the pipeline from the date of passing bacteriological test. DEWA recommend Sodium Hyprocholorite as the chemical for the disinfectant for pipelines. It is easy to mix and litre to cubic meter of water gives and advised dose of 50 PPM. A prior approval from DEWA is required if any chemicals are used for the same purpose. Clearance Certificate may not be issued, if above conditions are not met with. Shop drawings shall be approved from DEWA, before commencement of work For location, where proposed line is crossing the water mains, it shall be ensured that the socket on the water pipeline is not situated over the proposed line. Failure to comply with the same, will result in charges being levied for relaying the pipeline. Dewa reserve the right to remove any trees / landscaping, irrigation pipes etc. over the pipeline for any repair / maintenance works and the reinstatement of the same shall be done by the concerned, without any cost to DEWA. No Heavy machinery or vibrating equipment, temporary structure like portacabin, building materials etc. should not be placed above or near the pipeline and caving under the pipeline shall not be allowed, septic tank, soakway ar any permanent structure should be at least 1.5m away from the pipeline. Concrete thrust block behind Tee, bends and reducers etc, shall be protected adequetly during the

work even if the same is not reflected in the drawings. DEWA - Water Division will provide the connection at point `A` as marked in the drawing. Please arrange the internal pipeing upto that point. Where point `A` is not marked, the actual point of connection if any , will be decided by the Consumer Service Division at the time of site inspection for estimate purpose. Please ensure 100% circulation of water in all storage tanks to avoid any Health Hazard. It is mandatory to provide storage reservoirs for 24hrs. Requirement of water for the premise`s use. A Ground level / Underground level water tank must be provided with a minimum capacity store about 75% of total requirement mentioned above. DEWA will not be held responsible for uninterrupted supply of water if the said reservoir is not provided. In case where underground / ground level reservoir is common for fire fighting and domestic purpose, water should be drawn out from a tapping which is 15cms. Above the bottom level of the tank for both fire-fighting and domestic purpose. Direct pumping of water from supply lines will not be allowed. Water must be pumped from undergroung / ground level reservoir only. In case where the network does not exist in the are, water supply can be assured only when network is completed. We reserve the right to enter your work area, around the clock to operate, expose and repair our pipeline and other plants which falls within the area. Copy of N.O.C. to be available at site. This N.O.C is valid upto 6 months only from the date of issue. Contractor must revalidate the N.O.C already issued to consultant prior to the commencement of works. The position of pipelines marked in the drawings, is approximate and not to scale. Trial excavation shall be carried out to ascertain the actual location of pipelines, before commencement of work in the area. No Heavy machinery or vibrating equipment shall be used near and over the pipeline and caving under the pipeline shall not be allowed. Department/section/unit: Rail Agency Condetions: Not Applicable: Department/section/unit: du Condetions: The location of EITC (du) services as given on the NOC are approximate and the Contractor is obliged to determine the exact location by cautious manual excavation prior to commencing work activities. The highest safety precautions are to be adopted while working in the vicinity of EITC (du) services to ensure safety of EITC (du) services to avoid any consequential action. Strictly only manual excavation should be done in the vicinity of EITC (du) services and No machine excavation is allowed. If any difficulty is experienced in locating the EITC (du) service at site, then, EITC (du) shall be contacted for assistance. In addition to trial excavation to locate our existing network marked in our NOC drawings, the Contractor should make more trial excavation across the working area in order to ensure that no other services exists at site. EITC (du) existing services, if any, located by such excavations shall be recorded in the No Conditions Applied

As-built drawings. After exposing EITC (du) services in accordance with this NOC, the Contractor should contact EITC (du) for inspection and verification. Corridors reserved for EITC (du) services shall be kept free of other services, even if no cables/ducts are to be laid under the scope of this work. In case other services are found laid in EITC (du) corridor without prior approval, the same shall be diverted at the cost of the owner of the other services found within EITC (du) corridor. Only EITC (du) reserves the right to open manholes and excavate for any maintenance work and to lay new cables or to grant permission for such acts within EITC (du) corridor. EITC (du) services should be adequately protected and supported during excavation. No equipment/foundations/fence posts/road signs etc., should be placed over the existing EITC (du) services (cables/manholes). The Contractor/Consultant shall submit proposed detail of protection to be provided for existing EITC (du) services and is subject to EITC (du) approval prior to the execution of the work. Any existing EITC (du) services that are likely to lie under new vehicle roads should be encased by concrete with a minimum of 150 mm cover all around the existing ducts and cables. In case EITC (du) manholes/manhole covers need to be raised/lowered due to proposed works, then EITC (du) should be notified of the details for approval. EITC (du) existing underground cables/ducts are laid at depth of approximately 1.2 meters from the existing ground level. If for any reason the ground level is to be raised/lowered due to proposed ramps/earth filling/earth cutting, then the cables/ducts should be raised/lowered accordingly to maintain the standard depth of EITC (du) services which is 1.2 meters from the finished ground level. The Consultant/Contractor are advised to liaise with any Consultant/Contractor who is/will be engaged with other projects of EITC (du). Material Approval must be obtained from M/s. E.I.T.C./du prior to Construction works. Shop drawings shall be approved by EITC (du) before the commencement of the works. All proposed civil works (Diversion/Betterment) are to be carried out by the Road Contractor under EITC (du) Supervision and as per the Shop Drawing/Construction Drawing approved by EITC (du). All newly constructed EITC (du) network are to be tested and proved to EITC (du) standard in the presence of EITC (du) site representative after the completion of the Contractors activities in that area. Reinstatement of original surface conditions to be done upon completion of works. Any damages caused to EITC (du) services shall be treated in accordance with ACT No. 6/2002 of Government of Dubai concerning "Construction and Protection of Cable Network for DIC", and all fines and repair costs (if any) shall be debited to the concerned Contractor. The Contractor is obliged to inform EITC (du) immediately of any damages to EITC (du) services. Contact EITC (du) Maintenance Team on 04-3699921. Whenever EITC (du) live cable exists, works are to be done under EITC (du) Supervision. Notification prior to commencement of any works where EITC (du) live cable exists must be provided to EITC (du). Contact EITC (du) Maintenance Team on 04-3699921. If the proposed activity in this NOC conflicts with the chilled network of Dubai Metro, it is the applicant`s sole responsibility to coordinate with TABREED and obtain the required permit from TABREED prior to starting the work.

Department/section/unit: Drainage and Irrigation Department Condetions: Comments: Our Comments Considered as Conditions -DESIGN NOC FOR SHORING WORKNOC is approved subject to following conditions as below:This NOC is subject to get approval from DM drainage & Irrigation service section & design section prior to start the work. Attached 3 sheets of existing services for sewerage, stormwater and Irrigation. Caution ; 1. Hand excavation is required. 2. Minimum clearance of 1 meter away from our plant. Note:- 1. Proper protection to be provided, while excavating near of existing sewerage, stormwater, irrigation lines, all type pressure lines & manholes, must be informed to DM Drainage & Irrigation Network Department. (Tel 04-3333821) 24 hours in advance to ensure the sufficient precaution for the safety of pressure lines. 2. This approval does not relieve contractor from this responsibility if any service damaged. (wajahat)

Department/section/unit: Etisalat Condetions: NOC released for design only should not be used for any other purposes Construction NOC to be applied separately along with trial trench details Excavation in the vicinity of ETISALAT plant must be by manual excavation only with prior intimation to the ETISALAT personnel mentioned on the covering letter during office hours (Saturday to Wednesday 7.00 a.m - 3.00 p.m). Contractor to take trial pits, complete the attached plant form with trial pit details and submit to Etisalat Planning Section for review/action. Any adjustment/protection/relocation of Etisalat Plant, if required, due to your work to be done at your cost and under our supervision and subject to approval of new corridor by Dubai Municipality. Etisalat Plant should be adequately supported/protected wherever exposed during excavation and should be intimated to Etisalat Plant Protection Officer at least one day in advance before backfilling for inspection. Access should be available to Etisalat Plant in proposed project area for maintenance and development - including 2m clearance around the Joint Box covers for men and machinery. No structures like Foundations other services manholes, soak-away pits, gullies, valve chambers, et., should be constructed over the Etisalat Plant. No fence posts, road signs etc. should be erected on top of our Plant. Corridor reserved for Etisalat shall be left free from other services even if there is no cable or duct existing. Other services found in Etisalat corridor due to Contractors work will have to be relocated at Contractors cost.

The Contractors are responsible to protect all the house connection ducts even if there are no cables existing, mainly duct stumped for empty plots (future connections). No direct excavation is permitted under Etisalat joint boxes or manholes for pipe/ cable laying or for any other purpose. Etisalat should be granted NOC or revalidation of NOC to carryout development work within the project area as and when requested. Etisalat Plant carry important circuits and any damage caused will result in serious interruptions with heavy traffic loss. The Contractor will be held responsible for direct and indirect cost of damages as per Federal Law. Before breaking ground in proximity to Etisalat plant please call to site our engineer, cable transmission on Tel: 2022502 and plant protection on Tel 2022414. Conditions for Road Works Contractors All proposed civil works (Diversion/Betterment) to be carried out by road contractor as per Etisalat standard (Ref. LS 139) and under Etisalats supervision, and as per the final working drawing. All Etisalat plant shown in the drawing is approximate. Etisalat recommended trial pits be taken by manual excavation to ascertain the exact location of our plant, in order to avoid any damages. All proposed civil works (Diversion/Betterment) to be carried out in Etisalats standard corridor designated by DM (Service Co-Ordination Office) and as per Etisalat standard (Covered in specification) depth and final finished road level based on the type of surface. All Etisalat ducts joints are to be staggered, and to enter the manhole at 90 Degree, and warning tape to be provided as directed by our site representative. Etisalat manhole shaft should always be as per Etisalat standard, however 1.2m shaft will be accepted as a maximum height with F and C C/W type No: 2, if Etisalat corridor cannot accommodate the width of the proposed manhole. No obstruction such as potable cabin, building material, excavated material, fencing foundations, barriers, road sign foundation, street lighting foundation, sweet soil, road gully and manholes should be placed on Etisalat plant. 500 mm minimum clearance between our plant and other plant to be maintained with 150 mm protection slab. All newly constructed Etisalat Network to be tested and proved to Etisalat standard in the presence of Etisalat site representative, and after the completion of the contractor activity in that area. When the ducts are laid below the ground water, all the duct joints must be connected after applying the PVC glue. All poke outs in the joint box or M/H must be closed externally and plugged from inside and all the J/B and M/H must be water- tight. All proposed Ducts, JBs and M/Hs needed for cable diversion must necessarily be completed tested/handed over, as they are essentially for diversion of Etisalat cables. All Etisalat existing plant (Ducts/Joint Boxes/Manholes) affected (Directly OR Indirectly) by the road work or falling within the limit of road project must be maintained to Etisalat standard in all respects (Depth, Line and Level) with respect to DM regulations (i.e. Finished road level etc), otherwise to be protected, adjusted or demolished and rebuilt to Etisalat standard in liaison with Etisalat site representative. Liaise always with Etisalat site representative in case of any doubt and / or for further guidance. New location for any Telephone Kiosk requiring relocation to be obtained by DM/Road Consultant duly approved by DM Town Planning, Protection post has to be provided if necessary.

Contractor to collect all the store material from Etisalat central store, after approving the working drawing, and all the balance materials, to be returned to Etisalat store immediately, after completing Etisalat work. Power supply for the diverted Telephone Kiosk or F/O cabinet to be provided by DM/Consultant. Full Protection/Precautionary measures to be taken while working near Etisalat existing plant and in the event of any damage occurred, the matter to be reported immediately to Etisalat plant protection officer on Tel: 04-2022414 during working hours, and fault reporting center Tel: 04-2022369. Proper access for Etisalat staff and machinery to the existing plant and building should always be maintained for Maintenance/Emergency work and when required during the project duration. Joint Boxes/Manholes should not be placed in front of proposed/existing entrance of villas/bldg. etc. Prior to the construction of any Etisalat structure, shop drawings must be submitted to agree with the orientations, poke out requirement, shaft details etc. J/Bs or M/H locations are to be ascertained before installing road crossing. As built drawings must be submitted prior to the completion of the project, with ETC reference numbers as in the working drawing in respective estimate wise along with the stores reconciliation statement. Any Etisalat plant not indicated in the NOC drawing, and found on site, must be brought to the notice of the site representative for guidelines, advice, or other actions. All the above conditions to be brought to the attention of any sub contractor of the main road work contractor. Department/section/unit: No Objection Certificate Section Condetions: The work should be carried out as per RTA standards and particular specifications of the relevant Services Authority. For Networks projects, work have to be divided into phases (each phase should not exceed 600 meters), new phase is not allowed to be started until the previous phase is completed. Lines and services must be laid in designated corridor at accurate alignment and level with respect to finished road levels. Applicant should confirm the latest Right of Way limits/boundaries and Base Plan details from DM/Planning Department. The Services Authority/client or their contractors must obtain Demarcation Certificate for the building lines/ROW boundaries/ limits from Dubai Municipality prior to start the work. The applicant shall verify the locations of the existing services and confirm whether it is compatible with the approved corridor (As per this NOC), If not, the applicant should approach NOC section with trial trenches details for further review and revision approval. Wherever necessary, Services Authorities/Client or their contractors may have to do earth works (cut and fill) within their own corridor to match the level of finished road level. Ducts across unmade roads should be laid at 1.2m deep (minimum) from the finished road levels. Cover above Services plants shall be such sufficient that no further protection will be required during roads work. Any cost that shall be incurred for protection or relocation of existing services due to improper installation shall be charged to the concerned authority. Copy of as built drawings shall be submitted to RTA /roads Department for approval upon completion of works. the article No. 6 of the system 4/2009. Contractor must erect safety and warning boards around the construction area to announce hazardous work limit. Trench Sheeting (Sheet Piles) Protection must be provided for any excavation works exceeding 1.20 m in depth from the Finished Road Level (FRL) or Finished Ground Level (FGL) unless the Authorized/Approved Consultant examines the site conditions and found that the excavation/ soil conditions are stable, rock and no indication of potential cave-in as well as no existing adjacent road/Facilities might be affected by the proposed excavation work. Small size sign boards should be displayed in both Arabic and English languages providing project reference, contractor/ consultant and Services Authoritys details and emergency contact numbers. Access to building/villas as well as pedestrian facilities should be maintained during work constructions. The area shall be left in a neat and clean manner; no surplus material shall be left on the side of the road. All stationary equipments such as generators and water pumps, and other fuel consuming equipments shall be stored inside drip trays or inside bounded areas approved by RTA. Self bounded fuel tank is acceptable given that they are stored inside a drip tray to prevent spills during fueling operations. The fuel tank or tanks must be labeled with the content of the type of the material and provided with an emergency 24 hours contact phone number. All fueling operations must be conducted utilizing drip trays, and provide spill kits to conduct removal of any free product. Trash, refuse, debris and food scrap, must be stored properly such as in side receptacles, or covered containers to prevent sanitary nuisances. Program of works should be submitted at the earliest to RTA/Inspection Section, in case that construction activities start without RTA information, a fine will be imposed. Apply separately for all type of road crossings/ Utilizing RTA spare ducts. All services crossings lines should be protected as per the concern Services Authorities Standards, RTA shall not be responsible to provide any additional protection or diversion in the future. No Roads shall be closed without prior permission from RTA /Traffic Department. No parking area shall be closed without prior permission from RTA/Parking Department. RTA/Traffic Services Section permit must be obtained before starting any construction activities in existing paved roads areas. The proposed works should be carried out by RTA approved contractor under RTA inspection and Concern authority/Consultant/Clients technical representatives full supervision. Proposed Services including M.H`s/Chambers/ cover levels should be constructed to suit the finished road level in accordance with the relevant cross section, (for unpaved or partial paved areas, Profiles showing the exact depth of the services & M.H`s/Chambers/ cover levels should be submitted to RTA/Roads Department/Roads Planning and Design Section for approval prior to start any construction activities at site). Chamber locations at road junctions should be such that it will remain behind the shoulder/upstand kerbline. Manhole upper shaft must be minimum 1.2 m from finished road level. In case of emergency, contact directly RTA Emergency Office on 8009090. All required NOCs to be obtained from relevant Departments and Services Authorities including Dusup, Military and Empower prior to start the work at site.

NOC revalidation must be submitted within two weeks prior to expiry date. Liaise with Roads consultants and all other Contractors working within the area to avoid conflict of activities. Utilities supply NOC for construction purpose is granted on temporary basis & work to be done by approved Contractor. Plant to be either converted to building connection on completion of project work or removed and reinstated at the service authority`s cost. Separate approval from RTA internal Department/Sections should be obtained for above ground structure, cabinets, cathodic protections etc. Any violation to the NOC conditions shall be fined as per the System No. 4/2009. The issuance of this NOC does not absolve the permit holder from the responsibility of any damages caused to third parties. NOC is invalid unless all conditions are fulfilled. SUBJECT TO : 1 CONSULTANT FULL TIME SUPERVISION IS REQUIRED DURING ALL STAGES OF CONSTRUCTION 2.NOC IS ISSUED FOR DESIGN PURPOSE ONLY . SUBJECT TO DM APPROVAL FOR STRUCTURAL DESIGN FOR SHORING WORKS . CONTRACTOR TO APPLY SEPERATELY FOR CONSTRUCTION NOC 3.NOC IS ISSUED FOR SHORING WORKS ALONG ROAD SIDE ONLY ( SEC-A1) .OPEN EXCAVATION NOT PERMITTED CLOSE TO ROAD SIDE . 5.ALL DEEP EXCAVATION ALONG ROAD SIDE TO BE PROPERLY PROTECTED BY CONCRETE BARRIERS. APPROVAL MUST BE OBTAINED RTA TRAFFIC SAFETY SECTION (TRAFFIC DEPT.) BEFORE STARTING THE CONSTRUCTION WORKS AT SITE.
