Last but not least, EnRD strengthens early warning systems and focuses thereby on communitybased approaches. In Region 8, the emphasis was on the establishment of new Flood Early Warning Systems in previous phases, the component now endeavours to enhance these early warning system to include other hazards such as landslides and tsunamis.

Results
Increased local funds for risk reduction n Eight municipalities reported a substantial increase of risk reduction related budget, securing the safety of 200,000+ inhabitants. DRM plans were elaborated in 50 barangays and integrated into the annual municipal development and investment plans. Safer and better prepared communities n 300,000+ people are aware and knowledgeable about natural hazards and DRM because of training, coaching and public relation activities conducted n 120,000+ people profit from mitigating measures such as slope stabilization and mangrove planting n The 2011 client satisfaction survey found that: n 88% of the community respondents said that their awareness and knowledge of aspects of DRM and concepts of disaster preparedness has significantly increased n 72% of the community respondents stated that they are better prepared in dealing with disasters Hazardous-resistant buildings n Several construction companies improved buildings according to safety principles promoted by EnRD. An engineer verified and documented five separate examples of improvements in construction sites. Timely flood warnings n 220,000+ persons benefit from Flood Early Warning Systems (FEWS) in eight watersheds. The FEWSs in St. Bernard (Southern Leyte) Binahaan (Leyte) and other watersheds in Region 8, are now able to issue timely warnings to residents of flood-affected areas. By 2011, interviewees reported up to 80% less flood damage after the establishment of FEWS. n The Provincial Government of Leyte and the Philippine Atmospheric, Geophysical and Astronomical Administration (PAGASA) promote the community-based FEWS as best practice and financially supported hazard mitigation measures such as slope stabilization, river bank protection and tree-planting for erosion and flood prevention.
