"Every instance of abuse is clearly a catastrophe," Sara Roxell, a project leader with the Swedish Association and Local Authorities (SALAR), told the Gteborgs-Posten (GP) newspaper. The newspaper has reviewed survey responses from municipalities included in a government restitution inquiry looking into measure to address past abuses suffered by children while in the care of the state. Back in 2006, the government launched an investigation to shed light on widespread allegations of abuse suffered by Swedish youngsters while under the care of the state during the 20th century. According to commission's findings, originally presented in January 2010, 61 percent of women and 42 percent of men were subjected to sexual abuse during their time in foster homes or orphanages. In light of the original inquiry's findings, the government launched a new restitution inquiry to propose a process for admitting the state's past mistakes and making amends with those who suffered abuse. The commission was also charged with examining whether those who suffered abuse ought to receive economic compensation and proposing measures to ensure that abuses aren't repeated. The inquiry is set to present its findings to the government on Monday and has found that abuse at state institutions for children aren't a thing of the past, but continues to take place now.

According to the inquiry, Sweden still lacks procedures for preventing, discovering, and addressing both abuse and neglect, the newspaper writes. "For me, this came like a bolt of lightning. We must be able to guarantee that the children we place aren't subject to abuse," Dario Espiga, the Social Democratic chair of the social resources committee with Gothenburg municipality, told the newspaper. Roxell wants municipalities to come up with measures to reduced the risk that children suffer from poor treatment while cared for at state institutions. Follow-up and supervision of foster homes and institutions also needs to improve, she said. "The social services aren't where the child is. "We're not satisfied with the results," Martin Kits, a spokesperson for Christian Democratic head Gran Hgglund, told The Local on Monday. The study, first made public by the Feministiskt perspektiv news website, was ordered in October 2010 by the Ministry of Health and Social Affairs headed by Hgglund. Kits insisted the report wasn't purposefully kept secret, telling explaining that government agencies are responsible for publishing their own studies. He also downplayed the study's results, which show that about 3,000 families took advantage of the programme, explaining they are based on figures from 2009. "And there are indications that participation in the programme increased in 2010," he said. The idea behind the childcare allowance (vrdnadsbidraget), which provides parents with up to 3,000 kronor ($430) tax-free per child per month, is to give families the ability to stay at home a little longer with their young children once their parental leave benefits have been used up. In effect since July 1st, 2008, the childcare allowance is available to parents of children aged one to three years old who forego the option of sending their children to a publicly financed preschool. Parents are allowed to continue working, but the benefit can't be combined with traditional parental leave payments, unemployment insurance benefits, or other forms of economic support. The programme, currently made available on a voluntary basis in 104 of Sweden's 290 municipalities, has long courted controversy, with critics arguing that it was a tool to keep women in traditional childrearing roles. According to Kits, the government ordered the study to see how many of Swedens municipalities offered the childcare allowance as part of tracking how the reform had been implemented. Sweden's main teachers union, Lrarfrbundet, has previously warned that the programme would likely lead to increased segregation by allowing unemployed immigrant parents and their children to isolate themselves at home, rather than engage with different aspects of Swedish society.

Despite the programme's low participation rate, the Christian Democrats remain committed to giving Swedish parents more childcare options. "The childcare allowance is one of many possible ways to give families the freedom to arrange their childcare needs in a way that best suits their situation," said Kits. He argued that few families take advantage of the childcare allowance because of restrictions in its current formulation. "The results aren't that surprising. For many families, it's simply not realistic," he said. The Christian Democrats have long advocated for a doubling of the benefits ceiling to 6,000 kronor per month, arguing doing so would make the childcare allowance more attractive. In addition, the party wants to require municipalities to offer the childcare allowance, rather than allowing it to remain voluntary. "I'm convinced [participation] would improve," said Kits. While Christian Democrat MP Dsire Pethrus believes in the concept behind the childcare allowance, she admitted that it hasn't developed in the way she had hoped. "The childcare allowance is good, but unfortunately the SCB study shows that it is for the most part only women who use it," she told Feministiskt perspektiv, adding she would prefer to see an extension of Sweden's current parental leave benefits. Ulrika Hagstrm, a gender equity expert with the Swedish Confederation for Professional Employees (TCO), a white-collar trade union, told DN that the childcare allowance ought to be scrapped. "When interest is as low as the SCB study shows, it's evidence that we're happy with (statesubsidised) daycare and the current two-parent model of childcare," she said.

"What is important now is that they get testimonies from Roma. They must be free to talk about their reality," she told news agency TT on Sunday. However, drawing up old abuses from history does not help the Roma now, said Grnfors, chairwoman of the International Roma and Travelling Women Forum (IRKF). "I think that they should ignore what has happened, it is history. I want the government to care about the Roma who are discriminated against now instead," she said on Sunday. The firm remains in charge of the operation of three schools in the Stockholm area. The Schools Inspectorate looks primarily at the principal's financial suitability to start a school. It was not aware at the time that the three high schools were run by convicted criminals. "There should be a law that ensures that those who are convicted of these kinds of crimes do not receive permission," director-general Ann-Marie Begler said on Monday.

The agency currently does not have access to information in the crime registry and to ring around to all of Sweden's courts to request verdicts is not practical, Begler argued. "Then we would have several years of processing time. We need a better system that puts a stop to these kinds of possibilities," she said. Education Minister Jan Bjrklund agreed and announced plans to immediately move to change the law. "It is shocking and I am upset at the navet that we have in Sweden about this. When the agency receives an application, it should be able to ask for information from the crime registry. If one has a license and is sentenced, the court should notify the authorities," he said. A new law could come into effect within a year, Bjrklund forecast. "Already when the [current] law was established, we should have thought about this. Four of the girls who were filmed have not yet been identified and are classified as "unknown" in the indictment filed at Sdertrn district court south of Stockholm. The crimes entail about dozen cases of aggravated rape against children, aggravated sexual assault against children and sexual molestation. "This is really a case that stands out from the rest and makes one feel unusually ill at ease. He has acted with cunning and seems to have devoted much of his waking hours on these tendencies," said detective superintendent Manne Jnsson, head of the serious crimes unit in southern Stockholm, told the TT news agency. Following a raid on the suspect's home, police found evidence against him in the forms of videos and mobile phone videos of the assaults for which he is now being prosecuted. "We have worked hard to try to find the four girls who are still unidentified and hope that something new will emerge in connection with the trial that will give us a breakthrough," said Jnsson. The crimes were committed in various suburbs around southern Stockholm, including Hkarngen, Spnga, Farsta and Rgsved, in addition to one case in Uppsala. "The children have been wronged in an extraordinarily serious way. They have suffered badly psychologically and will suffer from deep scars," said lawyer Elisabeth Massi Fritz, who is the assistant prosecutor for a couple of the girls. It is particularly serious for the children because they were exposed in the places where they live and should feel safe, she added. Like the police, Massi Fritz fears that there are considerably more vulnerable children who have not yet been found. The investigation concerning the man has been extensive and taken a long time. He was arrested after police were called to a playground in Farsta in early July 2010. "There were two teenage boys who saw him trying to make contact with young girls. They told each other that he is probably a paedophile. They decided that if he were still there when they came back after eating pizza, they would call the police," said Jnsson. The teenagers were later honoured by the chief commissioner of the county police department for their efforts. The suspect has denied the crimes since the start of the investigation, but when he was confronted with the evidence, he has admitted to more crimes than those of which he is currently accused. He is currently a patient at a court-appointed psychiatric clinic in Huddinge, where he is undergoing an examination conducted by a forensic psychiatrist that will show whether he is seriously mentally disturbed or not. The trial of the man will begin in two weeks.

Getting high marks required writing at least a half page and with "passion," according to the parent. The assignment made several students so uncomfortable, they told their parents about the request to write sexually themed essays. "Can they really do this? As a parent, it doesn't feel right and it irritates me that we're talking about a graded assignment in a Swedish-language lesson," said the parent, who wished to remain anonymous. A teacher from the school expressed surprise that the assignment had upset parents, claiming that most students appreciated the exercise, which was part of a cooperative effort between the biology, sex and well being and Swedish-language departments. However, Maria Ahnlund told the newspaper she took the criticism "very seriously" and said she would review the assignment next year to see if there is a more "neutral" approach to the topic. A spokesperson for teachers' union Lrarfrbundet emphasised the importance of addressing student concerns. "Obviously, if students feel like the assignment violated their privacy, that criticism must be taken seriously," Lrarfrbundet spokesperson Claes Nyberg told The Local. In 2009, 552 women sought help from women's emergency shelters in Sweden due to domestic violence, nearly a 10 percent increase from the 515 women who sought help the year before.

The statistics come from a report released on Wednesday by the National Association of Women's and Young Women's Shelters (Riksorganisationen fr kvinnojourer och tjejjourer ROKS). According to ROKS, current regulations make it too easy for men to start relationships with foreign women and bring them to Sweden for the sole purpose of taking advantage of them. "Today legislation is shaped in a way that makes it entirely possible for men to take woman after woman here despite that he subjects her to serious abuses," writes ROKS chair Angela Beausang in an article on the opinion website Newsmill.se. "This must be changed." Women caught it in what the group refers to as "wife importing" often lack knowledge about their rights in Sweden and risk being deported if the relationship ends. According to ROKS, most women who sought help in shelters in 2009 came from Thailand, Iraq or Russia. They were often lured to Sweden with promises of a better life by a man who talks about having a well paying job, shows pictures of a large house and promises to care for the women once they arrive. The women often only hold temporary residence permits that are contingent on them maintaining a relationship with the Swedish men who bring them into the country. As a result, the women risk deportation if the relationship ends before the two-year provisional period is over. However, returning to their home countries is impossible for many women as they have often left everything they have and risk being shunned by relatives in some cases. According, some women chose to remain in abusive relationships with Swedish men, hoping they can endure the violence long enough to be granted permanent residency in Sweden. Women who ultimately leave abusive men can apply for an extended residence permit or asylum. The problem, however, is that the level of proof required to apply for a residence permit extension is too high, according to ROKS. For example, the abuse must take place on repeated occasions, be severe and the relationship needs to have ended in close connection with the violence. At the same time, the women must also have cohabitated with the abusive men for a sufficiently long time in order for the relationship to have been considered a serious one.

"Women who stay in a relationship in order to meet to cohabitation requirement can, however, be meet with the assessment that the violence must not have been especially severe because she clearly was able to withstand it," the association wrote in its report. According to 2010 statistics from the Swedish Migration Board (Migrationsverket) on how many people were granted were granted residence permit extensions due to violence, 17 of 18 cases reviewed as of August 2010 resulted in the granting of an extension. In five cases, the extensions were granted due to the abuse suffered by the women. One women had her claim rejected because the violence wasn't considered sufficiently severe or recurring. ROKS argues that women who move to Sweden should receive better information about their rights in the country. The group also views as "totally unacceptable" the rise in "serial wife importers" who bring foreign women to Sweden to abuse them before kicking them out and replacing them with a new woman. Beausang cites an EU directive on family reunifications which was integrated into Swedish law in 2006, arguing that the Migration Board has since stopped taking a close look at relationships in which the couple is already married or living together While the directive had "good intentions," according to Beausang, it can't be changed, but that doesn't mean that Swedish migration authorities can't be more thorough in their investigations. The appeals court ruling means that the 14-year-old girl will not receive any damages, as the treatment to which she was subjected as a result of the 18-year-old's pimping activities was not deemed to be a sufficient invasion of her integrity. The court was however not unanimous in its ruling with two lay judges registering their dissension, although for other crimes of which some of the men stood accused and not for those involving the 14-year-old. A total of ten men were originally charged in the case, which related to how the 14-yearold girl, who had been diagnosed with learning difficulties, was in March drugged with alcohol and narcotics and then abused sexually by several men. The district court found four of the mend guilty in ruling from November 2010. The case carried additional significance because it represented the first time prosecutors in Sweden unsuccessfully attempted to classify pimping crimes as human trafficking, as the girl had been taken to several locations where she was taken advantage of sexually. The start of the trial was also delayed after threats were made to the judge originally assigned to preside over the hearings. Four of the men originally charged in the case were freed of all charges.

The court found testimony given by the doctor and the patient to be credible, but had doubts about the account given by a witness who explained how upset she was when she saw the physician kiss the woman. According to the court, the witness's testimony lacked detail and was too vague to merit a conviction, and thus acquitted the doctor of all charges, the local stersunds-Posten newspaper reports. Another two people a 57-year-old German and a 26-year-old Brazilian were arrested earlier this week at Munich Airport when they illegally tried to bring an 11-year-old boy from Haiti to Germany. According to German media, the Swedish man is tied to a network of paedophiles. He is suspected of being one of the brains behind the large smuggling operation. The real aim of the suspects was selling the children to Berlin paedophiles for sexual abuse, reports German newspaper the Berliner Morgenpost. The Swede works for a school in Berlin. Together with the 57-year-old he has been a member of a help organization. Through that organization he has visited Haiti to support orphans there. The children, including boys between 11 and 12-years-old, were instead taken to Germany where they were exposed to sexual abuse. The Egyptian economy, heavily dependent on tourism, has been battered after a prodemocracy uprising that began in January ousted long-time president Hosni Mubarak. The case covered more than 20 different crimes, including aggravated child rape. The man also filmed his crimes, which were committed in a number of Stockholm suburbs between 2007 and 2010. He was arrested in July 2010 after police were called to a playground in the Stockholm suburb of Farsta following reports from two teenage boys that a man was trying to make contact with young girls. On Thursday, the Sdertrn District Court sentenced the man to psychiatric care and ordered him to pay a total of 1.13 million kronor ($179,000) to nine of the girls he molested. The largest single compensation claim of 250,000 kronor is to be paid to a girl who was likely only seven or eight years old when she was assaulted by the 35-year-old. On two occasions, the girl was raped by being blindfolded while the man forced his penis into her mouth. The 35-year-old was also convicted for doing the same thing to four other children who couldn't be identified in the video evidence submitted to the court. The rapes were proven by the films the 35-year-old made of the attacks. He was convicted of aggravated child rape, child rape, sexual assaulting a child, and sexual molestation. "This is completely absurd. The woman was concerned for her childrens safety and this is how its turned out. Its a tragedy, children's rights advocate Monica Dahlstrm-Lannes told The Local. The woman at the heart of the case, which was first reported by the Aftonbladet newspaper, separated from the children's father in the summer of 2008. Since then, the couple shared custody of the two children, a four-year-old son and fiveyear-old daughter. Last year, however, the children started acting in a sexually suggestive manner, prompting the woman to suspect that they may have been sexually abused by their father. While she reported the matter to police, the investigation was dropped due to lack of evidence. Thats when my lawyer advised me to film the children, in order to show the police how they were behaving, the concerned mother told Aftonbladet. The mother filmed the children when they were taking a bath and then showed the movie to officials from the local social services department (socialfrvaltningen) before handing it to the police. The next day she was arrested on suspicion of child pornography. After spending a day behind bars and losing custody of her children, the woman was released.

Prosecutor Christel Anderberg argued she was in the right to film the children in order to collect evidence against the father. But the decision to drop the investigation was appealed by the social services office, which argued that the woman has exposed her children for serious psychological abuse when filming them. It hasnt been confirmed that the children have been sexually abused by their father, but to let the children continue with what they were doing in the tub is abuse, the investigators concluded, according to Aftonbladet. Following a district court ruling stripping the woman of custody, the children are now living with their father. The mother is of course very upset, said Dahlstrm-Lannes, who is also former cop who specialised in investigating crimes against children. "I'e been working with cases like this for 25 years and its just getting worse." She said the children's behaviour and actions "should be taken seriously" and has since reported the social services department to Sweden's Ombudsmen for Justice (Justitieombudsmnnen- JO). The child minder saw the teacher grab hold of Senarya and dump her onto the floor before slamming the kitchen door shut. The girl cried for fifteen minutes before finally falling asleep with exhaustion, the child minder told Gteborgs-Posten. She just kept crying and wasnt able to move her arm. Staff at the pre-school alerted the police, who have classified the incident as assault. Senarya was taken by ambulance to stra Hospital where her arm was deemed to be damaged but not broken. The girls parents have applied to have Senarya and her older brother transferred to another pre-school as quickly as possible. On Friday, only six of the 19 children i Senaryas group turned up for school as upset parents awaited firm action. According to Gteborgs-Posten, educational authorities in the city have previously received a number of written complaints about the teacher. The head of the pre-school in Bergsjn told Gteborgs-Posten that the teacher has been assigned tasks away from the pre-school pending the results of an internal inquiry.

Abstract
Background: Sexual harassment in schools is recognized as a public-health problem detrimental to girls' psychosomatic health. This study examines the magnitude of sexual harassment and types of behaviours related to sexual harassment that female students are exposed to in a school environment, and their perceptions of them as problems in school. Method: A random sample of 540 female high school students, from all over Sweden, responded to an anonymous self-report mail questionnaire consisting of items related to personal experiences of different behaviours related to sexual harassment during the previous school year. Results: Sexual harassment was identified by 49% of the female students as a problem present in their schools. The most common types were verbal behaviours, such as: sexualized conversations, attractiveness rating, demeaning comments about gender, name-calling, and sexual personal comments. The most common non-verbal displays were: sexualized contact seeking and sexual looks. Behaviours in the sexual assault and teacher-to-student categories were less prevalent. In all four categories, the respondents who reported exposure to a particular behaviour were significantly more likely to identify that behaviour as a problem in their school. However, many non-exposed respondents also perceived such behaviours as problems in their school. Conclusions: Female highschool students in Sweden are exposed to a variety of inappropriate and/or unacceptable behaviours of a sexual nature, or based on sex, that may infringe their right to a supportive, respectful and safe learning environment or their dignity. Greater efforts are needed to analyse and prevent sexual harassment in schools.

The preschools principal received a tip that his new teacher was tweeting inappropriate things prior to his first day. He then confirmed that the Twitter must belong to the teacher since the tweets were being sent during the 21year-old mans coffee and lunch breaks. According to TheLocal, the teacher tweeted throughout the day:

When confronted about the tweets, the teacher confessed quickly. He was fired immediately thereafter. So, the lesson isnever say on Twitter that youre going to rape multiple young girls, particularly when you work around young girls. According to the complaint filed with the Schools Inspectorate, the student was told by the principal: "You file a police report if you want, although this is not a prioritized case as no serious crime has been committed." The principal then told the student, who was accompanied by another member of staff at the time: "Guys do this kind of thing, you have to get used to it." According to the report, when the girl's mother called the principal to discuss her comments, the principal told her that her daughter "should concentrate on her studies" and "to stop focusing on these trivialities". The girl eventually stopped attending school as she felt she had not received support from the teachers or the principal despite having filed a police report alleging rape and attempted rape in March 2011. The girl alleges that from that time until the break for the summer holidays, she was subjected to periodical harassment from fellow students and some individual teachers at the school. The girl has now changed to another school in the county.

A teacher raped a 17-year-old girl in a holiday chalet during an educational trip to the Isle of Wight, a court heard yesterday. Lee Savage, 31, head of history at a comprehensive in Bolton, Greater Manchester, was alleged to have preyed on the girl after she had been out for the night with friends. Savage became violent and forced the girl, who was a virgin, to give him oral sex in the chalet and he then raped her as she struggled, it was alleged at Winchester crown court. Savage, married with three children, denies rape and indecent assault on the girl at the Lower Hyde holiday camp in Shanklin on April 1. He admitted to police that he had sex with the girl but said that she had consented to it. The girl, who cannot be named for legal reasons, wept as she told the jury: "He was a teacher. I thought he was in a position of responsibilty."

Speaking from behind a screen, she told how she had been out drinking with friends at a local disco during the weekend for pupils involved in the Young Enterprise scheme in the north west of England. "I talked to him [Savage] for a short time. He had seen me the night before and he told me he thought I was pretty. I told him it seemed very inappropriate because he was a teacher." She told the jury that, as she walked back to her caravan alone, Savage approached her from behind and offered to walk her home. She rejected his offer, but he insisted. She said Savage pulled her off the road, over a fence, down an embankment and over a stream to an empty chalet. She told the court: "I said to him, 'Where are you going? What are we doing?' But he didn't say anything. "He pulled me inside the chalet and into the bedroom and pushed me on to the bed. "I shouted 'Let me go, get off me'. I was panicking." She alleged that Savage forced to her to give him oral sex before saying, "Come on, you know you want it" and rip ping off her underwear and raping her. The girl said: "I was trying to scream, but my mouth was dry and nothing came out. It really hurt, it made my eyes water. I said 'What are you doing? This is your career', but he just sniggered." After the alleged attack, the teenager, from Lancashire, claimed she had run screaming from the chalet, clutching her clothes. The court heard that when Savage was interviewed by police, he said he had had sex only briefly because he could not get fully aroused. He told officers the teenager had led him to the chalet and asked him to guess her bra size before she consented to sex. The trial continues.

The women then asked leaders at the mosques for advice about how to address issues such as polygamy, assault and non-consensual sex. Six out of the ten mosques visited by the women, who had also claimed that their husbands had multiple wives, told them that they should nevertheless agree to have sex with their husbands even if they didn't want to. Six of the mosques also advised the women against reporting spousal abuse to the police. Leaders at another mosque were divided on the issue, while women received vague advice from yet another mosque. Only two of the mosques gave the women clear advice directing them to report their abusive husbands to police. The women were also told by nine of the ten mosques that men had the right under certain circumstances to have more than one wife. Only one mosque told the women that men didn't have the right to be married to several women at the same time and that their husbands needed to follow Swedish law. The advice, which in many cases advocated violating Swedish laws, came from imams or family counselors at the mosques. When "Uppdrag granskning" host Janne Josefsson approached two of the largest mosques featured in the programme to inquire about their official position on matters discussed by the women, the answers he received were totally different than what the women heard. The chair of the Islamic Association in Uppsala claimed in the story that people should follow Swedish law. When confronted by what the imam at the Uppsala mosque told the women, the Islamic leader explained that the imam had expressed his personal opinion in urging the women to forgive their abusive husbands rather than report them to police. The imam with whom the woman met at the mosque in Stockholm defended polygamy and also

advised against filing a police report about husbands who beat them. He suggested instead that the women try to show their husbands more love. "Don't refuse to give him love, because then he might change," said the imam. Upon seeing the SVT report, however, the board of the Islamic Association in Stockholm (Islamiska frbundet Stockholm) decided to suspend the imam immediately and launch an internal investigation. "This is a clear breach of Swedish law and they commit professional misconduct in their capacities as imams and associations," Mohammad Fazlhashemi, a professor and author of books on Muslim intellectual history, told the TT news agency. Fazlhashemi, who also appears in the SVT report, has reviewed a written transcript of the advice given to the women. "What these men are saying to the woman violates their human rights. The men demean and insult the women when they say 'you need to tolerate that these men hit you'," said Fazlhashemi. He is highly critical of the imams featured in the SVT report for not following Swedish law. "Considering the fact that the mosques have received state funding, they have also committed to following Swedish law and the basic principles of democracy," he said. Fazlhashemi describes the Muslim leaders featured in the piece as "conservative, letter of the law traditionalists". "Now it's time for some housecleaning. They need to weed out the bad seeds," he said. Fazlhashemi, who is also a Muslim, expressed concerns that such outdated mosque representatives benefit Muslim-haters and the far-right Sweden Democrats. The trial of a Swedish man accused of sexually exploiting nearly 60 young girls he met online through a photo-sharing website opened Thursday in the central city of Uppsala.

The 26-year-old man is accused of convincing 57 girls aged between ten and 15 to send him explicit photos of themselves or to undress for him in front of a webcam. "The allegation is based on around 60 witness accounts but the police has proof that around 200 young girls were contacted," said prosecutor Pontus Melander. The 26-year-old who has pleaded not guilty, risks six years in prison. The Swede is alleged to have contacted his victims on the popular Dayviews website, where users share their photos. Police tracked the man down by tracing his IP address and then raided his house in the beginning of February. Officers then found a large number of pornographic images and films in his mobile phone and on his computer. According to the police, the man has had extensive contact with several young girls, some as young as between 10 and 13 years of age, and all from different parts of Sweden. His behaviour and messages to young girls using the site aimed to "infringe the sexual integrity of the plaintiffs," said the indictment. Several of the girls have since had to see a psychologist, said their lawyer Paola Negrete. Witness accounts have been recorded on video and will be broadcast during the trial, said Melander, which will take place as a closed session. Four of the older girls are expected to testify in person. The 26-year-old man, who is in detention pending trial, is also accused of hoarding child pornography. Computers and a mobile telephone belonging to the Swede contained "a lot of images and many child pornography films," said a statement from the prosecutor. The crimes were reportedly committed in Uppsala between 2009 and 2012. The trial is expected to last 20 days.
