SECTION ONE: TECHNICAL APPROACH PRE-CONSTRUCTION Allen+Batchelor (A+B) has a proven track record of working together with the

design team from the onset of the project from preconstruction through completion of construction and commissioning. We feel that the preconstruction phase is a very critical component to producing a successful project. This is the stage that budgets are created and the subsequent designs are varied to ultimately bring together the desires and needs of the client in a final package. During this time, our construction management team will be involved with the design team and client to understand why certain decisions were made thus allowing them to be fully informed for the construction phase of the project. Our preconstruction goals are as follows: Establish an acceptable project plan to all involved Provide options and alternatives for Augusta Richmond Countys consideration Provide precise cost figures Achieve the best possible Facility for Augusta Richmond County within your budget constraints Determine Augusta Richmond Countys expectations Identify key issues that will need to be considered throughout the entire process As the drawings are being developed there are numerous activities that we will weigh in on to assist the design team. The activities that we will be working on and updating throughout the pre-construction phase are project phasing, scheduling, cost analysis, and site security. Below is a list of each component individually and some additional details as to what goes into each of these activities: PROJECT PHASING & SCHEDULING Determine Augusta Richmond Countys needs Identify key issues that will impact scheduling (i.e. Masters Golf Tournament, Utility Relocations, & etc.) Develop preliminary critical path schedule for entire program on Primavera scheduling software

Identify potential logistical problem areas between current operations and construction activities (i.e. Security, access, parking, & etc.) Develop and refine detailed construction schedule to facilitate and expedite bidding of sub trades and implementation of construction Determine if fast tracking will be required to meet the clients end goals COST ANALYSIS Work with the project team (Owner/A+B/Design Team/Subcontractors/Suppliers) to

Site access points will be identified and taken into consideration for a site security plan to be implemented. The ultimate goal will be to develop the best possible scenario that allows the client piece of mind by keeping their facility safe and functional while allowing construction crews the space and accessibility to effectively construct the new FBO Terminal QUALITY CONTROL Quality control is something we are very proactive about at Allen+Batchelor Construction. We pride ourselves on consistently producing a quality product and constantly challenging our employees to be better than everyone else. The following are several of the steps we take to ensure a quality product: With a constant line of communication open between the architect and our team, we identify new and complex products or systems. We then have discussions concerning each of these and their potential pitfalls. From this, we create a proper plan of action to ensure the end result is of the quality expected. We review the specifications and the quality expectations set forth therein with the appropriate trade personnel to ensure a proper finished product. Project Manager, and Superintendent. Prior to the start of each trade, there is a pre-installation meeting to review methods, materials, and shop drawings to ensure everyone is on the same page. In a constant effort to stand above our competition, we conduct an inhouse training program that we call Breakfast University. This is a will implement and coordinate that plan throughout construction. As we are commissioning the building, we will work with the various trades to implement testing of the various systems throughout the building and to ensure that all systems are working properly at project completion. Ultimately provide the customer with a better team and better finished product. COMMISSIONING Commissioning of the building is a vital final piece of the project puzzle. We feel that all of our work was done in vane if the systems arent operating as designed. Thus we spend the appropriate amount of time and energy on commissioning. This is also an important phase in that our team will review and train the clients personnel on how to properly operate and maintain the building and systems. A+B will create an owners manual, if you will, for the building and all of its components. This manual will contain product information, shop drawings, maintenance recommendations, and color selections for everything in the building. Following the building commissioning and project turnover, we are only a phone call and 10 miles away from Augusta Regional Airport to deal with any problems or questions that may arise.

We assign topics to each supervisor in which they research and present on the issue and how best to deal with it. A few of the topics we regularly work on are: water leaks, quality control, jobsite safety, and how to deal with non performing subs. This has really been a helpful experience as everyone is able to share their experiences on what has worked and what doesnt work. SECTION ONE: TECHNICAL APPROACH SAFETY Having a safe jobsite is critical to the success of any project, especially this one where there will be air planes and many people around the construction site. We will work with all members of the team to ensure that safety is a top priority throughout construction. At Allen+Batchelor, safety is managed by the project manager, assistant project manager, and project superintendent. Safety precautions are covered every week in our jobsite meetings. Our superintendents also conduct weekly safety meetings with all workers on site. Additionally, we have a monthly safety checklist that is completed by the project superintendent and reviewed by the project manager. ATMOSPHERE OF COLLABORATION The team will work to develop an initial schedule, which will outline critical points in the process. From there, tasks will be assigned to various team members and their individual activities can be planned as required. Coordination meeting will be scheduled on a regular basis to update all parties involved. This allows for an open environment so that all information can flow freely between team members. As documents progress, review comments and changes can be discussed and analyzed by everyone. This allows the pros and cons of critical issues as seen from the eyes of the designers, contractor and owner to be brought into the spotlight so that a totally informed consensus decision can be made. Throughout the duration of construction, weekly progress meetings will be held. The purpose of these meetings will be to keep all team members abreast of current activities, upcoming activities, schedule status, submittals, RFIs and cost updates. This overall team approach ensures that all team members are informed and included in various decisions and issues that arise during the overall course of a construction project. At Allen-Batchelor one of the constants that you will find is that we make every effort possible to live up to our commitments. MANAGING COSTS As stated earlier, Allen-Batchelor is committed to providing you with the best possible facility within your budget. Our staff prides itself on its track record of establishing preliminary budgets and bringing the overall project within that budget. Cost control begins at the onset of the project with the establishment of an initial budget. As the drawings progress from Design Development to 50% - 60% complete to Final Construction Documents (100% complete), we produce an updated cost analysis package at each stage for review by the entire team. We have an open book policy and share all information freely allowing everyone on the team the ability to understand and participate in the development of the project cost. Our cost analysis package will contain the following documentation: Detailed Cost Estimate Clarification & Assumptions used in the cost estimate Copies of vendor / subcontractor quotes From this package, the team will be up to speed on exactly how the cost is progressing. SECTION ONE: TECHNICAL APPROACH discussed in detail and it affords the team the luxury of making educated decisions regarding the final outcome of the project. Once the construction documents reach the point that the systems can be quantified, we solicit multiple prices from trade contractors that have been pre-qualified. Once construction documents are 100% complete and construction begins, the project manager will monitor and update the costs on a constant basis. Monthly job cost reports will be produced and reviewed with the team. Common reports that will be reviewed are labor costs, allowances, contingency usage, subcontractor analysis, and estimateto-cost comparisons. SELF-PERFORMED WORK Allen-Batchelor offers general construction, design/build, and construction management services. We have the resources to selfperform minor grading, shallow concrete foundations, carpentry work, installation of doors, frames and windows, and installation of specialty items. On this project, we will only self-perform work if it is requested by the owner.
