Discussion, of the contents of these references, end up in my other research documents, as I work my way through them, with very few exceptions. Sometimes a credible source states something very clearly, where other credible sources have implied a different story. I try to identify both, in this collection of identified sources, with good citations, but add my views and attempts to correlate the apparent contradictions, in one of my other docs.
Document Naming (2 Oct 09)

When I download source documents, I rename to clarify: Primary Source publisher: did this originate with a US government agency like CRS DoD DoJ GAO OIG, or some private organization? identify it. 1 Extreme summary title of what this report is about, or content value. Vintage date of publication. Footnotes on each listed source document, seek to identify: Where did we originally locate this document, with secondary sources where practical, because sometimes whats where on the Internet can evaporate so that we cannot find things again. What is the copyright of this thing? May we re-share it with other places like Scribd? If we quote some of the content, what kind of citation is appropriate? If I learned from this source, where did my notes end up? What is the vintage of my access which have I not yet got around to digesting? My own research notes documents are named as follows, to distinguish them from the source documents. Drone (general topic) Version #.# which I increment with each upload sharing. Extreme summary title of what belongs in there Al Mac = author identification Recently I have been sharing them in both DOC and PDF form, because hyper-links work better in DOC, while PDF is a smaller gulp to copy.
Drone Reports Introduction (3 Apr 01)

I used to be a work-aholic trouble-shooter solving problems in midrange computer systems (bigger than a PC, smaller than a mainframe) but no longer have the stamina for that life. I still solve such problems, but only part time. In that career, I learned how to translate witness statements into clues to locate what really went wrong, how to both repair the damage, and put a stop to the phenomena which was causing things to go wrong in the first place. That career has apparently made me pretty good at independent research. I am now semi-retired, studying topics behind the headlines, where I wish to know more than what I see in the news media and social media. My interest has

been peaked by alleged use of drones, in evolution of military and surveillance. My notes end up in documents of growing size, so I periodically split them into more specialized focus. The intention of this document is to keep track of the many relevant source documents I have located, on drones, and related national security topics. Prior to my focus on drones, I was looking into disasters caused by a combination of predictable natural phenomena, and human lack of good preparedness, where I first tried to wrap my head around what happened, why the rescue and audits were flawed, then addressed what can be done to mitigate risk for next time. That continues to be my strategy. Try to get at the facts, uncontaminated by bias, see whats going wrong, think about how that could be fixed. I am often behind in seeing drone news I wish to share in my drone notes. Sometimes I have shared the info first to social media, so maybe you want to participate in some of the same places where I now hang out, such as: Drone List;2

Some news media have special pages with links to stories on hot topics. The Guardian, in Britain3 Many documents and articles explore whats going on with drones, and critical issues of public accountability, often providing good links to additional info, but I think a handful stand head and shoulders above the rest, in helping readers rapidly gain full comprehension about whats happening, what the key issues are , why people are complaining. A person accused of being here illegally, does not have the same constitutional rights as a person presumed to be here legally, accused of some unrelated crime. Most everyone should know this about the actual physical border, and reality for accused as illegal immigrant. One problem is when some government agencies treat some great distance inland as being subject to the same rules as at the physical border. Alameda County Against Drones28 (ACAD) is a coalition opposing the use of law enforcement and corporate drones in USA skies. ACAD opposes the expanding surveillance state as a vehicle of repression against individuals, communities, and political movements. ACAD supports efforts to prohibit drone use in the US and abroad. ACAD stands in solidarity with the drone resistance movement, and welcome support.

I have not yet cracked this it is on the list to study. I started studying this, got interrupted, so still on list to study. Panel I professor explains the threat of GPS spoofing, and reassures Congress that darn few people have the skills to make this technology, which does not include criminals and terrorists, but does include nations which are our technological peers. Balance that view with another report we have, from the US Navy, that the Colombian Drug Cartels now have drone submarines which are undetectable (by CBP, US Navy, or Coast Guard), which are currently used for drug smuggling. The US Navy concern is that terrorists could acquire them to deliver WMD to our ports etc. How do the technical requirements to accomplish this, compare to GPS spoofing? Also, that drone which flew over Israel earlier in October 2012, that Israel tried to hack down, failed, so they shot it down militarily. We now know it was assembled in Lebanon by Hezbollah from an Iranian kit. However, as we can see from epidemic of identity theft, and many people unable to get this identification thanks to errors in government data bases, the system is still in transition to what is needed. The GAO report is on the vulnerabilities and problems with the systems, which still need to be addressed. (1) in 1947, Army regulations required that air accident reports be maintained permanently and although none of the military services filed a report on the Roswell incident, there was no requirement in 1947 to prepare a report on the weather balloon crash; (2) although some of the records concerning Roswell activities had been destroyed, there was no information available regarding when or under what authority the records were destroyed; (3) only two government records originating in 1947 have been recovered regarding the Roswell incident; (4) a 1947 Federal Bureau of Investigations record revealed that the military had reported that an object resembling a high-altitude weather balloon with a radar reflector had been recovered near Roswell; and (5) a 1947 Air Force report noted the recovery of a flying disc that was later determined by military officials to be a radar-tracking balloon.

2012 Sep 05 downloaded this and skimmed thru it. It is a collection of police reports in an investigation of a scandal in Massachusetts. Apparently a lab, which examines evidence needed in court cases, hired this lady 9 years ago, relying upon a resume now known to be inflated, whe n in fact she was under-qualified for the job. In her tenure, she did lab analysis on 60,000 samples for 34,000 cases, in which for an unknown number she: did a wild guess what the chemicals were, instead of actually testing; used procedures which potentially contaminated the evidence; accessed materials in storage, in violation of security protocols; adjusted the hardware, so that it would give false readings for herself and co-workers; forged co-worker ids on work, claiming they did the work, when they did not in fact do it. Further, after the lab found out, and fired her, the information about her misdeeds were covered up. EFF got a list of places to which FAA has issued Drone Licenses, thanks to FOIA to FAA.495 Muck Rock then used that list to send those organizations FOIA seeking info on what they are using their drones for.496 In theory, all that info is in forms between those organizations and the FAA, so that making a copy should be a piece of cake. In reality many institutions are either incompetent, or drag their feet. Where organizations have coughed up answers to the FOIA, Muck Rock has issued reports to the general public, what they found out.

Al Mac Research split (2 Nov 30)

My drone documents are named with a version #, which I increment as I replace with re-writes. In parentheses after each chapter heading is date in format (Year Month Day) when I last updated the contents of that chapter. People with an earlier edition can see what has been updated since they last got a copy. Some chapter headings end in an exclamation point. These indicate either identification of a controversy, and-or links to what the facts may be. Some chapter headings have a number # sign at the end. These indicate chapters with specifics on counts of people killed. Other symbols may be added later. This helps correlation of conflicting info sources, in my further research. Formerly, all my notes on Drones were in one document, which was growing excessively large. I have now split them into the following:

Drone Log = Al Mac tracking overall collection of Al Mac Drone documents,

primarily for personal convenience this info will be least interesting part of the collection, for other people.
Drone Nations = A list of nations where drones are operating, being manufactured,
purchased, hacked, crashing, being used by military, not necessarily of same nation. With each nation listed, I have footnotes with links to examples of how drones are being used in that nation, the sophistication of the drones, and more info. We see many articles claiming drones are in 40 or 50 nations. The last relevant GAO report, which I saw on this, says that 50 nations are manufacturing drones, with over 900 different models total, and many of them exporting to other nations in the world. Drone Nations is a directory of nations with drones, with multiple links cited on what each nation is doing with drones, and my effort to correlate mismatches between different sources. In time, I expect this list to grow.
84 nations have their own drones, some manufactured domestically, some imported. 11 nations do not have their own drones, but are the targets of military drone action. 2 nations do not have their own drones, but other nations base their military drones there,
and we found out about them due to drone crashes there (one of my sources is a directory of 100 drone crashes where). Thats 84-97 nations with drones, depending on how you want to count them. Theres several nations (like Iran and Israel) which both make drones, export drones commercially, and use drones to attack one another. When Iran did a hack down of a US drone a while back, many people thought it was a fluke, but in Oct 2012: an Iran-built drone flew over Israel, which was not able to hack it down, so they shot it down. This shows that Iran has become a leader in cyber wars.

Drone Robots = Serious Implications of development of killer drones which can

operate without human in the loop. Some people in the media are in denial that they exist, so in addition to laying out the implications, I also provide citations about where this technology has been going.
Drone Scribd = I created a Drone Info collection on Scribd, which lists many
educational, interesting, and stimulating Scribd articles and documents on Drones. 582 Then I started reviewing them. Where I found, what seemed to me to be errors of fact, distortions, or incomplete pictures, I cite sources to complete the story, to help authors, of the other efforts, address gaps in their presentations. So in addition to my summary observations on many Scribd info sources about Drones, I also try to provide a road map to other sources I have found, relevant to the picture(s) painted by these Scribd reports. Also see Drone Notes, which contained this same kind of research material, before I started the Drone Scribd focus.

If you are on Scribd, here you can locate what I have uploaded there so far.585 It includes a spectrum of research into many different topics, not just on Drones. Linked In / Box Net situation changed Dec 2012. Linked In took away Box Net. I can still access the 129 documents shared there, but I need to copy them one at a time to some shared with public site, which I have not yet troubled myself to do. GAO was not counting nations where they being attacked by drones, but not yet have their own, which can change rapidly as we have seen with Iran taking down a US drone, reverse engineering it, then exporting the technology. GAO also not counting nations, used as bases for other nations military drones, where sometimes they crash.
2012 Sep-6 I split Drone Scribd separate from Drone Notes. o I had started a Drone Info collection on Scribd, intended to review individual docs there, correlate the value of their information. 2012 Sept-3 I split Drone Terms separate from Drone Notes. o 265 acronyms and concepts defined, in V 2.4, at time of initial split. 2012 May, I started this research. o Prior to the start of this document, many friends had shared random links, to disturbing stories about drone trends, via social media. This became an effort to put the many links and contexts into a more coherent package.
