COMPLAINT
The Complainant, being duly sworn, makes complaint to the above-named Court and states that there is probable cause to believe that the Defendant committed the following offense(s). The complainant states that the following facts establish PROBABLE CAUSE:

Complainant, Steven Lecy, of the Minneapolis Police Department, has investigated the facts and circumstances of this offense and believes the following establishes probable cause: On October 20, 2011, at approximately 3:30 p.m., Minneapolis Police received information from a citizen complainant (CC) that a described vehicle had been driving around the neighborhood in the area of 17th Avenue South and Lake Street East, Minneapolis in Hennepin County, Minnesota. The CC reported the vehicle was repeatedly meeting with people for a short period of time and making hand-to-hand transactions. The complainant indicated this was a common occurrence in the neighborhood, and the neighborhood is a known narcotics blighted area. The CC also described the suspect individual as African-American, with a goatee and braided hair. Officers responded to the area and observed the suspect vehicle driven by the described male. Officers followed the vehicle to a gas station at 17th Avenue and Lake Street, where it stopped next to a vacuum. The driver, later identified as DEFENDANT EDMUND LONG, DOB 6/9/1980, exited the vehicle and moved to the passenger side of the vehicle, and began cleaning the vehicle. Another male, F.M.G., also exited the vehicle and moved to the rear of the vehicle and began cleaning. Uniformed police approached the vehicle and spoke to the two males, identifying themselves as police. When DEFENDANT observed the police, he leaned over the passenger seat and began reaching for something in the vicinity. Officers quickly secured DEFENDANT and observed a tear in the seat where DEFENDANT had been reaching. Within the tear, officers observed a bag of suspected crack cocaine. DEFENDANT was arrested and in a search incident to arrest, officers found $1288.00 in myriad denominations on his person. The suspected cocaine was field tested, returning positive for the same and weighing approximately 4 grams.

THEREFORE, Complainant requests that said Defendant, subject to bail or conditions of release be: (1) arrested or that other lawful steps be taken to obtain defendants appearance in court; or (2) detained, if already in custody, pending further proceedings; and that said Defendant otherwise be dealt with according to law.
