SYNOPSIS
The old idea regarding the workers as mere movable possession from whom as much work as possible should be forced out in return for the least sum of money must now be totally abandoned. We must recognize that the human element is a dominant factor in the prosperity of every industrial undertaking, and that the existence of any factor that would adversely affect the mental or physical attitude of the worker to his job must necessarily react on his productive capacity. It needs to be emphasized even at the risk of repetition that not only should the most cordial working relations be established and maintained between those employed and those in management, but that the conditions under which the employees perform their task should be such as would conduce to their mental satisfaction and physical comfort, and seek towards their general advancement.

INTRODUCTION TO TOPIC

Meaning of employee welfare Welfare work should not aim merely at the making of more money, but should arise from a voluntary recognition by the employees of their duty towards their fellow workers and for the improvement in the relation between man and man in the world of business. It is the benevolent throughout by the employer that all those working for him are human being and his constant and well meaning efforts to provide for them the amenities as would lead to their material and their moral well-being that will prevent in a large, measure the disharmony and the friction that at present pervade all our industrial activities.

Labour welfare may be defined as work for improving the health, safety, general well being and the industrial efficiency of the workers beyond the minimum standards laid down by the Factories Act and other labour legislations.

In concern of moderate size, the employment department is usually entrusted with the duties in connection with welfare work. In large undertakings, however there is always a separate welfare department under the charge of committee on which the management and the workers are equally represented.

As to what activities to be included within the scope of welfare work is a matter to be decided with due regard to the nature and location of the industry, the size of the undertaking, the type of work involved , and the system of organization in force in each particular concern.

AGENCIES OF EMPLOYEE WELFARE The central Government has made elaborate provisions for the health, safety, and welfare of workers under the factories Act 1948 and mines Act 1952. These Acts provides for canteens, crches, shelters, rest rooms, washing facilities etc. They also regulate the age of employment, hours of work and make provision for appointment of labour welfare officers. The state Government has been empowered to prescribe duties, qualifications and conditions of service of these welfare officers. Statutory welfare funds have been set up in important industries and mines to provide games, housing, hospitalisation, provided under the Plantation Labour Act 1951 and motor Transport Act 1961.

Trade unions In India, trade unions have done little for the welfare of workers. But a few sound and strong unions have been the pioneers in this respect. The former provides the following facilities: Dispensaries and maternity homes. Schools, reading rooms, libraries, debating groups, study circles, and other educational measures.

Sports, recreation and cultural centres.
