To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone Shelters, Roads to Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9 coastal districts The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP has selected Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd. On 31 May2011, the Contract for Consultancy Service was signed between The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP and the Egis International in JV with Egis India Consulting Engineers (I) Pvt. The Major activities of this month are as follows. The modified Quality Assurance Plan in 3 volumes duly attending the remarks pointed out by the World Bank. Necessary modifications are also carried out based on discussions during TPQA review meeting held on 05-11-2011. 1. 2. Volume 1 Contains Introduction, Quality Assurance Plans, Check Lists and Q.C Formats. Volume 2 Contains Quality Control Test Procedures.

The district wise progress of works is shown below. The works in the West Godavari are not started and the works in Krishna District has just started. At many places the first milestone is completed but works are not started. The line departments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per the agreement conditions should be imposed.

6.0 District wise status of tests conducted by TPQA: Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various stages, the Third party Quality Audit team also conducted tests to confirm its compliance with the standards. These tests are carried out in the site itself and in some cases samples are collected and testing done in outside laboratories. The details of tests conducted in the field till end of September 2011 are presented.

35.76 % value of the work is completed. Works to be done as per Milestone: Mile stone 1 to the end of Dt: 18.07.11- Earthwork, CD Works . Mile stone 2 to the end of Dt: 18.10.11- WBM Gr-II, Gr-III and CD works. Mile stone 3 to the end of Dt: 18.01.12- BT, CC Pavement and Road furniture. Widening work is in progress. The field officers are requested to provide the material test reports to TPQA Staff for verification and to conduct the field tests. The field officers are requested to use only approved material for embankment as per IRC-36. IRC-36-1970 Para 9 states that I) When an existing embankment is to be widened, and its slopes are steeper than 4:1, horizontal benches of up to 600mm width shall be cut in to the old slope for ensuring adequate bond with the fresh embankment material to be added. The material obtained from cutting of the benches could be utilized in the widening of the embankment. However, when the existing slope against which the freshly material is to be placed in flatter than 4:1, the slope surface may only be ploughed or scarified instead of resorting to benching. II) The layers of the widened embankment shall be compacted to requirements of Para 7.12 and 7.14 of IRC-36. In such cases where the width of the widened portion is insufficient to permit the use of usual wider rollers, compaction may be carried out with the help of tandem/sheep foot roller or other approved plant. Construction of Piped causes way and CD works are in Progress. Rcc NP3 1000mm dia Pipes received at the site. The MTC of NP3 1000 mm dia pipes are not furnished. The field officers are requested to supply the same for verification The field officers are requested to follow the IRC-36 specifications during filling around and over the culverts. As per IRC 36, Para 8, The filling around and over culverts and other structures in the embankment area shall be carried out independently of the work on the main embankment. The embankment shall be brought up simultaneously in equal layers on each side of the structure, so as to avoid displacement and unequal pressure. ii) The soil in such cases shall be deposited in layers not exceeding 150mm in loose thickness and compacted thoroughly to the requirements of Para 7.14. When it may be impracticable to use power rollers or other heavy equipment, The compaction shall be carried out by mechanical tampers or by other approved methods. GSB material samples were collected by the TPQA and field officers and sent for necessary tests. The test results are awaited. Shoulder construction is in progress. The field officers are requested to follow the IRC 36 specifications, the code states that Shoulder construction should be so organised as to keep pace with the construction of different layers of the pavement. Q.C Lab is not established at site work. It is suggested to provide Q.C lab and conduct regular test and maintain registers.

Clause -1501 of MORD states that (i) Contraction joints shall be mechanically sawn joints spaced 2.5 m to 3.75 m. Length of panel in the direction of traffic shall not be less than the width of the pavement. Joints shall be cut when the pavement is neither too soft nor too hard and is able to bear the weight of the machine and crew. Normally it may vary from 8 to 12 hours depending on weather conditions. (ii) Construction joints shall be butt joints and placed after a days work is over or when work is suspended for more than 30 minutes. (iii) Expansion joints shall be provided near bridges and slab culverts and consist of a bitumen impregnated joint/ premoulded synthetic joint filler board, about 20 mm thick, and dowel bars. The quality control tests should be conducted as per IRC SP-11, Maintain QC record and the same shall be produced to QA wing for verification. QC laboratory is not provided at site. The line deportment is requested to take necessary action and see that the Quality lab is established at site at an early stage. As per the agreement condition the GSB material is well graded material (stone aggregate9.5 mm to 4.75 mm size of gravel 66% and sand of size < 2.36mm @34%) is to be used for construction. But the contractor procured the quarry waste material from Chimakurthi granite quarry instead of the above said material, the same material is collected for testing for its suitability like CBR, PI the result are found CBR value is 23 which is more than the required value of 20 and PI is NP which is less than 6.The field officers are requested to get the prior approval before proceeding further from the Engineer in Charge. CD work in KM 0/600 and 0/800 with 600mm dia NP3 pipe culvert work is in progress. The pipe laying work is completed further work has to be taken up. The field officers are requested to provide the MTCs of pipes for verification. For CD work in KM 1/10 with 600mm dia NP3 pipe culvert, earth work is in progress. Further work has to be taken up. The formation widths and Earthen shoulder widths are verified from Km 5/150 to Km 5/4 and at some locations shoulders have slipped and the same shall be rectified. CC road in between stretches Km 4/471 to Km 5/080. The width of the road verified as 5.5 meters out of estimate width 3.75 meters. The field officers are requested to furnish the reasons for change in the width of the road. The WBM GRADE -II thickness are verified and is tallying with the approved Drawing, the reports are enclosed in annexure-2 The BT road completed in between stretches Km 3/0 to Km 4/368.The thickness are verified and is tallying with the approved Estimate. The reports are enclosed in Annexure-II. The BT extraction test for Combined OGPC and SEAL COAT test conducted and the percentage of Binder content in the Combined OGPC and SEAL COAT observed as 4.2% to 4.4%. Hence satisfactory. The reports are enclosed in Annexure-III and Annexure-IV The granular shoulder work is in progress. The relative compaction test to be done. The CC road completed in between stretches Km 4/4 to Km 5/67. The compressive strength at the age of 28 days test conducted and the values are in between range 32.00N/mm2 to 34.66 N/mm2, for M-30 Grade of concrete. Concrete cores are taken from the cc road randomly in between stretches Km 4/4 to Km 5/67, to find the thickness and strength of the CC road. The Avg.thickness of cores are observed as 195 mm to 223 mm. The compressive strength of cores are tested, the average compressive strength of core is in between 26.08 N/mm2 to 27.13 N/mm2. The minimum Avg. values of compressive strength of core should be 85% of Grade of concrete (M30=30.00 N/mm2) i.e. 25.5 N/mm2. Hence satisfactory 1000mm dia eight rows culvert, 600mm dia single row culvert in village portion, 2 vents of 2.0 mts span RCC slab culvert, and Side drains in village portion are completed and the physical measurements are verified and are tallying with the approved drawing. White wash to be done to parapet walls of the existing culverts for the clear visibility of vehicular traffic. The widths of Shoulders are found Narrow at Bucking hum canal bridge between Km 5/150 to Km 5/4. it is suggested to provide extra width. MORD Specifications and IRC: SP-62-2004, Guidelines for the construction and design of Cement Concrete roads for low volume roads, need to be followed in cutting and spacing of joints and curing the CC road as mentioned below. Mile stone 2 to the end of Dt: 26.12.11- WBM Gr-II, Gr-III and Shoulders. Mile stone 3 to the end of Dt: 26.04.12- BT and Road furniture. Widening work is in progress. The field officers are requested to provide the material test reports to TPQA Staff for verification and to conduct the field tests. The field officers are requested to use only approved material for embankment as per IRC-36. IRC-36-1970 Para 9 states that i) When an existing embankment is to be widened, and its slopes are steeper than 4:1, horizontal benches of up to 600mm width shall be cut in to the old slope for ensuring adequate bond with the fresh embankment material to be added. which the freshly material is to be placed in flatter than 4:1, the slope surface may only be ploughed or scarified instead of resorting to benching. ii) The layers of the widened embankment shall be compacted to requirements of Para 7.12 and 7.14 of IRC-36. In such cases where the width of the widened portion is insufficient to permit the use of usual wider rollers, compaction may be carried out with the help of tandem/sheep foot roller or other approved plant. C.C Road completed in between stretches 1/400 to 1/500 Km. It is observed that the groves are not cut as per MORD specification MORD Specifications and IRC: SP-62-2004, Guidelines for the construction and design of Cement Concrete roads for low volume roads, need to be followed in cutting and spacing of joints and curing the CC road as mentioned below. Normally it may vary from 8 to 12 hrs depending on weather conditions (iv) Expantion joints shall be provided near bridges and slab culverts and consists of a bitumen impregnated joints/ premoulded synthetic joints filler board about 20 mm thick, and dowel bars (v) After completion of the finishing operations, the surface of the pavement shall be covered with wet Hessain cloth, burlap or jute mats. They shall be maintained fully wetted and in position for 24 hrs (vi) Upon the removal of the wet covering out the end of 24 hrs, the slab shall be thoroughly wetted and cured by ponding or sprinklers. Two sets of cubes are tested for 7 days compressive strength at laboratory and the average value of 2 one set is 26.52 N/mmand average value of another set is 26.61 N/mm . And one set of cubes tested for 28days strength produced an average compressive strength of 31.70 N/mm for M-30 grade concrete. Approximate Compressive strength of C.C.Road is tested with Rebound hammer on 06.10.2011 and the results are varying from 32 N/mm2 to 38 N/mm2. Cores will be taken to verify depth and compressive strength after 28 days of laying. The contractor procured the quarry waste material from Chimakurthi granite quarry, the same material is collected for testing for its suitability like CBR and PI, the result are found CBR value is 23 which is more than the required value of 20 and PI is NP which is less than 6. As per clause 401 and 408 this material is suitable for sub grade construction. However the usage of this material requires deviation approval from the competent authority. The field officers are requested to get the prior approval before proceeding further from the Engineer in Charge. The thickness for GSB and WBM Gr II are verified at random and found fairly tallying with the estimated thickness. WBM Gr II work completed in between KM 0/000 to KM1/340, WBM GrII Work has to be taken up. a. SHOULDER construction work is in progress, the field officers are requested to follow the specification of IRC36. It specifies that the shoulder construction should be so organized as to keep pace with the construction of different layers of the pavement The field officers are requested to follow the IRC-36 specifications during filling around and over the culverts. As per IRC 36, Para 8, The filling around and over culverts and other structures in the embankment area shall be carried out independently of the work on the main embankment. The embankment shall be brought up simultaneously in equal layers on each side of the structure, so as to avoid displacement and unequal pressure. i) The soil in such cases shall be deposited in layers not exceeding 150mm in loose thickness and compacted thoroughly to the requirements of Para 7.14. When it may be impracticable to use power rollers or other heavy equipment, The compaction shall be carried out by mechanical tampers or by other approved methods. As per agreement 5.2 Clause Environment Management Plan not followed at site. It is suggested to follow them. Km and HM stones are not available on the the road stretch. The field officers are requested to provide the same. Cautionary sign boards at necessary points and village name boards are not provided. The project informatory boards with all details were not provided as per aggregement.The same shall be provided as per the guidelines given by PIU, NCRMP. The quality control tests should be conducted as per IRC SP-11, Maintain QC record and the same shall be produced to QA wing for verification.
