INTRODUCTION
Observation is one of the best methods to make the students experience the actual world of teaching. It also helps the students to acquire relevant knowledge and skills by performing in actual world of teaching. Colleges and Universities require their students to undergo such training within specific hours as a part of the curriculum. For students, the Observation and Participation subject provides opportunities to go through the actual classroom settings. In effect, the classroom becomes a development venue for a student-teacher to learn more about his chosen field and practice what they have learn from the Governor Andres Pascual College. It gives students pursuing teacher education a systematic, planned sequence of experiences in appropriate educational settings. These experiences are designed to familiarize students with principles of classroom management and the teaching-learning process in practical and real school environments and to help them learn how to teach. On other hand, and effective Observation and Participation Program also benefits the schools who accept student-teachers. For the teacher to be observe, they will be given a chance to see class through someone else eyes, chance to re-evaluate the classroom from a different perspective, creation of a professional learning community with the best interests of the students in mind and Personal Professional Development and growth.

CHAPTER 2

Introduction Bagumbayan Elementary School, a non-central school in the District of Navotas I, is

located at the back of Navotas City Hall. It has a total pupil population of 2598 during school year 2010-2011. The pupils are from three barangays in the first district of Navotas- Sipac-Almacen where this school is situated, and two nearby barangays, Navotas East and West. It is

estimated that eighty percent of the pupils enrolled in this school belong to poor families living along the seashore of Manila Bay on the west portion of the two barangays Navotas West and Sipac-Almacen, along the river banks of barangay Navotas East. This School Improvement Plan hopes to reflect different provisions which would be beneficial to these children. Although most of their parents are poor, we can see that they have very high regard to education and they are trying to secure the good future of their children by getting them the opportunity to avail of free elementary education provided by the government.

Bagumbayan Elementary School will lead in the development of healthy, literate, progressive, skilled and God-fearing individuals with deep concern and love for country and fellowmen.

Provide genuine learning experiences for the elementary school pupils to be literate and highly progressive intellectually to impart knowledge for better understanding and concern for their environment to develop their minds different values.

School Context

A. Community Profile

Sipac-Almacen, the barangay where this school is located, is the central part of Navotas. Facing along the main road is the City Hall of Navotas. On its side lies the Navotas National High School building, Navotas Public Library and Police Station. Opposite of these are Lying-in-Clinic, Jollibee Fast-Food Restaurant, Mercury Drug Store, and a number of commercial banks. With these establishments mentioned, this portion of the barangay caters those low to middle earning families composed of professionals, business persons and some government and private employees. On the western portion of this barangay near the seashore, an estimated 50% of the population resides. The people here are mostly fishermen, consignation helpers,

and factory workers, laborers, while others are store owners, employees, and professionals.

B. History of the School

In 1946, shortly after the war, the people of Navotas felt the need for a fine place for childrens primary education. Thus, Bagumbayan Elementary School was established. The first formal classes were held at Baradero in a building which used to be a Japanese Garrison. The dilapidated building was temporarily repaired using old sawali and empty sacks. The resulting two makeshift classrooms housed 70 pupils. With the help of Mr. Ignacio Gonzales, the school slowly attained its full status as Bagumbayan Elementary School and was further improved by the next principal, Mrs. Carmen Llanera with the help and support of teachers and the Parent Teachers Association or PTA. In 1959, still through the effort of Mrs. Llanera, this school was transferred to a better and bigger site with an area of 4,001 sq. meters. A new building with twelve classrooms was constructed. In 1970 when typhoon Yoling hit Metro Manila, the school building was heavily damaged. The following year (1971), a two-storey Rodriguez building was then constructed with a total of 20 classrooms. In 1975, the six classrooms of the old building burned down. The principal during that time was Miss Numancia Santiago who worked hard for the approval of the request for six classrooms, one storey Marcos building. A 1-classroom Imelda building was constructed in the year 1981. Afterwards, the H.E. building was constructed in 1986 before Miss Santiago retired on that year. storey Marcos building was constructed as an improvement of the previous 6-classroom, onestorey building. This has materialized during the tenure of Mrs. Lourdes L. Ramirez.

In 1995, during the time of Mr. Rolando J. Barlan as principal, a two-storey, eightclassroom Marcos Bagong Lipunan Building was constructed. A portion of this is the Principals Office which has been transformed into an elegant and well-refined office thru the effort of Mr. Barlan. A Science Laboratory has also been put up in this new building. Past principals notable for their enormous contributions were Mrs. Priscilla Francisco, Mr. Moises G. dela Cruz, Mr. Ismaelito Garcia, Mrs. Lorenza Lopez and Mrs. Isabel Sarenas. Valuable contributions were continued thru academic and moral upliftment of the children as provided by the succeeding principals. They were Dr. Rosalinda V. Tongco who is now the Division Superintendent of Pasay City, Miss Numancia G. Santiago, Dr. Nenita S. Rivera, the former Division Superintendent of Malabon and Navotas City, now the present Division Superintendent of Navotas City, Mrs. Lourdes S. Ramirez, Dr. Zosima l. Basco, a retired Assistant Division Superintendent of Malabon & Navotas, Mr. Rolando J. Barlan, Dr. Leticia C. Ramos, Dr. Emelita C. delos Reyes, Miss Lucila M. Davadilla and Mr. Clemente E. Escobaez Last September 21, 2010, Dr. Jesus Icaonapo took over as the new school principal. He is continuing the legacy of making Bagumbayan Elementary School a service school catering for the under privileged constituents of the surrounding barangays. He is carrying on the different tasks needed for the realization of the educational goals through the different programs and projects with the end purpose of developing learned, skilled, functional and efficient citizens thru firm and solid foundation on basic education which is essential to B.E.S. pupils future

C. School Profile

Organizational Structure of the School

At present, SY 2010-2011, Bagumbayan Elementary School is under the supervision of a single Principal III with 72 regular teachers. The principal is in charge of the administrative and supervisory functions. Master teachers assist the teachers in the instructional process and serve also as subject area coordinators. A few selected teachers are assigned a subject area coordinators, canteen manager, property custodian, office clerk, librarian, and ALS teacher. Each grade level has a chairman who is duty bound with the responsibility of facilitating the information about the different school activities.
