SOPS /PRE- REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979 FRESH OVERSEAS EMPLOYMENT PROMOTER LICENCE REQUIREMENTS

UNDER SECTION 12 (2) OF THE EMIGRATION ORDINANCE, 1979: The proposed Overseas Employment Promoter (OEP) provides following documents to the Bureau of Emigration & Overseas Employment for grant of fresh Licence. 1. 2. Application on prescribed Form-2 Bank Challan of Rs. 5000/- as application fee, deposed in National Bank of Pakistan, F-8 Markaz Branch, Islamabad. Copies of Article and Memorandum of Association (in case of Private Limited Firm) or Certificate of Registration from Registrar Joint Stock Company and Partnership Deed (in case of partnership firm) Photocopies of computerized National Identity Card of applicant/partners. Good Conduct/Character Certificate from District Police Officer OR District Nazim of respective area. (The applicant belong to Capital will get this Certificate from District Magistrate, ICT and the applicant belong to Tribal Areas will get from Political Agent of respective area. Computerized Certificate from Income Tax Department showings Tax Number. Bio-data of applicant/partner showing name, fathers name, date of birth, place of birth, qualification, occupation, phone number, and permanent/present addresses. Bio-data of Father/Husband of the applicant/partner(s) showing name, fathers name, address etc. Specimen Signatures of Applicant/Managing Partner/Managing Director who will sign Foreign Service Agreements and other documents on behalf of his firm. Name, address, occupation, telephone numbers of two respectable persons on responsible position who know the applicant(s)for the last five years. Bank Certificate of Current Account of applicant(s). Five Passport size photographs of applicant/partner(s) duly attested (two on front and three on back side respectively. Proposed name of Firm/Agency. Undertaking on Stamp paper value of Rs. 20/-duly attested by Notary Public/Oath Commissioner. Bank Account transaction statement in the name of applicant/partners and Property documents to show the financial soundness of the applicant(s). Property documents must be attested by the authorities concerned. Education Certificate.

-2After scrutinizing the case, the BE & OE refers it to the Security agencies like IB, Special Branch and District Police Officer for security clearance. After clearance by the Security agencies, the BE&OE refer the case alongwith document mentioned above to the Ministry of Human Resource Development for further processing and issuance of Licence. Ministry of Human Resource Development, after satisfying that all codal formalities have been completed, issue the licence to the applicant subject to following conditions:i) annum; The applicant will deposit licence fee of Rs. 15,000/- per

ii) A sum of Rs. 100,000/- in cash in a branch of a bank nominated by the Federal Government; and iii) Two hundred thousand rupees in shape of the Defence Saving Certificates pledged in the name of Joint Secretary, HRD.

REQUIREMENT FEMALE AGE RELAXATION UNDER RULE 25(2)(XI) OF


EMIGRATION RULES, 1979

The applicant provides following documents to the Bureau of Emigration & Overseas Employment for female age relaxation:i)
ii) iii) iv) v) vi) vii) Copy of letter of Protectorate of Emigrants. Copy of the request of the lady worker. Copy of Visa Employment Contract NOC Police Character Certificate. Copy of CNIC and Passport.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed grant the age relaxation.

SOPS /PRE- REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979 REQUIREMENT TRANSFER OF OVERSEAS EMPLOYMENT PROMOTER LICENCE UNDER PROVISION OF RULE 8(5)(IV) OF EMIGRATION RULES 1979.

The applicant provides following documents to the Bureau of Emigration & Overseas Employment for Transfer of Overseas Employment Promoter.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed gives approval for transfer of OEP Licence.

SOPS /PRE- REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979 REQUIREMENT REFUND OF SECURITY OF OVERSEAS EMPLOYMENT PROMOTER LICENCE UNDER SECTION 12(4) OF EMIGRATION ORDINANCE, 1979

The applicant provides following documents to the Bureau of Emigration & Overseas Employment for refund of security:i) OEP Licence. (Original) Death Certificate (in case of death) Succession Certificate (in case of death) Affidavit Income Tax Certificate. Advertisement regarding closure of OEP business. Copy of CNIC of applicant.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed, approve the matter of refund of security to the OEP.

SOPS /PRE-REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979 DOCUMENT REQUIRED FOR ISSUANCE OF FRESH OEP LICENCE AT THE TIME OF DEATH OF PROPRIETOR UNDER PROVISION OF RULE 8(5)(IV) OF EMIGRATION RULES 1979 The applicant provides following documents to the Bureau of Emigration & Overseas Employment for issuance/transfer of OEPL at the time of death of proprietor:i) ii) iii) iv) v) vi) vii) viii) ix) x) Application from the legal heirs Prescribed form Succession Certificate NOC from the other legal heirs (if any) Character Certificate Bank Statement Educational Certificates Domicile NTN Certificate IB report.

SOPS /PRE- REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979 DOCUMENTS REQUIRED FOR TRANSFER OF OEP LICENCE AT THE TIME OF FREE WELL FROM THE REMAINING OEP (IF OEP LICENCE ISSUED ON PARTNERSHIP BASIS) UNDER PROVISION OF RULE 8(5)(IV) OF EMIGRATION RULES 1979.

The applicant provides following documents to the Bureau of Emigration & Overseas Employment for transfer of OEPL on the name of remaining partners at his own free will if licence is issued on partnership basis:i) ii) iii) iv) Application NOC from remaining partner NOC from legal heirs NOC from the retiring partner

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed approves the transfer of OEPL on the name of remaining partners. In case, the original owner/partner is not alive, NOC from legal heirs is required.

REQUIREMENT AGE RELAXATION OF INTENDING EMIGRANTS AS PER


RULE 25(2)(XI) OF EMIGRATION RULES, 1979

The applicant provides following documents to the Bureau of Emigration & Overseas Employment for age relaxation:i) ii) Request from intending emigrants Visa documents.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed. Gives approval of age relaxation of intending emigrants.

ONE TIME PERMISSION UNDER RULE (7) OF EMIGRATION RULE 1979 The applicant provides following documents to the Bureau of Emigration & Overseas Employment for one time permission:i) ii) iii) iv) Request from legal heirs Number of Overseas requirement/demand of manpower endorsed by the Protector of Emigrants of BE & OE. Death Certificate of OEP Recommendation of concerned Protector of Emigrants.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed gives approval for grant of one time permission.

CHANGE OF STATUS OF OVERSEA EMPLOYMENT PROMOTER LICENCE UNDER RULE 8 OF SUB-RULE 1(5) OF EMIGRATION RULES, 1979. The applicant provides following documents to the Bureau of Emigration & Overseas Employment for change of status of Overseas Employment Promoters:i) ii) iii) iv) v) Partnership dead Undertaking provided by the partners Original OEP Licence Copy of CNIC of each partners Copy of advertisement

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed, approves.

SOPS/PRE- REQUISITES OF THE MATTER UNDER EMIGRATION RULES, 1979

CHANGE OF PREMISES OF AN OEP OFFICE FROM ONE PROVINCE TO ANOTHER UNDER RULE 11(A) OF EMIGRATION RULES, 1979. The applicant provides following documents to the Bureau of Emigration & Overseas Employment for change of premises of an OEP Officer from one province to another:i) ii) iii) Request of OEP Map of proposed office premises Original OEP Licence.

The Bureau of Emigration & Overseas Employment refers the case alongwith documents mentioned above to the Ministry of Human Resource Development for further processing and approval of the case. Ministry of HRD after satisfying that all codal formalities have been completed gives the approval for changing of premises.

FRESH OVERSEAS EMPLOYMENT PROMOTER LICENCE REQUIREMENTS UNDER SECTION 12 (2) OF THE EMIGRATION ORDINANCE, 1979 :

Undertaking on stamp paper Valued Rs.20/- required as per Sub-rule 8(3-A).

Report of applicant from ISI for further verification about the applicant. Bank Statement showing at least one million for the last six month. Experience Certificate in the relevant field, if the applicant is row handed application would not be recommended.
