A research university is differentiated from a university by the relatively greater emphasis put on research to create new knowledge and/or technology.
Doctorate-granting universities are those that award at least 20 doctoral degrees per year and classified as research universities (professional degrees excluded) UPLB graduated an average of 40 PhD students in 19 fields per year (UPLB Graduate School, 2007-2009)
High quality profile of faculty (no inbreeding) Number of graduate students is 30 to 50% of total number of students Substantial research funds and income from generated technologies High number of intellectual property and quality publications A good percentage of international students

Fully one fourth of all National Scientists in the country emanated from the College of Agriculture Many REPS are TOYS (Ten Outstanding Young Scientists)
REPS positions can also be incorporated in primarily teaching units by establishing research programs
In the former Horticulture and Agronomy Departments
In academic units, REPS must be given free rein and not subordinated to faculty.
First came the Research Faculty Scientist designation from DOST (8 out of 10 who applied in CSC have been endorsed )
There must be an enabling environment Equipment must measure in units accepted internationally ; for papers to be published
e.g. Lux vs wm-2 in photometers
REPS must be given a chance to teach; and to attend international trainings Since a research university hosts international students/researchers; we must be welcoming
One should experience being a foreigner so as to be nice to international persons
Finally, REPS must be up-to-date in the state of the art of your field, attendance to seminars is a must.
