Dear Sir/Madam,
RE: KMPDU NATIONWIDE STRIKE NOTICE.

The National Executive council of the Union met earlier today and passed a resolution to go on a
nationwide strike in 14 days time effective 13
th
September, 2012.

As you are aware there is a dispute between the government and the Union on the following
issues:
1. Compensation of self sponsored registrars
The sub-committee on compensation of registrars determined that registrars are workers
and work a minimum of 60 hours to a maximum of 80 hours and should be compensated
for the services they offer to KNH, MTRH and Mathare Mental Hospital. It recommended
they be paid a stipend of Kshs.92, 000.

2. Selective Payment of Call and Extraneous Allowances
KMPDU signed a RTWF with the government in December 2011to end the Industrial action
taken by doctors at that time. The allowances were awarded as means of increasing the
average income of Doctors in a manner that is unique to this group of Public Servants. The
spirit of the letter was no adhered to and the circular from Ministry of State for Public
Service was in bad taste. Treasury allocated money for payment of abovementioned
allowances to all doctors serving in the public service and this was not implemented
according to the spirit of the RTWF.

3. Postgraduate fee sponsorship
To date money has not been paid to the Universities for training of doctors as agreed in the
Return to Work Formula (RTWF).KMPDU alleges that the Kshs.200 Million has been
misappropriated and that is the reason why the Ministry has resorted to writing
commitment letters to Universities instead of paying the fees for past, current and future
training needs as agreed.

4. Promotion of Doctors and Hiring of Medical Officers
Most doctors have not been promoted as agreed in the RTWF especially the government
sponsored registrars working in KNH, MTRH and Mathare Hospital. Furthermore, we had
agreed to that the government hires 200 doctors to cater for the current shortage of
doctors in the Country. Public Service Commission only hired 57 Doctors of which 10 of
them have not been absorbed into Service.

5. Implementation of the Musyimi taskforce report and Collective Bargaining Process
The Musyimi task force report has not been implemented despite the taskforce completing
its work and forwarding the recommendations to your office. The report was to address
policy issues affecting the health sector in this country. The CBA process has been
suspended.

6. Reinstatement of Dr Onyimbo Kerama back to public service
Despite our agreement to have the abovementioned officer reinstated, he was dismissed
unfairly from service losing all his benefits.

We are open to negotiations on the implementation of aforementioned issues in order to
avert the planned industrial action.
