http://en.wikipedia.org/wiki/Political_dynasties_in_the_Philippines Politics in the Philippines has been under the control of a few notable families .

It is normal for a politician's son, wife, brother, or other kinsman, to run f or the same or other government office. The term coined by Filipinos to describe this practice is "Political dynasty", the equivalent of an oligarchy in politic al science. One can trace its roots from the Spanish colonial times where favored families o f the mestizo stock, or the Illustrados were given responsibilities of Gobernado rcillo, or Alcalde. As such, these men have wielded some influence in their comm unities, and patronage politics was a common undertaking. After the Philippine-American War, the United States colonial authorities took u nder their wings these Illustrados to join the democratic process. During this p eriod, family names such as Cojuangcos, Lopezes, Marcoses, Osmeas and Aquinos bec ame household names. The 1987 Constitution of the Philippines states in Article II Section 26, "The S tate shall guarantee equal access to opportunities for public service, and prohi bit political dynasties as may be defined by law." Though, political dynasties h ave been a present staple in Philippine political arena. Many have called for the Congress to pass the Anti-Dynasty Law, but this bill ha s been passed over by each Congress since 1987. Some have pointed that oligarchy is the root problem of all the corruption in the Philippine government. Despite the entry of the Party List System in the 11th Congress, the proportion of lawmakers with relatives in elective positions have remained the same in the post-Marcos political scene.[3] The table below illustrates the percentage: Political scientist Dante Simbulan, in a study of the elites of Philippine polit ics from 1946 to 1963 lists 169 prominent families. These families have produced 584 public officials, including seven Presidents, two Vice Presidents, 42 Senat ors, and 147 Representatives. The tables below outlines the demographics of fami lies in politics. In the 14th Congress of the Philippines (from July 23, 2007 to June 4, 2010), it was surveyed that more than 75% of the lawmakers are members of the old politic al families. http://en.wikipedia.org/wiki/Party-list_proportional_representation Party-list proportional representation Party-list proportional representation systems are a family of voting systems em phasizing proportional representation (PR) in elections in which multiple candid ates are elected (e.g. elections to parliament) through preferentially-ranked al locations to an electoral list. They can also be used as part of mixed additiona l member systems. In these systems, parties make lists of candidates to be elected, and seats get allocated to each party in proportion to the number of votes the party receives. Voters may vote directly for the party, as in Israel, or for candidates, and th at vote will pool to the party, as in Turkey and Brazil, or for a list of candid ates, as in Hong Kong. The order in which a party's list candidates get elected may be pre-determined b y some method internal to the party or the candidates (a closed list system) or it may be determined by the voters at large (an open list system). http://en.wikipedia.org/wiki/List_of_political_families_in_the_Philippines The following is a list of political families in the Philippines. This system revolves around three separate and sovereign yet interdependent b ranches: the legislative branch, the executive branch, and the judicial branch. Executive power is exercised by the government under the leadership of the presi dent. Legislative power is vested in both the government and the two-chamber con gressthe Senate (the upper chamber) and the House of Representatives (the lower c hamber). http://en.wikipedia.org/wiki/List_of_political_parties_in_the_Philippines List of political parties in the Philippines Political parties in the Philippines are of diverse ideologies and are plentiful in number. Most of these parties do not have actual grassroots membership among ordinary voters but rather that of political figures and leaders. The Philippines has a multi-party system with numerous political parties, in whi ch no one party often has a chance of gaining power alone, and parties must work with each other to form coalition governments for political expediency and conv enience. Since no political parties have sustaining membership to which party le aders are developed, most of the political parties have the rise-and-fall-and-ri se character. There are three types of parties in the Philippines and these are: major parties , who correspond typically to traditional political parties, minor parties or pa rty-list organizations, who rely on the party-list system to win Congressional s eats and regional or provincial parties, who corresponds to a region-wide or pro vince-wide organization, respectively. http://en.wikipedia.org/wiki/Corruption_in_the_Philippines

Corruption in the Philippines The Republic of the Philippines suffers from widespread corruption.[1] Means of corruption include graft, bribery, embezzlement, backdoor deals, nepotism, patro nage. Corruption levels According to a World Bank study in 2008, corruption in the Philippines is consid ered to be the worst among East Asias leading economies and the country has sunk even lower among those seen to be lagging in governance reforms.[3] The 2009 Cor ruption Perceptions Index published by global watchdog Transparency Internationa l, showed that the situation in the country had improved slightly but still rema ined serious.[4] The Philippines ranked 139th among 180 countries included in the index, up from its previous 141st ranking in 2008. The nation scored 2.4 in the TI index, compa red to 2.3 in 2008, which ranked it equal to Pakistan, Bangladesh and the Baltic state of Belarus. Corruption by country Afghanistan Albania Angola Armenia Bahrain Chile China Colombia Congo Cuba Ghana India Indonesia Iran Ireland Kenya Kyrgyzstan Nigeria Pakistan Papua New Guinea Paraguay Philippines Russia South Africa Ukraine United States Venezuela Zimbabwe Bribery Cronyism Kleptocracy Economics of corruption Electoral fraud Nepotism Slush fund Plutocracy Political scandal Corruption Improvements As of 2011, the Philippines came in at 129 with a 2.6 CPI in Transparency Intern ational's list that ranks 178 countries and territories based on how corrupt the ir public sector is perceived to be. This is better than the Philippines' 134th ranking in 2010 with a 2.4 CPI. The C PI score indicates the perceived level of public sector corruption on a scale of

0 - 10, where 0 means that a country is perceived as highly corrupt and 10 mean s that a country is perceived as very clean. Transparency International-Philippines said some of the factors that contributed to the Philippines' (2.6) slight jump are the improvement in government service , and cutting red tape. The group believes that the government's efforts to prosecute former President G loria Macapagal-Arroyo may positively affect the perception on corruption as thi s shows the government means business. http://en.wikipedia.org/wiki/List_of_political_scandals_in_the_Philippines List of political scandals in the Philippines 1960s Jabidah massacre, 1968 - the murder of 28 Moro Muslims, who were clandestinely b eing trained on the island of Corregidor to instigate a rebellion on Sabah, Mala ysia. 1970s Dovie Beams Tapes Scandal, 1970 - sex scandal involving Pres. The number one problem in the Philippines is the prevalent oligarchy: the concen tration of power in a few members of the elite. To be clear, let me enumerate whom I think are the modern members of Philippine oligarchy: Political families that have members in different positions in local or national government for generations. Politicians and their relatives who have been there for the past 4 administratio ns (since the time of Marcos). Movie, TV, Sports celebrities/politicians.
