HIV/AIDS (MARPS) Round 10 EOI Number 26: ISEAN-Hivos -GF-R10-HIV/AIDS Issuance Date: October 29, 2012 ISEAN-Hivos-GF-R10-HIV/AIDS COORDINATOR FOR THE DANGAL NATIONAL NETWORK OF GAY, BISEXUAL, OTHER MEN WHO HAVE SEX WITH MEN, AND TRANSGENDER CBOS (UNDER THE ISEAN- HIVOS PROGRAM-PHILIPPINES Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in Insular Southeast Asia) REQUEST FOR EXPRESSION OF INTEREST On May 2012, twenty-three community organizations of gays, bisexuals, other men who have sex with men, and transgenders (GBMT) in the Philippines agreed to form a national network that aims to provide a national platform for community strengthening, advocacy, and collective action for GBMT organizations working on human rights and sexual health. The constitution of the Dangal National Network was finally approved on October 2012 and its leadership was finally elected. The network is supported by the ISEAN-HIVOS Program and it is currently looking for a Network Coordinator that will be mainly responsible for its day-to-day operation. He or she shall be based in the Network secretariat, TLF Share. On the ISEAN-HIVOS Program in the Philippines In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly submitted a regional proposal to the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia, was approved by GFATM and contract for the grant was signed on 6 October, 2011. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. TLF Sexuality, Health and Rights Educators Collective Inc. (TLF SHARE) is a membership organization of peer educators, trainers and advocates. It works on the prevention of sexually transmitted infections (STI), including HIV (or the virus that causes AIDS) among Filipino gay, bisexual males, transgenders and other males who have sex with males (MSM).

TLF SHARE is committed to the promotion of sexual health and human rights regardless of sexual orientation and gender identities. For the ISEAN-Hivos Round 10 program, TLF-SHARE is the Sub-Sub Recipient for the Philippines and together with PNGOC will work towards the organization of a national MSM and TG network and strengthening the capacity of MSM and TG CBOs in leadership, governance and knowledge management and advocacy for policy influence. It will also work on advocacy, delivery of behaviour change communication and outreach activities for the prevention of HIV/AIDS, promotion of LGBT rights and referral to health service providers among MSMs and TGs in collaboration with other civil society organizations and stakeholders. ESSENTIAL JOB FUNCTIONS The Network Coordinator will report directly to the Network President and will work with the other officers and members of the Network. He or she will be responsible for the day-to-day operations of the Network Secretariat. His or her functions include: a. Assist the Network President in convening the Governing Board and the General Assembly; b. Facilitate the registration and recognition of the Network in relevant public and private bodies; c. Work with the Secretariat to ensure that programs and activities are properly implemented; d. Provide assistance to the Governing Board in fulfilling its functions and duties; e. Report to Governing Board on the implementation of the networks activities and the state of its finances; f. Manage and oversee the networks secretariat; g. Provide administrative support to the network; and h. Perform other functions assigned him or her by the Network Board. MINIMUM REQUIREMENTS Education: Tertiary level accomplishment and/or equivalent years of experience in working with GBMT community organizations Work Experience: More than two years of experience working with the Philippine GBMT community. Familiarity with Global Fund system, background in resource mobilization and network coordination, and experience in engaging national and regional institutions preferred. Training Experience: More than 12 hours training background on GBMT community strengthening. Other Professional Skills: Proficient in oral and written business communication, operation of computers and other ICT equipment. Knowledge and practical experience on basic computer skills, using Microsoft Word and Excel, and familiar with data backup procedures.
