(Atty. APA chairs Acyatan & Co., CPAs-DFK International is PICPA past president and Hall-of-Famer, past chair of ASEAN Federation of CPAs, and ACPAPP Lifetime Achievement Awardee). POST-REVIEW: Now that the impeachment has ended we realized the variety of stakes that are involved in it. With the guilty verdict handed down by the Senate we can say that indeed democracy is alive in this country. International observers give the Philippines high ratings for the quality handling by the Senate of the procedures humane but wise in the many technicalities involved which were stubbornly relied on by the defense. The rulings handed down should be fair lesson to our government officials to give the Statement of Assets, Liabilities and Networth due respect. The sanctity of sworn statements must also be elevated since criminal charges can emanate from them for perjury. The easiest criminal charge to pursue now is Tax Evasion what with the information sources that are available to BIR Examiners. The discovered wealth of ex-CJ Corona is now the object of inquiry made possible by the waiver he dramatically signed. SUCCESSOR: Tradition could also be a loser in the current search for the next Chief Justice. Whereas before, the senior associate justice is the favorite the common suggestion now is to search for an outsider to fill in the post. This is a tough job for the Judicial and Bar Council and for the appointing executive. With the expulsion from office of the incumbent CJ the qualification requirements for his successor have become more

stringent. President Noy-Noy must be careful in his choice to avoid the suspicion that he is overly political in his exercise of presidential prerogatives. There are accusations that the impeachment was resorted to because Renato Corona should not have been appointed in the first place by the then retiring president. The CJ could have avoided being impeached had he declined said appointment labeled as midnight. Also, he could have resigned his post when Congress approved his impeachment. BRANCHING: As if to sustain our opinion on the eventual elimination of rural banks in the country here comes the Monetary Board policy liberalizing bank branching - depending only on the availability of assigned capital. The bigger universal and commercial banks may now choose additional areas wherein to open up branches especially in growing business areas. These are territories which the rural banks earlier helped to progress. The alternatives for the rural banks are either to merge, or to expand (by themselves) so they can compete with the branches to be established by the bigger banks. The past services of the rural banks are drastically taken aside with no thanks at all. Even their erstwhile clients who started small and became bigger and wiser with their help are now transferring to the prestigious banks. The plan to eliminate rural banks is evidenced by the stiff BSP audit rules being applied on their otherwise simple operations. SPENDING: The Finance and Budget departments should be commended for their success in timing fund sourcing and budget spending. With the current budget releases especially for infrastructures (which are apparently both for public show and financial assistance to political allies) the economic activities will surely raise our gross national product and gross domestic product. The good economic data achievements will help the administration candidates come May 2013. Public spending is welcome but we admonish the administration managers that the implementation of infra-projects should be supervised well. For example the repairs on the Maharlika Highway in Pagbilao, Quezon has created monstrous traffic jams day-in and day-out, to the great discomfort of travelers. The drainage system along the South Luzon Expressway was flooded for a good four hours last May 31st which resulted in zero-go-traffic in that supposed speedway. Aahh truly, we cant win them all! PROVERBS: Food gained by fraud tastes sweet to a man; but he ends up with a mouth full of gravel.

Hungary
Once, I was having a spirited talk with a priest, who hailed from a poor english-speaking country. During the course of our conversation, we veered into talking about one of our countrymen who excelled and became world renown in the sport of boxing. Suddenly, he kept on muttering the word; hungary, hungary, hungary... Upon hearing him said it, I started to slowly decipher the word hungary , which , as far as I knew, is a name of a European country, and its relation to our countrys boxing champ. Considering the priests poor english skills, I encouraged him to talk more and fish out what does he really meant when he used the word hungary . To make the long story short, he syllabicated the word hungry thrice. So, it sounded as hungary and by it he was referring to poverty as the main motivating factor by which this particular person strove hard to be where he is now- a multi-titled boxing champ. I remember one schoolyear opening in which, after a long summer vacation of playing and just lazing around, I told one of my sisters that I dont feel right going back to school and in which she also immediately answered that a person who have not gone to school is pitiful. He or she wont be able to get a good job, wont have the money to buy food to eat and, thus, in the coming days, be hungry for the rest of their lives. This statement woke me up and motivated me to go back to school with gusto and tried my best to pass all of my subjects. Deep within me, I dont want to experience the hunger pangs which I saw some of our unschooled townmates underwent. When we were stilI seminarians, I , another seminarian and some catechists were assigned to do mission activities in a far end village of a parish. During the weekdays, we were just on our own praying the morning, evening prayers and the rosary together with some interested villagers. The parish priest just come by boat on Sundays to celebrate and bring us the Holy Eucharist. Put into that kind of situation as oppose to our habitual routine of having the Holy Eucharist celebrated daily, I personally felt that the days were longer and incomplete. With longing in my heart, I looked forward to Sundays and when that day is about to arrive, I am overwhelmed with excitement as I invited many villagers to prepare and gather them as we welcome the coming of the parish priest to celebrate and receive worthily from him the Holy Eucharist. and when he had given thanks, he broke it, and said, This is my body, which is for you, do this IN REMEMBRANCE OF ME. 1 Corinthians 11: 24 The experience of spiritual hunger stuck on me. The wanting to receive the sacraments, however, it is just impossible due to our location and situation. This, in turn, motivated me to go on to be a priest, myself, so that I can also help bring the sacraments to the people who are deprived of it due to many unique considerations.... Keep my commandments and live. And my teaching as the apple of your eye. Proverbs 7::2 There are many people who fear hunger. I knew it since, having gone to many households, I have often seen it with my own eyes how refrigerators are fully stocked up to the brim with food and other necessities that it seems, as though, a war is about to break out anytime. Sometimes, when we live at or near the center of town where a parish church is near and where the sacraments are regularly celebrated, we take it for granted. It is just there, anyway. Love the sacraments most specially the sacraments of reconciliation and the Holy Eucharist. Stock up. with these sacraments so that we will no longer be hungry for the rest of our lives.

The politico: Most admired, most hated

Most admired, most hated. This may be the apt description of our politico, the present day breed, in the trapo particularly. The reason is not hard to find. The politico is adept in bending the law in his favor, extra good in flitting from one political party to another, at his best in ignoring the plight of his people. Those who love the swashbuckling roles of film heroes adore the politico. He is their hero and their role model. The politicos inability to conform to the rules followed by civilized men has earned him millions. He believes it is best for him to be unfeeling, insensitive. With his money, he can build a private army to terrorize critics. With it, he can also dictate court decisions. Money talks, money influences. If the politico has degenerated into such a lusty creature, people are much to blame for his change. They pamper him, keep him in the pedestal, treat him like a demigod. To most of his cousins, the adulation has gone into their heads. They believe they are no longer of this earth. The ancient Greeks Mt. Olympus, the dwelling place of the gods and goddesses, has been moved to this country and converted into the home of the high and mighty, the Pinoys gods and goddesses. Do not attempt to cross his path. He may turn you into shreds with his thunderbolt if he is in a bad mood. If it

A Question of privilege

is sunny outside his window, he may look at your bravado as part of the risk of public office. He may even love you for giving him publicity. Bad publicity is still publicity. During the time of Ferdinand Marcos, nobody had so much power except the dictator. Very few had the guts to challenge him. Very few had dared. Marcos was the president, the legislator, even the high court. A brown god whose dwelling was the Palace by the Pasig. Marcos was described by his critics as a plunderer, a grand thief. He would have no other rival for the title. He was the greatest, the grandest, the biggest, they said. But he has never been convicted. Today, this title belongs to the politico, the trapo. The image of the politico has sunk so low in the perception of many people. But there are exceptions.

Some have refused to be influenced. Others are beginning to soften, finding resistance useless. They need millions and they need power, lots of them. The presence of the politico in our midst has given rise to the now common belief that if you want to get rich overnight, go into politics. This is where the pot of gold can be found, not at the end of the rainbow as the romantics would have us believe. Just look at the people around you. Who are the richest? And who are the most powerful? Dirty politics is the creation of the dirty politico. Outside the country, such dirty politics phrase is unknown nor is there such a practice. If it exists, it thrives in third world countries like the Philippines where survival is very difficult. Politics , simply defined as the science of government or the art of administration, has thrived well in ancient Greece and other modernday democracies. When adopted by this country, it appears in grotesque form Not because it came to our shores in its present state but because the politico has changed the game to suit his purpose. This may be his undoing. People do not trust him anymore although they still admire him. This adulation has limits, however.

I have written my headline in its text form. Today, practically everyone who uses the mobile phone to send messages have learned or should learn how to send messages in the briefest manner possible otherwise he will find it doubly taxing. As long as one gets to be understood, to hell with grammar, spelling and whathave you in mechanics. And this system has affected our children in school so badly that very few of them know how to spell the same because it is now spelled dsame. By the way is btw, for your information is fyi. And the listing of new abbreviations (and spelling) is endless. Well, with the opening of classes in the elementary and secondary levels, teachers can expect all the problems related to teaching in their hands. It should be admitted, it is very obvious, a big majority of our students are addicted to the cellphone and the computer as if their lives depend on them. Cant do anything about it. That seems to be the trend of the time. See some children using with the newest Nokia model. Some are equipped with a blueberry phone and you can just imagine how much they cost. Blame it on parents? I do not like to comment. Some parents have just so much money to buy their children the best in the market. And what about their children studies? We can leave this issue at another time. The child who does not know how to play computer games is out. The child whose mind is all set on his books and homeworks is nerd or scholar branded with a tinge of insult. I hope these children do not get affected. Going to school is going to school and not flashing the newest gadget. I heard there is a school in the locality where kids outsmart one another in terms of how much daily allowance one has. And what his baon is. Poor kids! And poorer parents who start to bring havoc to their children, pampering them at so very early in age. At any rate, with the new curriculum being implemented now, the K to 12, let us all hope everyrthing will work well for our children. After all, that is always our prayers. These kids in school now are the fair hopes of the fatherland and our future leaders. Email jokeebotor_reyes@ yahoo.com

Developing critical Thinking skills

by J. Henry Danican

Man is a thinking animal. This is what makes us different from other animals like dogs and cats and other beasts. As such, we have the ability to view life from different angles. We can formulate, analyze and conclude on matters that need no less than the use of the mind ( call it brain to make it easily understood). We hear people, teachers, older people who could not get answers to questions they formulate say gamitin mong utak moUse your brain, thats saying it in the English language. And when we hear it, we think of one who is stupid, a nincompoop, an idiot who has no business merging with other people because he has nothing worthwhile to contribute. Sometimes as teachers, we are tempted to call some of our students stupid or idiots when they can not come up to our expectations. And this is a very sad state. There are things us, teachers can do to help our students develop critical thinking even at their very early age. Since man is admittedly a thinking animal, there is all the possibilities to develop critical thinking among all of us, and especially among students who are expected to lead the country in the future. That is, our goal in education, to produce the best minds. What is critical thinking in the first place? It is no less than an analytical evaluation of a situation, real life situations, small and trivial situations that challenges the mind of an individual, no matter how young so that he can be able to come up with solutions. Students can be taught to become discriminating between different points of view on any situation and look forward to the possibility of a solution. For example, students can be made to distinguish the abstract from the concrete the ones seen and the ones that are only felt. Simple and ordinary situations in school can be the subject of discussion among students and the following suggestions can be considered to help them develop critical thinking. Ordinary situations in school will make the best subject for discussion even among those in the he lower grades. Let us students crack their minds on thingsis coming to school late acceptable? The students will surely find a grand time working on the situation and eventually the teacher can expect a recommendation which recommendation can become still the subject of much deliberation. Expoxing oneself to questions helps one develop critical thinking skill. When the mind is trained to think it keeps getting new ideas.

visit Daet 2012 highlights pinyasan festival

All roads lead to Daet, Camarines Norte as the annual Pinyasan Festival takes its festive turn this coming June 16. The festivity is expected to draw more and more visitors and spectators as news of its grandiose celebration reached excited spectators from every nook and corner of the country. Indeed, Pinyasan has made its name as one of the mustvisit festivity of all times, highlighting not just its rich culture and tradition, but also a wide array of significant celebration featuring sports, business, food fairs, barangay outreach programs, and socio civic events. This active partnership only shows the great support of various sectors to the programs of the local government unit. Pinyasan Festival, as its handle suggests, derived its name from the sweet and delicious Formosa fruit, a queen variety of pineapple which became an instant hit because of its fragrant aroma and sweet tang. Formosa , with its tapering shape and yellow flesh color attracted not only the local buyers, but has also enticed the international community. Formosas sweet taste is also attributed to the abundance of potassium in Daets soil. With this realization, Mayor Tito Sarion, Daets Chief Executive came up with a brilliant idea of making Formosa , a Queen in its own right by creating a festival to highlight the fruits significant role in the lives of the local community, particularly for the improvement of the local economy due to the fruits export potential. As his brain child when he was still a councilor, Sarion sees to it that the celebration will indeed highlight the versatility that the fruit was famous for. Like the towns potential, the Queens variety is adaptable to the soil and climate. For the pineapple growers, its a piece of good fortune that they were blessed with such a commodity making the said pineapple variety a source of income for the 12 municipalities and 282 barangays . Camarines Norte ranks fourth nationwide in terms of most areas planted with pineapple, giving a 92 percent share of pineapple distribution in the Bicol Region. Pineapple supply is pegged at 30,000 to 50,000 metric tons per cycle covering 12 to 15 months period. It is not surprising that this year, Sarion is bent on showcasing the gains that his town has earnestly earned, specifically in the line of economy, tourism and good governance. Balikbayans from abroad and from other parts of the Philippines can very well have their business venture here, the people are kind and accommodating, the business climate is great and there is just an overwhelming potential to grow any economic enterprise here. Visit Daet Year will showcase the full potential of Daet as tourism and investment haven, Sarion said in an interview. With this years triple celebration - the Feast of St. John the Baptist, the end of the patron saints Quadricentennial year and Pinyasans 20th celebration marking Daets 429th Founding Day slated on June 15, Sarion believes that this is the most opportune time to hype the towns potential. Daet has more to offer aside from the significant Pinyasan Festival. Some of the major highlights of the year include the National Motorcycle Convention dubbed as Moturista happening this July, an Indie or short film festival and the Pacific Kaos Surfing Competition in August. The month of September will also offer a Cheering Squad and Dance Sports competition while film enthusiasts will surely anticipate the Digital Arts/ Animation fest happening in October. In November, highlighting the towns most loved summer destination, Bagasbas Beach is the Daet International Kite Competition which has already earned a huge support from both domestic and international kite enthusiasts. Bagasbas beach dubbed as the birthplace of surfing in the country, is now considered as one of the perfect venue for kite flyers. It already served as venue for the prominent Kiteboard Tour Asia tournament. The last month of the year will be capped by the homecoming year with colorful Christmas events and the observance of Rizal Day. With emphasis on the commemoration day, Daet is home to the first and oldest monument of our national hero, the Bantayog ni Rizal. It was built on December 30, 1898 to serve as a reminder of the heroism of Jose Rizal. Pineapple does not only quench our fruit cravings, but also gives us various products like hand made papers, barongs, various delicious delicacies like pineapple jam and tart among others. Sarion is determined to make the ultimate pitch in making Pinyasan a truly memorable event, not only for the local community but for the international populace as well. And it will be a reality with the joint undertaking of the Municipal government of Daet, the Department of Tourism, Metro Daet Development Foundation, Inc., the Metro Manila Association of Camarines Norte residents and other stakeholders. Soar high Daet!

Her children were all there, even those who have been staying in the United States with their family. The last night of Wawa on earth was surely filled with the presence of the persons she valued and treasured the most. Wawa was sent to her final rest on June 9 in a vehicle clad with flowers. We are bringing the fair to downtown Naga where the action and excitement of Peafrancia celebration happens. The fair site will be just a few meters away from the Naga Metropolitan Cathedral where thousands of devotees of Ina flock during the festivities, Real added. Last year, the trade fair organizer was lauded by participating entities as it recorded huge sales and has gained strong support from its stakeholders. Partakers were mostly Bicolano entrepreneurs whose line of cluding managerial and vocational courses will also be offered with minimal fees. The Archdiocese of Caceres, the events organizer, through the Caceres Social Action Foundation, Inc. (CASAFI) is certain that with these new innovations they will integrate on the side, they will be able to attract more people from all walks of life to be part of the trade event. The activity aims to provide an opportunity to aspiring small and medium entrepreneurs to introduce and market their products in the Bicol region. With devotees and pilgrims coming from various parts of the country, there is a great possibility that local wares will also reach other markets, even outside the country. The fair trade is set to start on September 6, a day before the Traslacion, with highlights culminating on the 16th during the Feast day of our Lady of Peafrancia, the Patroness of Bicolandia.

by Marlon a. loTerTe LEGAZPI CITY -- All regular members of the Government Service Insurance System (GSIS) in the region are encouraged to join the revised GSIS Scholarship Program for SY 2012 2013 on or before the deadline set on June 30, said GSIS Legazpi Branch head Leon Maria Fajardo. We would like to seek your assistance in enjoining members under your coverage to join the GSP SY 20122013, Fajardo said addressing the authorized officers of various agencies concerned in the implementation of the said program. Under the program, 200 scholarship slots will be distributed nationwide based on the number of GSIS members in each region. For Bicol, 11 slots are open for application for the region. All regular GSIS members with premium payments for the last six months and are currently employed in government, with a salary grade of 24 or below, are eligible to nominate a scholar for the GSP. The nominated scholar must be a child of the member who is an incoming college freshman in any of the schools accredited by GSIS, Fajardo detailed. In this region, Catanduanes State College, Camarines Sur State Agricultural College and Bicol University are the schools included in the list. science explorer allows H/s studes to view venus in transit

LEGAZPI CITY -- The Science Explorer of the Department of Science and Technology-Science Education Institute (DOSTSEI), the Philippines first and only mobile science interactive learning facility, allowed high school students of Camarines Norte in viewing the transit of Venus on June 6. Dr. Filma G. Brawner, director of DOST-SEI, said the Venus Transit Roadtrip of the Science Explorer to Camarines Norte highlighted the importance of astronomy and enticed students to take on S&T careers in the future. The activity has provided students with opportunity to observe and learn key celestial phenomena such as the Venus Transit through actual telescopic observation and lectures, she said. Venus Transit a phenomenon when planet Venus passes between the Earth and the Sunis a rare planetary alignment in pairs that are eight years apart with dual events taking place approximately every 105 years. The world has witnessed the most recent occulation in 2004, the first transit of the planet since 1882. The importance of observing this celestial event goes beyond recording it in history. In studying transits, astronomers before discovered the existence and distances of other planets in the solar system. The National Aeronautics and Space Administration (NASA) says the Philippines is one of the best view points to fascinate people living in this generation while witnessing the extraordinary astronomical occurrence. Brawner said a total of 240 students from six selected schools (Vicente L. Basit Memoriual High School, Moreno Integrated School, Camarines Norte National High School and Porifirio Ponayo High School, Daet; Vinzons Pilit High School, Vinzons and San Roque High School, Mercedes) Camarines Norte were given the chance to learn about Venus Transit and actually observe it through telescopes. The lecture and observation were led by Dr. Rogel Mari D. Sese, Focal Person for the Philippine Space Science Education Program; regional offices of the Department of Science and Technology (DOST) and

Department of Education (DepEd), and LGUs province of Camarines Norte and municipality of Daet. The transit can be safely observed by taking the same precautions when observing the partial phases of a solar eclipse. The safest manner of observing the transit is to project the image of the Sun through through instruments like pinhole, telescope, and binoculars onto a screen or

by using a solar filter. Staring at brilliant disk of the sun without eye protection can severely damage the retina and hence affect or end ones sense of sight. We believe that exposing the young students in this kind of astronomical observation will boost their interest and hopefully motivate them to pursue S&T studies, Brawner added. Brawner added that a live

stream of Venus Transit observation will be seen in the DOST-SEI website (www. sei.dost.gov.ph) in partnership with the Advanced Science and Technology Institute (DOST-ASTI) to enable Filipinos to witness the phenomenon. She also said the live streaming will maximize participation all over the country and increase the impact of the activity.

to teach in the kindergarten (165), elementary (204), and high school (734) levels. June 4 is also the last day of enrollment according to Bonto as school registration started since January 28. During this time, DepEd strictly followed the departments circular of no collection policy. The guideline intends to ensure that the issues and concerns regarding unauthorized contributions and fees in public schools had been resolved. Based on DepEd Order No. 41 series of 2012, Education secretary Armin Luistro has directed all school officials that no fees shall be collected from school children in kindergarten up to Grade 4 anytime during school year 2012-2013. Likewise, there will be no collection from June to July 2012 for grade 5 pupils up to fourth year high school students. However, starting August 2012 until the end of school year 2013, the following fees may be collected on a voluntary basis per student: Boy Scouts or Girl Scouts membership fee, P50; Philippine National Red Cross, P35; Anti-TB fund drive, P5; school publication fee of P60 for every elementary pupil and P90 for every high school student. Parents-Teachers Association (PTA) fee must be reasonable and determined during the PTA general assembly. The PTA may only collect contributions starting August and only after presenting to the PTA members and to the school head or principal a report on the utilization of previous school years collections and the 2012 proposed budget of program of activities. PTAs are also cautioned from setting exorbitant amounts for voluntary school contributions for graduation ceremonies, extracurricular activities as well as minimize requests for in-kind contributions. No teacher, school official or personnel shall collect fees or contributions nor shall they be entrusted with the safekeeping and disbursement of col-

lections made by the PTA pursuant to the Code of Ethics for Professional Teachers. For the strict compliance to the order, task force Balik Eskwela was organized in all levels of the department. At the regional communication center, the task forces implementing arm, queries and complaints were received and problems solved. The task force will be active until June 8 this week. Bonto who co-chairs the task force said most of the inquiries centered on the no collection policy and clarifications regarding the K to 12 curricula.

pineapple town sets pace for cityhood

(From page 1)

Daet Mayor Tito Sarte Sarion, the man behind this determined bid, believes in his heart that his town will have more of these opportunities once their appeal gains the ground for cityhood. Sarion enumerated various projects soon to unfold in his municipality. It includes among others a P30-million government center which will be funded by the Land Bank of the Philipines. The said edifice, which will house a new legislative hall, will serve as a convenient one stop shop for provincial and national government agencies. Sarion also worked on the realization of another P30Mworth transport terminal which will house all public utility jeepneys and buses as an answer to the congestion problem in the downtown area. This is also a counter strategy to deter more illegal terminals from sprouting. Believing that the airport is an important part of tourism development, Sarion works on putting a remarkable facelift on Bagasbas airport, a facility that was neglected in the past but now threatens a comeback in time for the opening of commercial flights in the said town any time soon on 2013. The development efforts also include changing the landscape of the elevated town plaza not just to decongest the traffic but to rebuild a center in the commercial district. Sarion also relayed the good news that the United Architects of the Philippines gave a nod to design the new plaza through a P3-Million grant coming from the party list group, Bayan Muna. The beautification scheme also includes putting up a sightseeing destination along

the Daet River with the construction of the Daet River Park Promenade. This will also be in close coordination with the National Parks Development Board. Another support came from a telephone company who pledged to build a great landmark at the fountain area. Negotiation is also on the way to turn the towns Light Industrial Park into a lucrative location for business processing and outsourcing. Yet there is more to the physical facelift of Daet. The said municipality also gave emphasis on various programs aimed at enhancing the local community while stirring its residents to be economically productive. For one, Sarion pushed for Daet on the Go his famous battlecry under the theme: Towards Synergy in Service. It endeavors to implement the basic programs, projects and services of the municipality in line with its Comprehensive Development Plan. These programs aim to achieve sustainable economic growth and development of the municipality through genuine and easy access to public service by its constituents, Sarion added. Daet also utilized the Daet on the Go Multi services Caravan, a complete package of information dissemination strategy and actual service delivery focused on the areas of good governance, administrative, economic and environment. The said municipality also ensures the communitys welfare through its on going projects like the Gabay Guro Farm Village, Takobets project which aims to have the cleanest public comfort rooms in the Bicol Region

and full computerization program for the municipality, utilizing the available communication technology for a more efficient government transactions. The list can go on and on yet the battle still goes back to the cityhood bid. One of the pre requisite is the required area of the proponent. Under the Local Government Code, one of the necessities for a town to become a city is for it to have a land area not less than 100 square kilometers.

Daet, which is located 365 kilometers Southeast of Manila is said to have 46 sq km, according to the National Statistical Coordination Board. Sarion refuted this saying that the technical descriptions reflected on old maps showed that the original land area of Daet has been constricted upon the creation of its two neighboring towns. He said that he already requested the Department of Environment and Natural Resources (DENR) to check on the de-

tails. What we need is to reacquire the areas which have been mistakenly allocated to the neighboring towns, if that would happen, it is certain that we can meet the 100-sq km land area requirement. Meeting the P100Million annual income required for cityhood applicants is also attainable Sarion said. The cityhood of Daet is in a pending House Bill which makes it mandatory to have one city in every province.

Daet has the full potential of becoming a city as compared to other existing towns in the said province. A bigger share of the internal revenue allotment, more liberal taxing power, more funds for the delivery of services and more chances for growth, socially and economically these are only few of the opportunities that awaits us once Daet is granted with our plea for cityhood, Sarion said in closing.
