Bali Farmers Need Government Protection and Tax Subsidies to Preserve Subak Agricultural Lands
The elevation of Bali's traditional subak irrigation system to the list of UNESCO Heritage Sites has also aroused the interest of tourism practitioners interested in preserving the island's continuing appeal as a world tourism destination. Quoted by Bali Post, the chairman of the Bali chapter of the Indonesian Conference and Convention Association (INCCA), Ida Bagus Surakusuma (Lolec), said: The income earned from the tourism sector needs to be shared to ensure the continued existence of the subak that has become one of Bali's tourism objects. What's more, the people who care for the subak are of the lower economic class living without sufficient means for their basic needs. At the same time, U N E S C O ' s declaration of the heritage value of Bali's subak system has had a profound effect on the island's farmers. With their farmlands now designated for conservation and preservation, the farmers who own these lands should be prevented from selling their farm lands. BALI THE RIGHT WAY


Gday folks and welcome again to the weekly. Well the race that stops a nation came and went with a thundering of horse's feet and a trillion dollars passing hands again this year with no surprises except the winner being a complete outsider as usual. I think the horse was an import from Ireland (Aussie Trained) and was called Green Moon. I think a great time was had by all who attended one of the many events put on by our sponsors. The only trouble with the big day is that it starts aliasj@kutaweekly.com a tad before lunch and generally ends up with a rather messy evening with a few panadol and a heap of water the next morning. By the time I got to the best television I could find and perched myself up, there was already a crew well into their second bottle of bubbly and inviting everyone to join in. Not to be a stick in the mud, I accepted the invite and the rest is history for the first Tuesday in November for 2012. I expect my kidneys to come right by the same time next year and will do my best to be a good social participant again then. Thanks to the crazy hat wearing crew that made the day great. Moving along, I did get a letter from a reader amongst many that I wanted to share with you all. The letter is as follows; Hello Aliasj, I seen an add in the paper about a bar called Desire so me and the girl went and had a look. What a great place it is. We had a really good hamburger and met the owner who said his beer was the coldest in town and he wasn't joking. We read the paper every week on facebook and look forward to getting to Bali a few times a year to holiday and try to grab a copy each time we come. Thanks for the good advice. Much has been written about this dusty, arid and rugged area, which forms the southern most tip of the island.
Limestone cliffs of up to 100 meters in height provide some of the best views in the world, along with some deserted white sandy beaches. Everyone wants a piece of this are, from international hotel chains such as Bvlgari, Versace and Banyan Tree, to established residential villa developers looking for that perfect plot. The area offers secluded beaches, and exclusivity to name but a few reasons why this is fast becoming the place to be. Prices have more than tripled in the area over last 2 years alone with still plenty of potential to be realized, so now is a plan. Only a short 15 minutes drive from the international airport, The Bukit is fast being referred to as the new Millionaires Row.

JIMBARAN
Jimbaran is just south of the airport and Kuta. This was formerly a real backwater of south Bali, just a tiny fishing village with a daily market. That all started to change in the 1980s and Jimbaran is now home to several world class 5 star beach resorts, plus a few more moderate mid-market hotels. There is however little in the way of budget accommodation and there are also many high-end villas in this area, particularly on the ridges of high ground above Jimbaran Bay. This has resulted in monikers such as the "Beverly Hills of Bali" or "Millionaire's Row". The bay itself has a pleasant white sand beach and is very safe for swimming. The school is located in Kedonganan close to Sari Segara Resort and in Jl, Bantas Kau where it also has a small cafe. Jimbaran has an increasing number of rather chic shops but there is little or no nightlife here. The skipper of a U.S. Navy frigate and three officers were fired after an investigation found they had engaged in drunken behaviour and misconduct during a recent port visit in Russia, the Navy said.
Commander Joseph R. Darlak was relieved of command of the USS Vandegrift in Guam after an investigation determined that several of the ship's officers had been drunk and disorderly during a visit to the Russian port of Vladivostok in September, a spokeswoman said. "The officers demonstrated poor judgment including some officers being drunk and disorderly, and not adhering to established liberty policies," said Commander Tamsen Reese, spokeswoman for the Naval Surface Force Pacific. The Navy also relieved the ship's executive officer, operations officer and chief engineer from their duties "for personal conduct and use of alcohol," Reese said. The Navy Times reported it was the fleet's first mass firing stemming from a liberty port visit since March 2011. Darlak and the other three officers were being temporarily reassigned to fleet operations San Diego "pending potential other administrative actions," she said. The Vandegrift left San Diego in May for a seven month deployment to the western Pacific and docked in Vladivostok on September 21 for a visit, during which the misconduct occurred. "Everything there is designed to keep you in the play and to put you in the mind of the actor, director or writer," he explained. To understand less common language, readers can tap on words and phrases to delve into their meaning. "A classic one is in 'Romeo and Juliet' which is `wherefore art thou Romeo?' It's not 'where are you Romeo?', It's `why are you Romeo?` So that kind of phrase gets a glossary to explain what is meant," said Pettigrew. The apps also include full audio performances from stars such as Kate Beckinsale and Martin Sheen. Does living near a bar encourage people to overindulge, or do heavy drinkers move to neighborhoods with easy access to alcohol? A new study suggests it may be the former for some people. Researchers in Finland found that of nearly 55,000 Finnish adults followed for seven years, those who moved closer to bars were somewhat more likely to increase their drinking. When a person moved one kilometer (0.6 mile) closer to a bar, the odds of becoming a heavy drinker rose 17 percent. A "heavy drinker" meant more than 10 ounces a week for men and about seven ounces a week for women, of distilled alcohol. The link doesn't prove that mere distance from a bar turns people into alcohol abusers, according to the researchers. "Factors other than proximity are also likely to explain the observed association," lead researcher Jaana L. Halonen, of the Finnish Institute of Occupational Health in Kuopio, said in an email. One possibility, she noted, is that drinkers choose to live near bars. But she and her colleagues also looked at a subset of people who didn't move the bars came closer to them. And the findings were similar among those individuals, too, Halonen said. The researchers also accounted for some other factors, like the neighborhood poverty level. (In Finland, Halonen said, lower-income people are more likely to drink heavily than wealthier people are.) And distance from a bar remained tied to the odds of becoming a heavy drinker. The findings, reported in the journal Addiction, are based on surveys of 54,778 Finnish public employees who were followed over an average of seven years. At the outset, there was a pattern of heavy drinking being more common when people lived close to bars, or restaurants or hotels with bars. Among people who were an average of 0.12 kilometers (400 feet) from the nearest drinking hole, a little over nine percent were heavy drinkers. Of those 2.4 kilometers (about 1.5 miles) away, some 7.5 percent were heavy drinkers. When the researchers looked at patterns over time, it turned out that people who moved closer to bars - or had bars move closer to them - tended to have higher odds of becoming a heavy drinker. The increased risk was modest. But at the population level, Halonen noted, even a modest association between access to bars and heavy drinking becomes "notable." The U.S. Centers for Disease Control and Prevention defines a standard drink as a 1.5 ounce "shot" of 80 proof alcohol, five ounces of wine or eight ounces of beer and considers heavy drinking to be an average of more than two drinks a day for men and one a day for women. For any one person, of course, the risk of becoming a problem drinker depends on a whole range of factors, Halonen pointed out. But, she added, it's possible that restricting bars' hours, or other alcohol retailers' operating hours, could limit locals' risky drinking. Since the study was done in Finland, one question is how well the findings would apply to other countries. That's unclear, Halonen said, because drinking habits and "cultural norms" vary by country. "For instance," she noted, "in the UK and Australia, heavy drinking is reported to be more common than in Finland, whereas in the USA it is less common." "On the other hand," Halonen added, "it is unlikely that easy access to a bar would affect drinking only among Finnish employees."

Dozens of artists in the eastern Indian state of Bihar are painting roadside trees and their leaves with colorful stories from Hindu epics, hoping to save the region's already critically sparse greenery. The unusual campaign, using coats of paint and brushes, has been launched in Madhubani, a northern Bihar district known for its religious and cultural awareness, resulting in hundreds of otherwise untended roadside trees covered in elaborate artwork. Artists are depicting the moods of deities, scenes from Hindu classics such as the Ramayana and Mahabharata, or an imaginary scene showing an elderly woman restraining a man coming with an axe to cut trees. They believe the artwork will prompt the deeply religious locals to drop any idea of cutting down the trees out of fear of incurring the wrath of the deities. "We are using the deities as a cover", said Shashthi Nath Jha, who also runs an NGO dedicated to empowering women and child laborers, speaking by phone from Madhubani, around 1,200 kilometers (746 miles) east of New Delhi. After having been told my danglies looked like an elderly Rastafarian, I decided to take the plunge and buy some 'Veet Hair Removal', as previous shaving attempts had only been mildly successful and I nearly put my back out trying to reach the more difficult bits. I waited until the other half was tucked up in bed and after giving some vague hints about a special surprise I went down to the bathroom. Initially all went well and I applied the gel and stood waiting for something to happen. I didn't have long to wait. At first there was a gentle warmth which in a matter of seconds was replaced by an intense burning and a feeling I can only describe as like being given a barbed wire wedgie by two people intent on hitting the ceiling with my head. Religion hadn't featured much in my life until that night but I suddenly became willing to convert to any religion to stop the violent burning around the turd tunnel and what seemed like the destruction of the meat and two veg. Struggling to not bite through my bottom lip, I tried to wash the gel off in the sink and only succeeded in blocking the plughole with a mat of hair. Through the haze of tears, I struggled out of the bathroom across the hall into the kitchen. By this time walking was not really possible and I crawled the final yard to the fridge, in the hope of some form of cold relief. I yanked the freezer drawer out vain to clench some between the cheeks of my arse. This was not doing the trick as some of the gel had found its way up the chutney channel and it felt like the space shuttle was running its engines behind me. This was probably and hopefully the only time in my life I was going to wish there was a gay snowman in the kitchen, which should give you some idea of the depths I was willing to sink to in order to ease the pain. The only solution my pain crazed mind could come up with was to gently ease one of the sprouts where no veg had gone before. Unfortunately, alerted by the strange grunts coming from the kitchen, the other half chose that moment to come and investigate and was greeted by the sight of me, arse in the air, strawberry ice cream dripping from my nuts, pushing a sprout up my arse while muttering..." Ooooh that feels good ". Understandably this was a shock to her and she let out a scream, and as I hadn't heard her come in, it caused an involuntary spasm of shock in myself which resulted in the sprout being ejected at quite some speed in her direction. I can understand that having a partially thawed Brussel Sprout farted against your leg at 11pm at night in the kitchen probably wasn't the special surprise she was expecting and having to explain to the kids the next day what the strange hollow in the ice cream was didn't improve my status... Malthouse has big plans for Gibbs at Carlton


New Carlton coach Mick Malthouse has already enjoyed an up-close glimpse of what Bryce Gibbs could deliver in the AFL.
Malthouse has great expectations for the 2006 number one draft pick, who was a big disappointment for the Blues as they dropped out of the top eight to 10th in 2012. There is a sense that Gibbs' career has stalled, with the highly-rated player having minimal impact across halfback. Two years ago, Malthouse coached Gibbs during Australia's International Rules tour of Ireland and came away a big fan of the utility. "He was s i m p l y outstanding over there," Malthouse said. "Let me say, there wasn't any `good' - he was outstanding. "So I know his capabilities. "He has to be thrown the ball and (we) say `right, now you have to run with it'." Malthouse also made it clear that he sees Gibbs as a midfielder, first and foremost. "I'd like to think he's going to be playing in the middle, but it's coupled with half-back and half-forward," Malthouse said. "That takes half a quarter away from others, to give them a little bit of relief and also be able to play in other positions, which I'm pretty keen to do." Raikkonen wins in Abu Dhabi as Vettel stays ahead


Kimi Raikkonen claimed his first win for three years on Monday morning (AEDT) as Sebastian Ve t t e l c l u n g o n t o h i s championship lead by finishing third in a dramatic and incidentpacked Abu Dhabi Grand Prix. The 33-year-old Finn, who returned to Formula One this season after a two-year absence, grabbed his triumph after dominant early leader Lewis Hamilton was forced into retirement by a power failure on his McLaren car. Prince confused by Titans departure


High-profile Brisbane recruit Scott Prince has described the events surrounding his departure from the Gold Coast NRL club he c a p t a i n e d a s "confusing".
Prince admitted to some first-day nerves when the centre of attention as he arrived for Brisbane's first preseason training session at Purtell Parkthis week.. The half-back spoke for the first time about the events which led to him leaving the club which he skippered since their debut in the NRL in 2007. "It's been a bit of a rollercoaster ride with emotions," said Prince. T h e Titans said they were unwilling to take up an option to keep Prince for a further season in 2014 and he finally secured a two-year agreement with Brisbane after coming close to signing a threeyear deal with English club Hull FC. But the Titans will pay Brisbane a large chunk of Prince's 2013 salary as part of his deal reached despite coach John Cartwright saying the 32-yearold playmaker had been a key part of his plans next season. "I guess at the end of the day it's all in the past now and my family and close friends can all move forward now we have a resolution," said Prince. "It was difficult how it all unfolded but I've got an opportunity late with the Broncos and I've moved on." Prince was diplomatic when asked if he felt the Gold Coast wanted his services next season. "That's probably a question you should ask them (Titans)," he said. "From my side it was all a bit confusing. "Both sides, myself and the end," he said. Prince had not officially agreed to a deal with Hull who reportedly offered him in excess of $1 million for a three-year deal. "There was a lot of (media) talk (about the Hull deal)," Prince said. Prince said Griffin had made it very clear what he would have to earn a spot in Brisbane's NRL squad. "I'm very happy to be given this opportunity by the Broncos to get back on the horse and prove myself again," he said. Prince, who left Brisbane in 2003 after three tough years in which he suffered two serious leg injuries, arrived at training with another of the club's off-season recruits, David Stagg who signed a two-year deal with the club over the weekend.

"Then, it was all or nothing and we were pushing but the pace was there and it was a very good race for us. "The second safety car helped and the target was to win the race because there were only three cars to go but unfortunately I didn't get through Jenson (Button) as quickly as the other cars before I finally made it and it was very close.
