FOREWORD

The Revision of the Constitution and By-Laws of the Prime Movers Society had been drafted and processed since the Academic Year 2010-2011 through an Executive Mandate by the Office of the President of the Prime Movers Society to review the charter and determine its impact to the operations of the organization and for the said organizations over-all development. The Team that handled this delicate task was the Committee on Constitutional Amendments as established through the enactment of Executive Order No. 1, Series of 2010 issued by Former President of the Academic Year 2010-2011 who is currently the Incumbent Vice President, H.E. Hon. Eduard Aung Colod Kyu Jr. as pursuant to his Administrations agenda for Decentralization and Empowerment. The Committee on Constitutional Amendments headed by His Excellency Honorable Eduard Aung Colod Kyu Jr. was able to assess and determine certain flaws that would hinder the organizations development pertaining to its legal framework and social structure in which the Committee as a whole diagnosed that there is need to revise the charter in order to be consistent with the agenda of the former administration since the current legal system is determined to be Centralized and insufficient to guide the operations of the organization through the lack of a constitutional mandate to involve its members to its various and simultaneous activities and projects such as penalties on inactive members and the establishment of Standing Committees as well as transferring legislative powers to the Assembly of Members from the Executive Committee which distributes power and decision-making to the members as a whole. The Revised Charter also sought not only to infuse members involvement and participation but to raise the standard for its elective officers in terms of public accountability and responsibility and to assure that the Executive Committee is able to execute their duties and responsibilities well. The Committee also detected the need for two additional business managers and an associate secretary as we equip the organization to cater more activities and projects that needs additional manpower through executive staffing. As a whole, the Revised Charter upon its approval and implementation is the start for strengthening and empowering the Prime Movers Society in its goal to expedite the advancement of Social Protection and Development to the Society to which it belongs.
