This letter will serve as notice to you of this decision, as required under s. 23(2)(a) of the act. Please note that, unless a third party requests the Act's review officer to undertake a review ofthis decision within 20 days of this date, the university will grant access to the records it deems releasable, as stipulated under Section 23(3). In the meantime, the university can grant access to portions of the records you have requested. These have been edited, pending a possible request by the third party for a review of King's decision to disclose this material..The portions marked "withheld" cannot be released at this time, based on the third party's claim of the following exemptions under the Act: Section 21(1)(ii): The record would reveal the "commercial, financial, labour relations, scientific or technical information of a third party"; morel2

2 Section 21(1)(b): The record contains information "supplied, implicitly or explicitly, in confidence"; Section 21(l)(c)(i): Disclosing the record would "harm significantly the competitive position or interfere significantly with the negotiating position of the third party"; Section 21(1)(c)(iii): Disclosing the record would "result in undue financial loss or gain to any person or organization"; Section 21(l)(c)(iv): Disclosing the record could "reveal information supplied to, or the report of, an arbitrator, mediator, labour relations officer or other person or body appointed to resolve or inquire into a labour-relations dispute."
