LTO Change of Ownership procedure:

Step 1 PNP clearance Go to camp Karingan with you car syempre i. Once inside the camp make a right on the first turn and keep on going in the eskenita, go past the houses. You see this group of stencilers in green shirts waiting in a shred on your right.

Show them the following: i. Deed of sale ii. OR, CR iii. And bank deposit slip for the amount of P200 to the PNP account. Syempre there are people there with motorcycles that will to this for you (for 50-100 pesos) iv. While waiting for your deposit, the stenciler/macroetcher will strip off the paint from the area over your chassis number. He will get a stencil of this and you engine number v. Then hell sell you TPL insurance for P750 . Youll be needing this in the next step sa LTO.

vi. Then youll wait for the inspector to inspect your vehicle. In my case the stenciler ask for P200 for the inspector (sounds like lagay, wala rin recibo). Binigyan ko na rin. Was not in a complaining mood since I was in a hurry. Hell, the inspector didnt even bother to go out of the office to look at the car. vii. The stenciler will give you the macroetching certificate. viii. Youll have wait for your claiming form inside the office, it took them almost 1 hour (buti na lang aircon) ix Youll have to come back after 3 days to claim your PNP clearance. x. after release of clearance, tapos na. you have to use the clearance within 10 days. dahil 10 days lang

vailidity nya. meaning, you have to go to LTO to perform a change of ownership within 10 days.

Step 2. Motor Vehicle Inspection Unit: Its the blue building on the left side of LTO complex east ave. There are free parking spaces in front Have the following ready: i. Photocopy of OR and CR ii. Photocopy of ID iii. Photocopy of Deed of Sale Hand over these papers to one of the clerks inside the windows Pay the 50 pesos inspection fee After paying, bring car to the back of the building ( parang gym) for inspection. i. Theyll check the headlights and signal lights. Nalimutan yata i-check yung brake lights. ii. Then theyll pass your form around for signatures. It took them around 30 minutes to finish.

Step 3. LTO district office where your car was first registered i. The district office is indicated in the top part of your CR

ii. No need to bring your car just the documents iii. Have the following ready i. Original 1. CR 2. OR 3. Notarized Deed of sale 4. Board resolution if car belongs to a company 5. TPL insurance in the name of the new owner (got mine from the pnp camp) 6. PNP clearance and Macro-etching certificate 7. Photocopy of sellers ID with signature for comparison 8. Photocopy of new owners ID 9. Motor vehicle inspection form (from previous step)

Documents Required: 1. Original Certificate of Registration (CR) and latest original Official Receipt (OR) of payment 2. Original Deed of Sale of the Motor Vehicle 3. Clearance from Philippine National Police-Traffic Management Group (PNP-TMG) PNP-TMG Clearance requirements (TRANSFER OF OWNERSHIP) a. Deed of Sale b. LTO Certificate of Registration and Official Receipt c. If vehicle is mortgaged, submit Cancellation/Release/Assumption of Mortgage d. If vehicle was acquired from a company/corporation, submit Secretary's Certificate e. If the sale was made through a representative, submit SpecialPower of Attorney 4. 5. 6. 7. Endorsement from the Insurance Company to the New Owner Actual inspection of MV with duly accomplished MVIR Confirmation of CR/OR (Cir-91-137) if issued by other LTO Agency Taxpayer's Identification Number (TIN)

Procedures a) Kuha ng request for change of ownership clearance sa TMG. b) Bayaran yung fee (200 pesos) sa landbank branch. landbank will issue receipt and validates the clearance request form. c) balik ka ng tmg. d) pakita mo yung clearance request tsaka yung receipt from landbank

e) pa stencil mo motor and chassis f) submit stenciler's report sa physical inspection. (under TMG-Crimelab) g) parak assigned sa Crimelab will make macro-etching report h) after completion of macro-etching report, submit report to clearance area. i) wait for clearance release (eto eh kung may padulas ka). pag wala, go get your clearance after 3 days. (i made lagay na dahil hindi na ako makakaabsent ulit after 3 days) j) after release of clearance, tapos na. you have to use the clearance within 10 days. dahil 10 days lang vailidity nya. meaning, you have to go to LTO to perform a change of ownership within 10 days. Registration with change of ownership procedure (should be done at lto branch where vehicle is first registered, a) have your car stenciled (again) b) have your insurance (tpl) certificate validated c) submit documents, including receipts of landbank (for clearance), smoke emission certificate, yung tmg request for clearance tsaka yung actual clearance. syempre, it should include the deed of sale and yung old or/cr. d) after being found in order, ilalabas ng lto yung old vehicle file. ivavalidate yun ng inspector. e) after validation, papers will be processed. f) just wait until name is called sa cashier. g) after name is called, pay cashier h) wait for the new CR to be released i) get stickers. ````````````````````````````````````````````````````````````````````````

For HPG/TMG Clearance 1. Bring original and photocopies of the Certificate of Registration (CR), Official Receipt (OR), and notarized Deed of Sale. 2. After parking your car at the HPG grounds, open the hood of your car to allow cooling of the engine prior to macro-etching of the engine number. 3. Submit the photocopies of the 3 documents to HPG personnel who may check the original copies for verification. 4. Applicant receives the request for clearance form, as basis for Php 300 payment to Landbank. 5. Pay Php 300 to Landbank, then go back to HPG office to submit the request for clearance and Landbank receipt. 6. HPG personnel will usually fill up the motor vehicle application form below after getting the information from the submitted documents, then will ask the applicant to sign it. 7. A HPG crime lab personnel will perform the macro-etching of the engine and chassis numbers and will record the info on the 4 carbonless copies of the macro-etching certificate. Lending them a rag and/or a flashlight will hasten the process. Php 20 as tip is optional. 8. HPG office will verify if the vehicle is not on their list of wanted or stolen vehicles. Will take them 15 minutes or more depending on the number of applicants. 9. If there is no problem with your vehicle, HPG will release your motor vehicle clearance after 3 days (standard processing) or within the day (if you opt to pay bribe). 10. The clearance is valid only within 7 days, so try to register your vehicle at your mother LTO branch within this period. For LTO Registration with Transfer of Ownership 1. Bring your vehicle's OR, Certificate of Registration (CR), and Early Warning Device (EWD), the latter

you should always have on your vehicle anyway. If there's a transfer of ownership, bring the notarized Deed of Sale, HPG's vehicle clearance, and photocopies of the previous owner's 2 identification cards. 2. Bring also a certificate of coverage of Third Party Liability (TPL) insurance. 3. Upon your arrival at LTO compound, have your vehicle undergo a smoke emission test which regularly cost about Php 400 to get the certificate. 4. While waiting for your emission test, you can allow one LTO volunteer to stencil your vehicle's engine and chassis numbers on the Motor Vehicle Inspection Report (MVIR). Usually, he will help you in filling up the MVIR. I normally give an optional tip of Php 20 to the stencil guy. 5. Submit your documents to the concerned LTO windows for validation and assessment of fees. 6. Pay the fees only to the cashier once your name is called. It will be faster if you prepare exact amount by bringing some loose change. 7. Wait for your new OR. If its transfer of ownership, you will also be given a new CR. Have them photocopied if requested by an LTO officer. 8. Once you receive the new stickers, you're done.
