rogers stirk harbour + partners: grand paris proposal 2030

first image grand paris proposal 2030, model of concept frames by rogers stirk harbour + partners image rogers stirk harbour + partners london firm rogers stirk harbour + partners revealed their plans for their vision for greater paris 2030 last week. working together with london school of economics and arup they proposed 10 principles for metropolitan paris. listed below are their principles: 1. to restructure metropolitan governance in ile-de-france we propose 3 scenarios that seek to rebalance the structure of governance in the ile de france, to enable metropolitan governance that is both coordinated and holistic. 2. build paris on paris proximity generates efficiency, interaction and exchange. one needs to build the city on the city through a strategy of insertion and intensification. complete 3. the metropolitan transport network we propose that the existing radial routes be completed with a circumferential network that connects the poles and the populations of the 'premire couronne', providing for 70% of the population of the city that is currently poorly served. this sustainable public transport strategy will be complemented by a new tgv link to the west of the city and a new approach to private vehicular transport.

4. create a polycentric metropolitan paris we propose a compact polycentricity that concentrates growth on existing centres within the 'proche couronne'. these nodes are located at the key transport interchanges of a reinforced transport network that also provides direct linkage between these strengthened metropolitan poles. 5. build balanced communities the social disparities that characterise paris mtropole are a major handicap for both the region and for france. we propose a social action plan with interventions and coordinated investment focussing especially in the most disadvantaged areas of the city. 6. rebalance the regional economy to remain competitive, to stay productive and to ensure equal opportunities for all, paris mtropole needs to invest in education and attract a young, dynamic and international workforce. we propose a regional economic action plan based in part on the promotion of new 'green' technologies, high-added value employment strategically distributed within the region. 7. bridge the physical barriers of the city the physical ruptures in the fabric of the city reinforce the social, political and economic divisions. the barriers created by the peripherique and the under-optimised land currently occupied by the railways need to be erased and transformed to generate a permeable urban fabric. 8. create a metropolitan open space network we propose a greenbelt in order to limit the unconstrained expansion of the city footprint, a network of ecological corridors linking the important natural spaces of the region and green arteries that bring nature into the heart of the city. within the centre, the transformation of the boulevards will complete this open space network. 9. reduce the environmental footprint of metropolitan paris its necessary to develop a new metabolic approach to the cycles of production and consumption in the city. one needs to reduce, re-use and recycle within a new culture that values resources more intelligently. the two main axes of this approach are diversification in the supply of energy coupled with a reduction in demand.

10. invest in high-quality design the quality of a design makes a critical diff erence in the success or failure of an environment. it is a factor of fundamental importance. well-conceived and well maintained public spaces need to be at the heart of every neighbourhood. they form

the foundations of community interaction and social integration.

rotterdam-based firm OMA has produced a masterplan proposal for holland central, a candidate host city for 'floriade 2022', the biggest horticultural exposition in europe which is held in the netherlands. occurring every ten years, the current edition is open in venlo and concludes in october. the events attracts an average of 2 million international visitors. the circular plan spans a 60 hectare site and is positioned within the randstad in the city of zoetermeer. serving an area which contains 5 million inhabitants within a 50 kilometer radius, the design links the existing conditions including high-tech green houses, an up and coming agro-innovation campus, leisure park and vernacular dutch landscape along the river rotte.

visitors will be able to explore by bike or boat. five zones will accommodate the fair's activities, concentrating areas related to technology, innovation, global market, leisure and culture. the park features an outdoor 2,500 seat theater, land art installation, global village and cable car which connects across the district.

WOHA: masterplan for singapore 2050

first image the master plan for singapore 2050 during singapore design week 09, WOHA presented 'architects save the world and bring joy to the millions', a masterplan for singapore for the year 2050. the projects were compiled into a newspaper titled the 'strange times' which had a science-fiction approach throughout, and included stories on the various structural developments of singapore's future, along with advertising related to the tourism and agricultural industries of the nation. the newspaper was dated thursday, november 24th, 2050 a look ahead at the possibilities which lie ahead for singapore. the masterplan 2050 draws on CPR2100, an original proposal which first introduced

a coastal protective ring(CPR) around singapore, from which many of the country's vital infrastructure systems have stemmed. the overall scheme is made-up of four quadrants: sun city, bay of tides, east coast parkland and jurong plantations.

the mirrored landscape of sun city and the singapore energy tower obilia press: photo by terence bong sun city, is located in the north-eastern quadrant of CPR2100 and is singapore's most successful energy harvester, acting as the country's largest residential power plant. the goal was to provide 90,000 new housing units and to cover more than half of singapore's energy needs. the main focus was directed on solar energy, which at the time of initiation was the most advanced technology. there are several solar power plants of different scales within the quadrant, the most iconic of these being the singapore energy tower, a 900m tall building that has the ability to harvest solar power from as much as 100 km2 area around it.

bird's-eye view of the bay of tides development, facing towards the sea obilia press: photo by terence bong bay of tides, also known as agrobath, is a combination of dyke, powerplant and highdensity housing development. located in the poyan reservoir it also functions as a tidal lagoon. daily changes in tide levels, enhanced by what scientists call the venturi effect, generate a higher velocity of water, which flows through the constricted opening of the CPR into the lagoon. the currents allow the underwater turbines located at the opening to turn, harvesting the current energy and transforming it into electricity in the iconic white towers of development. there are also vertical wind turbines in between housing blocks, mini-islands in the

middle of the lagoon with a kite generator capturing high-altitude wind currents, and PV wraps on buildings to capture an abundance of sunlight in the region on non-cloudy days. agrobath no only supplies all electricity necessary for development, but can also supply excess power back to the national grid.

east coast parkland is considered one of the most famous housing and leisure developments obilia press: photo by kai lim/terence bong probably the most prominent quadrant is the east coast parkland(ECPL). the southeastern quadrant is a high-density leisure dyke which accommodates housing and recreational components. more than 300,000 singaporeans call this parkland their home, and an estimated 15 million visitors make it to the park every year, making it a leisure location. considered 'the nation's playground', ECPL provides its own energy needs and contributes to food security mainly through seafood farms and mushroom plantations whose crop goes straight into the 42 micro breweries located within the area.
