PURPOSE OF ANNOUNCEMENT: To fill a limited period Health Exchange Coordinator position in the Department of Professional and Financial Regulation. DESCRIPTION: This is professional services work of a managerial nature in planning, directing, and implementing the Health Insurance Exchange in Maine authorized by the federal Affordable Care Act. This limited period position will report directly to the Commissioner and will be responsible for health policy analysis, research, data collection and report writing involving health status, health insurance, managed care, and health cost reduction mechanisms and payment reform initiatives that will enable Maine to transition to a Health Insurance Exchange model. REPRESENTATIVE TASKS: Decides strategies to coordinate between DPFR and DHHS in the process of preparing to transition to a health insurance exchange under the Affordable Care Act. Prepares legislative proposal to authorize establishment of the exchange. Analyzes and advises on substance and timing of decision points inherent in any exchange model. Evaluates and recommends health insurance exchange model for Maine. Analyzes data to understand impact of reform on provider behavior. Reports projected success of implementation. Researches and analyzes barriers to implementation. Analyzes and interprets data to inform policy decisions. Encourage and foster supportive and collaborative environment. KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED: Knowledge of the Affordable Care Act. Knowledge of MaineCare Services. Knowledge of processes, services, and systems of health insurance carriers. Knowledge of applicable laws, rules, regulations, policies, and procedures. Knowledge of insurance industry practices. Knowledge of process improvement and reengineering programs. Knowledge of research and analysis methodology and techniques. Knowledge of health and medical care delivery systems and services. Knowledge of information systems and program data analysis and evaluation. Ability to communicate effectively orally and in writing.

Ability to work with individuals and groups involved in health services programs and services. Ability to prepare and complete comprehensive complex technical reports. Ability to develop, design, and modify education and outreach programs. Ability to analyze, interpret, and explain laws, rules, regulations, policies, and procedures. Ability to encourage mutual understanding, cooperation, and participation from outside sources. Ability to establish and maintain effective working relationships. Ability to coordinate multiple projects. MINIMUM QUALIFICATIONS: BS/BA Degree in Business and or Medical related field and eight (8) years of insurance and or medical insurance experience including at least 2 years experience at director level or 5 years experience at manager/oversight level. Related professional experience may be substituted for education on a year-for-year basis.
