OVERVIEW
Gas-insulated substations (GIS) offer many advantages over traditional substation designs. Utilizing sulfur hexaflouride (SF6) to insulate between the active and non-active components of a substation can dramatically reduce the clearance distances and provide greater design flexibility in congested urban areas where space is at a premium. The flexibility of GIS substations provides the ability to design and build high-capacity substations underground, in existing buildings, or in other untraditional substation locations. Further, GIS technology allows greater flexibility in substation design, permitting expansion, and modification of existing air-insulated substation through the integration of GIS components. Additionally, GIS substations require less maintenance and repair than traditional substations and are less subject to environmental harms such as inclement weather, snow, pollution, dust, and wind. By enclosing gas-insulated substations, utilities can reduce noise and safety concerns while improving community aesthetics. Featuring a tour of an urban GIS substation, this technical symposium will provide an overview of GIS technology and detail current design trends and maintenance solutions for gas-insulated substations. Experts will cover physical design fundamentals, engineering considerations, testing, and startup of GIS substations, as well as SF6 management, current maintenance trends, and case studies of recent GIS projects. Special attention will be paid to business considerations involved in selecting, designing, and constructing gasinsulated substations.

UI is engaged in the purchase, transmission, distribution, and sale of electricity and related services to 325,000 residential, commercial, and industrial customers in the greater New Haven and Bridgeport areas of Connecticut. UI has recently completed the construction of a 115-kV GIS in the City of New Haven. Seven major electric transmission lines, which provide important links in the regions electric grid, converge at the switching station. The existing station was built between 1966 and 1975. The age of the equipment, configuration of the station, and changing industry standards all contribute to the significant need to modernize the station facilities. UI has installed a four-diameter (12-bay) breaker and one-half GIS switching station to accommodate the junction of seven electric transmission lines while keeping the existing switching station in service. Topics related to this project will include an overview of the siting, need justification, specification/engineering, design, and construction of the GIS. George Becker, Manager - Transmission and Substation Engineering, United Illuminating Projects: Glendale Water & Power Glendale Water & Power (GWP) is a municipal utility serving 88,000 electric customers in the community of Glendale, California. GWP has recently completed two large-scale GIS substation installations as part of its distribution reliability improvement program. The 69-kV GIS station installed at GWPs Grayson Power Plant, the largest of its kind in North America, reduced the footprint of the station by 4,600 square feet and improved outdated distribution infrastructure. GWPs Glorietta substation now provides three times the capacity in the same footprint of an old AIS substation, serving approximately 6,000 customers, resulting in greater reliability and lower losses. SPEAKER BIOGRAPHIES
George Becker, Manager - Transmission and Substation Engineering, United Illuminating Mr. Becker has 25 years of power systems engineering, design, and operations experience. Throughout his 25 years of industry experience, Mr. Beckers responsibilities have included the creation of substation conceptual designs and equipment specifications of air-insulated and gas-insulated switchgear, project management and engineering supervision, preparation of construction project design drawings, specifications and cost estimates, equipment specifications, bid analysis and procurement, factory witness testing of major equipment, and facility commissioning. Mr. Becker is a Senior Member of the IEEE and the vice chairman of the GasInsulated Substations Subcommittee of the IEEE Substation Committee. He is also chairman of the Working Group charged with developing C37.122.2 IEEE Guide for the Application of Medium-Voltage Gas-Insulated Substations 1kV to 52kV and chairman of the Working Group to revise C37.123 IEEE Guide to Specifications for High-Voltage Gas-Insulated Substations Rated Above 52kV. Phil Bolin, Senior Advisor - Power Systems Group, Mitsubishi Electric Mr. Bolin holds 16 patents and is the author of more than 20 technical papers. He was elected as an IEEE Fellow for his outstanding and long-term technical contributions in the field of gas-insulated transmission bus and substations. Mr. Bolin was a key participant in EPA meetings that resulted in the decision to ask for only voluntary SF6 emissions abatement strategies by the electric power industry. He was also one of the authors of the CIGRE SF6 Recycling Guide that established the scientific basis for the reuse of SF6 in electric power equipment. Mr. Bolin is the chair of the IEEE working group involved in harmonizing IEEE and IEC GIS standards. Arnaud Ficheux, Alstom Grid Arnaud Ficheux has 15 years of experience in GIS technology of Alstom Grid. He is working in the GIS research and development department of Aix-les-Bains in France, dealing with technical support, innovation, and standardization. He is a member of IEEE and CIGRE, participating in the development of GIS standards in IEEEs Substation Committee. He is also the chairman of the IEEE Working Group for the revision of IEEE C37.122.6 Recommended Practice for the Interface of New Gas-Insulated Equipment in Existing Gas-Insulated Substations. He is also a member of CIGRE Working Group B3/B1-27 on Factors for investment decision GIL vs. Cables. Arnaud is active in qualification of products for different users in the world and has a good knowledge and understanding of their requirements. He is keen on promoting GIS technology through his participation to various GIS users groups, conferences, and seminars. Gregory W. Hitzke, P.E., Equipment Specialist - Circuit Breakers, GIS, ComEd Karl Miller, P. E., Executive Manager - Power Group, Kenny Construction Company Mr. Miller has 27 years combined experience in engineering and construction. He joined Kenny Construction in 2000 to initiate the Power Group and expand its construction services and client base nationwide. Mr. Miller is responsible for executive oversight and management of all Power Group programs and projects, budgeting, profit and loss, safety programs, business development and client relationships. Prior to his current role at Kenny, Mr. Miller worked in the mechanical services industry managing construction and design/engineering operations. He worked for 14 years at Black and Veatch Engineers and held several management positions, including engineering manager. While at Black and Veatch, he managed engineering and development of power plants in the United States, Taiwan, and mainland China, and was lead mechanical engineer in the development of a diesel generator facility in El Salvador. Mr. Miller has a BSME degree from Kansas State University and is a registered engineer in eight states. Matt Mikeska, Vice President, M.J. Electric (a Quanta Services company) Mr. Mikeska is the vice president of business development for M. J. Electric (MJE), a Quanta Services company (NYSE: PWR). He has been in the energy industry for 18 years, with experience in both natural gas and power market segments. With MJE, Mr. Mikeska is integrally involved with strategic planning, operational oversight, and executive level account management. Prior to joining MJE in 2007, Mr. Mikeska served in multiple management positions with Progress Energy Carolinas, Progress Energy Florida, and North Carolina Natural Gas. Mr. Mikeska holds an MBA from Duke University and BA degrees in both economics and environmental sciences from the University of Virginia (UVA). He was also a four-year varsity letterman in football at UVA. Robert Reymers, Key Account Manager, ABB Robert M. Reymers received his Bachelor of Science and Master of Science degrees in electrical engineering from Brown University in Providence, Rhode Island. He has extensive experience in strategic planning and management consulting, power systems analysis, and control and protection system design. Mr. Reymers is a senior account manager for ABB Inc. in Raleigh, North Carolina, where Phil Bolin, Senior Advisor, he develops large substation and service projects for selected customers. Frank Shainauskas, Director of Engineering - Power Delivery Services, Sargent & Lundy, LLC Mitsubishi Electric Mr. Shainauskas has more than 40 years of experience in the design of HV and EHV substations. At Sargent & Lundy, he provides Phil holds designers.
