PRO-8 has 265 new cops


CAMP KANGLEON, Palo, Leyte -- Eastern Visayas has 265 new policemen with the recent appointment of police recruits into the ranks of the Philippine National Police. These warm bodies will surely improve our crime fighting capability as they will beef up our strength for law enforcement and public safety operations, Police Chief Superintendent Elmer Ragadio Soria, PRO-8 regional director, said. With additional personnel, Soria hopes to close the gap of police to population ratio. Currently, we have a police to population ratio of one policeman for every 666 population while the ideal ratio is 1:500 to conform to international standard, Soria informed. He stressed that about half or around 130 are considered as additional force to the PRO-8 strength of 6,140-strong PRO-8 personnel while the other half will serve as replacement to those who have or are expected to retire, dropped-from-rolls, resign and dismissed from the service. In 2011, PRO-8 has 184 policemen who left the organization due to retirement, dismissal and resignation. An average of 2,500 to 3,000 policemen leaves the PNP yearly. Rebs ambush 2 govtworkers


TACLOBAN CITYMembers of the New Peoples Army ambushed two government workers in a remote village of San Jose de Buan, Samar last Monday morning. And one of them, identified as Harvey John Abelido was wounded on his left chin, Captain Gene Orense, chief of the public affairs office of the 8th Infantry Division based in Catbalogan City, said in a text message. The companion of Abelido, Renato Dacaymat, was unhurt during the ambush incident in Barangay Babaclayon, eight kms away from the town proper of San Jose de Buan, considered one of the towns in Samar where presence of NPA rebels remain visible. Orense said that the two government workers were on their way to the barangay proper of Babaclayon last Monday at around 10:55 am on board a single motorcycle. While the two victims were at sitio Manobo, part of Babaclayon, around 15 NPA members fired upon them, resulting to the injury of Abelido at his left chin. He was brought to a medical facility at the town poblacion for treatment. Dacaymat was unhurt. The two victims were workers of the Department of Social Welfare and De-

NDF admits NPA behind ambush that killed soldier


TACLOBAN CITY The National Democratic Front (NDF) in Eastern Visayas admitted Tuesday that a local unit of the New Peoples Army (NPA) was behind the deadly ambush of soldiers last Dec. 1. Rebel priest and NDFEastern Visayas spokesperson Santiago Salas said the local unit Mt. Amendewin command was behind the attack on 78th Infantry Battalion troops in sitio Calingatnan, Barangay San Pedro in Albuera, Leyte. The ambush is a symbolic victory showing the revolution continues and disproves the 8th Infantry Divisions [of the Philippine Army] announcement that the NPA is finished in Leyte, Fr. Salas said in a statement released yesterday. One soldier was killed and two others were wounded in an ambush staged by the communist rebels. The soldiers were on their way back to base after a community outreach program when they were fired upon by about 15 NPA rebels. The NPA ambush was a punishment for the 78th IBs human rights violations. The people have long demanded the punishment of the military for committing human rights violation in its area of responsibility, Salas said. Salas claimed the soldiers have been terrorising civilian communities in the hinterlands of Burauen and Albuera towns. The soldiers also violate international humanitarian law by staying in the houses of civilians and in using barangay halls, schools, chapels and other civilian structures, Salas added. As this developed, the military has deployed additional troops in Leyte after the rebel attack. Capt. Gene Orense, 8th ID spokesman said the Philippine Army condemned the ambush and vowed to bring its perpetrators to justice. Orense added the ambush does not mean the NPA had regained its strength in Leyte. The ambush is just an isolated case. Leyte has already been declared a year ago as manageable conflictaffected area and ready for development, Orense said. The decision states that Ysidoros act, no matter how noble or miniscule the amount diverted, constitutes the crime of technical malversation. Both hands amidst the storm

t 11 oclock in the morning yesterday, the national weather bureau lowered the storm warning signal over Leyte province from Number 2 to Number 1, few hours following Pagasa s hoisting of the typhoon signal from 1 to 2 over this same area and Biliran province. The storm signal over the entire Samar Island was totally lifted. This lowering did not come a surprise if super typhoon Pablo would not alter its track any further. Although a bane to affected provinces, the shift in Pablos track was boon to the people of Eastern Visayas, except Southern Leyte which was nearer to the typhoon track. While the local disaster risk reduction and management councils in the region have started initiating preemptive measures, to say the least

evacuating residents in high risk areas even before this 700 km wide typhoon entered the Philippine area of responsibility in early dawn of Monday, the publics vigilance against the storms negative impact could not be undermined. The media and social networking sites are whooshing with advisories and other similar push messages to alert the people from the harm that the typhoon could cause. As Pagasa has announced super typhoon Pablo is perceived to be the strongest typhoon so far to hit the country this year. It is likened to typhoon Sendong that slammed Mindanao in December last year causing death toll of at least 1,300.

Hope in Gods mercy


ONE of the great challenges in dispensing divine mercy through the sacrament of penance or confession is how to reassure penitents in the throes of despair that there is always hope, God always forgives, its not yet the end of the world. That they manage to come to confession in spite of some crippling doubts and fears and that gloomy, sinking feeling of depression, is indeed a good sign. They need all the help and understanding, all the reassurance even as you deliver also the medicine that may not be pleasant to the taste. Its indeed tricky to strike

systems are clogged with solid wastes. Government needs to refocus its efforts towards the establishment of functional drainage systems. Local government units must be compelled to come up with a comprehensive drainage plan that would ensure effective disposal of floodwater at its peak levels during calamities. The need for drainage systems in communities, housing areas, subdivisions and in local government units is of paramount importance to promote public safety and public health. So much cost is being borne by taxpayers as a result of poor drainage. It is good that disaster response had been improved, particularly in the area of risk reduction where people and properties are brought to safety before the onslaught of calamity. But the magnitude of damage brought by calamities could be reduced further if there are adequate infrastructure that are functional, Drainage systems had not been part of local development plans, as projects are often limited to the construction of roads and highways without the necessary drainage systems that will greatly rid risks. Disaster response had taken a paradigm shift from rescue operations of old to risk reduction strategy at present. This is a proactive stance that puts government efforts at the fore by taking measures that would prevent impending damage to lives and properties that calamities may cause. Evacuation of people and properties that are likely to be hit by calamities are now undertaken before disaster strikes. People are brought to safety at the initial notice of upcoming calamities while advisories are issued to prevent people from going to places where disaster is bound to go. Forecast of calamities serves as guide for people to take precautionary measures aimed at reducing adverse effects that calamities may bring. This reduces the risk that people may fall into if not admonished on what appropriate actions must be taken to avoid disastrous and fatal effects of calamities. Preemptive measures are truly effective than reactive responses given in

the aftermath of calamities. We recall how lives and properties are lost during calamities due to the lack of preparation on the part of government agencies and local government units. The usual actions from government are in the aftermath of calamities when people had already fallen victims of disaster. We have witnessed undue loss of lives and properties mainly because people had not taken proper precautions due to lack of advice and information. But while response to calamities had improved due to the shift in strategies, public infrastructures and facilities are still inadequate to contain adverse effects of calamities. The perennial problem of floods for instance, had not been addressed by government with effective solutions that would mitigate the harmful effects of inundations. As of late morning yesterday, Pagasa reported that Pablo is packing maximum sustained winds of 160 kph near the center and gustiness of up to 195 kph and has rainfall that amounts from 10 - 20 mm per hour (heavy - intense) within the 500 km diameter of the typhoon. These figures are remarkably smaller than the numbers released by Pagasa before Pablo made a landfall over Baganga, Davao Ori-

ental. The typhoon slightly weakened, according to weather authorities. This and the slight shift in Pablos track placed the region, again except Southern Leyte, in a better condition. Not wishing for tragedy to happen in places that should have been out of Pablos track, the shift in the typhoons direction was a prayer answered. He only had hard words on those who refused to acknowledge his divinity in spite of all the evidence shown. In short, on those who refused to live by faith which is a gift given to all of us. Or on those who are self-righteous. In one episode, he clearly spelled out his attitude of mercy by saying that it is the sick, meaning the sinner, who needs the doctor. Thats why he went with those who were generally considered then as public sinners, a fact that elicited criticism from the leading men of that time. Lets follow the observation of St. Paul who once said that where sin has abounded, the grace of God has abounded even more. Paraphrasing that statement, we can say that no matter how miserable

THE HEALING OF MANY PEOPLE


At that time, Jesus walked by the Sea of Galilee, went up on the mountain, and sat down there. Great crowds came to him, having with them the lame, the blind, the deformed, the mute, and many others. They placed them at his feet, and he cured them. The crowds were amazed when they saw the mute speaking, the deformed made whole, the lame walking, and the blind able to see, and they glorified the God of Israel. Jesus summoned his disciples and said, My heart is moved with pity for the crowd, for they have been with me now for three days and have nothing to eat. I do not want to send them away hungry, for fear they may collapse on the way. The disciples said to him, Where could we ever get enough bread in this deserted place to satisfy such a crowd? Jesus said to them, How many loaves do you have? Seven, they replied, and a few fish. He ordered the crowd to sit down on the ground. Then he took the seven loaves and the fish, gave thanks, broke the loaves, and gave them to the disciples, who in turn gave them to the crowds. They all ate and were satisfied. They picked up the fragments left over-seven baskets full.

JESUS PITY
Jesus was in a distant place but crowds of people came to him bringing their sick relatives and friends like the handicapped, the blind and the lame. He cured them all and the people marveled at this. Jesus had pity not only on the sick and the handicapped but also on their kind relatives who had brought them to him. It was a great effort and sacrifice on their part. Many of the patients had to carried since there was hardly any transportation. Jesus loved them for their generosity and kindness to the sick and he rewarded all of them with the miracle of multiplication of the loaves. With seven loaves, thousands of people were given as much as they wanted and there were seven baskets full of left over fragments. Jesus pity for the sick and his generosity to all the people are models for me. Am I sympathetic to the handicapped? Do I try to understand their difficulties? DPWH-8 to adopt electronic accounting system


PALO, Leyte Financial management improvement practice has been rolled out in all district engineering offices of the Department of Public Works and Highways in Eastern Visayas, as a way to eliminate red tape in carrying out infrastructure projects.
Last month, the DPWH central office has completed the last round of training and installation of software in all of the regions 12 district engineering offices as part of the nationwide implementation of Electronic New Government Accounting System (eNGAs) and Electronic Budget (e-budget). Susana Duero, chief of the DPWH regional office financial management division, said the adoption of prudent and transparent budget spending in the region is a big boost to their anticorruption initiative. With this system in place, there is no such thing as ghost certification. One cannot ask for obligation request if its not encoded in the ebudget. Theres no way to manipulate allocations and releases, Duero claimed. The e-NGAS software has been developed by the Commission on Audit (COA) for installation in all national, local and corporate government agencies to enhance uniformity in the application of government accounting rules and facilitate the consolidation of financial reports. Electronic budgeting is the budget module to this system. COA introduced the scheme to the DPWH main office in 2004. The agency is the pilot area of electronic accounting system. Prior to the implementation of this system, almost all financial processing and record keeping is done manually, which is inherently prone to errors, particularly due to the large volume of transactions our office handles, she added. She explained that if you will abuse and misbehave, Soria warned. The doctrine of transparency was observed in the entire recruitment process chaired by Police Chief Superintendent Vicente Areo Loot, PRO-8 deputy regional director for administration. Almost 500 applicants the new practice will increase productivity and effectiveness in the execution of the annual national budget, streamlined internal and external processes due to improved and inexpensive means of communication, minimize opportunities for fraud, easy access to budget execution-related information, and faster turnaround time for budget requests and allocation. The electronic system was simultaneously introduced in nine district engineering offices (DEO) last year. Parallel testing is ongoing in the Leyte 1st DEO, Leyte 4t DEO, and Samar 2nd DEO following the training and installation last month. For 2012, the DPWH has programmed 144 projects in Region 8 with a total funding of P3.78 billion. The Lapu-Lapu City Disaster Risk Reduction and Management Council also convened Monday morning. Covered courts and schools are designated as evacuation centers. City officials also asked the Citys Department of Social Welfare Development to prepare relief goods. Fernandez made the announcement after he and the Talisay City Disaster Risk Reduction and Management Council (TCDRRMC) met. Talisay City public information officer Arturo Bas said that the Talisay Rescue and Emergency Assistance Team (TREAT) and concerned city government offices such as the City Social Welfare Services (CSWS) are ready for Pablos impact. He warned coastal barangays like San Roque to Dumlog to watch out for storm surges. He also warned residents in the citys mountain barangays, especially Lagtang, Jaclupan, Camp 4 and Manipis, to watch out for mudslides. Talisay City Police chief Superintendent Eddie Recamara said that alarm signals and evacuation areas provided by the LGU are ready. Patrol cars are on standby in case forced evacuations are needed. Classes in Cebu cities cancelled


CEBU CITY -- Classes in four Metro Cebu cities were cancelled Tuesday, while officials prepare to cope with Typhoon Pablos gusts, which could reach 210 kilometers per hour. Mactan Station Chief Oscar Tabada said the public can expect rains due to the typhoon, which threatens a 600-kilometer area, but he is hopeful that it will weaken after landfall. Once it lands, theres a chance the typhoon may change direction, he told Sun.Star Cebu. As of 11 p.m., the typhoon was 230 kilometers southeast of Hinatuan, Surigao del Sur. Cebu Province and the rest of Central Visayas were placed under storm signal number two. The City Governments of Cebu, Lapu-Lapu, Mandaue and Talisay suspended all classes today (Tuesday) to keep students safe and allow local officials to focus on other concerns, like the evacuation of riverbank communities. Even without a storm signal, mayors may suspend classes or work in government offices, under Executive Order 66, Cebu Governor Gwendolyn Garcia pointed out. She ended a disaster preparedness meeting Monday with a call for Cebuanos to pray for safety. This is a plea to all Cebuanos to pray for protection to our Seor Sto. Nio, Our Lady of Guadalupe and, of course, San Pedro Calungsod that Cebu may be spared from the supertyphoon, she said. EO 66 provides for automatic suspension of classes from pre-school to high school in areas under signal number 2. Classes in colleges and graduate schools, as well as government offices, are automatically suspended once signal number 3 is raised, the same order states. The governor also tasked the provinces contractors to be ready with their equipment in case clearing operations are needed. We have also tasked the mayors to implement a food-for-work program, especially our fisher folks that need to go out into the sea to earn for their daily needs, Garcia told reporters. Barangays near Butuanon and Mahiga Rivers are considered critical areas, he said. Disaster teams will be sent to monitor rivers today. The City will forcibly evacuate residents if they insist on staying once the water in the rivers reaches a critical level. Weve asked each barangay to identify evacuation centers. We recommended the use of schools as evacuation centers, said Calipayan in a press conference. We dont think our public schools are enough, that is why we are encouraging the barangays to find other evacuation sites, he said. The City has set up its command center at the Mandaue City Sports Complex. Calipayan said the Citys heavy equipment will be positioned near the complex. We are asking construction companies if they can spare some heavy equipment that we can use in our pre-disaster and rescue efforts, said Calipayan. Mayor Cortes has instructed the City Engineering Office to remove billboards, as these may endanger lives during the typhoon. We are requesting Mandauehanons to monitor the radio and television and to prepare basic necessities like food and water, Calipayan said. He said the public should expect brownouts and prepare flashlights. He advised the people against using candles during brownouts, to avoid fire.

House moves on to individual amendments to RH bill


MANILA -- The House of Representatives started Monday night discussions on proposed individual amendments to the controversial reproductive health (RH) bill but not without delay. Deputy Speaker and Cebu Representative Pablo Garcia sought to limit the distribution of RH services to married persons only. Although his proposed amendment was already junked through a viva voce vote (ayes and nays), Garcia insisted on a nominal vote. Through a nominal vote of 91 against 75, Garcias amendment was junked. The chamber only managed to discuss amendments until the first paragraph in page two of the 27-page substitute bill earlier adopted in the plenary. Session was suspended around 10 p.m. and will resume at 4 p.m. on Tuesday, December 4. Before RH main proponent Albay Representative Edcel Lagman was recognized in the floor, members of the chamber took more than an hour on voting on the appeal of Palawan Representative Dennis Socrates to let him speak for 10 minutes. After several pending bills were approved on third and final reading, Socrates requested that he be allowed to deliver a 10-minute speech regarding due process in the House of Representatives. Socrates repeatedly appealed to the presiding speaker, saying he was denied the opportunity to discuss his position on November 26 when the substitute bill to the RH bill was adopted in the plenary. Presiding speaker Lorenzo Tanada III denied his request but due to Socrates insistence, he was allowed to speak for five minutes. Through a viva voce vote, the nays won, disallowing Socrates to continue his speech. Rodriguez, however, sought for nominal voting. With at least 20 percent of the present members around 7 p.m. in favor of a nominal voting, members were directed to register a yes or no vote on Socrates appeal. Each member can avail of the three minutes to allow them to discuss their vote. Some pro-RH lawmakers said they voted no to Socrates appeal because the RH bill has been delayed enough already. I vote no because the House has been so kind to the antis. I want to vote on the RH bill already, Pangasinan Representative Kimi Cojuangco said. This issue has been debated to death. They have had ample time to talk about itAny attempt to delay or even deny a vote on this issue is an attack on the democratic principle that this House stands on, Bukidnon Representative Jose Zubiri III added. The nominal vote resulted in 99-91-1, disallowing the appeal of Socrates. Deputy Speaker and Cebu Representative Pablo Garcia, also an anti-RH congressman, then said that the amendment by substitution already approved on November 26 was a violation of the rules. Shall we violate again our rules to accommodate the wishes of the proponents? Garcia said. Tanada denied Garcias appeal. Before voting on Socrates motion, the privilege hour was opened. Nueva Ecijas third district Representative Czarina Umali lambasted first district Representative Josefina Joson for the latters accusations involving a death of a broadcaster. Cagayan de Oro Representative Rufus Rodriguez also delivered a lengthy privilege speech on Chinas directive to its border patrol police to expel foreign ships entering disputed territories, including areas in the West Philippine Sea (South China Sea). Rodriguez is a known anti-RH lawmaker. The anti-RH camp has previously used the privilege hour to delay discussions on the RH bill. After around 30 minutes, Rodriguez ended his speech and was interpellated by Deputy Speaker and Cavite Representative Boying Remulla. Batangas Representative Hermilando Mandanas, who is also against the proposed RH law, sought for the extension of the privilege hour to interpellate Rodriguez but the presiding speaker denied his request. Those in favor and against the RH bill arrived early before the 4 p.m. plenary session. Those in favor were clad in purple while those against wore red. Bishop Gabriel Reyes and Fr. Power to drive growth: Aboitiz


THE Aboitiz Group is relying on its power business to drive the companys future growth, a top official said last week. AboitizPower (AP) president and chief executive officer (CEO) Erramon Aboitiz announced that the company and its partners are investing P170 billion in the next four years into additional generation capacity for several greenfield and brownfield projects of both hydro and clean coal technology. AboitizPower will continue to spearhead the groups future growth, said Aboitiz during its annual gathering with the Cebu media at the Cebu City Marriott Hotel. We continue to enhance our power distribution networks, driving further efficiencies and productivity, with the end goal of improving reliability and customer service. AP is the holding company for the Aboitiz Groups investments in power generation, distribution, retail and power services. The company recorded a net income of P18.4 billion for the first nine months of 2012, a 13 percent increase compared to the P16.2 billion recorded during the same period last year. Aboitiz said AP is also prepared to embrace open access when it comes, giving end users (consumers of over one megawatt at first) the choice. The open access scheme is expected to spur competition among power stakeholders, resulting in a more competitive electricity prices. Under this regime, large power users will have the liberty to choose their own electricity suppliers, unlike the current system that users are limited to the supplier that has jurisdiction over their respective areas. The Department of Energy is eyeing a partial implementation of open access this month. UnionBank In terms of growing their financial services unit, Aboitiz said UnionBank will boost its customer franchise through greater retail focus and stronger sales management. He said the bank will continue investing in technology and rationalize branch network expansion in strategic areas to maximize growth channels for deposits and loan accounts. Samar takes on 22 rural infra projects worth P500 M


C AT B A L O G A N CITY - By the close of the year 2012, over P500 million worth of farm-to-market road projects and potable water system had been worked out by DAR for the province of Samar under the auspice of the Agrarian Reform Community Project, Phase 2. With a total of 122.665 kilometers the projects are spread at 22 agrarian reform communities of the 13 municipalities of the province, namely Almagro, Sta. Margarita, , Tarangnan, Pagsangjan, Daram, Jiabong, Calbiga, Pinabacdao, Sta. Rita, Marabut, Villareal and Basey.
Eight of which (Calbiga, Pinabacdao, Daram, Villareal, Pagsangjan, Basey and Marabut) are on-going construction. ARC road projects in Calbiga, Pagsanjan and Tarangnan are nearing completion by the end of this year. Bidding, Awarding of Bids and other preconstruction activities were conducted on ARC road projects in Sta. Rita, Villareal (2ND ARCP2 Project), Jiabong, Sta. Margarita, Pagsangjan, Almagro and the 3 ARC road projects in Calbiga. While the potable water system project in Calbiga ARC and the two other FMR projects in Pinabacdao and Daram ARCs are for approval by the National Sub-project Allotment Committee (NSAC). More rural infra projects are coming to Samar before the ARCP2 expires in 2014. PAL, AirPhil cancel flights due to typhoon


Philippine Airlines, in Flight Advisory No. 2 it issued at 11 a.m. yesterday, has announced that it has so far cancelled six domestic flights out of Manila four to Davao and two to Tagbilaran (and their return flights) due to typhoon Pablo. All other domestic and international flights operated yesterday (Dec. 4) according to schedule, the advisory said. Weather permitting, PAL will mount extra flights to Davao and Tagbilaran to accommodate the affected passengers, it also said. Earlier, AirPhil Express, PALs sister company, cancelled a total of 35 flights today including a flight going to Hong Kong from Cebu. The cancelled AirPhil Express flights originating from Manila are those bound for: Caticlan (all 10 flights scheduled today Dec. 4), Cagayan de Oro (3 flights), Dumaguete (2 flights), and one flight each to Ozamiz, Butuan, Cotabato, Dipolog and Surigao. 5 family-beneficiaries of 4Ps in Samar given award


CATBALOGAN CITY Five families who are beneficiaries of the Pantawid Pamilyang Pilipino Program now called as the Conditional Cash Transfer Program of the national government through the Department of Social Welfare and Development were awarded as the Huwarang Pantawid Pamilya for Samar Province at the Provincial Capitol Building of Samar. The awarding was attended by officials from the DSWD Regional Office and THE provincial head of PSWDO, Luz Tacal. Awarded families were the families of Lucy Regahal of Basey, Samar, Marilyn Embalzado of San Sebastian, Rowena Advincula of Sta. Rita, Avelina Maozo of Gandara and Editha Rebato of San Jose de Buan. Each family received P5,000 cash prize with plaque of recognition and certificate. The award given to them was based on their religious compliance of the three conditions set forth in the implementation of 4Ps program, the education, health and nutrition aspects. The certificate also states that the family has demonstrated adopting Filipino values and strong family ties thru the Search for the Huwarang Pantawid Pamilyang Pilipino nationwide. The five families in Samar province is in addition to the five model families that were awarded in the province of Leyte, four in Biliran and five in Northern Samar, while selected family beneficiaries in the provinces of Eastern Samar and Southern Leyte are soon to be awarded. Lucy Regahal of Basey, a 48 year old mother of five children, said that 4Ps program had helped their family a lot, especially in the aspect of education. When I was not still a beneficiary of 4Ps, my husband and I had hard time in sending our children to school, said Mrs. Regahal. Their eldest was already in college and they also have other children that need to send in school, reason why the studies of their eldest child was affected. But when 4Ps came-in, we felt blessed because we already had chance to send not just our elder child to college but including our second child, Mrs Regahal added. Mrs Regahal added that through the help of 4Ps, the health condition of their youngest child become stable as she was able to buy medicines and vitamins for him. She added that they were able to learn backyard gardening which provides them a cheaper source of food for their table as they wont need to buy vegetables in the market because they already have them in their own backyard. Aside from the cash amount she gets from 4Ps amounting to P2,800, Mrs Regahal added that she is into a small business by selling rice cake (puto) and viand in her home while his husband is a lab-asero. We are grateful that we become beneficiary of 4Ps because it somehow provides solution to our problems, said teary-eyed Mrs. Regahal. She added that the P5,000 worth of cash prize they receive is to be used for the school needs of his two children who are in college (a graduating for BS Administration course in Eastern Visayas State University and her Social Study course at Leyte Normal University) while the rest will be used for Christmas. An afternoon report of the regional office of Office of Civil Defense has placed the number of families preemptively evacuated in Southern Leyte towns at 3,000 families. The families were from the towns of Sogod, San Juan, Padre Burgos, Saint Bernard and Limasawa. Pablo was earlier projected to hit Tacloban and the rest of the region but changed its course making a landfall in Davao Oriental. We should be happy that we were spared by the typhoon, Romualdez said. Meantime, as of 10 am yesterday,209 passengers from various seaports in

Southern Leyte and Leyte were stranded. In the port of Hilongos,50 passengers were stranded; another 16 in the port of Bato and 33 others in Liloan port. All the three ports are located in Leyte. While about 105 passengers were stranded in the port of Benit in San Ricardo, Southern Leyte. In the port of Calbayog City, Samar, about 15 passengers from six motor bancas were stranded and 72 others were also stranded in the port of Allen, Northern Samar. The Coast Guard in the region is strictly enforcing the no-sailing policy amid the threat of Pablo to ensure that no sea incident would happen just like in previous times, says John Rey Gopit of the Catbalogan Coast Guard. Elsewhere in the region, some cottages located in a beach resort in the island of Divinobo in Borongan City were destroyed due to the

storm surge, says provincial disaster risk reduction management chief Peregrino Balase. Otherwise, everything is normal in the province, he said. There is no report of evacuation nor any flooding or landslide incidents in any part of the province, Balase, in a phone interview, said. The same is true in Samar which is only experiencing scattered rain shower, Judy Bantulan, provincial director of the Department of Interior and Local Government. But we remain vigilant, he said adding that they have convened their provincial risk reduction management council to monitor the situation in the province. In Northern Samar, the typhoon was hardly felt as there was no suspension of classes and work across the province, a spokersperon of the provincial government Arlene Cui said.
