SELECTIONFORCONSULTANTSBYTHEWORLDBANK REQUESTFOREXPRESSIONSOFINTEREST ElectronicSubmissionsthroughWorldBankGroupeConsultant2 https://wbgeconsult2.worldbank.org/wbgec/index.html ASSIGNMENTOVERVIEW AssignmentTitle:1091811FeasibilityStudyforProtectionofKosovoIberCanal AssignmentCountries: Kosovo ASSIGNMENTDESCRIPTION TheWorldBankseeksselectingaconsultingfirmtohelpthetaskteaminassisting(throughTA)theGovernmentofKosovoin preparinga"FeasibilityStudy"(FS),includingan"EnvironmentalandSocialImpactAssessmentandManagementPlan".The FSwouldfocusonprotectingtheIberCanal,aimingatensuringwatersecurityincentralKosovo.TheFScouldbenefitfrom andbuildonaWorldBankstudyonWaterSecurityforCentralKosovowhichwascompletedin2011. TheFSwouldhelpinpreparinganinvestmentproject(forpotentialfinancingbyIFIs)withthefollowingthreecomponents (costingaroundUS$20mtoUS$30m,asindicativeestimates): (i)Canalinfrastructurerehabilitationandmodernization, (ii)Waterresourcesprotectionandmonitoring,and (iii)Projectmanagementsupport. Underthesethreecomponents,theprojectwouldfocusontheIberCanalrehabilitation/modernizationmeasures,suchas: 1.Canalrepair(lining,abutments,foundations,cuttings,culverts,etc.)andprotectionagainstrenewedphysicaldamagefrom landslides,unstablesoils,andmanmadedisruptions 2.Equipmentforbettermanagementofgatesandregulationofwaterflows,includingprovisionsforremotemonitoringand controllingofotherstructures(e.g.SCADA,iffeasible) 3.Shorttermstoragealongthecanaltobridgepeakwaterdemandandtemporaryoutagesforrepairpurposes 4.Protectionofthecanalagainstpollution,accidentalpollutionandotherthreatsanddisruptions,suchasthroughcanalfencing

andcovers Theprojectmayalsocoverrelatedwaterresourcesmanagement/supplyoptionsinthebasin(directlyorindirectlyrelatedto thecanal),suchas:developingfewemergencyorbalancingreservoirsalongthecanal,monitoring/regulatinggroundwater adjacenttothecanal,protectionoftheBatlavalake(particularlytotacklesedimentation),enhancingtheoperatingrulesfor Gazivodadamtooptimizeitshydropowerandwaterreleases,demonstratingafewonfarmmeasurestoimprovewateruse efficiencyandreducingdiffusedpollutioninirrigatedagriculture,andstrengtheningtheGovernmentsinstitutionalcapacityin (EUcompliant)RiverBasinManagement. However,thepossibleprojectinterventions(andhenceprojectcosting)willbeanalyzedandscreenedthroughthesoughtFS. TheFSassignmentdurationisestimatedat18months.Theestimatedeffortis20and50ofinternationalandnational/regional personmonths,respectively(indicativeestimate,tobeconfirmedbytheTORattheRFPstage). FUNDINGSOURCE TheWorldBankintendstofinancetheassignment/servicesdescribedbelowunderthefollowingtrustfund(s): The"WestBalkansInvestmentFund".P.S.Thecontractawarding/signingwillbecontingentuponfinalizingtheadministrative agreementrelatedtothistrustfund. ELIGIBILITY Eligibilityrestrictionsapply: NA INDIVIDUAL/FIRMPROFILE Theconsultantwillbeafirm. SUBMISSIONREQUIREMENTS TheWorldBanknowinviteseligibleconsultantstoindicatetheirinterestinprovidingtheservices.Interestedconsultantsmust provideinformationindicatingthattheyarequalifiedtoperformtheservices(brochures,descriptionofsimilarassignments, experienceinsimilarconditions,availabilityofappropriateskillsamongstaff,etc.forfirmsCVandcoverletterforindividuals). Pleasenotethatthetotalsizeofallattachmentsshouldbelessthan5MB.Consultantsmayassociatetoenhancetheir qualifications. Interestedconsultantsareherebyinvitedtosubmitexpressionsofinterest. ExpressionsofInterestshouldbesubmitted,inEnglish,electronicallythroughWorldBankGroupeConsultant2 (https://wbgeconsult2.worldbank.org/wbgec/index.html) NOTES FollowingthisinvitationforExpressionofInterest,ashortlistofqualifiedfirmswillbeformallyinvitedtosubmitproposals. Shortlistingandselectionwillbesubjecttotheavailabilityoffunding.

QualificationCriteria
1.Provideinformationshowingthattheyarequalifiedinthefieldoftheassignment. 2.Provideinformationonthetechnicalandmanagerialcapabilitiesofthefirm. 3.Provideinformationontheircorebusinessandyearsinbusiness. 4.Provideinformationonthequalificationsofkeystaff.

Selectionandcontractingwillnormallybemadefromresponsestothisrequestforexpressionofinterest.Theconsultantwillbe selectedfromashortlist,subjecttoavailabilityoffunding.
