TACLOBAN CITY- The Commission on Elections(Comelec) oce of this city has revealed that more than 109,000 voters of Tacloban are to cast their votes in the 2013 midterm elections.

Lawyer Rosemarie Polistico, city elections officer, said that based on their final list of registrants, Tacloban now has 109,027 voters, making it as the vote-rich area in all of Eastern Visayas.

Tacloban happens to be the regional capital of Eastern Visayas, which comprises the provinces of Leyte, Southern Leyte, Biliran, Samar, Northern Samar and Eastern Samar. The regional office of the poll body has yet to come up with a final registered list of voters. But during the 2010 elections,Eastern

DOLE-8 keeps CSC Level II accreditation status


TACLOBAN CITY--The Department of Labor and Employment Regional Office No. 8 has kept its Level II Accreditation Status after a successful revalidation by the Civil Service Commission through Resolution No. 1201529 promulgated on September 27, 2012 under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). DOLE-8 is the only national government agency that kept said accreditation status in the region, the other nine agencies being local government units. The certificate of revalidation was formally presented by CSC Acting Regional Director Marilyn Taldo to DOLE Regional Director Exequiel R. TACLOBAN CITY Human rights groups in Eastern Visayas yesterday claimed that the Aquino administration which has offered itself an alternative to the Arryo regime proves no difference but rather, a so far worse record on violations of human rights. ORMOC CITY Government troops will ensure that vital installations in the province of Leyte will be secured to ensure safety of its personnel and continue providing its services to the people, just like the geothermal plant located in the town of Kananga and the city of Ormoc. Captain Dranreb Canto, 802nd Infantry Brigade public information officer ,assured this after a series of rebel attacks that hit the province of Leyte last week that claimed the lives of several military personnel. Two separate attacks were initiated by rebel groups in the towns of Jaro and Albuera just this month. These towns are known to be areas under influence of red groups. The attacks caused the death of four government troops and wounding a civilian. About 10 lawless armed elements harassed the base of Alpha Company of 78th Infantry Battalion in Barangay Antipolo, Albuera town, at around 7:50 p.m. of December 6, wounding Edgar Borinaga, a resident of the said barangay. Pacquiao is past his prime

oxing legends come and go. They rise to prominence, but they dont stay on top for life. There always comes a time when, despite their greatness, they have to make an exit, either on account of defeat, or for reasons of ageing. Manny Pacquiao is one such legend. He started boxing as a kid, moved up from one division to the next, made it to fame and afuence, and raked in for himself millions of dollars in his mega-ghts, ending up on top of the sport as the no. 1 poundfor-pound boxer and the rst and only eight-division champion of the world. Ferocious in the ring, Pacquiao was revered and feared even by the bigger guys in heavier divisions. Most of them fell at his hands till he seemed to have run out of worthy opponents. then came his way as a result, in recognition of his greatness. He was eventually regarded as a national treasure, a living hero who inspired the Filipino spirit and hoisted our national pride in the global arena. But his ascent to greatness has an end. His stay on top of the sport is obviously over. Like the rest, he could not stay there forever; and although he made it there once, his time is done, which means that, try as he does, somebody or some circumstances will always stand in the way to deny him a perpetual place on top. Against that fate, he just could not make any headway. Simply put, Pacquiao as of now is already past his prime.

Considering the pain that the victims and their loved ones experience, we

might indeed think this attitude toward God is understandable, even justifiable. These people are just being concerned with others so to say. Whoever is responsible for their safety and fails to attend to that duty would draw upon himself their judgmental indignation, even if its God who will have to reap their animosity.

Viewed from the biblical standpoint, however, we will find this attitude rather selfish, inappropriate, and blasphemous. Why blame God for peoples eventual deaths when that phenomenon is but part of our existence, and of Gods design? When God created the angels, He designed them as spirit beings destined to live for eternity. Similarly, we humans are also eternal beings; we will likewise live forever. Unlike angels, though, we were given a two-fold existenceone is physical, and the other, spiritual. Physical existence is short-lived, but the second one is without end.

The Public Works regional office declared that damage to infra is not significant, in fact roads remained passable. Again, Eastern Visayas was fortunate that it was not among the turfs hit by tropical storm Pablo. However, such event is not enough reason to sit back and relax considering that, as PAGASA predicted, there will still be six more typhoons to visit the Philippine area of responsibility before the 2012 calendar closes. As to where these cyclones will fall is a chilling guesswork. For now, the region is lucky, too blessed especially that it was just slammed by a typhoon Ofel. In fact, Tacloban City was declared under state of calamity for the extent of damage that it wrought. Surely, calamity

When our earthly lives end, death eventually occurs. But its just a gateway for us to enter into the second phase of our existence, which is spiritual. No matter how one dies, tragic or mild, the same thing happensthe body becomes lifeless and will soon turn to dust of which it is made. But, again, this doesnt mean cessation of ones existence as it is merely part of the creators design.

Placing the blame on parents for their supposed inability to support the needs and aspirations of the family is simply unjust. Every man has that aspiration to support the needs of the family but the lack of economic opportunities disables his capacity to do so. The colonial tag that Filipinos are lazy had been unjustly perpetuated in the public consciousness by our foreign invaders. Such label was made upon our forebears who resisted hard labor being imposed by our colonizers. The unwillingness to render forced labor caused colonizers to brand our forebears with unpleasant tags, mainly that of being lazy. Such sweeping description had been etched down generations that someway became an accepted belief to some sectors without verifying the roots of such unjust tag. It is the exploits of our overseas workers that gradually changed the tag that had been sustained in paid unjust compensation that are way below minimum standards. There are laws that purports to protect labor, requiring employers to compensate their workers for their labor. Workers only earn so much less than what the needs of their families, causing deprivation that is depicted as fault by the worker than of the unjust social order. People are being duped to believe that the poverty that the family suffers is caused by the lack of commitment and will and ability of the head of the family, or the parents, to support the family. Such belief is not unlike the tag of us Filipinos being a lazy people that had been perpetuated by our colonizers down several generations. It is one great conception that is actually a misconception for in truth it is not the lack of will or ability or commitment to support the family that cause poverty and hardship. Jesus asked his disciples for their opinion but he began to tell them his own idea about it first: what would a man do if one of his sheep strays away? If he values each of his sheep, he would go and look for it. That sheep represents money, equal to several days wages. The man could not afford to lose the sheep. He will not say to himself Let it go, I still have many more. Even that one is too precious to him to let go so easily. The P12.9 million construction of SLF is in compliance to the SWM Law of 2000 mandating all LGUs to cease using dumpsites as final repository for solid wastes. The new SLF site is located in the western barangays of Mas-in and Green Valley. The site was picked from two other potential sites since one was prone to flooding while the other option was host to deep aquifers with strong free flow discharges, according to the city government briefer. With the operation of SLF, Ormoc sees that only 25% to 30% of collected trash will be turned into residual waste. Prior to the citys sanitary landfill completion, half of the 1.7 hectares old dumpsite in Barangay Macabug has already been closed. This is the agreed site for testing the use of eco-efficient soil cover. The city government said that landfill construction commenced with clearing and excavation of the site, including some

backfilling, to form the base of the cell. The activity required constant monitoring since the specific area had complex topography with a 20-meter difference between its highest and deepest points. As in most big infrastructure projects, challenges arise and the LGU had to make adjustments along the way. Such experiences could be incorporated into national policy guidelines on how to construct properly engineered landfills and to conduct more extensive hydro-geological site investigations, Codilla said. The project is in partnership with the Department of Environment and Natural ResourceEnvironmental Management Bureau, consultancy firm AHT Group AG, and Deutsche Gesellschaft fr Internationale Zusammenarbeit (GIZ). As of 2010, Ormoc City is home to more than 180,000 residents, which generate more than 30,000 tons of municipal solid waste every year. Due to resource and geographical limitations in the city, only half of the households are serviced by city waste collection.

However, based on the latest waste analysis and characterization study conducted, 48% of the total waste generated in the city is categorized as biodegradable. Composting of wastes in rural households and farmlands has a high potential for on-site utilization of organic household and agricultural wastes. City govt reaps many awards


TACLOBAN CITYThe numerous accolades and awards reaped by the city government under his administration would not serve only as his inspiration but even to the rest of the people of the region. Thus said Mayor Alfred Romualdez, referring to the numerous awards accorded to the city government just this year, ranging from good program on healthy lifestyle to practicing the policy of transparency. We will just continue what we have been doing. We never expect that we will receive these awards. But this will not only inspire us and the Taclobanons but the entire Eastern Visayas as well, Romualdez said. For this year alone, the city goverment of Tacloban under Mayor Romualdez recieved around 16 national awards coming from various groups and organizations. And what could be considered to be the highest award garnered by the city government was the Pamana ng Lahi given by the Department of Interior and Local Government (DILG). The award given by the DILG is one of the innovations left behind by former Secretary Jesse Robredo, which is given to local government units that upholds integrity and transparency in the local governance. Among the other awards received by the city government were the Gantimpala Agad Award of the Eastern Visayas First Regional Congress of Lingkod Bayani given by the Civil Service Commission; top performing LGU in healthy lifestyle advocacy by the Department of Health; top taxpayer award under the national government agencies/LGUs category by the Bureau of Internal Revenue and the most outstanding cooperative for the region by the Cooperative Development Authority(CDA). Also, the city government also received the PNP service awards best LGU by the Philippine National Police; fourth place outstanding LGU in highly urbanizec category national literacy awards by the Department of Education and a certificate of recognition for generating the highest revenue efficiency collection for 2010 by the BIR.
