AFS Convention entered into force 17 September 2008:
- Organo-tin acting as biocides, in brief TBT (Tributyltinoxide), no longer - permitted to apply - present (must be seal or remove) - To document compliance with the Convention all ships - 400 GRT and above - carry International Anti-Fouling System (IAFS) Certificate - between 24 m and up to 400 GRT carry a Declaration of Compliance

Regulation 782/2003 adopted by EU April 2003 (~ equal to IMO AFS Convention)
- Recognizes any IAFS Certificate or Statement of Compliance (SoC) - Various implementation dates in different countries, e.g. Norway: 1 October 2004 - Prohibit use of TBT on EU vessels by 1 July 2002 - All ships to EU port shall comply with the EU Reg. 782/2003, i.e. TBT not permitted (seal or remove): 1 January 2008

Class Societies
Owners - recommended to secure satisfactory documentation Class societies - issue such documentation - Statement of Compliance (SoC) or IAFS Certificate
- IAFS Certificate only if authorised to do so by the applicable Flag Administration - based upon same principals as outlined in the AFS Convention, Article 10: Survey & Certification, Annex 4 & Resolution MEPC 102 (48): Guidelines for survey and certification of anti-fouling systems on ships
The documentation is issued based on documentation review (information submitted), survey and spot check sampling. Testing of samples is only required if deemed necessary
