SOME 63 swing votes could still overturn the reproductive health bill when it goes to a vote on third reading Monday, House leaders acknowledged Thursday.
The House of Representatives voted in favor of the bill 113 to 104 with three abstentions in a session that lasted past 2 a.m. Thursday. As expected, the result of the voting on second reading was too close to call. The margin was very slim, Gonzales told reporters, adding that the 63 votes could make or break the RH bill on Monday. House Minority Leader Danilo Suarez said the 29-member opposition has forged an alliance with the Catholic Church to convince lawmakers to vote against the bill on third reading. In the Palace, President Benigno Aquino III met with Speaker Feliciano Belmonte Jr. and Gonzales to assess the situation and to take steps to ensure the passage of the bill, said Akbayan Rep. Arlene Kaka Bag-ao, a principal author of the RH bill. The House is doing its best to sustain the victory, Bag-ao told
the Manila Standard. It was unclear how the 63 lawmakers would vote, but some were members of the Presidents Liberal Party who were opposed to the RH bill. Others were opposition members and allies of former President and now Pampanga Rep. Gloria Macapagal Arroyo, who opposes the bill. Arroyo, is under hospital arrest and could not be physically present in the House. We need to pass the RH bill on third reading on Monday, otherwise, there is no need for the Senate to bother with it anymore. The President could save the bill by certifying it as urgent, Gonzales said. He warned that if the bill failed to win approval on Monday, it would need to be re-led in the next Congress and go through the same long legislative process back to square one. If we fail to pass the RH bill on Monday, there is no use for the Senate to take it up for second reading. So the Senate is watching us closely, Gonzales said. However, the game plan would be altogether different if the President certied the bill as urgent on Monday. The Presidents imprimatur, he said, would compel the House to vote for the bill on Monday and for the Senate to vote for it on second reading and third reading on the same day on Monday, thus allowing the Senate to skip the required three session days between readings. Then the two versions of the bill could be taken up by the bicameral conference committee on Tuesday and Wednesday and ratied on Wednesday an be ready for the Presidents signature, Gonzales said. On the other hand, if the bill was not certied urgent, the Senate would have to wait three session days, even if it approves the measure on second reading, pushing the vote to a late date and adding more uncertainty to its passage. Albay Rep. Edcel Lagman, the principal author of the RH bill, said many of the 63 lawmakers were LP members and allies of the President, but did not necessarily share his views on the RH bill. Among the Liberals in the 63 that did not register their votes even though they were present were anti-RH lawmakers Paraaque Rep. Roilo Golez, Mindoro Occidental Rep. Reynaldo Umali and House Deputy Speaker and Northern Samar Rep. Raul Daza. The Liberals who were still ful fund-raising on Monday for the typhoon victims. The representatives of the people have spoken in accord with their constituents who have long favored the enactment of the bill. These legislators are truly the guardians of the peoples rights, health and sustainable development, and not centurions of the dominant church, Lagman said. Catholic Church leaders expressed disappointment over Thursdays vote but did not concede defeat.

President Benigno Aquino III on Thursday said P30 million had been earmarked to help at least 6,000 families of migrant workers who were affected by Typhoon Pablo, and that the money would come from the Overseas Workers Welfare Association. He said the Labor Department would also release P1 million for the affected workers in Caraga and P7 million for those in Davao. The President also received P5 million in nancial assistance for typhoon victims from the Associated Marine Ofcers and Seamens Union of the Philippines

He also said the new law would favor imports, which would only be required to pay customs duties. Marcos also dismissed the revenue targets as unrealistic. The senator also said all the earmarking was deleted in the bicameral conference committee report, leaving it unclear how the new tax revenues would be spent. Also on Thursday, the Peoples Coalition Against Regressive Taxation said it will launch a national campaign against all politicians who supported the sin tax bill. The group also complained that the nal approved version of the bill removed a provision providing a safety net for displaced tobacco workers.
10 barrels inspected
CUSTOMS Commissioner Ruffy Biazon on Thursday inspected the 10 rie barrels worth P30,000 each that were conscated by his men at the Central Mail Exchange Center in Pasay City Tuesday morning. The barrels came in parcels from Orlando in Florida and were declared as chocolates, but Customs agents seized them after opening them and discovering they were not chocolates. The authorities had become suspicious because the parcels were too heavy. Biazon said the rie barrels were declared as Christmas gifts and were consigned to a Jaydi Miranda of San Miguel, Bulacan.

He said that during the Association of the Southeast Asian Nation Summit in Phnom Penh last November, there were no such agreement between China and ASEAN on when COC talks would ofcially proceed. Such concerns are not groundless. Recent developments in the South China Sea point to a growing risk of misperceptions and miscalculations, which could in turn increase the potential for new tensions among claimant states and other regional stakeholders, he said.

A FRIEND of the Yellow persuasion wrote, apropos of the recent Congress vote to pass President Noynoy Aquinos pet reproductive health bill on its critical second reading this week: It is important to note that many of those who voted no did so simply because they are from the political opposition, which makes them worse than those who voted no out of obedience [to the Catholic Church]. Really? And here I was believing that Malacaang had a lock on the House, where, like the Liberal Party of old, the only real opposition to Aquino could comfortably t into a Volkswagen Beetle. And yet the vote on the RH measure was as close as it could be, 113-104 in favor. Unless the notoriously pork-fueled House is ready to turn opposition (it is not, sadly), it is unwise to believe that many of those who voted against the RH bill are now against Malacaang. But there is some merit to reducing the House vote on RH to a political contest, when it is considered together with the recent Senate vote on the bicameral conference committee report on yet another pet palace measure, the sin tax bill. President Noynoy Aquinos proposal barely scraped by in the Senate last Tuesday, in a vote of 10-9 in favor. The uncomfortably close tally moved Edwin Lacierda, the palace prevaricator-in-chief, to warn darkly that people will remember how the senators voted, presumably in the coming elections. Is that panic I hear? Im not saying that the Senate, despite the frequent bloviating of its members about their independence, is about to turn against Aquino. The landslide voting to convict Chief Justice Renato Corona in that chamber earlier this year, despite the preponderance of evidence against such a verdict, has made me a rm believer in Aquinos power to persuade a clear majority of our senators. I will admit that Aquinos unblemished record of getting his way with both Houses of Congress through a heavy-handed combination of pork and access to power and privilege and the ever-present threat of being left out of all of that for those who will not toe the palace linemay be in danger. But its not because many members both Houses of Congress have joined the opposition. Its because, to paraphrase The Godfather, the palaces interests are steadily coming into conict with those of individual congressmen and senators. *** Perhaps the sheer volume of what Malacaang wants Congress to do

unthinkingly may make Aquino fall victim to the law of averages. From the beginning of his term, after all, Aquino has used the old reliable blandishments of pork, power and access to the palace to get his way in the Senate and the bigger House, whether to get revenge (convicting Corona), to pass his pet laws (the cybercrime law, the sin taxes and the RH bill) or even to sit on legislation that he has changed his mind about (the freedom of information act), to have his way. At a certain point, a sort of legislative fatigue brought about by too much blind obedience to the palace and exacerbated by conicts in self-interest sets in amongst senators and congressmen. This has nothing to do with political orientation especially in the House, where votes and party affiliations are purchased wholesale by whoever is in Malacaang in exchange for pork barrel funds. This situation is also made worse by the fact that most congressmen and senators have discovered that the palace cannot offer them anything that they are not entitled to receive by law, anyway, which is the bare minimum of pork. (There are exceptions, naturally, like the Angaras, who got their own taxfree economic processing zone in Casiguran; or, at the other extreme, opposition Zambales Rep. Mitos Magsaysay, who never saw any pork in the past three years because Aquino believes that the congresswoman once called him retarded in Congress.) Ultimately, members of Congress can only be expected to act to further their individual interest. This is why those wary of losing votes in the Ilocos region in the Senate thumbed down the sin tax law, even if they were allied with Aquinos LP; and this is also why almost half of all congressmen rejected the RH measure despite the presence in the session hall of Budget Secretary Floriencio Abad Jr. during the tense proceedings a none-too-subtle message to the House that the palaces purse-strings will open and close depending on the way the lawmakers will vote. It has nothing to do with being with Aquino or being opposed to him. Its all about what benet a senator or congressman will get by voting for or against the palace. Its heartening to note that more and more members of both Houses of Congress are apparently deciding that it is in their interest not to check with Malacaang before acting on anything. If enough of them start to think that way, they may actually start representing the people who voted for them, instead of just being members of the most expensive rubber stamps ever made. I wish it were really about principled opposition to the misguided and malevolent initiatives of a clueless administration. Its not but Ill take it, anyway.

Led by Congressmen Rufus Rodriguez of Cagayan de Oro and Pablo Garcia of Cebu on the oor, with the younger congressmen Daks Cua of Quirino, Carlo Nograles of Davao and Dennis Socrates of Palawan, among others, providing the backup, the antiRH bloc fought a brave ght, despite all the resources deployed by Malacanang and its foreign patrons to coerce and corrupt the coercible and corruptible. The anti-RH bloc tried to propose some amendments to make the bill less toxic, but only the most innocuous were accepted. Thus the bills basic thrust, which obliges everyone to practice birth control and makes the bill unconstitutional on that account, remained, along with the most atrocious provisions. For instance, the Declaration of Policy proclaims a universal basic right to reproductive health, which does not exist (it is not supported by any international legal instrument). It correctly proclaims the right of married couples to live according to their moral convictions and religious beliefs, as guaranteed by the Constitution, but that is precisely what the bill attacks, especially as far as the rights of Catholics are concerned. Four Cabinet membersBudget Secretary Butch Abad, Local Government Secretary Mar Roxas, and presidential spokesmen Edwin Lacierda and Ricky Carandangcame to the Batasan, ostensibly to monitor the proceedings and make sure the promised votes were delivered. They remained holed in at the Batasan lounge, away from public view, but they met with selected congressmen, some of whom later left the hall before the voting began. Nearly everyone tried to explain his or her vote. And this was where the wide intellectual gulf between the pros and the antis showed. Surprisingly, Aquino failed to arrange a landslide. At the end of the nominal voting, which took all of six hours and fteen minutes from 8 pm Wednesday to 2:15 am Thursday, the bill squeaked through with 113 votes in favor, and 104 against. Given all the resources Aquino had poured into the effort, it looked like the mountain had labored to produce a miserable mouse. The anti-RH bloc looked more like the winners. The nine-vote margin now stands on shifting sand. It could still disappear when the nal vote is taken, which would require at least 50 percent plus 1 of the entire House membership to approve the bill. And what happens if the Senate version fails to get past the upper chamber? Its too early then for Melinda Gates and her foreign government partners to break the champagne. But even if both Houses should approve their respective versions, it can only be the beginning, rather than the end, of Aquinos troubles. Given its patent unconstitutionality, which is clear even to a non-lawyer, it is doubtful that Aquinos control over any member of the Supreme Court could help him constitutionalize the constitutionally inrm legislation. Neither could such action, if attempted, ease the deep division into the bill has cast the nation. In the end, Aquino, unopposed by any party until now, will have created his own opposition-one that is likely to be faith-based and not for sale. A nationalist opposition that will openly denounce and defy the naked foreign intervention in the nations affairs, and which will not be seeking any posts in the May 2013 elections, but clamoring, at the very least, for their own Arab Spring. fstatad@gmail.com

Perennial whiner
AS THE putative future Presidential Adviser on Agricultural Affairs graduating Senator Francis Pangilinan must already be familiarizing himself with the issues and personalities in the agriculture sector. Agriculture is apparently the eld of choice of Pangilinan as his next challenge after he leaves the Senate and his present stint as chairman of the Senate Committee on Agriculture is a good preparation for this new assignment. With his built-in interest in the agricultural sector Pangilinan is in a good position to determine the truth behind allegations and charges being made in the ongoing investigation by his committee on alleged rice smuggling. The investigation of the alleged rice smuggling by Pangilinans committee was triggered by the controversial P500-million importation of rice from India seized by the Bureau of Customs at the leased SBMA storage facilities inside the Subic Freeport. In the Senate investigation last week a witness accused former National Food Authority (NFA) Administration Lito Banayo of rigging the bidding for rice importation to favor some groups. Pangilinan should assess if there is basis for such a serious accusation. As chair of the Senate Committee on Agriculture he is in the best position to assess whether he and his committee is just being taken for a ride by their star witness Simeon Sioson of 4SM Agri Venture Multi-Purpose Cooperative. In a formal letter to Pangilinan Banayo said: NFA records will show that Mr. Sioson is someone who consistently took part in all NFA activities for farmers. When he would lose in a bidding, he is the rst to whine. He has always argued against the concept of bidding out allocations and demanded that farmer groups, especially his own farmer groups, be just given import allocations under a special price. This request has been consistently denied by the NFA Council hence, his numerous tirades against the agency. It must be noted that during the hearing, Mr. Sioson reportedly admitted that he actually has no evidence for his libelous remarks. Comparing Siosons unsupported allegations against the records of the NFA which would belie these accusations is something that Pangilinan and his committee could easily do. As pointed out by Banayo in his letter the charge of rigging is ludicrous since NFA records show that all the pertinent rules for the bid process were followed to the letter, and the highest bidders won. When he came to the NFA, Banayo instituted major changes in the procedure for rice importation. He said that during the previous administration the import allocation was done on a rst come, rst served basis and costs for the importers were kept at a minimum. These changes were reected in the bottom-line of the NFA. The total service fees earned by NFA in the past administration was only P103 million. When Banayo implemented the policy that allocations for the right to import be bidded out the government earned P1.6 billion in 2011 and P2.6 billion in service fees. He said that he is surprised at the accusation that he favored rice importers versus local farmers when in fact rice importation was reduced. In 2010 total rice importation was close to 2.5 million tons with 200,000 tons brought into the country by the private sector. Compared to this, in 2011 only 860,000 were imported and of this 660,000 tons were brought in by traders and farmer-cooperatives. The importation was further reduced in 2012. Only 500,000 and 380,000 tons were brought in by the private sector while the NFA imported only 120,000 tons. On the issue of smuggling, Banayo reiterated his earlier position that rice smuggling is an illegal activity which is rightfully the concern of the Bureau of Customs. He said the concern of NFA is if a cargo of rice has an import permit and if it does not have an import permit then it is illegal. The distressing development in the senate probe was the mention of the name of the late Nixon Kua as the alleged nancier and middleman of some questionable transactions. Kua was killed last July in a robbery incident in Ayala Greeneld Subdivision in Calamba City where he was building a house. Implicating the dead Kua, a former journalist, who could no longer defend himself, is patently unfair especially when there is no documentary evidence being presented. Were sure the friends of Kua share the sentiments of Banayo who wrote in his letter to Pangilinan that: I am saddened and angered at the fact that the name of my late friend Nixon Kua has been maligned and maliciously dragged into this matter. Clearly certain groups have taken advantage of the recent death of Mr. Kua, for how indeed could a dead man defend himself or shed light on the matter. Also why bring his name out only now after months of this Senate investigation.

I HATE to disappoint many Filipino boxing fans. It wasnt a lucky punch from Mexican Juan Manuel Marquez that viciously oored boxing icon Manny Pacquiao on his face to the canvas in the sixth round of their fourth match in Las Vegas last Saturday. It was a calculated punch that some boxing experts described as the perfect punch. It was a punch that Marquez had waited for since the bell rang and one that should send Pacquiao thinking seriously about retirement. Marquez is one of the craftiest counter-punchers in boxing, and Pacquiao is known to have difculty with counterpunchers. Erik Morales, another great counter-puncher, gave him some of the toughest challenges in his colorful career. He won two against Morales but lost the middle bout of their epic trilogy, mostly because of very effective counterpunching by the Mexican. As I said, the sixth round punch that ended the ght was not a lucky punch as many Filipino fans want to believe. It was a punch delivered when the ever aggressive Pacquiao, who was sending a urry of punches in hopes of knocking out the bloodied Marquez, had momentarily forgotten about that solid straight right that his trainer Freddie Roach had warned him about. It was the same straight right to the temple that put Pacquiao on his butt in the third round just as he was delivering left and right combinations on Marquez. The rst knockdown punch should have made him even more aware of that vicious counterpunch, but in his desire to nish off Marquez late in the sixth, he simply forgot about it. And to make it worse, the punch was delivered just one second shy of the bell that would have signaled the end of the round. Instead, the punch ended the ght and perhaps

AFTER weeks of tongue-wagging among lawyers, Justice Secretary Leila de Lima conrmed on Thursday that Quezon City assistant prosecutor Philip dela Rosa is now under administrative and criminal investigation after his wife lodged a complaint against him arising from a video allegedly showing his extramarital sexual acts with another woman.
De Lima did not identify the prosecutor, but sources at the Quezon City Prosecutors Ofce said Dela Rosa was charged for grave coercion, grave threats and violation of Republic Act 9262, or the Anti-Violence Against Women and Their Children Act, by his wife [identity withheld] before the QC Prosecutors Ofce. But the charges were forwarded to the DOJ after QC prosecutors inhibited themselves from investigating the case because of their professional links to Dela Rosa, who had just joined the Prosecutors Ofce last October. The central issue is the merit and tness of a person to function as a public prosecutor. That means living up to the highest standards of integrity, De Lima said, in a text message. But De Lima also disclosed that prosecutor scal led countercharges for violation of Republic Act 9995, or the Anti-Photo and Video Voyeurism Act, against his wife for allegedly posting in the Internet the sex video she discovered in his laptop. The sex video is a collateral issue that demonstrates the emergence of the use and abuse of technology, the DOJ chief noted. De Lima said reports reaching her ofce indicated that the video was taken when Dela Rosa was still with the Public Attorneys Ofce and prior to his appointment as assistant city prosecutor. The sex scandal has become the scuttlebutt in legal circles because the woman in the video [indentity withheld] was allegedly a bar topnotcher who became a public attorney specializing in domestic violence and a law school professor. She is allegedly a daughter of a regional trial court judge who was recently promoted magistrate of a superior court. De Lima said the wife has led separate disbarment complaints before the Integrated Bar of the Philippines against the prosecutor and the judges daughter, who has since left for Canada. When sought for comment, Prosecutor General Claro Arellano, who was himself Quezon City prosecutor, agreed with De Lima that prosecutors should preserve high standards of integrity and morality. A prosecutor should be an example of morality, said the prosecutor general, who vowed there would be no whitewash in their preliminary investigation. If we nd probable cause on the allegation against our prosecutor, we have no choice but to le the case (in court). As always, we evaluate cases based on merits. Not because the respondent is a prosecutor, he will be spared, Arellano stressed.

IMMIGRATION agents arrested in Cebu a Japanese national wanted by authorities in his country for insurance fraud. Immigration Commissioner Ricardo David said Koichi Sato, 47, was arrested at his rented house in Barantgay Dumlog in Talisay City, Cebu at the request of Interpol and the Japanese embassy in Manila. Sato is the subject of an arrest warrant issued by the Atsugi summary court in Kanagawa prefecture, Japan on charges he conspired with two others in faking a vehicular accident so they can defraud and claim money from an insurance company.

Laya quits from Calata
FORMER Bangko Sentral governor Jaime Laya resigned as a member of the board of directors of Calata Corp., a listed agribusiness company being investigated by corporate regulators for alleged stock price manipulation. Calata said in a disclosure to the stock exchange Layas resignation took effective on Dec. 12. The company expresses its gratitude to Dr. Laya for his invaluable service to the company. The resignation, however, is expected not to have any material impact on the companys current or future operations of its nancial position or results of operations, Calata said. The Securities and Exchange Commission formally led complaint against 13 individuals allegedly involved in price manipulation of Calata shares last month. The SEC, on the criminal complaint led with the Justice Department, said the respondents committed the crime of market manipulation of Calata shares in violation of the Securities Regulation Code. THE Bangko Sentrals Monetary Board on Thursday kept its borrowing rate at a record-low of 3.5 percent, as it expects ination in the next two years to be lower than earlier projected. The banks policy-making body also maintained the overnight lending rate at 5.5 percent, as the low-interest regime encouraged companies and consumers to borrow from banks. Bangko Sentral Governor Amando Tetangco Jr. said the decision to keep rates steady was based on assessment that current monetary settings remained appropriate. He said the cumulative 100-basis-point reduction in interest rates since the start of the year continued to work its way through the economy. The Bangko Sentral expects ination to average 3.2 percent in 2012, lower than the previous estimate of 3.3 percent, and within the governments target range of 3 percent to 5 percent. Tetangco said ination was expected to settle at 3.1 percent in 2013 and 2.9 percent in 2014, also lower than the previous forecast of 3.9 percent and 3.1 percent, respectively. The latest baseline forecasts follow a slightly lower path but remained within the lower bound of the target over the policy horizon. Risks to the ination outlook appear to be evenly balanced around the baseline forecasts, with ination expectations broadly aligned with the ination target range, Tetangco said. BANANA growers plan to defer this years maiden shipment of Philippine bananas to the US to 2013, following the onslaught of typhoon Pablo that destroyed banana plantations last week. Growers and exporters are already feeling the pressure. They said they have to prioritize earlier commitments. The US market will have to wait, Agriculture Secretary Proceso Alcala said at the sidelines of the National Convention of Food Staples Producers at Manila Hotel. The government made a pitch to export 3,000 metric tons of Cavendish bananas to the US after China enforced stricter import protocols on the agriculture produce from the Philippines earlier in the year. Banana producers who were affected by the typhoon said it would take about nine to 10 months before the damaged plantations were fully rehabilitated. The banana industry claimed losses due to Pablo reached P8 billion. The state-owned Land Bank of the Philippines opened a P2.1-billion emergency loan facility to help largescale banana growers in Mindanao rehabilitate typhoon-devastated farms. The Agriculture Department and LandBank were drawing up the mechanics for the loan availment. Largescale banana growers may start applying for loan within the next two weeks. I cannot recall the exact gure but the interest rate for the loan should not be lower than 6 percent per annum, Alcala said. He said LandBank aimed to give borrowers an 18-month reprieve before
the rst payment. Alcala said the government was also searching for laboratories in nearby regions which could provide tissue culture to small banana players. He said as of Dec. 12, farms losses due to the typhoon reached almost P11.7 billion. The corn subsector was also badly hit by the typhoon, with losses at P1.24 billion. Losses of coconut farmers amounted to P766.8 million. Alcala said the government would provide fertilizer assistance for rehabilitation of damaged crops.

SUNDAY of this week, the Asian Institute of Management bid farewell to its 2012 graduates. Elsewhere in the city, the movie Rise of the Guardians started showing in theaters and Congress passed the RH bill on its second reading. Also this week, the MBA freshmen marked the halfway point of their course on managing people in organizations. And in my inbox this week is an article by Colin Price on health organizations (McKinsey Quarterly, November 2012). For everyone else, this week is about the year now ending and preparation for the year to come. For our new MBA graduates, it is about a new phase in their lives, a new chapter in their careers. For both our freshmen and the MBA graduates, the future is going to be about becoming a manager. The job of the manager My favorite explanation for what it is a manager actually does is from Prof. Mayo Lopez. At the time, I was a student in an AIM classroom. I do not remember now who the quote is originally from but his denition (which I still use) is that managers get things done through people. As an actuarial analyst at the time, I could relate as I felt that I mostly got things done through a computer. Of course, getting things done involves many other things. Possibly the most widely accepted enumeration of the key functions of management is the one given by Koontz and ODonnel: planning, organizing, stafng, directing and controlling. Within this ve-function frame, organizing involves the actual bringing together of the nancial, physical and human resources. It involves plan initiation, including the actual parceling out of roles, authorities, responsibilities and accountabilities. Stafng includes all of the human resource-related activities including recruitment, selection, performance management, development and rewards. Directing includes supervision, motivation and communication. The function of direction occurs within the frameworks, processes and standards developed as part of the organizing function. Controlling involves the development of performance standards, monitoring of actual results and necessary corrective action. While some activities need to occur in a certain sequence for a certain project, the reality is that all of these functions occur throughout the year for all managers. More importantly, each function is intimately linked to all the others and there is a causal linkage between these functions. All of this makes the job of the manager sound eminently logical. One sets out to achieve a goal (or goals), creates a plan, organizes for implementation, staffs, directs and controls implementation for optimal results. The challenge of management In the MBA classroom, when students speak about difcult subjects, they typically mean those that require a facility with numbersnance or quantitative analysis. Occasionally, it is even strategy (which requires breadth of knowledge, an ability to integrate and eminent logic) or marketing (which can either also be highly quantitative, or require creative leaps). However, once outside the classroom, the toughest situations often call for skills that have little to do with numbers and have everything to do with people. In fact, once you get over the technicalities, the hard stuff (nance, engineering, hardware, process) comes easily. The soft stuff (people)that can be really tough. The great thing about computers, I always say, is that computers are predictable and eminently obedient. Barring viruses, hardware crashes and electrical outages, a computer will do exactly what you tell it to do, no ifs, no buts, no questions. This is true of most machines. People, on the other hand? People have opinions, and biases, and preferences and moods. People have questions, and loyalties,
and doubts, and pride, and fear. In fact, in his article, Leadership and the Art of Plate Spinning, Price begins by pointing out the degree of difculty most executives have with organizational alignment. In the article, Price elicits the alignment question by asking how many of the organizations ten best people are working on the companys ten most exciting opportunities. Price explains that a decades worth of research (Price and Keller, 2011) on over 700 companies shows that what seems the linear, logical, rational approach of focusing on nance and operating targets is not the most effective approach. Their research indicates that, over the long term, successful organization focus on enabling things whose immediate benets arent always clear. Price explains that these successful companies focus on alignment with a clear vision and strategy; high quality execution enabled by strong capabilities, management processes and employee motivation; and effective renewal. Prices research indicates that the people stuff is not only more difcult in practice, it is also more important. The challenge, he explains, are rooted in the eccentricity and unpredictability of human behavior. Center Price goes on to describe three leadership paradoxes that need to be mastered. Let us begin with the rst: change and stability. In the constantly changing world of business, the ability to keep ahead requires that a company be constantly able and willing to reinvent itself for the better. However, too much change is counterproductive. Just as human beings tend to freeze when confronted with too many new things in their lives organizations overwhelmed by change resist and frustrate transformation-minded chief executives set on radically overturning the established order. The key is to provide a stable core that can provide a stabilizing force. For some companies, this could be a clearly articulated mission and values statement. For many individuals, multiple changes in the workplace process can be balanced by a strong, supportive leadership or a stable family life. For leaders and managers, fortitude in the face of challenges comes from a clear understanding of self. In the last session of MPO this year, we discussed authentic leadership. Authenticity is critical in leadership because trust is at the heart of following. As leaders, we ask our people to put their future in our hands. This requires a profound amount of trust. In return, we owe it to them to show our core. But rst, we must know what our core is. What we believe in, what we stand for, what lines we will draw, what lines we will hold. In the movie The Rise of the Guardians, Santa explained that his core is wonder. This is what he brings to the world. It is what he draws strength from. As we approach the end of this year and the beginning of a new one, this seems an excellent thing to ponder. Other companies that earlier expressed interest in Naia project are San Miguel Corp., Ayala Corp., Megawide Construction Corp., EEI Corp., DM Consunji Inc. and France-based EGIS Projects.

The surprising, successful launch of a three-stage rocket--similar in design to a model capable of carrying a nuclear-tipped warhead as far as California--raises the stakes in the international standoff over North Koreas expanding atomic arsenal. As Pyongyang renes its technology, its next step may be conducting its third nuclear test, experts warn. The UN Security Council, which has punished North Korea repeatedly for developing its nuclear program, condemned Wednesdays launch and said it will urgently consider an appropriate response. The White House called the launch a highly provocative act that threatens regional security, and even the Norths most important ally, China, expressed regret. In Pyongyang, however, pride over the scientic advancement outweighed the fear of greater international isolation and punishment. North Koreans clinked beer mugs and danced in the streets to celebrate. PYONGYANGSouth Korea says that a satellite North Korea launched aboard a long-range rocket is orbiting the Earth normally but its unknown whether it is functioning properly. North Korea deantly launched the rocket Wednesday and its state media quickly announced it placed an observation satellite into orbit. Seoul and Washington condemned the launch as a cover for testing banned ballistic missile technology but they said the launch appeared to be successful. South Korean Defense Ministry spokesman Kim Min-seok told reporters Thursday that the satellite is orbiting at a speed of 7.6 kilometers (4.7 miles) per second but its not known what mission it is performing. He says it takes two weeks to determine whether a satellite works successfully after liftoff. Kim cited data from the North American Aerospace Defense Command. AP
Speaking on condition of anonymity, two ofcials said forces of President Bashar Assad have red the missiles from the Damascus area into northern Syria. These ofcials asked not to be named because they werent authorized to discuss the matter publicly. News of the missiles came on the same day that more than 100 countries, including the United States, recognized a new Syrian opposition coalition. That has further isolated Assads regime and opened a way for greater humanitarian assistance to the forces battling to oust him. One ofcial said there was no indication that chemical weapons were aboard the missiles. Ofcials have said over the past week that they feared rebel advances were prompting Assad to consider using chemical weapons. This ofcial estimated that the number of Scuds red was more than a half dozen, conrming details rst reported by The New York Times. State Department spokeswoman Victoria Nuland said Assad has red missiles, but wouldnt specify what kind. As the regime becomes more and more desperate, we see it resorting to increased lethality and more vicious weapons moving forward and we have in recent days seen missiles deployed, she said. White House press secretary Jay Carney, speaking to reporters, said he could not conrm the report, but said if true it would be a sign of desperation. The idea that the Syrian regime would launch missiles, within its borders, at its own people, is stunning, desperate and a completely disproportionate military escalation, Carney said. AP

THE Dayaw Festival has certainly gone along way from its inception eight years ago as a project of the National Commission for Culture and Arts, specically by the Sub-Commission on Cultural Communities and Traditional Arts as a national celebration of indigenous culture in the country.
For this years event, Dayaw 2012, around 400 indigenous people from 40 different cultural communities spanning the whole archipelago from Batanes to Basilan were represented in the three day festival hosted by the province of Bulacan and held in historic Malolos. Dayaw was divided into four parts, the Expo in the Bulacan Capitol Gymnasium, the Village at the Bulacan Mini Forest, an Exhibit held at the Gat Blas Ople Building, and the Tour in different places around Bulacan, what was good was the fact that the venue was very accessible and elementary, high school, and college students were out in force during the three day festival. At the opening ceremonies, former senator Jamby Madrigal was one of the guests. We are celebrating our diversity as a nation, Dayaw allows us to experience a deeper appreciation of our heritage, the elusive essence of our national identity, she said. This is the meeting of the past and the present, said Bulacan Gov. Wilhelmino Alvarado who provided all-out support for the festival together with other LGUs of nearby towns and municipalities. With its theme Katutubong Pamumuhay, Halawan ng Aral sa Buhay, NCCA chairman Felipe de Leon was right in saying that the indigenous people should teach others their rich cultural heritage. Aside from native dances, Dayaw also featured non-stop presentations including cooking demonstration of native dishes which was one of the biggest attractions at the Village, and native games of indigenous people (IPs), together with cultural lms. But in a reversal of roles, a group of young indigenous people from Benguet were the ones taught by local children the game of patintero as the visitors were not familiar anymore with their own native games unlike the elder I.Ps who not only explained but demonstrated how such games were played. What was evident was the newly-found condence of IPs in inter acting with the local people, particularly with the students, this writer went around observing and talking with the different cultural minorities and in general, what they appreciate about Dayaw is, nalaman namin na kasama at kinikilala pa rin pala kami at may mga karapatan din kami, (we learned that we are recognized and are still part of society, and that we have rights), said 71 year old Felixberta Villamer, president of an Agta group based in Bicol. When asked how they manage to continue practicing their old traditions and customs, her reply was me masama kasing nangyayari pag di na namin ito ginagawa at sinusunod, (something bad happens when we fail to observe and do these traditions). Rebecca Reyes, a cultural master of Aetas from Abucay, Bataan, had this to say, Kami ay likas na mahihiyain at me respeto sa mga matatanda kaya kahit educated na ang mga kabataan namin, di pa rin namin kinakalimutan ang aming kultura at tinuturo namin ito sa mga bata, (we are inherently shy and we respect our elders, even if our young ones are already educated, we still teach them our tradition and culture.) Brothers Edward and Lasin Osingat from the Bugkalots in Nueva Vizcaya, Quirino, and Aurora were one in saying that malaking tulong ang Dayaw sa pagpapakilala namin sa aming mga sarili, nabawasan ng malaki ang inferiority complex ng maraming katutubo, (Dayaw was a big help in allowing us to introduce ourselves, and it reduced alot our inferiority complex, adding that for them, listening was a natural thing that made it easier for them to teach the younger generation though admittedly, highland communities are more isolated than lowland communities which are more exposed to modern living. Minsan may mga kabataan na nakakalimot na sa nakaraan at maganda na me ginagawa na ang ating gobyerno para sa problemang ito, (the young ones sometimes forget to look back to the past, it is a good thing that the government is now exerting efforts to address this situation,) said Rebecca Hadjala Salahuddin from the Yakan group that dominates Basilan in Mindanao. She said she learned of the Yakans old customs and tradition as they were passed on to her by her mother, hindi pa nga pormal na pagtuturo kundi sinasalin lang ng mga matatanda sa mga bata ang kanilang nalalaman, (it was not a formal education but more of the elders passing on knowledge to their younger family members). TECHIE things are a popular gift item every season. This Christmas, the buzziest electronic device is that computer thats mobile enough to take everywhere but almost big and powerful enough to accomplish real tasksthe tablet. Before the rst-generation iPad, tablets were virtually nonexistent in the consumer realm. Their only use was in vertical markets. Today, the oversize touchscreen device is one of the most sought after, fastest-selling object in the market.

As for consumers, almost all tablet owners still use desktops or laptops at home. This could mean that we should prepare ourselves for new PC innovations, like maybe the integration of PC and tablet into one detachable device. have observed that tablets may overtake desktop PCs in 2013, a forecast based on the exceptional increase in the demand for tablets. Stuart Kippelman, writing for computerworld.com, opines that most [people] no longer believe its a question of it will happen, but when. But Bob Lewis of infoworld.com insists that there are just too many things PCs can do that tablets cant. They do, on the other hand, make excellent gift options for practically anyone. ROBINSONS Land Corp. has announced it is embarking on the expansion of its highly successful Robinsons Ilocos Norte mall located in the fast-growing municipality of San Nicolas, Ilocos Norte. IT was a hectic fourth quarter for the domestic automotive industry, with major players launching their automotive models to rev up their 2013 product lines. With more than a dozen or so car brands fighting for a piece of the action, it came as a surprise that the competition remained friendly but no doubt fierce.
The fourth quarter saw the French carmaker Peugeot joining the fray with its diesel-powered vehicles. Peugeots Philippine revival of sorts has sparked interest in the European automakers to make a beeline to the small but viable Manila market. Now, the industry is abuzz with the entry of more players to be spearheaded by the Ayala-led German giant Volkswagen (VW), British marquee Rolls Royce with the group of businessman Willie Tee Ten at the helm, luxury icon Bentley fame and Italian brand Fiat with overseer Felix Ang of CATS Motors. As the industry welcomes the arrival of these European makes, you can expect the American, Japanese and Korean carmakers to start digging in for the inevitable showdown. Although the local executives of the Ayala backed VW group are keeping their plans close to their chest, the industry is likely to see the iconic Volkswagen Golf hitting the Philippine road. Launched in 1974, the VW Golf seems to defy time and never goes out of fashion. With an impressive 29 million units sold worldwide, the Golf can be regarded as one of the successful vehicles of all time even surpassing the record set by the original VW Beetle. Now on its seventh generation, the 2013 version was unveiled early this year at the Paris Motor Show. Underneath its familiar exterior is an

There is also a new six-speed automatic transmission that improves gas mileage as well as performance. In approximately nine months since sales of the CX-5 started in February, Mazda has received 37,000 orders; equivalent to more than three years of sales at the anticipated volume of 1,000 units per month, and sales continue to be strong. All passenger vehicles with an expected annual sales volume of over 500 units, announced or launched in Japan between November 1, 2011 and October 31, 2012 are eligible for this years Japan Car of the Year award. The last Mazda to be named the Car of the Year Japan was the MX-5 (known as Roadster in Japan) in 2005. The CX-5 is the fourth Mazda to win the award. As to whites popularity, its anything from a creamy white to a metallic white to a pearl white to an Arctic white. If you think about how Apple introduced a lot of its products, its in white. So we think that maybe consumers have gained this interest in a bright white due to that. HarringtonDurst also believes the next color trends will gravitate toward warmer tones like oranges and browns. We obviously wouldnt call them just orange and brown. Wed call them something like element or ame. And then the browns would be like Godiva or saddle to kind of evoke the image that the color creates, she adds. Based on its research, PPG added that auto-buyers are moving toward a more varied palette, with metallic shades in gold, bronze and copper also trending with consumers. The PPG recently unveiled 64 new exterior shades to automotive designers for the coming designs of the 2015-2016 model years. These colors are Al Fresco, a silver metallic with fresh green tint; Victoria Grey, a classic gray with an iridescent highlight of gold metal; Opulence, a rened red pearl with intense jewel tone; Glacier, an icy graphite gray with a slight violet blue tone; Sunshine, a bright high-sparkle intense yellow; and Elixir, a metallic mixture of silver and magenta. It is also interesting to note that certain car colors may also keep you safe on the road. Research showed that silver vehicles were noted for being 50 percent less likely to be involved in serious accidents, especially those resulting in (serious) injury, particularly when compared to their white counterparts. Studies further revealed that the least safe hues are brown, black, and green while white, yellow, gray, red, and blue cars were rated as being middle of the road when it comes to safety from accidents. Experts speculate that silver, a relatively light shade, tends to be reective and may make cars more visible and noticeable on the roads but admittedly, further research is required to determine the reason behind these ndings.

To bid for this contract, a contractor must submit a Letter of Intent (LOI), purchase bid documents and must meet the following major criteria: (a) prior registration with the DPWH, (b) Filipino citizen or 75% Filipino-owned partnership, corporation, cooperative, or joint venture, (c) with PCAB license applicable to the type and cost of this contract, (d) completion of a similar contract costing at least 50% of ABC within a period of 10 years, and (e) Net Financial Contracting Capacity at least equal to ABC, or credit line commitment at least equal to 10% of ABC.
