RAKHINE AND MYANMAR SECURITY CHALLENGES By Han Maung November 30, 2012 The recent sectarian violence in Rakhine

should be dealt with based on historical facts and world geopolitical realities. In addition to a short-term solution, a long-term solution based on the aspiration of Rakhine people is required. However, the most important reason in finding a long-term solution is the security of Rakhine and Myanmar and the ability to live in peace. 1) The indigenous Rakhine people have been living in the Rakhine state since about 5 B.C.E. In the 16th and 17th century, the independent Rakhine Kingdom extended westward as far as Dhaka the current capital of Bangladesh. In 1784, the Bamahs (90% majority population in Myanmar) annexed the Rakhine Kingdom. Until the sectarian violence erupted the Rakhine were the forgotten indigenous people of the world. Further information on indigenous Rakhine can be obtained from www. rakhapura.com website. 2) Independent scholars of Burma/Myanmar are generally agreed that the name of Rohingya was only invented after the Second World War when the current Rakhine state became a scene of operations for Mujahideen, the predecessor to the current Islamic Rohingya Terrorists. More information on the origin of Rohingya can be found in the http://www.networkmyanmar.org/ website 3) The neighboring country west of Rakhine state is Bangladesh, an Islamic country. During 1970 and 1971 Bangladesh independence war, the Pakistan army and their sympathizers committed genocide resulting in 10 million Bangladeshis seeking refuge in neighboring countries including Rakhine state on Myanmar. On 23 December 1975, the then Bangladesh Ambassador to Burma Khwaja Mohammed Kaiser admitted that there were upward of 1/2 million Bangalee trespassers in Arakan whom the Burmese had some right to eject. He had implored the Burmese authorities not to press this issue during Bangladesh's present troubles [COUP of August and November 1975] and had been pleased that the Burmese had not taken advantage of his countrys misfortune in this respect. 4) Since the assassination of Sheikh Mujibur Rahman (the founder of the country) in 1975, Bangladesh has increasingly turned to Islamization. According to a 2005 Janes Intelligence Review report Bangladesh is one of the poorest countries on earth, on the brink of being a failed state, and that makes it a perfect target for al- Qaeda and its-ever expanding network of Islamist extremist organizations. A 2011 Government of Bangladesh report stated that there are at least 70 different Islamic terrorist organizations operating in the country including the Islamic Rohingya Terrorists (Rohingya Patriotic Front, Rohingya Solidarity Organization, Arakan Rohingya National Organisation etc.) The Islamic terrorist organizations in Bangladesh control most of the country side and they are affiliated with (receiving training and logistics support) world-wide Islamic terrorist organizations such as Taliban and al Qaeda. The Islamic Rohingya Terrorists have training camps in the border areas of Bangladesh and have offices in the Gulf States and as far away as Istanbul and London. The

Islamic Rohingya Terrorists also roam through western areas of Rakhine State at will and are encroaching deeper inland. Bangladesh became a food deficient country in the late 1950s, when population pressures took their toll. Land that could be used for farming crops or raising livestock is being used for living space. The loss of agricultural land is compounded by climate change. Bangladesh is ranked number one in the world for natural disaster risk by Maplecroft and other international organizations. With the highest population density in the world (over 1,000 / sq km) and abject poverty, Bangladeshis infused with the ideas of Pan-Islamism and Islamic terrorism have literally been legally and illegally streaming out of the country, with a whole lot settling in Rakhine state where there are rich natural resources but very sparse population. The cross-border traffic and illegal immigration allowed radical ideas to spread to the entire Rakhine state Muslim population who had previously been radicalized by the Mujahideens in the 50s and 60s. Indigenous Rakhine population has now been trimmed to 3 million people after suffering genocide after genocide first at the hands of Bamahs and subsequently from Islamic Rohingya Terrorists from 1942 onwards. During the WWW II, the British provided weapons to the Islamic Rohingya Terrorists to fight the advancing Japanese army; instead the weapons were used by Islamic Rohingya Terrorists to perform ethnic cleansing against the indigenous Rakhine. Since then, the Islamic Rohingya Terrorists have been systematically depopulating the Rakhine villages one at a time using rape, murder and arson as a preferred weapon. The UNHCR has internal reports documenting some of these facts, but were never published because they were afraid of communal riots. The depopulated indigenous Rakhine villages are then occupied by the families and friends of the Islamic Rohingya Terrorists who would simply cross over the porous border from Bangladesh. Once settled, the Islamic Rohingya Terrorists would obtain documentation of property and residence by forgery or bribery while pretending to be the oppressed instead of the oppressor. As far as capabilities are concerned, the 3 million indigenous Rakhine are no match to defend themselves against the + 300 million Islamic world wide terrorists. As indigenous citizens in Myanmar, the Rakhine are not allowed to acquire materiel, training or leadership capabilities to provide any effective deterrence force. Dispersed in remote areas with very little ability to communicate amongst them, the only weapons available to indigenous Rakhine are individuals with knives, machetes and a few peaceful protests by the Buddhist Monks. Whether they like it or not, the indigenous Rakhine are totally dependent for their safety and security on the Myanmar military. However, the Myanmar military is stretched too far, and their capability to detect, surveil and interdict the Islamic Rohingya Terrorists are very minimal. Also, Myanmar military has no experience or training in counter insurgency of Islamic terrorists, who are waging an asymmetrical warfare. Rape and murder of anyone they consider infidels are part of the Islamist terrorists doctrine. The Islamic Rohingya Terrorists include battle hardened fighters from Afghanistan and Chechnya. They have brought with them arms, ammunitions and ocean going vessels to equip a small army with the capability to engage in an asymmetrical warfare anywhere in the world. In the political arena, indigenous Rakhine are voiceless with apathy from western

media and international organizations as their history is being re-written and reshaped by outsiders right before their very own eyes. Few western journalists have ever reported on the issue without bias. On the other hand, the political wing of the Islamic Rohingya Terrorists and their supporters have been waging a relentless propaganda war since 1940s, and finding unquestionable acceptance from western media. The attempts by western governments, particularly, Britain, for a regime change in Myanmar undoubtedly played a negative impact on Rakhine as well. 9) Finally, there was an important news event in early November 2012 that went unreported by the major news organizations. The Islamic Rohingya Terrorists abducted three Myanmar soldiers in broad daylight from Myanmar side to Bangladesh. One of the bodies of the soldier was found terribly mutilated, while there is no trace of the others. Myanmar government has been unable to bring justice the Islamic Rohingya Terrorists involved in the criminal act or to even raise the issue in an international forum. Besides, the suspiciously under reporting of this event by major news organization, this raises the major question: If Myanmar government cannot protect its own soldiers from the Islamic Rohingya Terrorists, how can it protect its citizens or the indigenous Rakhine? Therefore, it is without doubt, that the 3 million indigenous Rakhine, with minimal capability, are trying to defend their ancient homeland against the + 300 million worldwide Islamic terrorists, with overwhelming power, capability and a doctrine of PanIslamism that encourages rape and murder of any one they consider infidels. The current events in Rakhine state have ominous implications on Myanmar as a whole; and tragic events await if the Islamic Rohingya Terrorists are not eradicated within Myanmar and their border crossing is not stopped. It would indeed be tragic if the folktale of the Little Girl and an Ungrateful Snake were to come true. Therefore, the Islamic Rohingya Terrorists should be in the top of the list in Myanmars war on terrorism. SOLUTION: The long term solution should be developed by the people of Rakhine state within Myanmar in accordance with their heritage and aspirations for future. To every Rakhine and other Buddhists, the nation of Buddhist Rakhine is to Saudi Arabia as it is to Muslim Arabs. Saudi Arabia, Maldives and other Islamic nations have developed laws and practices specifically to preserve their religion, culture and heritage. Therefore, should Buddhist Rakhine opt to develop laws and practices towards Rakhinization of Rakhine state to preserve their religion and heritage, they should have the right to do so. Strategically, theRakhinization of Rakhine state in Myanmar is required to deny safe havens for the Islamic Rohingya Terrorists. It is very important to deny safe haven to the Islamic Rohingya Terrorists, as they have mastered the technique of deception and using human shields in Afghanistan. Consider the facts that Osama bin Laden was able to stay close to a military training school in Pakistan for five years undetected. Once the safe havens are gone, the Myanmar military would then have a better ability to identify and deter the terrorists crossing the border.

Examples of laws practices (Saudization) in Saudi Arabia that are design to preserve their religion and heritage are provided below. To be applicable to Rakhine state, simply replace Saudi with Rakhine, Saudi Arabia with Rakhine State, Islam with Buddhism, Muslim with Buddhist etc. Saudi authorities do not permit criticism of Islam or the royal family. The government prohibits the public practice of religions other than Islam. Non-Muslims suspected of violating these restrictions have been jailed. A Saudi man who wishes to marry a foreign woman is required by law to seek the permission of Saudi authorities. Women who are arrested for socializing with a man who is not a relative may be charged with prostitution. Saudi customs authorities enforce strict regulations concerning importation into Saudi Arabia of such banned items as alcohol products, weapons, and any item that is held to be contrary to the tenets of Islam, such as pork products and pornography. Imported and domestic audiovisual media and reading matter are censored. Saudi customs and postal officials broadly define what is contrary to Islam and therefore prohibited. Christmas decorations, fashion magazines, and "suggestive" videos may be confiscated and the owner subject to penalties and fines. Tolerated Islamic practice generally is limited to a school of the Sunni branch of Islam as interpreted by Muhammad Ibn Abd Al-Wahhab, an 18th century Arab religious leader. Under Shari'a, conversion by a Muslim to another religion is considered apostasy, a crime punishable by death if the accused does not recant. The Government prohibits public non-Muslim religious activities. Non-Muslim worshippers risk arrest, imprisonment, lashing, deportation, and sometimes torture for engaging in religious activity that attracts official attention. Sunni Islamic religious education is mandatory in public schools at all levels. Regardless of which Islamic tradition their families adhere to, all public school children receive religious instruction that conforms to the Salafi tradition of Islam. Non-Muslim students in private schools are not required to study Islam. Private religious schools are not permitted for non-Muslims or for Muslims adhering to non-Salafi traditions of Islam. Shi'a are banned from teaching religion in schools. Proselytizing by non-Muslims, including the distribution of non-Muslim religious materials such as Bibles, is illegal. Proselytizing by non-Sunni Muslims also is not permitted, and the promotion of non-Salafi Sunni Islam is restricted

Converting to Islam and attending regular worship also improves your chances. FUTURE: Once the Rakhinization of Rakhine state in Myanmar is completed, there will be a bright future. With no further strife and vast natural resources, Rakhine and Myanmar can jointly control their destiny. While other nations are exporting terrorism and martyrdom, Rakhine and Myanmar can export universal love and compassion.
